I. SUMMARY
On Tuesday, July 31, 1990, at 5:30 PM, you will address
approximately 230 guests on the State floor of the White House.
Among those attending will be RCLC Chairman Ed Prince, former
Chairman Rich Devos, National Republican Congressional Committee
Chairman Guy Vander Jagt, and Co-chairman Ed Rollins.
II. DISCUSSION
The attached remarks (6 minutes, cards) highlight differences
between the Republican and Democratic parties, while praising the
RCLC and NRCC for their efforts to secure a Republican controlled
Congress. Within this framework, the remarks focus on three
issues: economic expansion and budget reform, redistricting, and
your call for a non-partisan and swift confirmation of David Souter
to the Supreme Court.

Thank you very much. It's great to see Ed Prince, our
National Chairman of the Republican Congressional Leadership
Council, and his wife, Elsie; Rich DeVos, our former chairman,
and his wife, Helen. of course I'd like to thank Guy Vander Jagt
for the job he has been doing as the Chairman of the National
Republican Congressional Committee, along with Ed Rollins, our
NRCC Co-chairman.
But the reason I've come by this evening is to thank each of
you here. Your dedication to Republican policies and American
values is bringing us closer to the day when we elect a
Republican majority in Congress. 111
It's sad, but some people think there isn't any difference
between the two parties.) Everyone here knows there's a bright
line separating the Democrats' philosophy from ours. And
everyone knows that the Republican way points to a better
America. Your support for the RCLC is critical because, with the
record number of quality candidates running for office this year,
together, we can build a better America. But to keep our
country strong and vital, we must have more Republicans in
Congress. 11

And we can do it. Because in defining the differences
between our parties, we've got Secret Weapon #1 on our side: the
Republican record. It was the Republican philosophy of "peace
through strength" that helped bring the light of freedom to
people from Panama to Poland. And it is Republican policies that
have spurred the longest peacetime economic expansion in history
-- 22 million jobs created over the last seven and a half years,
the lowest unemployment rate in 16 years.
We've kept the economy moving forward with sound policies.
And we can do much more. But it's time for a change in the way
we do business. We must have serious budget process reform,
we must have in place measures that guarantee them

Capitol Hill. This is not a time for "litmus tests" or single-
issue politics. It is not a time for partisan bias 4 or special

FOUR MORE VOTES, AND WE COULD HAVE OVERCOME THE
DEMOCRATS' OPPOSITION. THAT VOTE TELLS ME SOMETHING:
WE MUST HAVE MORE REPUBLICANS IN CONGRESS.

Let me tell you about a night in 1982, at table in a small
California restaurant. Congressman Phil Burton and some friends
got a few pencils and sketched new Congressional districts on

paper napkins. Their model became the redistricting method used
all over the country, and hurt our Party for the rest of the
decade.
Now we're facing another redistricting. But this time, the
Democrats aren't going to use pencils and napkins. They're going
to unleash state-of-the-art computers and do it all over again.
And we're ready with everything we've got -- our own pioneering
technology and our own expertise made possible in part by people
like you. But as good as our own technology is, in the final
analysis, nothing beats votes. So to ensure that Congressional
lines are drawn fairly -- to ensure that the '90s is the decade
that the House becomes a Republican House, we must have more
Republicans in the state legislatures and in the statehouses.\

BRIEF REMARKS: REPUBLICAN CONGRESSIONAL LEADERSHIP COUNCIL
STATE FLOOR?
TUESDAY, JULY 31, 1990
5:30 P.M.
Thank you very much. It's great to see Ed Prince, our
National Chairman of the Republican Congressional Leadership
Council, and his wife, Elsie; Rich DeVos, our former chairman,
and his wife, Helen. of course I'd like to thank Guy Vander Jagt
for the job he has been doing as the Chairman of the National
Republican Congressional Committee, along with Ed Rollins, our
NRCC Co-chairman.
But the reason I've come by tonight is to thank the most
important people in this room -- each of you here. Your
dedication to Republican policies and American values is bringing
us closer to the day when we elect a Republican majority in
Congress. III
It's sad, but some people think there isn't any difference
between the two parties. Everyone here knows there's a bright
line separating the Democrats' philosophy from ours. And
everyone knows that the Republican way points to a better
America. Your support for the RCLC is critical because, with the
record number of quality candidates running for office this year,
together, we can build a better America. But to keep our
country strong and vital, we must have more Republicans in
Congress. 11

And we can do it. Because in defining the differences
between our parties, we've got Secret Weapon #1 on our side: the
Republican record. It was the Republican philosophy of "peace
through strength" that helped bring the light of freedom to
people from Panama to Poland. And it is Republican policies that
have spurred the longest peacetime economic expansion in history
-- 22 million jobs created over the last seven and a half years,
the lowest unemployment rate seen in 16 years.
We've kept the economy moving forward with sound policies.
And we can do much more. But it's time for a change in the way
we do business. We must have serious budget process reform, the
line-item veto, and a balanced budget amendment. Unfortunately,
the Democrats in Congress don't agree. In fact, just two weeks
ago we barely lost a vote for a balanced budget amendment. Just
four more votes, and we could have overcome the Democrats'
opposition to a balanced budget. That vote tells me something:
We must have more Republicans in Congress.
This fall our opponents are terrified at the thought of the
Republican record. Because when the fight is fair -- and on the
issues -- Republicans win. But when the fight is skewed, because
of Democratic gerrymandering, we lose. And worst of all, the
voters lose. We must also end the masquerade of Democratic
gerrymandering, and we must end it now.
Let me tell you about a night in 1982, at table in a small
California restaurant. Congressman Phil Burton and some friends
got a few pencils and sketched new Congressional districts on

paper napkins. Their model became the redistricting method used
all over the country, and hurt our Party for the rest of the
decade.
Now we're facing another redistricting. But this time, the
Democrats aren't going to use pencils and napkins. They're going
to unleash state-of-the-art computers and do it all over again.
And we're ready with everything we've got -- our own pioneering
technology and our own expertise made possible in part by people
like you. But as good as our own technology is, in the final
analysis, nothing beats votes. So to ensure that Congressional
lines are drawn fairly -- to ensure that the '90s is the decade
that the House becomes a Republican House, we must have more
Republicans in the state legislatures and in the statehouses.
I've talked tonight about the differences between our
parties. But let me say a few words about the times when
partisanship is not appropriate. I've nominated Judge David
Souter to the Supreme Court, based on his extraordinary ability,
his impeccable qualifications, and his fair and equitable legal
mind. I believe in his nomination because I believe it will be
best for America. I expect him to receive a fair hearing on
Capitol Hill. This is not a time for "litmus tests" or single-
issue politics. It is not a time for partisan bias or special

interests. Tonight, I am calling on Congress to confirm Judge
Souter speedily and impartially. Because I, like them, want what
is best for America.
