I've often felt that the start of a new year is a good time to reflect on the many achievements of the past, and to look ahead with hope. This year, our two countries, as well as the world over, have much to be grateful for -- first and foremost the improved and strengthened relations between the United States and the Soviet Union. But, as we draw closer to the dawn of a new century, as friendly nations, we are challenged by a dictator bent on tyranny and aggression. Saddam Hussein faces a strong international coalition determined to see justice served. He stands in lonely opposition to a new world order that holds the promise of stability and peace for generations to come. As we face this mutual threat, I applaud the decisive action of the Soviet Union in strongly opposing Saddam's brutal aggression. On this New Year's Day, as you celebrate with your friends and family, I also want to applaud the Soviet Union for the important steps you've taken toward a free-market economy. As your country implements economic and political reforms, the transition will be difficult. The year ahead may be especially hard. But it is a journey worth making for it is a path that leads to a brighter future for you nation. The American people look with hope to the year ahead. Our two nations have set out on a new course making a better life for both our peoples and a better world of peace and understanding.
