When Truman was similarly faced with congressional intransigence that sacrificed the national interest for special interests and the perquisites of incumbency, he let the Congress have it with both barrels. With that in mind, we suggest taking every opportunity to remind the public of two simple truths: 1) Congress is the problem; and 2) Congress is run by the Democrats. This draft is a kind of collection of terrific tag lines, particularly on the third page, from which we take note of three examples below. The first is especially eloquent. Well done. 3,1,3 "Michigan is a metaphor for ingenuity. Meeting challenges through the human heart and mind -- not through the heavy hand of Washington." 3,3,6 " progress made isn't measured by dollars spent." 3,4,1 "This idea forms the essence of the Republican Party. An idea which rejects the status-quo -- the politics of special interests. Our idea supports the status-grow. Where the only true interest is America's." ### 11 :pd 100 06 Egg comments 10-11-90 (Smith/Garmey) October 10, 1990 5 P.M. SENATE PRESIDENTIAL REMARKS: ENGLER RALLY GRAND RAPIDS TUESDAY, OCTOBER 16, 1990 Ladies and gentlemen, honored guests. Thank you, John, for that kind introduction. As always, it's great to be back in Michigan. // ( (Undoubtedly, you know by now of my fondness for this State. I'll never forget your kindness in the 1980 Primary. Just to show you what Michigan means to me, I asked the most famous White House writer to work on these remarks. // So Millie was up half the night putting them together. )) // ( (Already this year, I've spent almost as much time here as Lee Iacocca. // Rumor has it that if President Gorbachev has to call me on the hotline, the telephone rings straight through to Cobo Hall. ) ) / / Let me begin by stating what I said three weeks ago, in Detroit, on behalf of your next U.S. Senator -- Bill Schuette. // Bill indeed is "the change we need." Let's get real leadership in the Senate. Let's elect the man from Midland. // We also need to keep control of the one thing we don't have in Washington // not yet, anyway. A Republican Senate. // Let's maintain our majority in the State Senate -- and gain a majority in the Michigan House of Representatives. // Then, there's the candidate for whom I spoke last April -- and who -- like Bill and all Republicans -- wants to help people 2 up and keep bureaucracies down. You realize who I'm talking about: He's the right man to do the job. My friend / and your next Governor / John Engler. // All of you are familiar with the John Engler story -- it's the kind they make movies about. From a farm hand in Beal City (Ihnow to graduate of Michigan State. State representative. Then, one excited John was of the most respected members of the Michigan State Senate. // about that Spartany a Some say it's impossible to beat an incumbent. Let's X use them to win one of the most crucial election of our lives. // X This election will decide whether Michigan chooses on the one hand // the left hand, naturally // the bankrupt policies of "Tax and spend." // Or whether on the other hand, it chooses Republican policies that put Americans to work. // This election will decide whether Michigan supports a war on thugs and drugs. Or whether Lansing is run by those -- unlike John Engler -- who soft-pedal the need to be hard on crime. // Finally, this election will decide whether or not Michigan has fair reapportionment. Let's face it: Michigan needs the reapportionment map drawn by the Democrats like the Wolverines need their playbook re-written by Ohio State. Instead, we need officials who can keep the rulebook fair. // That means electing Republicans at the local, county, and State level. It means remembering that the Democrats want to 3 empower the bureaucracy. We want to empower individuals. 11 Above all, it means reminding voters what I learned in that 1980 Primary: Michigan is a metaphor for ingenuity. // Meeting challenges through the human heart and mind -- not through the heavy hand of Washington. 111 ( (Here is a story which describes that creativity. A Michigan mother told her son, "I have a good idea you skipped your piano lesson to listen to the Tigers' game." 11 The son said that although he loved Ernie Harwell, he hadn't skipped his lesson. The mother said, "Are you sure? Ernie's irresistible." / / The son replied, "Uh-uh. And I have a fish to prove it.") ) Maybe that boy was fishing in the Northern Peninsula. Or in one of those great holes around Mackinack Grand ( (This, of course, is Rapids (Douvers Jerry Ford's home town. I made a deal with him recently. I told The machinal him I wouldn't say anything about his golf if he doesn't say anything about my fishing. )) 11 Ask Jerry -- or that little boy. hometown They know -- like we do -- that progress made isn't measured by dollars spent. But by returning power to localities, to States, and most important, to the people. // This idea forms the essence of the Republican Party. An idea which rejects the status-quo -- the politics of special interests. Our idea supports the status-grow. Where the only true interest is America's. // Look, first, at education -- where Governors play a special role. John Engler knows excellence is obtained through higher standards, more accountability, and giving parents more choice 4 where their kids go to school. So we've unveiled the Educational Excellence Act of 1990 -- legislation that, for 17 months, liberal Democrats have delayed. Let's back men like John Engler who'll convince Congress to make American education No. 1. // Next, take the environment. There, too, differences shine. Liberals think you have to throw people out of work to protect our natural resources. John Engler disagrees. So do I. Fifteen months ago we sent a bill to Congress to rewrite the Clean Air Act. Today, we're still awaiting action. No State knows more than Michigan that we need clear air and good jobs. Let's elect Republicans who will help pass a Clean Air Act I can sign. 11 Now comes another issue this election will affect: Crime and drugs. 11 Thase You in Detroit know how bad crime can be in the toll it takes on communities. That's why 16 months ago we sent our Comprehensive Violent Crime Control Bill Act to Congress. 11 Here's the problem: Liberal Democrats have made every effort to water down the bill. The solution? Electing candidates who support toughening laws at the State level -- just as we are in Washington. // Join with me in telling Congress to take the shackles off policemen, the courts, and law. We need officials like John Engler who will see that the punishment fits the crime. // So far I've talked of that which divides our parties. Let me close with that which must unite us. 11 The first is a comprehensive budget plan to cut the Federal budget deficit by $500 billion over the next five years. I want Congress to send me a plan which cuts inflation, lowers interest rates, and means 5 new jobs. // In short, a plan creating growth, opportunity, and prosperity -- GOP -- has a nice ring, don't you think? // Problems caused by the deficit problem have been building for years. This year, they reached the boiling point. For eight months we've wrestled with this problem. For eight months, I've negotiated in good faith. The American people didn't send me here to play politics. They sent me here to govern. So I put it all on the table -- and I took the heat. 11 Now, I will continue to press for a budget that proves to the American people that we can -- and will -- bring this deficit down. // The test comes three days from now: Congress' budget bill must be passed by both houses no later than October 19. Here is this friday what I will accept: This agreement must be consistent with the Bipartisan Budget Agreement reached two weeks ago -- produced on a bipartisan basis. And include pro-growth incentives to spur the economy. It must deliver real savings through real spending cuts -- cuts that are enforceable. And any budget I sign must include the significant budget process reforms hammered out in the bipartisan budget agreement. Let me reiterate: I couldn't be more serious about the October 19 deadline. Eleven days ago, with no budget agreement, I shut down the government to keep the pressure on. If Congress doesn't send me a sound budget that ensures long-term growth, I will use my veto pen again. Two more things: This budget must not mess with Social Security. // ( (In this Administration, it's as untouchable as Bo Schembechler's place in Michigan football 6 history.) 11 Finally, I will veto any plan which does not ensure crucial funds for Operation Desert Shield. // When I was here three weeks ago, I spoke of Michigan's sons and daughters now on active duty in Saudi Arabia -- saying, "These men and women show that America would not be the land of the free if it were not also the home of the brave." // We intend to stand by those who stand up for what is right, and good. So America will remain in the Persian Gulf for as long it takes to complete our mission. 11 Above all, we will keep faith with the greatest servicemen and women any Nation could have. 11 Twenty days from now, we must keep faith with America. So let's canvas / contribute / and urge others to the polls. Echoing those words of Grand Rapid's favorite President: "It is the Republican Party's golden opportunity," said Jerry Ford, "to prove that it has the resolution to rouse the nation's greatness -- and the will to win elections." 11 Fellow Republicans, let's show our will and resolution. Let's keep a Republican majority in the State Senate -- and win a majority in the House of Representatives. 11 Let's elect Bill Schuette as U.S. Senator -- and send the right man to Lansing. Let's elect John Engler Governor of the State of Michigan. // With your help, we can make November 6 a great day for Michigan and our Nation. Thank you for all you've done, and will do in the future. And God bless the United States of America. # # # # THE WHITE HOUSE WASHINGTON October 11, 1990 MEMORANDUM FOR CHRISS WINSTON FROM: ROGER B. PORTER RBP SUBJECT: Presidential Remarks: Engler Rally-Grand Rapids, Michigan Empowering people by enabling individuals to make their own choices is an effective theme in this speech and one we should continue to emphasize. As always, it's great to be back in Michigan. // ( (Undoubtedly, you know by now of my fondness for this State. I'll never forget your kindness in the 1980 Primary. Let's get real leadership in the Senate. Let's elect the man from Midland. // We also need to keep control of the one thing we don't have in Washington // not yet, anyway. A Republican Senate. 11 Let's maintain our majority in the Senate -- and gain a majority in the Michigan House of Representatives. From a farm hand in Beal City to graduate of Michigan State. State representative. Then, one of the most respected members of the Michigan State Senate. 11 Some say it's impossible to beat an incumbent. Tell that to John Engler: He's already beaten three. I'm here to help make it four -- and to support John, Bill, and every Republican candidate. // Only twenty days remain before November 6. Let's use them to win one of the most crucial election of our lives. 11 This election will decide whether Michigan chooses on the one hand // the left hand, naturally 11 the bankrupt policies of "Tax and spend." 11 Or whether on the other hand, it chooses Republican policies that put Americans to work. 11 This election will decide whether Michigan supports a war on thugs and drugs. 11 That means electing Republicans at the local, county, and State level. It means remembering that the Democrats want to 3 empower the bureaucracy. We want to empower individuals. // Above all, it means reminding voters what I learned in that 1980 Primary: Michigan is a metaphor for ingenuity. / / Meeting challenges through the human heart and mind -- not through the heavy hand of Washington. Ernie's irresistible." 11 The son replied, "Uh-uh. And I have a fish to prove it.") Maybe that boy was fishing in the Northern Peninsula. Or in one of those great holes around Mackinack. ( (This, of course, is Jerry Ford's home town. I made a deal with him recently. I told him I wouldn't say anything about his golf if he doesn't say anything about my fishing. )) 11 Ask Jerry -- or that little boy. They know -- like we do -- that progress made isn't measured by dollars spent. 11 You in Detroit know how bad crime can be in the toll it takes on communities. That's why 16 months ago we sent our Comprehensive Violent Crime Control Act to Congress. // Here's the problem: Liberal Democrats have made every effort to water down the bill. The solution? Electing candidates who support toughening laws at the State level -- just as we are in Washington. 11 Join with me in telling Congress to take the shackles off policemen, the courts, and law. We need officials like John Engler who will see the punishment fits the crime. 11 So far I've talked of that which divides our parties. Let me close with that which must unite us. 11 The first is a comprehensive budget plan to cut the Federal budget deficit by $500 billion over the next five years. I want Congress to send me a plan which cuts inflation, lowers interest rates, and means 5 new jobs. 11 In short, a plan creating growth, opportunity, and prosperity -- GOP -- has a nice ring, don't you think? // Problems caused by the deficit problem have been building for years. This year, they reached the boiling point. For eight months we've wrestled with this problem. For eight months, I've negotiated in good faith. The American people didn't send me here to play politics. They sent me here to govern. So I put it all on the table -- and I took the heat. // Now, I will continue to press for a budget that proves to the American people that we can -- and will -- bring this deficit down. // The test comes three days from now: Congress' budget bill must be passed by both houses no later than October 19. Here is what I will accept: This agreement must be consistent with the Bipartisan Budget Agreement reached two weeks ago -- produced on a bipartisan basis. // ((In this Administration, it's as untouchable as Bo Schembechler's place in Michigan football 6 history.) 11 Finally, I will veto any plan which does not ensure crucial funds for Operation Desert Shield. 11 When I was here three weeks ago, I spoke of Michigan's sons and daughters now on active duty in Saudi Arabia -- saying, "These men and women show that America would not be the land of the free if it were not also the home of the brave." // We intend to stand by those who stand up for what is right, and good. So America will remain in the Persian Gulf for as long it takes to complete our mission. 11 Above all, we will keep faith with the greatest servicemen and women any Nation could have. // Twenty days from now, we must keep faith with America. So let's canvas / contribute / and urge others to the polls. Echoing those words of Grand Rapid's favorite President: "It is the Republican Party's golden opportunity," said Jerry Ford, "to prove that it has the resolution to rouse the nation's greatness -- and the will to win elections." // Fellow Republicans, let's show our will and resolution. Let's keep a Republican majority in the State Senate -- and win a majority in the House of Representatives. 11 Let's elect Bill Schuette as U.S. Senator -- and send the right man to Lansing. THE AMERICAN PEOPLE HAVE WATCHED WITH GROWING FRUSTRATION AS THIS BUDGET PROCESS DRAGS ON AND ON. - 12 - IT HASN'T BEEN PRETTY. YEAR AFTER YEAR, CONGRESS FAILS TO MEET ITS BUDGET DEADLINES ON TIME, AND RESORTS TO PASSING EMERGENCY BILLS JUST TO KEEP THE GOVERNMENT OPERATING -- 37 TIMES IN THE LAST TEN YEARS. IF THIS IS THE BEST THAT THE "SYSTEM" CAN DO, THEN IT'S TIME TO BUILD A BETTER SYSTEM. YES, THE INSIDE-THE-BELTWAY JARGON DOES GET A LITTLE THICK SOMETIMES, SO LET ME TRY TO PUT THINGS IN PERSPECTIVE. - 13 - AMERICA MUST HAVE A REAL AND SIGNIFICANT DEFICIT REDUCTION BUDGET TO GET THIS ECONOMY MOVING AGAIN. THAT WILL BRING DOWN INTEREST RATES ON HOME PURCHASES, CAR LOANS, AND WILL CREATE JOBS. To GET THIS DEFICIT DOWN, CONGRESS CANNOT RESORT TO THE OLD POLITICAL SHELL GAME; AMERICA CANNOT AFFORD 'BUSINESS AS USUAL'. So THE BUDGET MUST BE REAL, ENFORCEABLE, AND PRESERVE OUR INCENTIVES FOR GROWTH. - 14 - MOST AMERICANS KNOW THAT THE PROBLEM HAS ALWAYS BEEN THE FAILURE OF CONGRESS To HOLD DOWN SPENDING. AND AMERICANS ALSO KNOW THAT WHEN GOVERNMENT SPENDING GOES UP, THEY BETTER HANG ON TO THEIR WALLETS. JUST TODAY, BACK IN WASHINGTON, CONGRESS [TooK] [IS TAKING] UP THE HOUSE DEMOCRATIC BUDGET PLAN. IT'S NOTHING MORE THAN A DEMOCRATIC TAX PLAN. - 15 - IF IT REACHES MY DESK, I WILL VETO IT BECAUSE IT RAISES THE INCOME TAXES OF WORKING MEN AND WOMEN. THAT'S SIMPLY UNACCEPTABLE. THAT SAID, ONE THING THAT DOES APPEAL TO ME ABOUT THE CURRENT SENATE PACKAGE IS THAT IT HOLDS THE LINE ON INCOME TAX RATES. ALL AMERICANS ARE CONCERNED THAT CONGRESS WILL CONTINUE TO PAY FOR ITS SPENDING HABITS BY RAISING INCOME TAXES ON EVERYONE. - 16 - THE BUDGET SUMMIT DID MOVE US IN THE RIGHT DIRECTION, AND IT HAS BROUGHT TO THIS FINAL COUNTDOWN WEEK. IT'S DOWN TO FOUR DAYS. CONGRESS HAS THE RESPONSIBILITY AND THE OBLIGATION To ACT. AND THE AMERICAN PEOPLE HAVE A RIGHT TO EXPECT THE CONGRESS TO ACT RESPONSIBLY. So ON NOVEMBER 6, LET'S SEND CONGRESS A MESSAGE. LADIES AND GENTLEMEN, HONORED GUESTS. THANK YOU, JOHN, FOR THAT KIND INTRODUCTION. CONGRESSMAN GUY VANDER JAGT. As ALWAYS, IT'S GREAT TO BE BACK IN MICHIGAN. CONNIE BINSFIELD (GOP CANDIDATE FOR LT. Maryn GOVERNOR), BROOKS PETERSON (BUSH-QUAYLE Co-CHAIRMAN), RONNA ROMNEY (NATIONAL COMMITTEEWOMAN), AND RICHARD AND BETSY DEVOSS. // ABRM - 2 - ((JUST TO SHOW YOU WHAT MICHIGAN MEANS TO ME, I ASKED OUR MOST TALENTED WRITER TO WORK ON THESE REMARKS. N Só MILLIE WAS UP HALF THE NIGHT PUTTING THEM TOGETHER.)) // LET ME BEGIN BY STATING WHAT I SAID THREE WEEKS AGO, IN DETROIT, ON BEHALF OF A GOOD FRIEND BILL SCHUETTE. // BILL INDEED IS "THE CHANGE WE NEED.' LET'S GET REAL LEADERSHIP IN THE SENATE. LET'S ELECT THE MAN FROM MIDLAND. // - 3 - WE ALSO NEED TO KEEP CONTROL OF THE ONE THING WE DON'T HAVE IN WASHINGTON // NOT YET, ANYWAY. YOUR REPUBLICAN STATE SENATE. // LET'S MAINTAIN OUR MAJORITY IN THE SENATE -- AND GAIN A MAJORITY IN THE MICHIGAN HOUSE OF REPRESENTATIVES, TOO. THEN, THERE'S THE CANDIDATE FOR WHOM I SPOKE LAST APRIL --AND WHO -- LIKE ALL REPUBLICANS -- WANTS TO BRING REAL CHANGE TO MICHIGAN. - 4 - You KNOW WHO I'M TALKING ABOUT: HE'S THE RIGHT MAN TO DO THE JOB. MY FRIEND / AND YOUR NEXT GOVERNOR / JOHN ENGLER. ALL OF YOU ARE FAMILIAR WITH THE JOHN ENGLER STORY. FROM A FARM HAND IN BEAL CITY TO GRADUATE OF MICHIGAN STATE. STATE REPRESENTATIVE. THEN, ONE OF THE MOST RESPECTED MEMBERS OF THE MICHIGAN STATE SENATE. // SOME SAY IT'S IMPOSSIBLE TO BEAT AN INCUMBENT. TELL THAT TO JOHN ENGLER: HE'S ALREADY BEATEN THREE. - 5 - WELL, I'M HERE To HELP MAKE IT FOUR -- AND TO SUPPORT JOHN, BILL, AND THE REST OF YOUR OUTSTANDING REPUBLICAN TICKET. // ONLY TWENTY-ONE DAYS REMAIN BEFORE NOVEMBER 6TH. LET'S USE THEM TO PUT JOHN OVER THE TOP. THIS ELECTION WILL DECIDE WHETHER MICHIGAN CHOOSES THE BANKRUPT POLICIES OF "TAX AND SPEND." OR WHETHER ON THE OTHER HAND, IT CHOOSES REPUBLICAN POLICIES THAT PUT AMERICANS TO WORK. - 6 - THIS ELECTION WILL DECIDE WHETHER MICHIGAN SUPPORTS A WAR ON THUGS AND DRUGS. OR WHETHER LANSING IS RUN BY THOSE -- UNLIKE JOHN ENGLER -- WHO SOFT-PEDAL THE NEED, TO BE HARD ON CRIME. // FINALLY, THIS ELECTION WILL DECIDE WHETHER OR NOT MICHIGAN HAS FAIR REAPPORTIONMENT. LET'S FACE IT: MICHIGAN NEEDS ITS REAPPORTIONMENT MAP DRAWN BY THE DEMOCRATS LIKE THE SPARTANS NEED THEIR PLAYBOOK RE- WRITTEN BY OHTo STATE. // - 7 - THAT MEANS ELECTING REPUBLICANS AT THE LOCAL, COUNTY, AND STATE LEVELS -- AND MEETING CHALLENGES THROUGH THE HUMAN HEART AND MIND --NOT THROUGH THE HEAVY HAND OF WASHINGTON. /// WE KNOW THAT PROGRESS MADE ISN'T MEASURED BY DOLLARS SPENT. BUT BY RETURNING POWER TO LOCALITIES, TO STATES, AND MOST IMPORTANT, TO THE PEOPLE. // - 8 - THIS IDEA FORMS THE ESSENCE OF THE REPUBLICAN PARTY. AN IDEA WHICH REJECTS THE STATUS-QUO -- THE POLITICS OF SPECIAL INTERESTS. OUR IDEA SUPPORTS CHANGE -- REAL CHANGE. WHERE THE ONLY TRUE INTEREST IS THE COMMON INTEREST -- AMERICA'S INTEREST. - 9 - Look, FIRST, AT EDUCATION -- WHERE GOVERNORS PLAY A SPECIAL ROLE. JOHN ENGLER KNOWS EXCELLENCE IS OBTAINED THROUGH HIGHER STANDARDS, MORE ACCOUNTABILITY, AND EMPOWERING PARENTS WITH MORE CHOICE IN WHERE THEIR KIDS GO TO SCHOOL. So WE UNVEILED THE EDUCATIONAL EXCELLENCE AcT OF 1990 AND WORKED WITH THE GOVERNORS TO DEVELOP THIS COUNTRY'S FIRST-EVER NATIONAL EDUCATION GOALS. - 10 - LET'S BACK MEN LIKE JOHN ENGLER WHO'LL WORK WITH ME TO MAKE THOSE GOALS A REALITY AND AMERICAN EDUCATION No. 1. // Now COMES ANOTHER ISSUE THIS ELECTION WILL AFFECT: CRIME AND DRUGS. EVERYONE KNOWS THE TOLL CRIME TAKES ON COMMUNITIES. THAT'S WHY 16 MONTHS AGO WE SENT OUR VIOLENT CRIME BILL TO CONGRESS. HERE'S THE PROBLEM: LIBERAL DEMOCRATS HAVE MADE EVERY EFFORT TO WATER DOWN THE BILL. THE SOLUTION? - 11 - ELECTING CANDIDATES WHO SUPPORT TOUGHENING LAWS AT BOTH THE FEDERAL AND STATE LEVEL. JOIN WITH ME IN TELLING CONGRESS TO TAKE THE SHACKLES OFF POLICEMEN, THE COURTS, AND LAW. WE NEED LEADERS LIKE JOHN ENGLER WHO WILL HELP PEOPLE TAKE BACK THE STREETS. // FINALLY, A WORD ABOUT ONE OF THE TOUGHEST ISSUES ON OUR PLATE: THE FEDERAL DEFICIT. LET'S REJECT THE DEMOCRATS' TAX AND SPEND POLICIES THAT GOT US HERE IN THE FIRST PLACE. B 17 - AND TELL CONGRESS THAT AMERICA'S KIDS DESERVE TO INHERIT MORE THAN AN AVALANCHE OF UNPAID BILLS. /// WHEN I WAS HERE THREE WEEKS AGO, I SPOKE OF MICHIGAN'S SONS AND DAUGHTERS IN ANOTHER CONTEXT -- ONE THAT'S ON THE MINDS OF ALL AMERICANS. I SPOKE OF THOSE YOUNG MEN AND WOMEN NOW ON ACTIVE DUTY IN SAUDI ARABIA -- SAYING, "THESE MEN AND WOMEN SHOW THAT AMERICA WOULD NOT BE THE LAND OF THE FREE IF IT WERE NOT ALSO THE HOME OF THE BRAVE." // - 18 - WE INTEND TO STAND BY THOSE WHO STAND UP FOR WHAT IS RIGHT, AND GOOD. So AMERICA WILL REMAIN IN THE PERSIAN GULF FOR AS LONG IT TAKES TO COMPLETE OUR MISSION. // ABOVE ALL, WE WILL KEEP FAITH WITH THE GREATEST SERVICEMEN AND WOMEN ANY NATION COULD HAVE. // TWENTY DAYS FROM NOW, WE MUST KEEP FAITH WITH AMERICA. So LET'S GET TO THE POLLS. LET'S SHOW OUR WILL AND RESOLUTION. - 19 = LET'S KEEP A REPUBLICAN MAJORITY IN THE STATE SENATE -- AND WIN A MAJORITY IN THE HOUSE OF REPRESENTATIVES. // LET'S ELECT BILL SCHUETTE AS U.S. SENATOR -- AND LET'S SEND THE RIGHT MAN TO LANSING. = 20 - AND GOD BLESS THE UNITED STATES OF AMERICA. # # # ENGLER RALLY \ GRAND RAPIDS, MICHIGAN TUESDAY, OCTOBER 16, 1990 \ 6:30 P.M.
