As always, it is a pleasure to be in the Old Dominion -- and to speak on behalf of one of this Nation's great representatives. He's not simply on our side -- he's on America's side. // My friend -- and your wonderful Congressman. Stan Parris. // ( (As Stan tells it, this visit arose from a phone call from that kinder and gentler human being, John Sununu. // John told him, "We've got a surprise for you that will really excite people." // Stan replied, "You mean big-league baseball's finally coming to Northern Virginia?")) // Northern Virginia may not yet have a major league baseball team, but it has a major league Congressman. And I'm here today to say: On Election Day, Stan is going to do to his opponent what the Reds did to the A's. // I say that for many reasons. First, Stan is a friend -- not only of mine, but of Northern Virginia. ((Stan and I have a special bond. I'm the one who taught him everything he knows about charisma.) // I also like Stan's honesty and perspective. // For example, he's a big Virginia Cavaliers football fan. That's the honest part. // Stan's perspective is realizing the impossibility of 2 his transportation dream: Moving the University of Virginia to Fairfax County. // Finally, there is Stan Parris' record. But even Ripley would not believe what we had to endure to get that budget passed. // All of you know the history of these budget negotiations. For most of the past year, our Administration has worked to produce a serious response to a serious deficit -- grappling not 3 only with the budget, but a self-serving Congress in which both houses are run by Democrats. For eight months, this Democratic Congress acted like a 78 record played at 33. The only thing it did quickly was "Tax and spend." Otherwise, for eight months, it postured. Bellowed. Debated. Stalled. // If Congress were a play, it would have closed before New Haven. Congress hasn't been doing the people's business. It's been giving the business to the people. // Now, Stan's opponent proposes to give the business to the Eighth District of Virginia. // Part of Congress' problem is institutional. Think of it -- twenty thousand staff members and a Rubik's Cube of committees. Too often, serving liberals like Stan's opponent who pander to pressure groups. // Then, there's a second problem: Congress' liberal philosophy perpetuated by nearly 40 years of one-party rule. // Because the Democratic Congress has become unaccountable, it has become irresponsible. Yes, the budget process is broken -- and we have to fix it. But we don't just have to change the process. We have to elect more Republicans so we can change the Congress, too. // I know our agreement's imperfect. It's not nearly as good - - nor fair to the Middle Class -- as we would have had under a Republican Congress. // Here's an example of the difference Republicans have already made: The Democrat-passed bill in the House -- which Stan Parris voted against -- wanted to sock $40 billion in new income taxes on working Americans. At the same 4 time, Democrats wanted a $4 billion surtax proposal. In both cases, we stopped them cold. // Elect more Republicans and next year they 11 make an even greater difference. Together, let's break the liberals' tax and spend addiction once and for all. // Now, I don't want to be unfair. Instead of telling you what the Democratic Congress hasn't done for working America, let me remind you what they have. // In the past two years, they've passed 182 "commemorative" bills asking me for one thing or another. They gave me "National Asparagus Month" -- but they stalled for almost a year before passing a farm bill. // They gave me "The Year of Clean Water" -- but delayed for months before finally passing a clean air bill. // [[If all this sounds unpalatable, don't worry -- Congress also declared National Digestive Disease Awareness Month. ]] obviously I have nothing against , or asparagus. // Broccoli's another matter. // But I think it's time the Congress started doing the job it was sent to Washington to do. // So let me close with an issue close to Republican hearts -- fighting crime. And tell you what the liberal Democratic Congress has done to make the streets of America safer -- safer for muggers, safer for killers, safer for the most barbaric elements of society. // Almost a year and a half ago, I stood before the Capitol with policemen and women to demand Congress pass a crime bill and pass it soon. We hoped that this Democratic Congress -- liberal though it is -- would finally pass a workable Federal death 5 penalty -- to protect America. / Would end the legal loopholes and technicalities that free criminals and handcuff police. / And would give our prosectors the tools they need to keep criminals off the streets and behind bars. After 17 months, Congress finally passed a crime bill -- a tough bill -- and then proceeded to weaken it later, out of sight, in a backroom. The mutilation was itself a mugging -- a legislative crime that could only take place behind closed doors. / Only when the doors were shut, safe from public view, was it cut up and left to die. When it comes to crime -- to spending - - to the Congress as a whole: What a difference more Republicans would have made. // Ask Stan Parris. America needs a Republican Congress that will balance the budget by cutting spending -- not a Democratic Congress that tries to raise the income-tax rates of the middle class. 11 Ask Stan Parris. For most of the past year, our Administration has worked to produce a serious response to a serious deficit -- grappling not 3 only with the budget, but a self-serving Congress in which both houses are run by Democrats. For eight months, this Democratic Congress acted like a 78 record played at 33. The only thing it did quickly was "Tax and spend." Otherwise, for eight months, it postured. Bellowed. Debated. Stalled. // If Congress were a play, it would have closed before New Haven. Congress hasn't been doing the people's business. It's been giving the business to the people. 11 Now, Stan's opponent proposes to give the business to the Eighth District of Virginia. // Part of Congress' problem is institutional. Think of it -- twenty thousand staff members and a Rubik's Cube of committees. Too often, serving liberals like Stan's opponent who pander to pressure groups. // Then, there's a second problem: Congress' liberal philosophy perpetuated by nearly 40 years of one-party rule. // Because the Democratic Congress has become unaccountable, it has become irresponsible. Yes, the budget process is broken -- and we have to fix it. But we don't just have to change the process. We have to elect more Republicans so we can change the Congress, too. 11 I know our agreement's imperfect. It's not nearly as good - - nor fair to the Middle Class -- as we would have had under a Republican Congress. // Here's an example of the difference Republicans have already made: The Democrat-passed bill in the House -- which Stan Parris voted against -- wanted to sock $40 billion in new income taxes on working Americans. They gave me "National Asparagus Month" -- but they stalled for almost a year before passing a farm bill. // They gave me "The Year of Clean Water" -- but delayed for months before finally passing a clean air bill. // [[If all this sounds unpalatable, don't worry -- Congress also declared National Digestive Disease Awareness Month. ]] I have nothing against home health care, or asparagus. // Broccoli's another matter. // But I think it's time the Congress started doing the job it was sent to Washington to do. // So let me close with an issue close to Republican hearts -- fighting crime. And tell you what the liberal Democratic Congress has done to make the streets of America safer -- safer for muggers, safer for killers, safer for the most barbaric elements of society. 11 Almost a year and a half ago, I stood before the Capitol with policemen and women to demand Congress pass a crime bill and pass it soon. We hoped that this Democratic Congress -- liberal though it is -- would finally pass a workable Federal death 5 penalty -- to protect America. / Would end the legal loopholes and technicalities that free criminals and handcuff police. / And would give our prosectors the tools they need to keep criminals off the streets and behind bars. After 17 months, Congress finally passed a crime bill -- a tough bill -- and then proceeded to weaken it later, out of sight, in a backroom. The mutilation was itself a mugging -- a legislative crime that could only take place behind closed doors. / Only when the doors were shut, safe from public view, was it cut up and left to die. When it comes to crime -- to spending - - to the Congress as a whole: What a difference more Republicans would have made. // Ask Stan Parris. America needs a Republican Congress that will balance the budget by cutting spending -- not a Democratic Congress that tries to raise the income-tax rates of the middle class. // Ask Stan Parris.
