PRESIDENTIAL REMARKS: REGIONAL REPORTERS BUDGET BRIEFING
SOUTH LAWN
OCTOBER 3, 1990
10:15 a.m.
Welcome, all of you, to the White House. 11 I want to open
today where I left off last night -- and reiterate how strongly I
believe that passing the bipartisan budget agreement is
imperative for America. 11
Take a look at some of the strong reasons why we must
support this agreement:
** To begin with, it is balanced -- and it is fair. Everyone
shares the burden -- but that's the way it ought to be. //
** This agreement delivers the biggest deficit cuts -- ever.
In the next 5 years, we'll cut a half-a-trillion dollar chunk out
of the federal deficit. 11 Proof positive we're serious about
bringing this deficit under control.
** This agreement delivers the largest entitlement cuts --
ever. $120 billion dollars between now and 1995. No smoke --- no
mirrors: just real cuts. ///
I know plenty of people out there will say, "We've heard
this one before." I know the American people -- and I know
they've had it up to here with promises. ///
** Well, this time, it's for real -- because this budget-
cutting package contains the toughest enforcement mechanisms --

ever. // This agreement puts us on the pay-as-you-go-plan --
and handcuffs the high-spenders. //
That's right -- Congress is going to have to cut up the
credit cards. // For every new program or added expenditure,
it's going to have to make an equal cut somewhere else. //
And if -- at some time in the future -- those old bad habits
get the upper hand again, and the urge to overspend returns,
there's a surprise in store: built into every line-item and
every budget program -- automatic cuts kick in, to bring that
part of the budget back into line. //

Everyone here knows that this plan is the product of eight
long hard months of negotiation -- and compromise. No one was in
a position to dictate terms. No one got everything they wanted.
But the plan we've hammered out is balanced, fair -- and above
all, it is our last, best chance to bring this deficit under
control. /////
As I said last night to the cynics and the critics out
there: You can pick this package apart -- but you can't put a
better package together. ///
Tomorrow, Congress meets. Today, I call on the members of
the House and Senate to cast their vote for this budget plan.
Prove to the American people that we can solve this deficit
problem -- and put this Nation on the path to long-term economic
health. /////
