PRESIDENTIAL REMARKS: TUESDAY AFTERNOON RALLY
October 30, 1990
2 p.m.
Hyatt Regency, Washington
Thank you -- I didn't think I'd ever say it, but after that
terrific reception -- it's great to be back here! [[ Or was that
warm welcome because you're excited to see the front man for a
bestselling author? Since none of my children or grandchildren
are writers I'd figured I was safe -- who'd have thought my own
dog would have written a "lick and tell" book? ]]
It's terrific to see so many good friends of this
Administration -- of this country: 11 Barbara 11 Attorney
General Thornburgh Secretaries Brady, 1 Lujan, 1 Sullivan 1
and Watkins 11 our drug czar Bill Bennett 11 our EPA
Administrator Bill Reilly 11 Governor Sununu 11 Director
Darman 11 and so many others from every department and agency -
- men and women who are essential parts of this government -- and
of this Republican leadership.
And what a wonderful turnout of Republican friends --
Charlie Black 11 Jeanie Austin 11 so many staff members and
leaders from the RNC 11 from the Hill 11 from across this
nation. And what a contagious spirit. One week from today is
Election Day. Opportunity Day. A day when America's voters will
have the opportunity to do something: to vote for change. To
vent their frustration, their anger, and the betrayal they've
Democratic
felt at the hands of an unresponsive and irresponsible Congress -
- the Democratic Congress -- that crowd, right up there [point to
Capitel Hill]. America has the opportunity to send that crowd a

message by sending more Republicans to Congress.
Americans can send a message to every Democratic Congressman
or Senator who mortgaged the future of our children. To every
member who tried to raise-taxes on working America. To every
member who's part of this Democratic spending binge. America can
say: we're not going to let you get away with it.
Because this is our country. It belongs to those who work
in the fields and factories of America -- who run the small
businesses -- who teach our children -- who protect this land --
each one is every bit as much a part of the American Dream as
the privileged few who roam the Congressional corridors of power.
You wouldn't know that to watch the Democrats. They're too busy
-- busy taking care of their special interests and their re-
election interests.
They may have forgotten their most basic,
sacred trust is the common interest. Well, Republicans haven't
forgotten. And Americans will remember that. It's the
Republicans who are looking out for the working men and women of
this country. III
Who would have thought that the finest instincts and ideals
of Jefferson and Adams would have come down to this: an arrogant
majority that uses its power to protect its own prerogatives; its
own perks; its own privileges; and its own pet projects. It's
time the American people say 'enough is enough'. 11
This city should inspire great visions and great deeds.
Instead it's become a place where dealmakers peddle promises in
the shadows. [[ You know, they say there are two things you

should never watch being made: sausage and laws. Well, when it
comes to the Democrats in Congress, I'd say this year we've been
taken on a 1st-class tour of the hot dog factory. ]] 11
I was disappointed -- but not surprised -- to hear a
Democratic Leader say the Democrats will continue to demand
higher taxes next year. Disappointed to hear the distortion of
Republican motives, goals and accomplishments. Disappointed to
hear the clumsy explanation of the Democrats' attempt to raise
$40 billion in new income taxes on working Americans and call it
'soaking the rich'. But they always trot out this refrain -- and
they're always trying to raise taxes on hardworking Americans.
Well, Republicans didn't let them get away with it this year, and
we're not going to let them get away with it next year.
Americans have had to endure six months of endless budget
negotiations. We finally got a budget. And we fought for what's
good in this package: the spending cuts, entitlement reform, and
the tough enforcement provisions. But for six months the
Democrats stalled. For six months this Democratic Congress
stalled the budget agreement and risked stalling the economy --
they tried to pull back the throttle on this economy -- all in
the name of politics and higher taxes. And the American people
can hold the Democrats responsible, because we're not going to
let them get away with it.
All in all, this budget agreement is unprecedented, long-
overdue, absolutely necessary. We got nearly $350 billion in
spending cuts and almost $500 billion in total deficit reduction.

But to get an agreement we had to pay a ransom. That ransom was
taxes. After all, the Democrats chant has always been "tax and
spend and damn the deficit". We pushed hard to cut spending and
get this deficit down. I will not leave America's children an
avalanche of unpaid bills.
But the issue is larger than one budget agreement, or one
session of Congress, or one election. It may sound corny, but it
is about the American Dream. It's about the differences between
the parties, and who can best build a better America. It's about
America's families, and America's values, and who best represents
them. You know the answer -- Republicans do.
You know the difference between Republicans and Democrats.
We're the ones fighting for choice -- in education, in child
care, in housing. And we're going to keep on fighting. We're
the ones determined to bring hope and opportunity to the millions
forgotten by the Democrats. And we won't give up on them. We're
the ones with more sympathy for the victims of crime than the
criminals. And we're going to keep supporting our police
officers. We're the ones who understand that the world remains a
dangerous place and that American leadership can meet the
challenges of an uncertain world. And America will continue to
lead because Republicans won't undermine America's strength.
You know, I just returned from California, and Oklahoma.
There, as all around the country, there's a growing momentum for
limiting terms of legislators. Well, the biggest, most
entrenched special interest in America is right here. Term

limitation is an idea whose time has come, and I think it's time
it comes to Capitol Hill. III
You know, when you get out in the country, you see the ideas
that work. And what works is the line item veto that 43
governors already have. And what works is the requirement for a
balanced budget that 49 states already have. I like those ideas
because I like what works. 11 And that may be my problem with
the Democrat Congress.
Now, I won't go quite so far as Mark Twain, who said, "It
could probably be shown by facts and figures that there is no
distinctly native American criminal class except Congress." I
will, however, say that as I've traveled listening to the
heartbeat of our people, I would agree wholeheartedly with Will
Rogers, who said, "This country has come to feel the same when
Congress is in session as when the baby gets hold of a hammer. "
Will Rogers' words were never more true than today. It's
time government for special interests is replaced by government
for the people. We need a government of more Republicans from
the breadth of this great nation -- who owe their allegiance to
the communities of our 50 states -- not to the Democratic tax-
and-spend dogma of Capitol Hill. Led by men and women with a
sense of history. With a sense of the potential of this country
and of every American. With the willingness to make difficult
choices on behalf of the national interest.
And men and women who have a genuine vision. The kind of
vision that enabled this Administration to drag some important

legislation out of a gridlocked Democrat Congress -- legislation
like the Clean Air Act; -- a Child Care bill to empower parents;
-- the historic Americans with Disabilities Act; -- and a defense
budget that protects our nation's security.
And in that context, halfway around the world, young men and
women are serving proudly in the hot sun of the Persian Gulf.
They're there for an important reason: because the world will
not let the brutal aggression of Saddam Hussein stand. And when
this ordeal is over -- when Kuwait is once again a sovereign and
free member of the family of nations -- Saddam Hussein must pay
for the pain and hardship he has caused. III
Make no mistake: America is united in its determination to
see good triumph over evil. And a united America will not be
denied. III
In times of, crisis and challenge, the American spirit has
been a constant source of strength. It's true now in the Persian
Gulf -- and it's just as true at home today. Because across this
land still pulse the generosity and optimism of the true American
spirit. The spirit to which Republicans are responding. We will
reform this city. Revive this institution. Renew this nation.
Together, we can keep this country strong and compassionate and
idealistic. 11
We will do it by bringing this country what it deserves: A
Better Deal.
And I'm going to be carrying that message to the American
people. Today I'm here in Washington, within sight of the

Capitol Dome, but I will go to the vineyards of California and
the farms of Ohio; to the beaches of Cape Cod and the oil fields
of Texas. And every time I talk to the American people I'm going
to tell them this: more Republicans in Congress means more men
and women fighting against raising taxes and against the big
spenders. More Republicans mean a Better Deal for America.
And it starts with your vote -- your voice -- next week.
God bless all of you, and this great country we share.

RIGHT UP THERE.] WELL, AMERICA HAS THE OPPORTUNITY TO
SEND THAT CROWD A MESSAGE BY SENDING MORE REPUBLICANS
TO CONGRESS.

THIS COUNTRY FACED A CHALLENGE OF ENORMOUS
CONSEQUENCES: A FEDERAL BUDGET DEFICIT SPIRALLING INTO
THE HUNDREDS OF BILLIONS OF DOLLARS. THE DEMOCRATIC
PHILOSOPHY OF TAX AND SPEND WAS COMING HOME TO ROOST.
I WAS ELECTED TO GOVERN. AT TIMES, EVERY PRESIDENT
MUST COMPROMISE FOR THE GOOD OF THE COUNTRY. AND I
HAVE REACHED OUT MY HAND TO THE DEMOCRATIC CONGRESS,
ONLY TO HAVE A PARADE OF LIBERAL DEMOCRATS MARCH TO THE
MICROPHONE TO BLAME ME FOR THEIR FAILURES. WELL,
AMERICANS HAVE HAD ENOUGH.

AMERICANS CAN SEND A MESSAGE TO EVERY DEMOCRATIC
CONGRESSMAN OR SENATOR WHO MORTGAGED THE FUTURE OF OUR
CHILDREN. To EVERY DEMOCRAT WHO TRIED TO RAISE INCOME
TAXES ON WORKING AMERICA. To EVERY DEMOCRAT WHO'S PART
OF THIS DEMOCRATIC SPENDING BINGE. AMERICA CAN SAY:
WE'RE NOT GOING TO LET YOU GET AWAY WITH IT. 11

BECAUSE THIS IS OUR COUNTRY. IT BELONGS TO THOSE
WHO WORK IN THE FIELDS AND FACTORIES OF AMERICA -- WHO
RUN THE SMALL BUSINESSES -- WHO TEACH OUR CHILDREN --
WHO PROTECT THIS LAND -- EACH ONE IS EVERY BIT AS MUCH
A PART OF THE AMERICAN DREAM AS THE PRIVILEGED FEW WHO
ROAM THE CONGRESSIONAL CORRIDORS OF POWER. I WANT TO
ABOLISH THE SPECIAL INTEREST PAC's. DEMOCRATS DON'T.
DEMOCRATS WANT THE TAXPAYER TO UNDERWRITE THE BILL FOR
THEIR RE-ELECTION. I DON'T.

AND IF WE HAVE MORE REPUBLICANS ON CAPITOL HILL, UNCLE
SAM WON'T FOOT THE BILL FOR DEMOCRATIC CAMPAIGNS.
DEMOCRATS MAY BE BUSY TAKING CARE OF THEIR SPECIAL
INTERESTS AND THEIR RE-ELECTION INTERESTS. THEY MAY
HAVE FORGOTTEN THEIR MOST BASIC, SACRED TRUST IS THE
COMMON INTEREST. WELL, REPUBLICANS HAVEN'T FORGOTTEN.
AND AMERICANS WILL REMEMBER THAT. It's THE REPUBLICANS
WHO ARE LOOKING OUT FOR THE WORKING MEN AND WOMEN OF
THIS COUNTRY. III

WHO WOULD HAVE THOUGHT THAT THE FINEST INSTINCTS
AND IDEALS OF JEFFERSON AND ADAMS WOULD HAVE COME DOWN

SAY THIS YEAR WE'VE BEEN TAKEN ON A 1ST-CLASS TOUR OF

A DEMOCRATIC LEADER SAY THE DEMOCRATS WILL CONTINUE TO

ALL IN ALL, THIS BUDGET AGREEMENT IS UNPRECEDENTED,
LONG-OVERDUE, ABSOLUTELY NECESSARY. WE GOT NEARLY $350
BILLION IN SPENDING CUTS AND ALMOST $500 BILLION IN
TOTAL DEFICIT REDUCTION. BUT TO GET AN AGREEMENT WE
HAD To PAY A RANSOM. THAT RANSOM WAS TAXES.

AFTER ALL, THE DEMOCRATS CHANT HAS ALWAYS BEEN "TAX AND
SPEND AND DAMN THE DEFICIT". WE PUSHED HARD TO CUT
SPENDING AND GET THIS DEFICIT DOWN. I WILL NOT LEAVE
AMERICA'S CHILDREN AN AVALANCHE OF UNPAID BILLS.
BUT THE ISSUE IS LARGER THAN ONE BUDGET AGREEMENT,
OR ONE SESSION OF CONGRESS, OR ONE ELECTION. IT MAY

ABOUT THE DIFFERENCES BETWEEN THE PARTIES, AND WHO CAN
BEST BUILD A BETTER AMERICA.

IT'S ABOUT AMERICA'S FAMILIES, AND AMERICA'S VALUES,
AND WHO BEST REPRESENTS THEM. You KNOW THE ANSWER --
REPUBLICANS DO.
You KNOW THE DIFFERENCE BETWEEN REPUBLICANS AND
DEMOCRATS. WE'RE THE ONES FIGHTING FOR FAMILY
PERSPECTIVES IN THIS YEARS LEGISLATION -- IN EDUCATION,
IN CHILD CARE, IN HOUSING. AND WE'RE GOING TO KEEP ON
FIGHTING. WE'RE THE ONES DETERMINED TO BRING HOPE AND
OPPORTUNITY TO THE MILLIONS FORGOTTEN BY THE DEMOCRATS.

AND WE WON'T GIVE UP ON THEM. WE'RE THE ONES WITH MORE
SYMPATHY FOR THE VICTIMS OF CRIME THAN THE CRIMINALS.
AND WE'RE GOING TO KEEP SUPPORTING OUR POLICE OFFICERS.
WE'RE THE ONES WHO UNDERSTAND THAT THE WORLD REMAINS A
DANGEROUS PLACE AND THAT AMERICAN LEADERSHIP CAN MEET
THE CHALLENGES OF AN UNCERTAIN WORLD. AND AMERICA WILL
CONTINUE TO LEAD BECAUSE REPUBLICANS WON'T UNDERMINE
AMERICA'S STRENGTH.

You KNOW, I JUST RETURNED FROM CALIFORNIA, AND
OKLAHOMA. THERE, AS ALL AROUND THE COUNTRY, THERE'S A
GROWING MOMENTUM FOR LIMITING TERMS OF LEGISLATORS.
WELL, THE BIGGEST, MOST ENTRENCHED SPECIAL INTEREST IN
AMERICA IS RIGHT HERE. THE 1988 REPUBLICAN PLATFORM
CALLED FOR LIMITING TERMS FOR MEMBERS OF CONGRESS.
REPUBLICANS WERE THE ONES LEADING THE CALL. TERM
LIMITATION IS AN IDEA WHOSE TIME HAS COME, AND I THINK
IT'S TIME IT COMES TO CAPITOL HILL. III

You KNOW, WHEN YOU GET OUT IN THE COUNTRY, YOU SEE
THE IDEAS THAT WORK. I'LL TELL YOU WHAT WORKS: GIVE
ME WHAT 43 GOVERNORS ALREADY HAVE -- THE LINE-ITEM-
VETO. GIVE ME WHAT 49 STATES ALREADY HAVE -- A
REQUIREMENT FOR A BALANCED BUDGET. I LIKE THOSE IDEAS
BECAUSE I LIKE WHAT WORKS. 11 IDEAS THAT WORK FOR THE
GOOD OF ALL AMERICANS.
IT'S TIME GOVERNMENT FOR SPECIAL INTERESTS IS
REPLACED BY GOVERNMENT FOR THE PEOPLE.

WE NEED A GOVERNMENT OF MORE REPUBLICANS FROM THE
BREADTH OF THIS GREAT NATION -- WHO OWE THEIR
ALLEGIANCE TO THE COMMUNITIES OF OUR 50 STATES -- NOT
TO THE DEMOCRATIC TAX-AND-SPEND DOGMA OF CAPITOL HILL.
A GOVERNMENT LED BY MEN AND WOMEN WITH A SENSE OF
HISTORY. WITH A SENSE OF THE POTENTIAL OF THIS COUNTRY
AND OF EVERY AMERICAN. WITH THE WILLINGNESS TO MAKE
DIFFICULT CHOICES ON BEHALF OF THE NATIONAL INTEREST.

AND MEN AND WOMEN WHO HAVE A GENUINE VISION. THE
KIND OF VISION THAT ENABLED THIS ADMINISTRATION TO DRAG
SOME IMPORTANT LEGISLATION OUT OF A GRIDLOCKED DEMOCRAT
CONGRESS -- LEGISLATION LIKE THE CLEAN AIR AcT; -- A
CHILD CARE BILL TO EMPOWER PARENTS; -- THE FAIR AND
EFFECTIVE AMERICANS WITH DISABILITIES AcT; -- AND A
DEFENSE BUDGET THAT PROTECTS OUR NATION'S SECURITY.

AND WE BUILT SOME INCENTIVES INTO OUR BUDGET
AGREEMENT FOR OIL AND GAS EXPLORATION, so THAT WE WILL
BE LESS DEPENDENT ON FOREIGN OIL.
THAT BRINGS ME TO ANOTHER PIECE OF NEWS THAT I WANT
TO TELL AMERICANS ABOUT: THANKS TO A COMBINATION OF
MARKEDLY INCREASED WORLD PRODUCTION AND CONSUMPTION
MEASURES, THE GAP IN OIL SUPPLY CREATED BY THE LOSS OF
IRAQI AND KUWAITI PRODUCTION HAS BEEN CLOSED.

UNDER CURRENT CIRCUMSTANCES CONSUMERS CAN COUNT ON
ADEQUATE SUPPLIES OF PETROLEUM PRODUCTS. THAT'S GOOD
NEWS FOR ALL AMERICANS.
IN TIMES OF CRISIS AND CHALLENGE, THE AMERICAN
SPIRIT HAS BEEN A CONSTANT SOURCE OF STRENGTH. IT'S
TRUE NOW IN THE PERSIAN GULF -- AND IT'S JUST AS TRUE
AT HOME TODAY. BECAUSE ACROSS THIS LAND STILL PULSE
THE GENEROSITY AND OPTIMISM OF THE TRUE AMERICAN
SPIRIT.

THE SPIRIT TO WHICH REPUBLICANS ARE RESPONDING. WE
WILL REFORM THIS CITY. REVIVE THIS INSTITUTION. RENEW
THIS NATION. TOGETHER, WE CAN KEEP THIS COUNTRY STRONG
AND COMPASSIONATE AND IDEALISTIC. 11
WE WILL DO IT BY BRINGING THIS COUNTRY WHAT IT
DESERVES: A BETTER DEAL.
AND I'M GOING TO BE CARRYING THAT MESSAGE TO THE
AMERICAN PEOPLE.

TODAY I'M HERE IN WASHINGTON, WITHIN SIGHT OF THE

Thank you -- I didn't think I'd ever say it, but after that
terrific reception -- it's great to be back in Washington! [[Or
was that warm welcome because you're excited to see the front man
for a bestselling author? Since none of my children or grand-
children are writers I'd figured I was safe -- who'd have thought
my own dog would have written a "lick and tell" book?]] 111
A wonderful turnout -- and a contagious spirit -- we're here
to celebrate the new era that's going to begin one week from
today -- when the voters of America will vent all the frustrated
anger and betrayal they've felt at the hands of this unresponsive
and irresponsible Congress -- this Democratic Congress.
On Nov. 6 Americans will go into the voting booths and with
determination proudly exercise their right to vote -- a right so
many have worked and died for. And with their votes they're
going to say to every incumbent Democratic Congressman who has
let down America and the American people: "we're mad as hell and
we're not going to take it anymore!" 111
And we shouldn't have to take it anymore. This is our coun-
try. Those who work in the fields and factories of America --
who run the small businesses -- who teach our children -- who
protect this land -- each one is as much a part of the United
States as is the leader of the privileged few in the Congress-
ional corridors of power. But you wouldn't know that to watch
the Democrats. They're so busy taking care of their special

interests and their re-election interests that they've forgotten
their most basic, sacred trust: the national interest. III
Who would have thought that in just two centuries the finest
instincts and ideals of Jefferson and Adams would have come down
to this: an institution that uses its power to protect its own
prerogatives; its own perks; its own privileges; and its own pet
projects. 111 This Democratic Congress has abused the rights of
incumbency to become a body of entrenched self-interests. 11
This Democratic Congress -- bloated to paralysis by special
interests -- has lost even its power to dream. 11 That beautiful
building on the Hill should inspire great visions and great
deeds. Instead it's become a place where dealmakers peddle prom-
ises in the shadows. 11 [You know, they say there are two things
you should never watch being made: sausage and legislation. Well,
when it comes to the Democrats in Congress, I'd say this year
we've been taken on a 1st-class tour of the hot dog factory. ]]\\\
I was disheartened -- but not surprised -- to hear Sen.
Mitchell say his Democrats will continue to demand higher taxes.
Dishearted to hear him misstate Republican motives, goals and
accomplishments. Disheartened to hear him misrepresent the
Democrats' attempt to conceal $40 billion in new income taxes on
the middle class behind a $5 billion nick on the rich. That's
not defending the middle class. That's soaking it. 11
For 8 months this Democratic Congress has stalled a budget
agreement and stalled the economy, all in the name of politics
and higher taxes. But it's been even longer than 8 months. It's
been the better part of 40 years that these Democratic leaders

and their predecessors have run the federal budget in a way no
American household could afford to run its budget: chanting "tax
and spend and damn the deficit". No caring parent would deliber-
ately leave his or her children an avalanche of unpaid bills the
way the Democrats in Congress have repeatedly and unconscionably
left bills to become payable by future generations. 111
Well, next Tuesday the piper's going to show up with a differ-
ent kind of bill in hand. One that the unrepentant Democrats are
going to have to pay with their own political lives. For one of
the great built-in protections of our system is that the
government has to be accountable to the people. 11 And on
election day 1990 the Democrats are going to learn that lesson.
Now, I won't go quite so far as Mark Twain, who said, "It
could probably be shown by facts and figures that there is no
distinctly native American criminal class except Congress.' I
will, however, say that as I've traveled listening to the heart-
beat of our people, I would agree wholeheartedly with Will
Rogers, who said: "This country has come to feel the same when
Congress is in session as when the baby gets hold of a hammer."
Well, a week from today that hammer's going to be in the
hands of the American voters. And come January, government for
special interests will be replaced by government for the people.
11 Because the public will have voted out the Democrats: the
party of self-serving stagnation. In their place will be
Republican men and women of integrity and courage. Men and women
with a sense of history. A sense of honor. A sense of the
dignity and rights of every American.

Men and women who are from the breadth of this great nation
-- who owe their allegiance to the valleys and hills of our 50
states -- not to the Democratic dogma of Capitol Hill. Men and
women who know that this is the time to close a sorry chapter.
The chapter entitled "The 101st Congress." A chapter replete
with the politicking and ignoble ends of a Congress ruled by one
party -- the Democratic party -- a party dedicated to perpetual
re-election. 11 A regrettable tale of the most paralyzed and
ineffectual Congress in the history of our nation. 111
But there is hope: because across this land still pulses the
generosity and optimism that are the true American spirit. The
spirit to which Republicans are responding. We will reform this
city. Renew this nation. Revive our people. Together, we can
keep this country strong and compassionate and idealistic. III
We will do it by bringing this country what it deserves: A
Better Deal. A Republican Congress that is committed to old-
fashioned family values. A Congress that will finally pass our
tough crime bill -- submitted over 18 months ago. That will
finally end the influence of special interests. Finally seek
solutions outside of Washington. Finally empower parents -- with
choices in areas like education, childcare, and housing. And,
above all, a Congress that will finally cut spending. 111
And this Republican Congress will join with American people to
respond to an inspiration: "Whatever you can do -- or dream you
can -- begin it. Boldness has genius, power, and magic in it.
This vision of a good, strong, empowered, generous nation -
- we can begin it. In seven days we can vote not for incumbent

A wonderful turnout -- and a contagious spirit -- we're here
to celebrate the new era that's going to begin one week from
today -- when the voters of America will vent all the frustrated
anger and betrayal they've felt at the hands of this unresponsive
and irresponsible Congress -- this Democratic Congress.
On Nov. 6 Americans will go into the voting booths and with
determination proudly exercise their right to vote -- a right so
many have worked and died for. And with their votes they're
going to say to every incumbent Democratic Congressman who has
let down America and the American people: "we're mad as hell and
we're not going to take it anymore!" III
And we shouldn't have to take it anymore. This is our coun-
try. Those who work in the fields and factories of America --
who run the small businesses -- who teach our children -- who
protect this land -- each one is as much a part of the United
States as is the leader of the privileged few in the Congress-
ional corridors of power. But you wouldn't know that to watch
the Democrats. They're so busy taking care of their special

interests and their re-election interests that they've forgotten
their most basic, sacred trust: the national interest. 111
Who would have thought that in just two centuries the finest
instincts and ideals of Jefferson and Adams would have come down
to this: an institution that uses its power to protect its own
prerogatives; its own perks; its own privileges; and its own pet
projects. III This Democratic Congress has abused the rights of
incumbency to become a body of entrenched self-interests. 11
This Democratic Congress -- bloated to paralysis by special
interests -- has lost even its power to dream. 11 That beautiful
building on the Hill should inspire great visions and great
deeds. Instead it's become a place where dealmakers peddle prom-
ises in the shadows. 11 [[You know, they say there are two things
you should never watch being made: sausage and legislation. Well,
when it comes to the Democrats in Congress, I'd say this year

Presidential Remarks: Tuesday Morning Rally
The draft remarks for tomorrow's rally are hard hitting
and will clearly place us on the offensive. The tone is
positive, not defeatist. The target -- the Democratically-
controlled Congress -- is unmistakable.
The following are a few specific suggestions that I hope
will be helpful:
1. The second paragraph on page one refers to an
"unresponsive and irresponsible Congress." Much of the rest of
the speech is an assertion that the Congress is all too
responsive to special interests. There is not an adjective
that immediately springs to mind to go with irresponsible. But
unresponsive should either be dropped or replaced with a more
appropriate adjective.
2. In the third paragraph on page one the President
sounds detached talking about Americans and their votes. The
tone would be more engaging if it read: "On Nov. 6 we will go
into the voting booths and with determination proudly exercise
our right to vote
And with our votes, we're going to
"
3. In the second full paragraph on page two the first
sentence talks about special interests paralyzing the Congress.
But the point we are making is that special interests are
controlling the Congress, spending money that is unnecessary
and which simply further the interests of a few. An
alternative way of making the point is to talk about: "This
Democratic Congress -- captured by special interests -- has
lost even its power to dream."
4. In the third full paragraph on page two the third to
the last sentence could usefully end after the term "the middle
class." Rather than drawing attention to the rich, we should
keep all the attention focused on what the Democrats sought to
do to the middle class.
5. In the last paragraph on page three we extol the
virtues of a Republican dominated Congress? Rather than
challenging the honor of Democratic members of Congress or
their interest in the dignity of every American, perhaps the
following formulation can successfully make the point:
"In their place will be Republican men and women of
integrity and political courage. Men and women with a sense of
history. A genuine vision. A willingness to make difficult
choices on behalf of the national interest. A sense of the
potential of this country and of every American.
6. At the end of the first paragraph on page four we need
to be careful about asserting that this Congress has been
paralyzed and ineffectual. It is a Congress that passed
financial institutions reform, our proposed increase in the
minimum wage, a National Affordable Housing Act, an Immigration
Reform Act, the Americans with Disabilities Act, a major farm
bill, the clean air act, a major child care bill, and a
national service bill. And all these were along the lines of
what the Administration proposed.
Granted, the Congress also sought to pass textile quota
legislation, a quota bill claiming to be a civil rights bill,
parental leave, a reform of the Hatch Act, and a bill to re-
regulate cable television. And much more.
It is also a Congress which failed to pass a meaningful
comprehensive crime control measure, an education excellence
act, a capital gains tax reduction, a family savings plan,
campaign finance reform, and legislation dealing with product
liability, food safety, enterprise zones, and the President's
Enterprise for the Americas initiative.
Rather than focus on a paralyzed and ineffectual Congress,
perhaps it would be useful to come back to a focus on a
Congress dominated by special interests -- a Congress that
delayed and delayed from doing what is needed, and a Congress
which never demonstrated its willingness to break the hold of
special interests and genuinely embrace the national interest.
7. In the third paragraph on page four the first sentence
ends with the phrase "A Better Deal." The term deal has a
noble political heritage in the U.S. with FDR's New Deal and
Truman's Fair Deal. Both, however, are associated with a much
more expansive government, one that intervenes more frequently
in the economy and in individual American's lives. I like very
much the rest of the paragraph which focuses on family values,
a tough crime bill, and empowerment. As you know, these are
themes we have stressed recently with success.
8. In the second full paragraph on page five we talk
about three virtues of the Republican Party -- fairness, hope,
vision. If one is limited to three -- and cadence dictates
probably demand this -- I would suggest using the following:
"Now America's hope rests in the party of opportunity, growth,
and vision -- the Republican party.
These are quick, but hopefully helpful comments. If you

Thank you -- I didn't think I'd ever say it, but after that
terrific reception -- it's great to be back in Washington! [[Or
was that warm welcome because you're excited to see the front man
for a bestselling author? Since none of my children or grand-
children are writers I'd figured I was safe -- who'd have thought
my own dog would have written a "lick and tell" book?] 111
A wonderful turnout -- and a contagious spirit -- we're here
to celebrate the new era that's going to begin one week from
today -- when the voters of America will vent all the frustrated
anger and betrayal they've felt at the hands of this unresponsive
and irresponsible Congress -- this Democratic Congress.
On Nov. 6 Americans will go into the voting booths and with
determination proudly exercise their right to vote -- a right so
many have worked and died for. And with their votes they're
going to say to every incumbent Democratic Congressman who has
let down America and the American people: "we're mad as hell and
we're not going to take it anymore!" 111
And we shouldn't have to take it anymore. This is our coun-
try. Those who work in the fields and factories of America --
who run the small businesses -- who teach our children -- who
protect this land -- each one is as much a part of the United
States as is the leader of the privileged few in the Congress-
ional corridors of power. But you wouldn't know that to watch
the Democrats. They're so busy taking care of their special

interests and their re-election interests that they've forgotten
their most basic, sacred trust: the national interest.
Who would have thought that in just two centuries the finest
instincts and ideals of Jefferson and Adams would have come down
to this: an institution that uses its power to protect its own
prerogatives; its own perks; its own privileges; and its own pet
projects. III This Democratic Congress has abused the rights of
incumbency to become a body of entrenched self-interests. 11
This Democratic Congress -- bloated to paralysis by special
interests -- has lost even its power to dream. 11 That beautiful
building on the Hill should inspire great visions and great
deeds. Instead it's become a place where dealmakers peddle prom-
ises in the shadows. 11 [[You know, they say there are two things
you should never watch being made: sausage and legislation. Well,
when it comes to the Democrats in Congress, I'd say this year
we've been taken on a 1st-class tour of the hot dog factory. ]]\\\

Mitchell say his Democrats will continue to demand higher taxes.
Dishearted to hear him misstate Republican motives, goals and
accomplishments. Disheartened to hear him misrepresent the
Democrats' attempt to conceal $40 billion in new income taxes on
the middle class behind a $5 billion nick on the rich. That's
not defending the middle class. That's soaking it.
For 8 months this Democratic Congress has stalled a budget
agreement and stalled the economy, all in the name of politics
and higher taxes. But it's been even longer than 8 months. It's
been the better part of 40 years that these Democratic leaders

and their predecessors have run the federal budget in a way no
American household could afford to run its budget: chanting "tax
and spend and damn the deficit". No caring parent would deliber-
ately leave his or her children an avalanche of unpaid bills the
way the Democrats in Congress have repeatedly and unconscionably
left bills to become payable by future generations. 111
Well, next Tuesday the piper's going to show up with a differ-
ent kind of bill in hand.
One that the unrepentant Democrats are
going to have to pay with their own political lives. For one of
the great built-in protections of our system is that the
government has to be accountable to the people. 11 And on
election day 1990 the Democrats are going to learn that lesson.
Now, I won't go quite so far as Mark Twain, who said, "It
could probably be shown by facts and figures that there is no
distinctly native American criminal class except Congress.' I
will, however, say that as I've traveled listening to the heart-
beat of our people, I would agree wholeheartedly with Will
Rogers, who said: "This country has come to feel the same when
Congress is in session as when the baby gets hold of a hammer.' "
Well, a week from today that hammer's going to be in the
hands of the American voters. And come January, government for
special interests will be replaced by government for the people.

Thank you -- I didn't think I'd ever say it, but after that
terrific reception -- it's great to be back in Washington! [[Or
was that warm welcome because you're excited to see the front man
for a bestselling author? Since none of my children or grand-
children are writers I'd figured I was safe -- who'd have thought
my own dog would have written a "lick and tell" book?]] 111
A wonderful turnout -- and a contagious spirit -- we're here
to celebrate the new era that's going to begin one week from
today -- when the voters of America will vent all the frustrated
anger and betrayal they've felt at the hands of this unresponsive
and irresponsible Congress -- this Democratic Congress.
On Nov. 6 Americans will go into the voting booths and with
determination proudly exercise their right to vote -- a right so
many have worked and died for. And with their votes they're
going to say to every incumbent Democratic Congressman who has
let down America and the American people: "we're mad as hell and
we're not going to take it anymore!" 111
And we shouldn't have to take it anymore. This is our coun-
try. Those who work in the fields and factories of America --
who run the small businesses -- who teach our children -- who
protect this land -- each one is as much a part of the United
States as is the leader of the privileged few in the Congress-
ional corridors of power. But you wouldn't know that to watch
the Democrats. They're so busy taking care of their special

interests and their re-election interests that they've forgotten
their most basic, sacred trust: the national interest. III
Who would have thought that in just two centuries the finest
instincts and ideals of Jefferson and Adams would have come down
to this: an institution that uses its power to protect its own
prerogatives; its own perks; its own privileges; and its own pet
projects. 111 This Democratic Congress has abused the rights of
incumbency to become a body of entrenched self-interests. 11
This Democratic Congress -- bloated to paralysis by special
interests -- has lost even its power to dream. 11 That beautiful
building on the Hill should inspire great visions and great
deeds. Instead it's become a place where dealmakers peddle prom-
ises in the shadows. 11 [[You know, they say there are two things
you should never watch being made: sausage and legislation. Well,
when it comes to the Democrats in Congress, I'd say this year
we've been taken on a 1st-class tour of the hot dog factory. ]]\\\
I was disheartened -- but not surprised -- to hear Sen.
Mitchell say his Democrats will continue to demand higher taxes.
Dishearted to hear him misstate Republican motives, goals and
accomplishments. Disheartened to hear him misrepresent the
Democrats' attempt to conceal $40 billion in new income taxes on
the middle class behind a $5 billion nick on the rich. That's
not defending the middle class. That's soaking it. 11
For 8 months this Democratic Congress has stalled a budget
agreement and stalled the economy, all in the name of politics
and higher taxes. But it's been even longer than 8 months. It's
been the better part of 40 years that these Democratic leaders

and their predecessors have run the federal budget in a way no
American household could afford to run its budget: chanting "tax
and spend and damn the deficit". No caring parent would deliber-
ately leave his or her children an avalanche of unpaid bills the
way the Democrats in Congress have repeatedly and unconscionably

with the politicking and ignoble ends of a Congress ruled by one
party -- the Democratic party -- a party dedicated to perpetual
re-election. 11 A regrettable tale of the most paralyzed and
ineffectual Congress in the history of our nation. 111
But there is hope: because across this land still pulses the
generosity and optimism that are the true American spirit. The
spirit to which Republicans are responding. We will reform this
city. Renew this nation. Revive our people. Together, we can
keep this country strong and compassionate and idealistic. 111
We will do it by bringing this country what it deserves: A
Better Deal. A Republican Congress that is committed to old-
fashioned family values. A Congress that will finally pass our
tough crime bill -- submitted over 18 months ago. That will
finally end the influence of special interests. Finally seek
solutions outside of Washington. Finally empower parents -- with
choices in areas like education, childcare, and housing. And,
above all, a Congress that will finally cut spending. III
And this Republican Congress will join with American people to
respond to an inspiration: "Whatever you can do -- or dream you

Democrats chant has always been "tax and spend and damn the

We're the ones fighting for choice -- in education, in child
care, in housing. And we're going to keep on fighting. We're

criminals. And we're going to keep supporting our police
officers. We're the ones who understand that the world remains a

challenges of an uncertain world. And America will continue to
lead because Republicans won't undermine America's strength.

that work. And what works is the line item veto that 43
requirement for a
governors already have. And what works is the ^ balanced budget
that XX states already have. I like those ideas because I like
what works. 11 And that may be my problem with the Democrat
Congress.
Now, I won't go quite so far as Mark Twain, who said, "It
could probably be shown by facts and figures that there is no
distinctly native American criminal class except Congress." I
will, however, say that as I've traveled listening to the
heartbeat of our people, I would agree wholeheartedly with Will
Rogers, who said, "This country has come to feel the same when
Congress is in session as when the baby gets hold of a hammer."
Will Rogers' words were never more true than today. It's

time government for special interests is replaced by government
for the people. We need a government of more Republicans from
the breadth of this great nation -- who owe their allegiance to
the communities of our 50 states -- not to the Democratic tax-
and-spend dogma of Capitol Hill. Led by men and women with a

sense of history. A genuine vision. A willingness to make
kind of
difficult choices on behalf of the national interest. And a vision that
sense of the potential of this country and of every American.

And there is hope: because across this land still pulse the
generosity and optimism of the true American spirit. The spirit
to which Republicans are responding. We will reform this city.
Revive this institution. Renew this nation. Together, we can
keep this country strong and compassionate and idealistic. 11
We will do it by bringing this country what it deserves: A
Better Deal.
And I'm going to be carrying that message to the American
people. Today I'm here in Washington, within sight of the
Capitol Dome, but I will go to the vineyards of California and
the farms of Ohio; to the beaches of Cape Cod and the oil fields
of Texas. And every time I talk to the American people I'm going
to tell them this: more Republicans in Congress means more men
and women fighting against raising taxes and against the big
spenders. More Republicans mean a Better Deal for America.
And it starts with your vote -- your voice -- next week.
