I. SUMMARY
On Tuesday, December 4, at 9:20 p.m., you will exchange
toasts with President Lacalle at a state dinner in Punta del
Este, Uruguay.
II. DISCUSSION
About 70 Uruguayan political and business leaders will
attend the dinner at the Posta del Congrejo restaurant. The
toast (5 minutes, on cards) promotes yet again the
Enterprise for the Americas Initiative and thanks Uruguay
for their stand against Iraq's aggression.

President and Mrs. Lacalle, honored guests. As this day
draws to a close, Doro and I are especially grateful for the
chance to share this magnificent setting. 11
Fortunately for us, President Lacalle -- in our discussions
in New York earlier this year -- was persuasive about our
spending the night here. // This is my first trip to Punta Del
Este and reports of its beauty "have not been exaggerated." //
It is also my first visit to Uruguay -- yet I already know
President Lacalle. //
We met in Washington last February -- and again in October
at the United Nations. Today, again, I have had the chance to
appreciate his insight and eloquence. //
Thirty years ago, Dwight Eisenhower, a great President, come
to Uruguay and spoke for the United States. He said: "I bring
you this heartfelt message from all the people of my country," he
said on his arrival in Montevideo. "We treasure our partnership
with you, and all our sister Republics in this hemisphere."
President Eisenhower knew that Uruguay is a Nation vast in
size and large in dreams. A Uruguayan professor once remarked,
"You could put Belgium, the Netherlands, Denmark, and Switzerland
inside [it] and still have plenty of room left over. //

Today, Uruguay has helped to lead the political and economic
revolution now sweeping Latin America. // And I salute
President Lacalle's efforts to use freedom to reform your economy
-- and to help free markets. //
Six months ago, we unveiled an initiative to strengthen
those efforts -- our "Enterprise for the Americas Initiative" --
and the day of its announcement, President Lacalle was the first
leader to call me with his support. // Like me, he believes that
the hope of this region is trade, not aid. Accordingly, we will
do all we can to work with Uruguay, Brazil, Argentina, and
Paraguay reach a framework agreement with the United States to
expand investment and trade. //
Increased prosperity in the hemisphere will also depend on
attracting capital to finance growth and easing the burden of
external debt. The Enterprise for the Americas Initiative will
support countries' efforts to increase private investment -- both
at home and from abroad -- and will help reduce debt owed to the
U.S. government of countries committed to economic and investment
reforms.
The increased exchange of goods and ideas benefits this
hemisphere. At the same time, we recognize that naked aggression
imperils not only commerce but the dignity of man. Which brings
me to events on all our minds: I refer to the Persian Gulf. / /
Both our countries have endured hardship: The injury to
our economies due to higher oil prices and a loss of trade. //
It is not an easy price -- but one we will pay to ensure the

right of a free people to survive as a nation, no matter how
large or small. I would like to thank President Lacalle and the
people of Uruguay for their unwavering support for the measures
adopted in the Security Council to counter Iraq's brutal
annexation of Kuwait. 11 Your backing, together with the
determination of virtually the entire world community, Iraq's
aggression will not stand.
Both abroad and at home, Uruguay and America have never been
more united, or better allies and friends. In that spirit, I ask

Fortunately for us, President Lacalle -- in our discussions
in New York earlier this year -- was persuasive about our
spending the night here. // This is my first trip to Punta Del
Este. Paraphrasing Mark Twain, reports of its beauty have not
been exaggerated. // It is also my first visit to Uruguay -- yet
I feel that already I know your President. //
We met in Washington last April -- and again in October at
the United Nations. Today, again, I have had the chance to
observe his insight and eloquence. //
Thirty years ago, one of the greatest men of the Twentieth
Century uttered words which eclipse any language. "I bring you
this heartfelt message from all the people of my country," he
said on his arrival in Montevideo. "We treasure our partnership
with you, and all our sister Republics in this hemisphere."
Dwight Eisenhower knew that Uruguay is a Nation large in

Let me close with events I believe divine providence will
surely bless: I refer to the Persian Gulf. 11 Both our
countries have endured hardships: The injury to our economies
due to oil prices and loss of trade. 11 It is not an easy price
-- but one we will pay. I would like to thank President Lacalle
and the people of Uruguay for their unwavering support for the
measures adopted in the Security Council to counter Iraq's brutal
annexation of Kuwait. 11 With your backing, Iraq's annexation
will not stand. We will rebuke the naked aggression which
imperils all that is Kight, and good.
Both abroad and at home, Uruguay and America have never been
more united, or better allies and friends. In that spirit, I ask
our guests to rise and raise their glasses:

PUNTA DEL ESTE, URUGUAY
TUESDAY, DECEMBER 4, 1990
President and Mrs. Lacalle, honored guests. As this day
draws to a close, Barbara and I are especially grateful for the
chance to share this magnificent setting. //
Fortunately for us, President Lacalle -- in our discussions
in New York earlier this year -- was persuasive about our
spending the night here. // This is my first trip to Punta Del
Este. Paraphrasing Mark Twain, reports of its beauty have not
been exaggerated. // It is also my first visit to Uruguay -- yet
I feel that already I know your President. //
We met in Washington last April -- and again in October at
the United Nations. Today, again, I have had the chance to
observe his insight and eloquence. //
Thirty years ago, one of the greatest men of the Twentieth
Century uttered words which eclipse any language. "I bring you
this heartfelt message from all the people of my country," he
said on his arrival in Montevideo. "We treasure our partnership
with you, and all our sister Republics in this hemisphere."
Dwight Eisenhower knew that Uruguay is a Nation large in
size and large in dreams. A writer once remarked, "You could
put Belgium, the Netherlands, Denmark, and Switzerland inside
[it] and still have plenty of room left over." //

Today, Uruguay has been enriched by the political and
economic freedom now sweeping the globe. // And I salute
