"ONE TO ONE"
GOOD EVENING LADIES AND GENTLEMEN. I WISH THAT I
COULD BE WITH YOU TONIGHT.
YOU'VE ALL HEARD ME SPEAK ABOUT "POINTS OF LIGHT",
THAT IS INDIVIDUALS, GROUPS AND INSTITUTIONS WHO TAKE
DIRECT AND CONSEQUENTIAL ACTION TO SOLVE OUR SERIOUS
SOCIAL PROBLEMS. ONE OF THE MOST SERIOUS IS THE
ALIENATION OF so MANY OF OUR YOUNG PEOPLE. FOR THEY
ARE OUR FUTURE.
AND NO POINT OF LIGHT IS BRIGHTER THAN THOSE OF
YOU GATHERED TONIGHT UNDER THE BANNER OF ONE TO ONE.
MOST YOUNG AMERICANS CAN COUNT ON A VAST WEB OF FAMILY,
FRIENDS, TEACHERS, COACHES AND MINISTERS TO GUIDE THEM
THROUGH LIFE. BUT TOO MANY OF THEIR PEERS HAVE NO ONE
TO TURN TO.
FOR MANY YOUNGSTERS, YOURS MAY BE THE ONLY LOVE

OUR MOST DISADVANTAGED YOUNG PEOPLE, YOU'RE INSTILLING
VALUES, TEACHING SKILLS, PROVIDING HOPE AND SHOWING

PROPOSED VIDEO MESSAGE
MARINE CORPS BALL
Good evening. It's wonderful to join the Marine Corps as
you celebrate your 215th anniversary. I can almost taste that
birthday cake and hear the strains of "Happy Birthday" as you
mark this special occasion in celebrations in Washington and
around the world.
I've often felt that birthdays are not only a time for
celebration, but also an opportunity to take stock and review the
accomplishments of the previous year. And, as always, the Marine
Corps has been in the forefront -- both in battle, and in peace.
In Operation Just Cause, it was the Marines who helped dethrone a
dictator and return democracy to the people of Panama. And when
the Philippines were hit with a devastating earthquake, it was,
I'm proud to say, the Marines who quickly responded by lending a
hand to assist with emergency relief. When a revolution became
dangerous for Americans and other foreign nationals in Liberia,
it was the Marine Corps that answered a call for help and brought
2,000 people out to safety. And, of course, this year also
brought the United States Marine Corps to the Persian Gulf and
Operation Desert Shield. It seems that time and time again, in
any part of the world, the Marines are always ready to answer the
call to protect the cause of freedom.
But, that's just the history and tradition of the Corps.
When the 2nd Continental Congress called for the creation of a
Marine Corps on November 10, 1775, to help the American colonies
defeat the British, they created an able force which has led our
country. The roll call of this Nation's greatest battles speak
to the honor and distinction and sacrifice the Marines have made
for their country.
And tonight, as we review the accomplishments of this year,
and look forward to the next, I know the brave men and women of
the United States Marine Corps will always answer a call to
action.
Thank you, have a great birthday, God bless you all, and
Semper Fi.

CONVERGENCE '90 CONVENTION
It's a pleasure to join everyone at this year's
International Congress on Transportation Electronics -- better
known as Convergence '90.
This international forum is a unique opportunity for the
automotive industry to share technology and innovation, and to
use the tools of international dialogue and cooperation to
reshape the future of the automobile.
But, this year, the importance of Convergence '90 has
expanded. Your efforts to improve fuel economy, for example, has
been given new importance in light of recent events in the Middle
East. And the other issues which you'll examine -- reducing
emissions, easing congestion on our highways and making our cars
safer -- have equal urgency if we're to continue improving the
quality of life.
AS this session of Convergence '90 begins, ou are pushing
technology to its limits as you produce cleaner, more efficient

And fortunately, you are not acting alone. On the
diplomatic front, world governments are now seeking international

such as pollution and energy use from a global perspective.
With working conferences such as Convergence '90, I'm

PROPOSED VIDEO MESSAGE FOR "ONE 90OCI TO ONE PM 7: 10
Good evening ladies and gentlemen. I wish that I could be
with you tonight.
You've all heard me speak about "Points of Light", that is
individuals, groups and institutions who take direct and
consequential action to solve our serious social problems. One
of the most serious is the alienation of so many of our young
people. For they are our future.
And no Point of Light is brighter than those of you gathered
tonight under the banner of One to One. Most young Americans can
count MINISTERS on a vast web of family, friends, teachers, coaches and
minsters to guide them through life. But too many of their peers
have no one to turn to.
For many youngsters, yours may be the only love and support
they've ever been shown. By providing mentors and
entrepreneurial opportunities for some of our most disadvantaged
young people, you're instilling values, teaching skills,
providing hope and showing that someone cares.
Thank you for caring. May every American join you in

PROPOSED VIDEO MESSAGE
90 OCT 17 PM 5: 08
NATIONAL STUDENT/PARENT MOCK ELECTION
It's an honor to welcome you to the 1990 National Student-
Parent Mock Election.
Today, you have a great opportunity to see how democracy
works -- and how one man or one woman, and sometimes even one
vote, can make a difference.
During this past year, the world witnessed the power of
democracy -- and the power of youth. All across Eastern Europe,
thousands of young people lit candles in the squares, and helped
light the world with the power of an idea. And in Berlin, the
youth of East and West seized not the hammer and sickle -- but
the hammer and chisel -- and the Wall came tumbling down.
They wanted a voice. They wanted a vote. And they won.
But Europe in 1989 wasn't the first time and place young
people sought a stronger voice in the democratic process.
In the 1960's and early 70's here in America, 18-year-olds
demanded the right to vote. It was an epic campaign. And when
they won it was not just a victory for America's youth -- it was
a victory for America itself.
And you know, there's a certain nostalgia these days for the
1960's. You can hear it in music, see it on T.V. and in the
magazines. But today, all too often, the right to vote -- this
amazing legacy from the youth of the 1960's -- has been abandoned
by the kids of today. Today, too many young voters are never
heard because they never go to the polls. Government doesn't
work when the voice of the people is not heard, or is heard
faintly.
For most Americans, voting is an affirmative act, an act
that makes the humblest citizens masters of their government.
This is what America's third president, Thomas Jefferson, meant
when he wrote: "[The people] are the only sure reliance for the
preservation of our liberty."
And that means you -- through the power of voting. And
while today's election is only a mock election, pretty soon
you'll be voting in the real thing -- choosing city council
members, mayors, Members of Congress and my successors in the
Oval Office. When we think about Eastern Europe, when we think
that American servicemen and women in the Persian Gulf are taking
time to send their absentee ballots home -- then we know that
America cannot -- will not -- turn its back on the vision of
Jefferson.
I know each and every one of you will vote. But I want to
ask something more of you. As leaders, I want you to go back to
your communities, to take what you've learned home with you and
share it with your parents, your neighbors, your friends.
Barbara joins me in thanking each of you for your help in
this important project. Best of luck, and may God bless you all.

PROPOSED VIDEO MESSAGE
BILL USERY TRIBUTE DINNER
Good evening. It's a special pleasure to join everyone in
paying tribute to an outstanding friend of labor -- Bill Usery.
Bill, you've inspired us with your life's work to improve
labor-management relations. All of us recall the painful dispute
between Pittston Coal and the United Mine Workers. But, we also
remember that it was you, Bill, who stepped in and quickly helped
end that lengthy and acrimonious strike. It's no wonder that
Secretary Dole has called you a "super mediator."
So, this evening, it's a wonderful and fitting opportunity
to underscore the critical role of collective bargaining in
American life. As Bill knows, the collective bargaining process
is a proven framework for workers and employers to reach their
goals together -- to resolve difficult management-labor problems
without management-by decree. And as we watch the emerging
democracies particularly in eastern Europe, we'll see more
attention paid to the rights of workers and the concept of
collective bargaining.
But, this should come as no surprise. As I've said before,
the labor movement has always helped freedom find its voice
around the world. People are discovering that democracy rests
not on cold marble and pieces of paper but on institutions freely
formed. They also understand that these institutions are
strengthened and fortified by the give-and-take of competing
interests. These young democracies need our help and our support
-- and I know they can count on the American people and the
American labor movement.
This evening, let us also acknowledge the foundation of
America's economic success -- the American worker. It is, after
all, our working men and women that have provided our country
with the energy and drive to compete in the international
marketplace. It is the tireless American worker who has helped
build, not only the finest products, but also a country founded
on freedom and justice for all.
Thank you for including me in tonight's special dinner. And
Bill, once again, a special thanks for all that you've done to
help the cause of the American worker. Thank you, have a great
evening, and God bless you all.

PROPOSED VIDEO MESSAGE
MARINE CORPS BALL
Good evening. It's wonderful to join the Marine Corps as
you celebrate your 215th anniversary. I can almost taste that
birthday cake and hear the strains of "Happy Birthday" as you
mark this special occasion at celebrations in Washington and
around the world.
Time and time again, in every part of
the world, the Marines are always ready to answer the call to
protect the cause of freedom.
But, that's just the history and tradition of the Corps.
When the 2nd Continental Congress called for the creation of a
Marine Corps on November 10, 1775, to help the American colonies
defeat the British, they created an able force which has always
been at the forefront of our nation's defense. The roll call of
this Nation's greatest battles speaks to the honor, distinction
and sacrifice the Marines have made for their country.
And tonight, as we review the accomplishments of this year,
and look forward to the next, I know the brave men and women of
the United States Marine Corps will always answer a call to
action.
Thank you, have a great birthday, God bless you all, and
Semper Fi.

PROPOSED VIDEO MESSAGE
BILL USERY TRIBUTE DINNER
Good evening. It's a special pleasure to join you in paying
tribute to an outstanding friend of labor -- Bill Usery. Bill,
congratulations!
In your distinguished career -- a career which has spanned
both the public and private sectors -- you've inspired us all
with your work to improve labor-management relations. All of us
remember the painful dispute between Pittston Coal and the United
Mine Workers. We also remember that Bill was the one who stepped
in and quickly helped end that lengthy and acrimonious strike.
Bill, it's no wonder that Secretary Dole has called you a "super
mediator."
But, this evening, we're also here to underscore the
critical role of collective bargaining in American life. As Bill
knows, the collective bargaining process is a framework for
workers and employers to reach their goals W1 together. thout management by
decree. It's a proven avenue by which various interests in a
negotiation can travel together to resolve difficult management-
labor problems. And as we watch the emerging democracies in
eastern Europe, we'll see more attention paid to labor and the
concept of collective bargaining.
But, this should come as no surprise. As I've said before,
the labor movement is helping freedom find its voice in
developing countries around the world. People are discovering
that democracy rests not on cold marble and pieces of paper but
on institutions freely formed. They also understand that these
institutions are strengthened and fortified by the give-and-take
of competing interests. And as these young democracies reject
management-by decree or intervention from any centralized all-
knowing government they strengthen the labor movement in those
countries.
This evening, let us also acknowledge the foundation of
America's economic success -- the American worker. It is, after
all, our working men and women that have provided our country
with the energy and drive to compete in the international
marketplace. It is the tireless American worker that has helped
build, not only the finest products, but also the best country in
the world.
Thank you for including me in tonight's special dinner. And
Bill, once again, a special thanks for all that you've done to
help the labor movement. Thank you, have a great evening, and
God bless you all.

Title: MARINE
And tonight, as we review the accomplishments of this year,
and look forward to the next, I know the brave men and women of
the United States Marine Corps will always answer a call to
action.
Thank you, have a great birthday, God bless you all, and
Semper Fi.

Title: CONVERGENCE
03
(TENTATIVE)
PROPOSED VIDEO MESSAGE
As this session of Convergence '90 begins, you are pushing
technology to its limits as you produce cleaner, more efficient
cars and develop new technologies. And, more importantly, you
have committed resources -- your engineering talents, and
research and development dollars -- to protect our vital
resources -- the air we breath, the highways we use and the fuel
we burn.
And fortunately, you are not acting alone. On the
diplomatic front, world governments are now seeking international
solutions and cooperation which were unthought of just a year
ago. We're also béginning to create solutions to problems --
such as pollution and energy use -- from a global perspective.
With working conferences such as Convergence '90, I'm
confident that we'll be able to work together with the
international community to solve our common problems. Each of
you can take pride in the knowledge that your efforts will have a
significant impact far beyond your individual companies and
homelands.
Thank you, have a great conference, best of luck in your
important work, and God bless you all.
