SOUTHERN FOREST PRODUCTS ASSOCIATION
Good evening to everyone in Nashville celebrating the
Diamond Anniversary of the Southern Forest Products Association.
If you'll pardon the pun, I'm not walking out on a limb too far
by saying that, S-F-P-A has truly helped build this country.
Since 1915, S-F-P-A members have produced nearly 75 billion
board feet of Southern lumber -- enough to build homes for many
millions of Americans over several decades, while also supplying
needed wood products for shipbuilding and other military-related
construction during the two World Wars.
More recently, S-F-P-A has been a leader in stimulating new
export markets for U.S. lumber, for innovative uses of engineered
lumber and for a wide variety of uses of treated lumber, which
not only extends the life of the product, but extends the
resource as well. And that helps this nation preserve one of our
most important natural resources -- our forests.
And we also appreciate your encouragement of reforestation
efforts. Your commitment to replenishing our forests once
harvested has made an important contribution to help ensure that
future generations will have the timber to meet their needs.
And I also want to thank S-F-P-A for your support of my
"America the Beautiful" initiative, which among other things will
provide an environmental legacy for those future generations.
One of our goals calls for planting, improving, and maintaining
nearly one billion trees per year. In the southern states alone,
there are 84 million acres available for planting and an
additional 17 million acres that need improvement. I'm certain
that with the help of your association, and others in the forest
industry, we'll be able to reach this important goal.

The spirit that brings you together today is the spirit of
democracy: the knowledge that you can keep free enterprise alive
and healthy by participating in American government.
I commend you for that. The willingness of American
citizens to be vigilant -- and the enthusiasm with which they do
so -- is an important measure of the soundness of our democratic
system.
Your industry is a major part of America's food distribution
network. The nation's 626,000 food service outlets, many
of them mom-and-pop operations, are among the finest examples of
the entrepreneurial spirit that keeps America strong.
When it comes to the great American job machine, your
industry is five star. Consumers today spend 241 billion dollars
a year on meals away from home. Our country's restaurant
industry provides jobs to over eight million Americans, many of
them teenagers in the workforce for the first time.
Take this from a President who, it's been said, "never met a
menu he didn't like": The restaurant industry is a shining
example of how we must all continue to create jobs to keep

Good evening. It's wonderful to travel by tape to Seattle,
Washington, the Emerald City, and join the 43rd National
Convention of the American Ex-Prisoners of Wars.
As many of you know, I served in the Pacific theater during
World War II and barely missed becoming a P-O-W myself. After a
bombing run I was shot down and left to ponder my fate in the
Pacific Ocean for several hours. Every soldier knows the fear of
being taken prisoner, and hopes that should the day come, he will
be able to summon the courage that each of you did in your
ordeal.
Many of you here have paid a tremendous price for America
-- one that Americans acknowledge and appreciate. And it is for
your courage and your years of forfeited freedom that I am proud
to salute you today. Unfortunately, there are those who continue
to pay a tremendous price -- those Americans still missing in
action during the Viet Nam War. I can assure you that the United

your continued support and valued insight on our shared concerns.
Our nation today faces tremendous challenges at home and
abroad. But whether it's support for the brave American men and
women standing for good and right overseas or fighting for family
values here in Washington and across the country, the Eagle Forum
continues to play a leadership role.
Your support of our child care proposal to give parents more
options while at the same time not discriminating against mothers
at home helps us promote traditional family life.
Your strong commitment to provide America's children with
the education they need to compete in our new global economy is
critical. Here again, increased choice for parents is the key.
And let me commend your devotion and commitment to preserve
the sanctity of life and to champion the wonderful alternative of
adoption.
The challenges are many but challenge is what this country
is all about. You know, in less than a month, America will once
again reaffirm the principles of democracy and freedom that are
at the very heart of this country's beginnings.
Voters will go to the polls to choose their leaders at the
federal, state and local level - leaders whose principles and

Diamond Anniversary of the Southern Forest Products Association.
If you'll pardon the pun, I'm not walking out on a limb too far
by saying that, S-F-P-A has truly helped build this country.
Since 1915, S-F-P-A members have produced nearly 75 billion
board feet of Southern lumber -- enough to build homes for many
millions of Americans over several decades, while also supplying
needed wood products for shipbuilding and other military-related
construction during the two World Wars.
More recently, S-F-P-A has been a leader in stimulating new
export markets for U.S. lumber, for innovative uses of engineered
lumber and for a wide variety of uses of treated lumber, which
not only extends the life of the product, but extends the
resource as well. And that helps this nation preserve one of our
most important natural resources -- our forests.
And we also appreciate your encouragement of reforestation
efforts. Your commitment to replenishing our forests once
harvested has made an important contribution to help ensure that
future generations will have the timber to meet their needs.
And I also want to thank S-F-P-A for your support of my
"America the Beautiful" initiative, which among other things will
provide an environmental legacy for those future generations.
One of our goals calls for planting, improving, and maintaining
nearly one billion trees per year. In the southern states alone,

Good evening. It's wonderful to travel by tape to Seattle,
Washington, the Emerald City, and join the 43rd National
Convention of the American Ex-Prisoners of Wars.
As many of you know, I served in the Pacific theater during
World War II and barely missed becoming a P-O-W myself. After a
bombing run I was shot down and left to ponder my fate in the
Pacific Ocean for several hours. Every soldier knows the fear of
being taken prisoner, and hopes that should the day come, he will
be able to summon the courage that each of you did in your
ordeal.
Many of you here have paid a tremendous price for America
-- one that Americans acknowledge and appreciate. And it is for
your courage and your years of forfeited freedom that I am proud
to salute you today. Unfortunately, there are those who continue
to pay a tremendous price -- those Americans still missing in
action during the Viet Nam War. I can assure you that the United
States will make every effort -- use every means available -- to
get a full accounting of the nearly 2,500 brave Americans still
listed as M-I-As.
Whether a P-O-W in the first or second World Wars, the
Korean War or the Viet Nam War, your efforts to educate the
country on this important mission will be vital.

describe American consumers eating out and the number of jobs
created by the restaurant industry. He'd like us to remove the
definite number figures and instead say:
"Consumers today spend billions of dollars a year on
meals away from home."
"Our country's restaurant industry provides jobs to millions
of Americans, many of them teenagers in the workforce for
the first time."
The original figures came from the National Restaurant
Association and do not coincide with Commerce's Statistical
Abstract.

Video Scripts
We have reviewed the proposed video scripts for the Southern
Forest Products Association, National Restaurant Association,
American ex-POW's, the Eagle Forum. We have no legal objections
to the messages prepared for the National Restaurant Association
and the Eagle Forum. We have two comments with respect to the
other two messages.
First, we have concerns with the first sentence in the third
paragraph of the Southern Forest Products Association message
("S-F-P-A has been a leader in stimulating new export markets for
U.S. lumber
"). Our experience has been that when
quotable bites like this appear in Presidential messages, the
bites usually turn up in some commercial context, and Counsel's
office has to ask the association or company not to treat the
President's praise as an endorsement. This is precisely the type
of phrase that is very likely to come back to us. We would
recommend that the phrase be altered so that it is not such a
direct endorsement of SFPA. For example: "SFPA has helped to
stimulate new export markets " or "Your members have been
among the leaders in stimulating new export markets
"
Second, the fourth paragraph in the proposed message for American
Ex-POW's is ambiguous. What is the "important mission" referred
to? Is the obtaining of a full accounting of MIA's or is it
something else? What is the relationship between educating the
country on the MIA's and the U.S. using every effort to get the
full accounting?
