Re: The Environment
As noted on the attached copy of the above-referenced draft, I
would replace the sentence in the 3rd paragraph that begins "We
must strive
" with the following:
"We must strive to end the needless filling and draining of
wetlands, and must ensure the creation of new wetlands to replace
any wetlands that are lost."
The original language suggests that wetlands may be "needlessly"
filled and drained as long as new wetlands are created. My
proposed revision is intended to suggest that wetlands should not
be destroyed needlessly, and that when they are filled or drained
for a good reason, new wetlands should be created to replace
them.

One area of ongoing concern is that of wetlands. I stand by
my pledge to protect the biological and ecological diversity

to replace them. A Wetlands Task Force has been established
through the Department of Interior to address this important
issue.

Thanks for the opportunity to comment on the draft environmental editorial for the Times
Mirror magazines. Mike Deland is out of town, but he asked that I review this and provide
my comments to you directly. I have several suggestions for revision of the wetlands
paragraph. which I have incorporated below.
One area of ongoing concern is wetlands. I stand by my pledge
to protect these critical areas of ecological diversity and natural
word agoal
beauty by working to achieve no net loss of wetlands. We must
strive to end the needless filling and draining of wetlands and
ensure that where they are lost, we replace their valuable
services. A Wetlands Task Force has been established within
the Domestic Policy Council to recommend ways to achieve this
important goal.
The change in the sentence "We must strive to end " is particularly important. One of
the key tenets of wetlands protection is that creation of wetlands is an uncertain and, in
many cases, second best approach, from an ecological point of view. Therefore, avoiding
losses is of primary importance there is a presumption that one should only move to
replacement if there is no alternative to loss of the wetland.
