I. SUMMARY
On Wednesday, October 31, 1990, at 7:55 A.M., you will address
approximately 250 guests at a fundraising breakfast for Stan
Parris, at the Belle Haven Country Club in Alexandria, Virginia.
II. DISCUSSION
The attached remarks (10 minutes, cards) highlight the
importance of a strong Republican showing in the next week's mid-
term elections. Within this framework, the remarks are critical
of a one party Congress that has delayed on crime, clean air, and
negotiations. farming legislation, as well as the recently concluded budget

WEDNESDAY, OCTOBER 31, 1990

Congressman Parris, ladies and gentlemen. As always, it is
a pleasure to be in the Old Dominion -- and to speak on behalf of
one of this Nation's great representatives. He's not simply on
our side -- he's on America's side. // My friend -- and your
wonderful Congressman. Stan Parris. //
( (As Stan tells it, this visit arose from a phone call from
that kinder and gentler human being, John Sununu. // John told
him, "We've got a surprise for you that will really excite
people." // Stan replied, "You mean big-league baseball's
finally coming to Northern Virginia?")) //
Northern Virginia may not yet have a major league baseball
team, but it has a major league Congressman. And I'm here today
to say: On Election Day, Stan is going to do to his opponent
what the Reds did to the A's. //
I say that for many reasons. First, Stan is a friend -- not
only of mine, but of Northern Virginia. ((Stan and I have a
special bond. I'm the one who taught him everything he knows
about charisma.) //
I also like Stan's honesty and perspective. // For example,
he's a big Virginia Cavaliers football fan. That's the honest
part. // Stan's perspective is realizing the impossibility of

his transportation dream: Moving the University of Virginia to
Fairfax County. //
Finally, there is Stan Parris' record. Korean War hero.
Returned to attend George Washington University -- then, practice
law -- then, the Virginia House of Delegates. // He's served as
Secretary of the Commonwealth. Been a superb seven-term U.S.
Congressman. // He's on the side of every decent American who
values growth, opportunity, and prosperity. // GOP. // Has a
nice ring, don't you think? //
( (You know, seeing the traffic below on the flight over here
from D.C., I thought of how I'd vote for Stan Parris just on his
transportation policies alone.) ) // He co-sponsored legislation
which will complete this area's Metro system. / He opposes
statehood for the District of Columbia -- and I support his
stand. // Stan Parris reflects the values of America's good,
quiet, decent people. // He believes in government which serves
the people -- not the other way around. //
We could use a little more of Stan's common sense about five
miles northeast of here. I'm speaking about the sorry spectacle
known as the United States Congress. // Yes, Virginia, America
finally has a Federal budget. But even Ripley would not believe
what we had to endure to get that budget passed. //
All of you know the history of these budget negotiations.
For most of the past year, our Administration has worked to
produce a serious response to a serious deficit -- grappling not

only with the budget, but a self-serving Congress in which both
houses are run by Democrats.
For eight months, this Democratic Congress acted like a 78
record played at 33. The only thing it did quickly was "Tax and
spend." Otherwise, for eight months, it postured. Bellowed.
Debated. Stalled. // If Congress were a play, it would have
closed before New Haven. Congress hasn't been doing the
people's business. It's been giving the business to the people.
// Now, Stan's opponent proposes to give the business to the
Eighth District of Virginia. //
Part of Congress' problem is institutional. Think of it --
twenty thousand staff members and a Rubik's Cube of committees.
Too often, serving liberals like Stan's opponent who pander to
pressure groups. // Then, there's a second problem: Congress'
liberal philosophy perpetuated by nearly 40 years of one-party
rule. // Because the Democratic Congress has become
unaccountable, it has become irresponsible. Yes, the budget
process is broken -- and we have to fix it. But we don't just
have to change the process. We have to elect more Republicans so
we can change the Congress, too. //
I know our agreement's imperfect. It's not nearly as good -
- nor fair to the Middle Class -- as we would have had under a
Republican Congress. // Here's an example of the difference
Republicans have already made: The Democrat-passed bill in the
House -- which Stan Parris voted against -- wanted to sock $40
billion in new income taxes on working Americans. At the same

time, Democrats wanted a $4 billion surtax proposal. In both
cases, we stopped them cold. // Elect more Republicans and next
year they 11 make an even greater difference. Together, let's
break the liberals' tax and spend addiction once and for all. //
Now, I don't want to be unfair. Instead of telling you what
the Democratic Congress hasn't done for working America, let me
remind you what they have. // In the past two years, they've
passed 182 "commemorative" bills asking me for one thing or
another. They gave me "National Asparagus Month" -- but they
stalled for almost a year before passing a farm bill. // They
gave me "The Year of Clean Water" -- but delayed for months
before finally passing a clean air bill. // [[If all this sounds
unpalatable, don't worry -- Congress also declared National
Digestive Disease Awareness Month. ]]

Broccoli's another matter. // But I think it's time the Congress
started doing the job it was sent to Washington to do. //
So let me close with an issue close to Republican hearts --
fighting crime. And tell you what the liberal Democratic
Congress has done to make the streets of America safer -- safer
for muggers, safer for killers, safer for the most barbaric
elements of society. //
Almost a year and a half ago, I stood before the Capitol
with policemen and women to demand Congress pass a crime bill and
pass it soon. We hoped that this Democratic Congress -- liberal
though it is -- would finally pass a workable Federal death

penalty -- to protect America. / Would end the legal loopholes
and technicalities that free criminals and handcuff police. /
And would give our prosectors the tools they need to keep
criminals off the streets and behind bars.
After 17 months, Congress finally passed a crime bill -- a
tough bill -- and then proceeded to weaken it later, out of
sight, in a backroom. The mutilation was itself a mugging -- a
legislative crime that could only take place behind closed doors.
/ Only when the doors were shut, safe from public view, was it
cut up and left to die. When it comes to crime -- to spending -
- to the Congress as a whole: What a difference more Republicans
would have made. //
Ask Stan Parris. America needs a Republican Congress that
will balance the budget by cutting spending -- not a Democratic
Congress that tries to raise the income-tax rates of the middle
class. 11
Ask Stan Parris. America needs a Republican Congress that
willl pass a tougher crime bill -- not a Democratic Congress
intent on weakening the law and gutting the death penalty. //
Ask Stan Parris. America needs a Republican Congress that
will end the influence of special interests -- not a Democratic
Congress that wants taxpayers to join lobbyists in re-electing
the Tax and Spenders. // In short, the only way to send a message
to Washington is to elect a Republican majority. The only way to
send a message to Washington is not to elect Democrats. 11

I've known Stan Parris for many years. I like him --
respect him. So let's keep him on the side of those who want a
Congress which will work with the President for the good of all.
Let's go to the polls. And roll up our sleeves to re-elect
a magnificent U.S. Congressman. Thank you for what you've done,

us achieve the first five-year curb on spending ever. And
ensured over $350 billion in spending cuts -- the largest cut in
history. // Republicans helped me reduce the deficit by $500
billion. Hold the line against the ultra-liberals who would
cripple our national defense. Finally, thank God for Republicans
like Stan Parris who helped me keep Congress from raising income
tax rates on working America. //
Here's the good news. Our budget agreement will help bring
interest rates down in Northern Virginia -- helping you buy that
new home or car. It will help build more new businesses -- and
that means more new jobs. // But I won't deceive you -- we've
had enough deception from the other party. So here's the bad
news. This budget's not nearly as good -- nor fair to the Middle
Class -- as we would have had under a Republican Congress. //
For too long we've endured a Democratic Congress that -- by
bowing to special interests -- measures progress made by dollars
spent. // Next Tuesday, let's elect Republicans like Stan Parris
who measure progress made by people helped -- and who will build
a government which stands for America's interests. //
Ask Stan Parris. America needs a Republican Congress that
will balance the budget by cutting spending -- not a Democratic
Congress that tries to raise the income-tax rates of the middle-
class. //

team, but it has a major league Congressman. And I'm here today
to say: On Election Day, Stan is going to do to his opponent
what the Reds did to the A's. //
I say that for many reasons. First, Stan is a friend -- not
only of mine, but of Northern Virginia. ((Stan and I have a
special bond. I'm the one who taught him everything he knows
about charisma.) //
I also like Stan's honesty and perspective. // For example,
he's a big Virginia Cavaliers football fan. That's the honest
part. // Stan's perspective is realizing the impossibility of

his transportation dream: Moving the University of Virginia to
Fairfax County. 11
Finally, there is Stan Parris' record. Korean War hero.
Returned to attend George Washington University -- then, practice
law -- then, the Virginia House of Delegates. // He's served as
Secretary of the Commonwealth. Been a superb seven-term U.S.
Congressman. // He's on the side of every decent American who
values growth, opportunity, and prosperity. // GOP. // Has a
nice ring, don't you think? //
((You know, seeing the traffic below on the flight over here
from D.C., I thought of how I'd vote for Stan Parris just on his
transportation policies alone.) ) // He co-sponsored legislation
which will complete this area's Metro system. / He opposes
statehood for the District of Columbia -- and I support his
stand. // Stan Parris reflects the values of America's good,
quiet, decent people. // He believes in government which serves
the people -- not the other way around. //
We could use a little more of Stan's common sense about five
miles northeast of here. I'm speaking about the sorry spectacle
known as the United States Congress. // Yes, Virginia, America
finally has a Federal budget. But even Ripley would not believe
what we had to endure to get that budget passed. //
All of you know the history of these budget negotiations.
For most of the past year, our Administration has worked to
produce a serious response to a serious deficit -- grappling not

only with the budget, but a self-serving Congress in which both
houses are run by Democrats.
For eight months, this Democratic Congress acted like a 78
record played at 33. The only thing it did quickly was "Tax and
spend." Otherwise, for eight months, it postured. Bellowed.
Debated. Stalled. // If Congress were a play, it would have
closed before New Haven. Congress hasn't been doing the
people's business. It's been giving the business to the people.
11 Now, Stan's opponent proposes to give the business to the
Eighth District of Virginia. //
Part of Congress' problem is institutional. Think of it --
twenty thousand staff members and a Rubik's Cube of committees.
Too often, serving liberals like Stan's opponent who pander to
pressure groups. // Then, there's a second problem: Congress'
liberal philosophy perpetuated by nearly 40 years of one-party
rule. // Because the Democratic Congress has become
unaccountable, it has become irresponsible. Yes, the budget
process is broken -- and we have to fix it. But we don't just
have to change the process. We have to elect more Republicans so
we can change the Congress, too. 11
I know our agreement's imperfect. It's not nearly as good -
- nor fair to the Middle Class -- as we would have had under a
Republican Congress. // Here's an example of the difference
Republicans have already made: The Democrat-passed bill in the
House -- which Stan Parris voted against -- wanted to sock $40
billion in new income taxes on working Americans. At the same

time, Democrats wanted a $4 billion surtax proposal. In both
cases, we stopped them cold. // Elect more Republicans and next
year they' 11 make an even greater difference. Together, let's
break the liberals' tax and spend addiction once and for all. //
Now, I don't want to be unfair. Instead of telling you what
the Democratic Congress hasn't done for working America, let me
remind you what they have. // In the past two years, they've
passed 182 "commemorative" bills asking me for one thing or
another. They gave me "National Asparagus Month" -- but they
stalled for almost a year before passing a farm bill. // They
gave me "The Year of Clean Water" -- but delayed for months
before finally passing a clean air bill. // [[If all this sounds
unpalatable, don't worry -- Congress also declared National
Digestive Disease Awareness Month. ]]
I have nothing against home health care, or asparagus. //
Broccoli's another matter. // But I think it's time the Congress
started doing the job it was sent to Washington to do. //
So let me close with an issue close to Republican hearts --
fighting crime. And tell you what the liberal Democratic
Congress has done to make the streets of America safer -- safer
for muggers, safer for killers, safer for the most barbaric
elements of society. 11
Almost a year and a half ago, I stood before the Capitol
with policemen and women to demand Congress pass a crime bill and
pass it soon. We hoped that this Democratic Congress -- liberal
though it is -- would finally pass a workable Federal death

penalty -- to protect America. / Would end the legal loopholes
and technicalities that free criminals and handcuff police. /
And would give our prosectors the tools they need to keep
criminals off the streets and behind bars.
After 17 months, Congress finally passed a crime bill -- a
tough bill -- and then proceeded to weaken it later, out of
sight, in a backroom. The mutilation was itself a mugging -- a
legislative crime that could only take place behind closed doors.
/ Only when the doors were shut, safe from public view, was it
cut up and left to die. When it comes to crime -- to spending -
- to the Congress as a whole: What a difference more Republicans
would have made. //
Ask Stan Parris. America needs a Republican Congress that
will balance the budget by cutting spending -- not a Democratic
Congress that tries to raise the income-tax rates of the middle
class. //
Ask Stan Parris. America needs a Republican Congress that
willl pass a tougher crime bill -- not a Democratic Congress
intent on weakening the law and gutting the death penalty. //
Ask Stan Parris. America needs a Republican Congress that
will end the influence of special interests -- not a Democratic
Congress that wants taxpayers to join lobbyists in re-electing
the Tax and Spenders. // In short, the only way to send a message
to Washington is to elect a Republican majority. The only way to
send a message to Washington is not to elect Democrats. //

respect him. So let's keep him on the side of those who want a
Congress which will work with the President for the good of all.

FINALLY PASS A WORKABLE FEDERAL DEATH PENALTY -- TO
PROTECT AMERICA. / WOULD END THE LEGAL LOOPHOLES AND
TECHNICALITIES THAT FREE CRIMINALS AND HANDCUFF POLICE.
/ AND WOULD GIVE OUR PROSECTORS THE TOOLS THEY NEED TO
KEEP CRIMINALS OFF THE STREETS AND BEHIND BARS.

Congressman Parris, ladies and gentlemen. As always, it is
a pleasure to be in the Old Dominion -- and to speak on behalf of
one of this Nation's great representatives. He's not simply on
our side -- he's on America's side. // My friend -- and your
wonderful Congressman. Stan Parris. //
((As Stan tells it, this visit arose from a phone call from
that kinder and gentler human being, John Sununu. 11 John told
him, "We've got a surprise for you that will really excite
people.' // Stan replied, "You mean big-league baseball's
finally coming to Northern Virginia?") ) //
Northern Virginia may not yet have a major league baseball
team, but it has a major league congressman. And I'm here today
to say: On Election Day, Stan is going to do to his opponent
what the Reds did to the A's. //
I say that for many reasons. First, Stan is a friend -- not
merely of Northern Virginia, but also of me. ((Stan and I have a
special bond. I'm the one who taught him everything he knows
about charisma.) ) //
I also like Stan's honesty and perspective. // For example.
Stan's a big Virginia Cavaliers football fan. That's the honest
part. // Stan's perspective is realizing the impossibility of

his transportation dream: Moving the University of Virginia to
Alexandria. //
Finally, there is Stan Parris' record. Korean War hero.
Returned to attend George Washington University -- then, practice
law -- then, enter the Virginia House of Delegates. // He's
served as Secretary of the Commonwealth. Been a superb seven-
term U.S. Congressmen. // He's on the side of every decent
American who values Growth, opportunity, and prosperity. // GOP.

( (You know, enduring the drive over here from D.C., I
thought of how I'd vote for Stan Parris just on his

which will complete this area's Metro system. / He opposes
Statehood for the District of Columbia -- and I support his
stand. // Stan Parris reflects the values of America's good,
quiet, decent people. // He believes in government which serves

We could use a little more of Stan's common sense about five
miles northeast of here. I'm speaking about the ludicrous
spectacle known as the United States Congress. // Yes, Virginia,
America finally has a Federal budget. But even Ripley would not
believe what it had to endure to get that budget passed. //
All of you know the history of these budget negotiations.
For most of the past year, our Administration -- aided by
Congressmen like Stan -- has worked to produce a serious response

to a serious deficit -- grappling not only with the budget, but a
self-serving Congress in which both houses are run by Democrats.
For eight months, this Democratic Congress acted like a 78
record played at 33. The only thing it did quickly was "Tax and
spend." Otherwise, for eight months, it postured. Bellowed.
Debated. Stalled. // If Congress were a play, it would have
closed before New Haven. Congress hasn't been doing the
people's business. It's been giving the business to the people.
// Now, Stan's opponent proposes to give the business to the
Eighth District. //
Part of Congress's problem is institutional. Think of it -
- twenty thousand staff members and a Rubik's Cube of committees.
Too often, serving liberals like Stan's opponent who pander to
pressure groups. // Then, there's a second problem: Congress'
left-wing philosophy perpetuated by nearly 40 years of one-party
rule. // Because the Democratic Congress has become
unaccountable, it has become irresponsible. Yes, the budget
process is broke -- and we have to fix it. But we don't just

ensured over $350 billion in spending cuts -- the largest cut in
history. // Republicans helped me reduce the deficit by $500

cripple our national defense. Finally, thank God for Republicans
like Stan Parris who helped me keep Congress from raising income
tax rates on working America. //
Here's the good news. Our budget agreement will help bring
interest rates down in Northern Virginia -- helping you buy that
new home or car. It will help build more new businesses -- and
that means more new jobs. // But I won't deceive you -- we've
had enough deception from the other party. So here's the bad
news. This budget's not nearly as good -- nor fair to the Middle
Class -- as we would have had under a Republican Congress. //
For too long we've endured a Democratic Congress that -- by
bowing to special interests -- measures progress made by dollars
spent. // Next Tuesday, let's elect Republicans like Stan Parris
who measure progress made by people helped -- and who will build
a government which stands for America's interests. //
Ask Stan Parris. America needs a Republican Congress that
will balance the budget by cutting spending -- not a Democratic
Congress that tries to raise the income-tax rates of the middle-
class. //

will pass our tough crime bill -- not a Democratic Congress that

a pleasure to be in the Old Dominion -- and to speak on behalf of
one of this Nation's great representatives. He's not simply on
our side -- he's on America's side. // My friend -- and your
wonderful Congressman. Stan Parris. //

that kinder and gentler human being, John Sununu. // John told
him, "We've got a surprise for you that will really excite
people." // Stan replied, "You mean big-league baseball's
finally coming to Northern Virginia?") ) //
Northern Virginia may not yet have a major league baseball
team, but it has a major league congressman. And I'm here today
to say: On Election Day, Stan is going to do to his opponent
what the Reds did to the A's. //
I say that for many reasons. First, Stan is a friend -- not

self-serving Congress in which both houses are run by Democrats.
For eight months, this Democratic Congress acted like a 78
record played at 33. The only thing it did quickly was "Tax and
spend." Otherwise, for eight months, it postured. Bellowed.
Debated. Stalled. // If Congress were a play, it would have
closed before New Haven. Congress hasn't been doing the
people's business. It's been giving the business to the people.
// Now, Stan's opponent proposes to give the business to the
Eighth District. //
Part of Congress's problem is institutional. Think of it -
- twenty thousand staff members and a Rubik's Cube of committees.
Too often, serving liberals like Stan's opponent who pander to
pressure groups. // Then, there's a second problem: Congress'

left wing philosophy perpetuated by nearly 40 years of one-party
rule. // Because the Democratic Congress has become
unaccountable, it has become irresponsible. Yes, the budget
process is broke -- and we have to fix it. But we don't just

Six days from now, let's remember who gave us the sorry
