PRESIDENTIAL ADDRESS: PETE WILSON, CENTURY PLAZA HOTEL
12:30 p.m., FRIDAY, OCTOBER 26, 1990
( (It's a delight to be back in the Golden State. Let me
begin by recognizing a great two-term governor and Republican
leader -- George Deukmejian. \\)) ( (Acknowledgements to come.) )
( (Sorry to hear about the A's. I guess it was that first
pitch that Barbara threw to the Reds. In fact, George, Jr.'s
been after her to pitch relief for a year and a half.
((Then there's that other formidable woman involved in this
gubernatorial race III -- Gayle Wilson. 11)) And, of course, it's
always a pleasure to be back to say a few words of support for
your next governor -- Governor Pete Wilson. III
( (Pete can tell you, this is the season in Southern
California when those hot, dry Santa Ana winds kick up. Of
course, during an election, you're not sure if all that hot air
is blowing in from the desert or from the liberal Democrats. ) )
I know, because I saw the gubernatorial debate on cable. My
guess is, after your opponent's performance, even incumbent
Democrats are beginning to see the hand-writing on the wall.
Californians, like Americans across the country, are sadly
coming to the conclusion that the only way to reform our
government is to limit terms for lawmakers. But the Democrats,
including Pete's opponent, are oblivious to the mood of the

country. They actually believe you should be happy with the
government you're getting from your Assembly and your Congress;
they truly believe they deserve to be re-elected from now until
kingdom-come. ((These Democrat incumbents remind me of the
Michael Keaton character in "Pacific Heights" -- once they move
into your basement, they never move out. ))\\\
Well, Pete Wilson says enough is enough -- and so do I.\\
We don't need perpetual legislators and Congressmen to rule for
eternity. We need more Republicans like Pete Wilson and we
need a Congress that works.\\
We need a clean sweep, because we've had it with Democrat
incumbents in Sacramento. And we've had it with Washington.\
In child care, we want reform -- to empower parents to
choose who will watch over their children. In the most desolate
inner cities, we want reform -- so we strive to create zones of
opportunity, to remove barriers to mobility and success, to
empower people with the spirit of enterprise. In education, we
want reform -- to empower parents to choose their children's
schools.
But this is a Congress that held up education reform for a
year, while passing a proclamation declaring "The Decade of the
Brain." This is a Congress that would rather issue feel-good
proclamations, than address problems. This is a Congress that
broke every self-imposed deadline in the budget process -- and is
just now delivering a budget, almost a full month into the new
fiscal year.

There is an alternative. I met yesterday at the White House
with the Republican leadership from the House and Senate. I made
clear to the leadership -- and to our negotiators from the White
House -- how much we owe to their untiring efforts these past
eight months. // And that meeting proved to me that we in the
Republican Party stand united -- we stand on principle -- and we
stand against the failed tax and spend policies of the Democrats
who control both houses of the Congress. ///
We're working to turn things around in Washington. Right
here in California -- reform begins with Pete Wilson. In our war
on crime and drugs, Pete Wilson has been a notable exception -- a
true leader. // As your next governor, Pete says, "I will not
have California under siege to rapists and thugs and drug
dealers." Is it any surprise that he, and not his opponent, is
endorsed by the Women Prosecutors of California?
They know Pete Wilson wants to govern a California where
women need no longer fear the night because drug dealers and
criminals will fear the law. They know he would make your
streets safer by extending capital punishment in California to
major drug traffickers, the same as my proposal before Congress.
The first time I called on Congress to pass a tough,
comprehensive crime bill, I was surrounded by hundreds of law-
enforcement officers at the foot of the Capitol on a rain-soaked
morning in May of 1989. And after a year and a half, this
Democrat Congress still has not passed our crime bill -- and it's
been up to Republicans to prevent passage of a bill that would

leave our courts, our cops and ultimately our citizens weaker
than the criminals who plague or cities.
When the Democrats tried to push through an exclusionary
rule that would have handcuffed law enforcement officers ---
Republicans held the line. When the Democrats tried to assure
criminals a process of endless appeals -- Republicans held the
line. When the Democrats tried to gut the death penalty --
Republicans held the line. // The hour is late, but if Congress
sends me a bill that is tougher on criminals than it is on cops -
- I will sign it the instant it lands on my desk.
It troubles me that our Democratic Congress doesn't bother
to listen to the most vulnerable of our society -- families
living in fear in West L.A., or in Watts -- in neighborhoods
where just going to school or the corner store is an act of
courage. If the Democrats in Congress want real justice, if they
want peace in our neighborhoods, they would have protected
Americans -- all Americans -- with the tough laws we proposed so
very long ago.
Well, California can do something about the arrogance of the
liberal state legislature. You can do can something because --
you, the voters -- are the true incumbents. 11 You can elect
more Republicans -- and you can elect a governor who never wavers
in fighting crime, standing firm for fiscal sanity and protecting
the environment.
In short, your next governor must be someone who won't need
crib notes to govern. Your next governor must be Pete Wilson.

To reform the system, all we need to do is to fulfill our
prime responsibility as citizens -- and vote for reform.
November 6th is just 11 days away. Already, absentee
ballots are streaming in from the Persian Gulf -- thousands of
votes from our men and women in uniform. If they can find the
time to do their civic duty under such demanding conditions, I
know that Californians at home will turn out as well.
With the support and leadership of Californians like you, I
am confident that when the voters do go to the polls, they will
vote for change. They will vote for reform. They will vote
Republican.

THIS IS A CONGRESS THAT WOULD RATHER ISSUE FEEL-GOOD
PROCLAMATIONS, THAN ADDRESS PROBLEMS. THIS IS A
CONGRESS THAT IS JUST NOW DELIVERING A BUDGET, ALMOST A
FULL MONTH INTO THE NEW FISCAL YEAR, AND AFTER EIGHT
MONTHS OF FOOT-DRAGGING NEGOTIATIONS.

You KNOW, ALMOST 40 TIMES IN THE LAST TEN YEARS
CONGRESS HAS HAD TO PASS, EMERGENCY MEASURES JUST TO
KEEP THE GOVERNMENT OPERATING. THEY DID IT AGAIN JUST
LAST WEDNESDAY -- FOR THE THIRD TIME THIS MONTH. I
BELIEVE THE AMERICAN PEOPLE HAVE HAD ENOUGH.
THERE IS AN ALTERNATIVE. I MET YESTERDAY AT THE
WHITE HOUSE WITH THE REPUBLICAN LEADERSHIP FROM THE
HOUSE AND SENATE.

I MADE CLEAR TO THE LEADERSHIP -- AND TO OUR
NEGOTIATORS FROM THE WHITE HOUSE -- HOW MUCH WE OWE TO
THEIR UNTIRING EFFORTS THESE PAST EIGHT MONTHS --
EFFORTS TO FIGHT THE DEMOCRATS' DETERMINATION TO TAX
AND SPEND. // OUR MEETING PROVED TO ME THAT WE IN THE
REPUBLICAN PARTY STAND UNITED -- WE STAND ON
PRINCIPLE -- AND WE STAND AGAINST THE FAILED TAX AND
SPEND POLICIES OF THE DEMOCRATS WHO CONTROL BOTH HOUSES
OF THE CONGRESS. ///

RIGHT HERE IN CALIFORNIA -- REFORM BEGINS WITH PETE

BEEN EXCEPTIONAL -- A TRUE LEADER. // As YOUR NEXT
GOVERNOR, PETE SAYS, "I WILL NOT HAVE CALIFORNIA UNDER
SIEGE TO RAPISTS AND THUGS AND DRUG DEALERS." Is IT
ANY SURPRISE THAT HE, AND NOT HIS OPPONENT, IS ENDORSED
BY THE WOMEN PROSECUTORS OF CALIFORNIA?

THEY KNOW PETE WILSON WANTS TO GOVERN A CALIFORNIA
WHERE WOMEN NEED NO LONGER FEAR THE NIGHT BECAUSE DRUG
DEALERS AND CRIMINALS WILL FEAR THE LAW. THEY KNOW HE
WOULD MAKE YOUR STREETS SAFER BY EXTENDING CAPITAL
PUNISHMENT IN CALIFORNIA TO MAJOR DRUG TRAFFICKERS, THE
SAME AS MY PROPOSAL BEFORE CONGRESS.
THE FIRST TIME I CALLED ON CONGRESS TO PASS A
TOUGH, COMPREHENSIVE CRIME BILL, I WAS SURROUNDED BY
HUNDREDS OF LAW-ENFORCEMENT OFFICERS AT THE FOOT OF THE

BELIEVE THE AMERICAN PEOPLE HAVE HAD ENOUGH.

WHITE HOUSE WITH THE REPUBLICAN LEADERSHIP FROM THE
HOUSE AND SENATE.

WOULD MAKE YOUR STREETS SAFER BY EXTENDING CAPITAL
PUNISHMENT IN CALIFORNIA TO MAJOR DRUG TRAFFICKERS, THE
SAME AS MY PROPOSAL BEFORE CONGRESS.
THE FIRST TIME I CALLED ON CONGRESS TO PASS A
TOUGH, COMPREHENSIVE CRIME BILL, I WAS SURROUNDED BY
HUNDREDS OF LAW-ENFORCEMENT OFFICERS AT THE FOOT OF THE

((It's a delight to be back in the Golden State. Let me
begin by recognizing a great two-term governor and Republican
leader -- George Deukmejian. 1111 ((Acknowledgements to come.) )
( (Sorry to hear about the A's. I guess it was that first
pitch that Barbara threw to the Reds. In fact, George, Jr.'s
been after her to pitch relief for a year and a half.
((Then there's that other formidable woman involved in this
gubernatorial race 111 -- Gayle Wilson. And, of course, it's
always a pleasure to be back to say a few words of support for
your next governor -- Governor Pete Wilson.
( (Pete can tell you, this is the season in Southern
California when those hot, dry Santa Ana winds kick up. Of
course, during an election, you're not sure if all that hot air
is blowing in from the desert or from the liberal Democrats. ))\\\
I know, because I saw the gubernatorial debate on cable. My
guess is, after your opponent's performance, even incumbent
Democrats are beginning to see the hand-writing on the wall.
Californians, like Americans across the country, are sadly
coming to the conclusion that the only way to reform our
government is to limit terms for lawmakers. But the Democrats,
including Pete's opponent, are oblivious to the mood of the

country. They actually believe you should be happy with the
government you're getting from your Assembly and your Congress;
they truly believe they deserve to be re-elected from now until
kingdom-come. ((These Democrat incumbents remind me of the
Michael Keaton character in "Pacific Heights" -- once they move
into your basement, they never move out. ) )
Well, Pete Wilson says enough is enough -- and so do I.
We don't need perpetual legislators and Congressmen to rule for
eternity. We need more Republicans like Pete Wilson and we
need a Congress that works.
We need a clean sweep, because we've had it with Democrat
incumbents in Sacramento. And we've had it with Washington.
In child care, we want reform -- to empower parents to
choose who will watch over their children. In the most desolate
inner cities, we want reform -- so we strive to create zones of
opportunity, to remove barriers to mobility and success, to
empower people with the spirit of enterprise. In education, we
want reform -- to empower parents to choose their children's
schools.
But this is a Congress that held up education reform for a
year, while passing a proclamation declaring "The Decade of the
Brain." This is a Congress that would rather issue feel-good
proclamations, than address problems. This is a Congress that
broke every self-imposed deadline in the budget process -- and is
just now delivering a budget, almost a full month into the new
fiscal year.

There is an alternative. I met yesterday at the White House
with the Republican leadership from the House and Senate. I made
clear to the leadership -- and to our negotiators from the White
House -- how much we owe to their untiring efforts these past
eight months. // And that meeting proved to me that we in the
Republican Party stand united -- we stand on principle -- and we
stand against the failed tax and spend policies of the Democrats
who control both houses of the Congress. ///
We're working to turn things around in Washington. Right
here in California -- reform begins with Pete Wilson. In our war
on crime and drugs, Pete Wilson has been a notable exception -- a
true leader. 11 As your next governor, Pete says, "I will not
have California under siege to rapists and thugs and drug
dealers." Is it any surprise that he, and not his opponent, is
endorsed by the Women Prosecutors of California?
They know Pete Wilson wants to govern a California where
women need no longer fear the night because drug dealers and
criminals will fear the law. They know he would make your
streets safer by extending capital punishment in California to
major drug traffickers, the same as my proposal before Congress.
The first time I called on Congress to pass a tough,
comprehensive crime bill, I was surrounded by hundreds of law-
enforcement officers at the foot of the Capitol on a rain-soaked
morning in May of 1989. And after a year and a half, this
Democrat Congress still has not passed our crime bill -- and it's
been up to Republicans to prevent passage of a bill that would

leave our courts, our cops and ultimately our citizens weaker
than the criminals who plague or cities.
When the Democrats tried to push through an exclusionary
rule that would have handcuffed law enforcement officers --
Republicans held the line. When the Democrats tried to assure
criminals a process of endless appeals -- Republicans held the
line. When the Democrats tried to gut the death penalty --
Republicans held the line. // The hour is late, but if Congress
sends me a bill that is tougher on criminals than it is on cops -
- I will sign it the instant it lands on my desk.
It troubles me that our Democratic Congress doesn't bother
to listen to the most vulnerable of our society -- families
living in fear in West L.A., or in Watts -- in neighborhoods
where just going to school or the corner store is an act of
courage. If the Democrats in Congress want real justice, if they
want peace in our neighborhoods, they would have protected
Americans -- all Americans -- with the tough laws we proposed SO
very long ago.
Well, California can do something about the arrogance of the
liberal state legislature. You can do can something because --
you, the voters -- are the true incumbents. 11 You can elect
more Republicans -- and you can elect a governor who never wavers
in fighting crime, standing firm for fiscal sanity and protecting
the environment.
In short, your next governor must be someone who won't need
crib notes to govern. Your next governor must be Pete Wilson. III

To reform the system, all we need to do is to fulfill our
prime responsibility as citizens -- and vote for reform.
November 6th is just 11 days away. Already, absentee
ballots are streaming in from the Persian Gulf -- thousands of
votes from our men and women in uniform. If they can find the
time to do their civic duty under such demanding conditions, I
know that Californians at home will turn out as well.
With the support and leadership of Californians like you, I
am confident that when the voters do go to the polls, they will
vote for change. They will vote for reform. They will vote
Republican.

guess is, after your opponent's performance, even incumbent
Democrats are beginning to see the hand-writing on the wall.
Californians, like Americans across the country, are sadly
coming to the conclusion that the only way to reform our
government is to limit terms for lawmakers. But the Democrats,
including Pete's opponent, are oblivious to the mood of the

country. They actually believe you should be happy with the
government you're getting from your Assembly and your Congress;
they truly believe they deserve to be re-elected from now until
kingdom-come. ( (These Democrat incumbents remind me of the
Michael Keaton character in "Pacific Heights" -- once they move
into your basement, they never move out.))\\\
Well, Pete Wilson says enough is enough -- and so do I.
We don't need perpetual legislators and Congressmen to rule for
eternity. We need more Republicans like Pete Wilson and we
need a Congress that works.
We need a clean sweep, because we've had it with Democrat
incumbents in Sacramento. And we've had it with Washington.
In child care, we want reform -- to empower parents to
choose who will watch over their children. In the most desolate
inner cities, we want reform -- so we strive to create zones of
opportunity, to remove barriers to mobility and success, to
empower people with the spirit of enterprise. In education, we
want reform -- to empower parents to choose their children's
schools.
But this is a Congress that held up education reform for a
year, while passing a proclamation declaring "The Decade of the
Brain." This is a Congress that would rather issue feel-good
proclamations, than address problems. This is a Congress that
broke every self-imposed deadline in the budget process -- and is
just now delivering a budget, almost a full month into the new
fiscal year.

There is an alternative. I met yesterday at the White House
with the Republican leadership from the House and Senate. I made
clear to the leadership -- and to our negotiators from the White
House -- how much we owe to their untiring efforts these past
eight months. // And that meeting proved to me that we in the
Republican Party stand united -- we stand on principle -- and we
stand against the failed tax and spend policies of the Democrats
who control both houses of the Congress. ///
We're working to turn things around in Washington. Right
here in California -- reform begins with Pete Wilson. In our war
on crime and drugs, Pete Wilson has been a notable exception -- a
true leader. 11 As your next governor, Pete says, "I will not
have California under siege to rapists and thugs and drug
dealers. Is it any surprise that he, and not his opponent, is
endorsed by the Women Prosecutors of California?
They know Pete Wilson wants to govern a California where
women need no longer fear the night because drug dealers and
criminals will fear the law. They know he would make your
streets safer by extending capital punishment in California to
major drug traffickers, the same as my proposal before Congress.
The first time I called on Congress to pass a tough,
comprehensive crime bill, I was surrounded by hundreds of law-
enforcement officers at the foot of the Capitol on a rain-soaked
morning in May of 1989. And after a year and a half, this
Democrat Congress still has not passed our crime bill --- and it's
been up to Republicans to prevent passage of a bill that would

leave our courts, our cops and ultimately our citizens weaker

When the Democrats tried to push through an exclusionary
rule that would have handcuffed law enforcement officers --
Republicans held the line. When the Democrats tried to assure
criminals a process of endless appeals -- Republicans held the
line. When the Democrats tried to gut the death penalty --
Republicans held the line. // The hour is late, but if Congress
sends me a bill that is tougher on criminals than it is on cops -
- I will sign it the instant it lands on my desk.
It troubles me that our Democratic Congress doesn't bother
to listen to the most vulnerable of our society -- families
living in fear in West L.A., or in Watts -- in neighborhoods
where just going to school or the corner store is an act of
courage. If the Democrats in Congress want real justice, if they
want peace in our neighborhoods, they would have protected
Americans -- all Americans -- with the tough laws we proposed so
very long ago.
Well, California can do something about the arrogance of the
liberal state legislature. You can do can something because --
you, the voters -- are the true incumbents. You can elect
more Republicans -- and you can elect a governor who never wavers
in fighting crime, standing firm for fiscal sanity and protecting
the environment.
In short, your next governor must be someone who won't need
crib notes to govern. Your next governor must be Pete Wilson. \\\

prime responsibility as citizens -- and vote for reform.
November 6th is just 11 days away. Already, absentee
ballots are streaming in from the Persian Gulf --- thousands of
votes from our men and women in uniform. If they can find the
time to do their civic duty under such demanding conditions, I
know that Californians at home will turn out as well.
With the support and leadership of Californians like you, I
am confident that when the voters do go to the polls, they will
vote for change. They will vote for reform. They will vote
Republican.
