One key to continued growth is free and fair trade. Just a
few minutes ago, Bob Mosbacher and I met with leaders of many of
the Massachusetts companies at the cutting edge of the export
economy. / As I told them, last year, the U.S. exported more
than $673 billion dollars in goods and services. 11 Last year
alone, exports generated 84% of our over-all growth -- a. sure
sign that future growth lies in freer trade. 11
That's why my Administration places such importance on
ensuring American companies a fair shot in the global
marketplace. We begin by reaching a successful conclusion of the
Uruguay Round trade talks -- an agreement that breaks down the
barriers that now inhibit trade. 11 We also want to create a
Free Trade Zone uniting the U.S., Canada and Mexico into one
single market of 360 million people. And we're working now --
through our Enterprise for the Americas initiative -- to expand
trade opportunities between all the nations of this hemisphere,
North Central and South. //

have said all along, the fast-track votes will be close. But
they also are crucial. We need your help in making sure that the
Senate extends fast-track, and enables us to continue the
important work of pressing for free and fair trade around the
world.
A yes vote on fast track will tell the entire world that
America stands ready, eager and able to take on the challenges of
the 21st Century.
I want to acknowledge leaders from both parties who led the
push for fast-track. The American people deserve this kind of
give-and-take on the issues. They deserve this kind of
cooperation on issues of crucial national importance. Our
proposals for reform on education, crime, transportation and
civil rights -- to name just a few -- have been gathering dust.
Some have been ignored for more than two years. It's time
members of both parties dropped their gloves and extended their
hands, working together to grapple with these important issues.

I'm happy to say that the Senate has joined the house in
extending the fast-track trade procedures. Thanks to this great
show of bipartisanship, the administration can move ahead on
several very important trade initiatives. These include the
Uruguay Round of the GATT talks; the North American Free Trade
Agreement and the Enterprise for the Americas Initiative.
We've shown the world that we will meet the challenges of
the 21st Century -- and that we'll meet them united in purpose
and in effort. Let me stress that the administration will
consult closely with Congress in these trade talks. Fast-track
provides a tool for dealing in good faith with Congress and with
our trading partners. Its passage provides some of our best
economic news in months.

PRESIDENTIAL REMARKS: STEVE PIERCE FUNDRAISER
BOSTON, MASSACHUSETTS

Thank you, ----, for those kind words. [Introductory
acknowledgements. Governor Weld, other dignitaries.] It's my
pleasure to be here today to show my support for the next
Republican Representative from Massachusetts -- Steve Pierce. //
Steve can be a Massachusetts maverick in the mold of Sil
Conte -- independent. Honest. Effective. / And Steve Pierce
is going to make it, because he's come a long way to get where he
is today -- he's come {100} miles, down I-90 all the way from
Westfield. [[If you don't believe me, just ask Andy Card. ]] //
Steve has been a fighter for Western Massachusetts in the
State House -- and he'll be a fighter for this state and the
nation in the U.S. House of Representatives. //
Steve Pierce has worked hard for the working men and women
of Massachusetts: against the reigning tax and spend ideology -
- for responsible government. Down in Washington, Steve will
help us hold the line on higher taxes -- help us steer a steady
path to growth. //
The key to continued growth is free trade. Just a few
minutes ago, Bob Mosbacher and I met with leaders of many of the
Massachusetts companies at the cutting edge of the export

economy. / As I told them, last year, the U.S. exported more
than $673 billion dollars in goods and services. // Last year
alone, exports generated 84% of our over-all growth -- a sure
sign that future growth lies in freer trade. //
That's why my Administration places such importance on
ensuring American companies a fair shot in the global
marketplace. We begin by reaching a successful conclusion of the
Uruguay Round trade talks -- an agreement that breaks down the
barriers that now inhibit trade. // We also want to create a
Free Trade Zone uniting the U.S., Canada and Mexico into one
single market of 360 million people. And we're working now --
through our Enterprise for the Americas initiative -- to expand
trade opportunities between all the nations of this hemisphere,
North Central and South. //

Steve Pierce understands the tremendous potential for growth
represented in these global markets. He knows Massachusetts
companies are ready to compete -- and he's ready to help unleash
that competitive energy. So let our opponents create class
conflict and play the politics of envy. // We're going to
remain the party that creates jobs, opportunity and growth here
in Massachusetts, and all across America. //
Once again, let me thank all of you for this warm welcome.
