( (Acknowledgements -- Robin Dole.) ) Let me begin by
thanking you for returning a true Republican leader to office --
Senator Bob Dole.
( (In fact, I understand that a telegram of congratulations
went out this afternoon from Millie to Leader. )) 111
I wanted to be here tonight because Bob Dole has led our
party with style and wit, with precision and integrity. In
short, Bob has been a great Republican leader, as great as any
Republican leader of the past -- and yes, I'm including Everett
Dirksen. Thank you Bob Dole.\\\
And while I'm at it, let me congratulate the new head of the
Red Cross, someone I will truly miss at our Cabinet meetings.
Thank you Elizabeth Dole. III
Next, Al Simpson -- congratulations on your return as the
Senate Minority Whip. ( (One thing, however. I see you won your
re-election to the Senate a few days ago by a paltry sixty-four
percent of the vote. Al, couldn't you have done better than
that?)) Thank you Senator Al Simpson. III
((Insert to be written after elections on Tuesday
afternoon. ))

And let's also acknowledge four Republican Senators among us
who have left their mark on our party, and our nation. Senator
Bill Armstrong -- you've been a superb Chairman of the Policy
Committee. You've represented Colorado with distinction. And
most of all, you've been a tireless advocate of the bedrock
values of God and country. On behalf of your President and party
-- thank you Senator Armstrong. III
Gordon Humphrey -- Senator from the Granite State -- a man
of principle and strength. Your leadership in Washington will be
missed as much as I am sure it will be welcomed in New Hampshire.
Thank you Senator Gordon Humphrey.
When I arrived in Washington as a skinny freshman in the
House, one of the first friends I found was a colleague by the
name of Jim McClure. Since then, I have seen Jim rise to become
a truly great Senator, a great Idaho leader. Over the years,
Jim, I have found your friendship to be as solid as a silver
dollar. Thank you Senator Jim McClure.
Then there is that other great Senator who leaves us with a
legacy of leadership -- Senator Rudy Boschwitz. Rudy, we know
it was your misfortune to run a strong and valiant campaign in a
tough off-year environment. You have distinguished yourself as a
true leader of this most distinguished body. You have the
lasting respect and gratitude of your colleagues and this
President. III Thank you Senator Rudy Boschwitz.
Our heartiest congratulations go to three Republican
Senators-elect among us -- Hank Brown, Larry Craig and Bob

Smith. III You've won a great victory for our party; and I am
sure that working with you in the Senate as we have in the House,
we will win many victories for America. Once again,
congratulations.
Finally, I would like to congratulate each and every one of
you. As Republicans, you are the true leaders, the conscience,
of the United States Senate.
of course, we gather here tonight one week after the
American people turned to the polls -- and returned to Washington
a government divided. A government divided by party. A
government divided in purpose and vision.
But our purpose as a party -- and my purpose, as President -
- remains undivided and clear. We are as committed as ever to ECO, PIE
expansing OUR economy NOT ARGUING OVERHOW THE SHOULD BC
private sector pro-growth solutions, not government solutions.
We are as committed as ever to opportunity, not the failed
policies of tax-and-spend liberalism. And we will -- as a
Republican President and Republican Senators -- fight the
opposition, and fight the special interests for the sake of the
national interest. 111
The world is changing and those changes will produce
exciting new challenges. Working together, we can prepare this
great country to meet those challenges and lead the world into
the 21st century.
In the year ahead, perhaps we should draw some inspiration
from a great American of the last century, someone who wrote
these words: "Make no little plans. They have no magic to stir

men's blood and probably in themselves will not be realized.
Make big plans; aim high in hope and work, remembering that a
noble idea once recorded will never die, but long after we are
gone will be a living thing." "
The man who wrote these words was Daniel Burnham -- the
architect who conceived and built this great Union Station. 11
And as we look around, at the vaulted ceilings and gilded
geometry that sprang from one man's imagination, let us remember
to make big plans. To aim high in hope and work. To build a
better America, and thereby leave a living legacy. To do our
best, as public servants -- and as Republicans.

I wanted to be here tonight because Bob Dole has led our
party with style and wit, with precision and integrity. In
short, Bob has been a great Republican leader, as great as any
Republican leader of the past -- and yes, I'm including Everett
Dirksen. Thank you Bob Dole. 111
And while I'm at it, let me congratulate the new head of the
Red Cross, someone I will truly miss at our Cabinet meetings.

Next, Al Simpson -- congratulations on your return as the
Senate Minority Whip. ( (One thing, however. I see you won your
re-election to the Senate a few days ago by a paltry sixty-four
percent of the vote. Al, couldn't you have done better than

were a solid rock of strength for our party. Your leadership in
Washington will be missed as much as I am sure it will be

When I arrived in Washington as a skinny freshman in the
House, one of the first friends I found was a colleague by the
name of Jim McClure. Since then, I have seen Jim rise to become
a truly great Senator, an Idaho leader in the Borah tradition.
Over the years, Jim, I have found your friendship to be as solid
as a silver dollar. Thank you Senator Jim McClure. 111
Then there is that other great Senator who leaves us with a
legacy of leadership -- Senator Rudy Boschwitz. Rudy, we know
it was your misfortune to run a strong and valiant campaign in a
tough off-year race. You have distinguished yourself as a true

and-spend liberalism. And we will -- as a Republican President

In the year ahead, perhaps we should draw some inspiration
from a great American of the last century, someone who wrote
these words: "Make no little plans. They have no magic to stir
men's blood and probably in themselves will not be realized.
Make big plans; aim high in hope and work, remembering that a
noble idea once recorded will never die, but long after we are
gone will be a living thing."

architect who conceived and built this great Union Station.
And as we look around, at the vaulted ceilings and gilded
geometry that sprang from one man's imagination, let us remember

short, Bob has been a great Republican leader, as great as any
Republican leader of the past -- and yes, I'm including Everett

And while I'm at it, let me congratulate the new head of the
Red Cross, someone I will truly miss at our Cabinet meetings.

Next, Al Simpson -- congratulations on your return as the
Senate Minority Whip. ( (One thing, however. I see you won your
re-election to the Senate a few days ago by a paltry sixty-four
percent of the vote. Al, couldn't you have done better than
