AMERICAN FORESTRY ASSOCIATION FOR HOSTING THIS FINE
EVENING.
THE TWO ORGANIZATIONS GATHERED HERE TONIGHT HAVE
PLAYED MAJOR ROLES IN PRESERVING FOREST LANDS FOR OUR
GENERATION -- AND FOR FUTURE GENERATIONS OF AMERICANS.
YOU ADVOCATED THE CREATION OF THE YELLOWSTONE PARK
MOVE
TIMBERLAND RESERVE A CENTURY AGO. YOU LED THE FIGHT
FOR CONSERVATION AT A TIME WHEN NO ONE MUCH CARED ABOUT
THE ISSUE. YOU SET IMPORTANT STANDARDS IN THE PRIVATE
SECTOR/PUBLIC SECTOR PARTNERSHIP -- A PARTNERSHIP THAT
HAS BEEN CRITICAL TO THE SUCCESS OF OUR NATIONAL FOREST
SYSTEM. YOU CONTINUE YOUR STEWARDSHIP TODAY.
ALTHOUGH I REGRET THAT I CANNOT BE WITH YOU, I KNOW
YOU ALL ARE ENJOYING THE EXTRAORDINARY ART AND OTHER
COLLECTIONS HERE AT THE HISTORICAL CENTER. THESE WORKS
CELEBRATE THE RICH HISTORY OF THE AMERICAN WEST AND THE
NATIONAL FOREST SYSTEM STOP THIS SUMMER, THOUSANDS OF
AMERICANS WILL SEE THESE EXHIBITS AND I KNOW EVERY
VISITOR WILL LEAVE WITH A BETTER APPRECIATION OF OUR
NATIONAL FORESTS.

WE ARE THE STEWARDS OF THESE LANDS AND EVERY ONE
OUGHT TO JOIN THE PARTNERSHIPS THAT HELP ADVANCE THE
CAUSE OF CONSERVATION. WE SHOULD FEEL GRATEFUL FOR THE
FACT THAT VISIONARIES BEGAN WORKING 100 YEARS AGO TO
PROVIDE THESE LANDS FOR PUBLIC USE. MOVE WE'RE TRYING TO DO
OUR PART FROM WASHINGTON. I'VE PROPOSED A PROGRAM TO
PLANT -- -- IN COOPERATION WITH ORGANIZATIONS SUCH AS
YOURS -- ONE BILLION TREES A YEAR. I'VE PROPOSED
INCREASES FOR FOREST SERVICE RECREATION AND RESOURCE
PROTECTION. I HOPE CONGRESS FUNDS THEM - -- so THAT WE
CAN MAKE THIS 100TH ANNIVERSARY THE YEAR IN WHICH WE
RE-COMMIT TO THE HEALTH, BEAUTY, AND PRODUCTIVITY OF

TO BE AIRED ON JULY 4TH ON CBS
Good evening. This Fourth of July is a special day in the
life of our nation. And the "Disney Great American Celebration"
tonight honors who we are and what we have achieved. And yet,
there is always more for us to achieve -- from ending drug abuse
and homelessness, to fighting illiteracy and hunger.
In facing these challenges, there is a critical role for
volunteers -- "Points of Light,' I call them -- those men and
women reaching out to others in need. Many people all across the
country have answered the call to be Points of Light in their
communities. [[In fact, I understand three of our Points of
Light are in tonight's audience at Walt Disney World. ]]
Tonight it's my honor to announce the 500th Daily Point of
Light: Alvin and Gwendolyn Sims of Chicago, and their seven-year
old daughter, Brittany.
What makes the Sims family so special is the way they open
their home to anyone who needs a friend. They are father and
mother to teenagers in their neighborhood who have no family. On
any night of the week, there are eight or nine kids at their home
...
youngsters who need a place to sleep, a hot meal, or just
someone to listen. Even little Brittany helps out by lending a
hand at the local homeless shelter -- showing that no matter how
young or old, every American has a gift to give.
Alvin, Gwendolyn and Brittany, families like yours are an
inspiration to me and to all Americans. You've shown that from
now on in America, any definition of a successful life must
include serving others. God bless you and Happy Fourth of July.

THE WHITE HOUSE
WEDNESDAY, JUNE 19, 1991
Friends and fellow Americans. Let me welcome you to the
24th annual General 1 Convention of the International Brotherhood
of Teamsters. /
I wish I could be with you in Orlando, but unfortunately, my
schedule does not permit it. But I did want to congratulate you
on 88 years -- and going strong -- of superb union service to
your fellow Teamsters. //
Your leadership in the fight for benefits and acceptable
wages for the 1.6 million men and women of the Teamsters is
widely known. Yet you also deserve to be commended for all you
have done above the call of duty for your families -- and the
American family. //
Your General President, Billy McCarthy, and I have talked
about issues crucial to the Teamsters and the Nation. I've
always enjoyed these meetings, and our honest give-and-take. I
know that when the chips are down, Teamsters revere America's
interests. //
Today, let me salute you for your wonderful backing of our
troops in the Persian Gulf. The teamsters were among the first
organizations in the Nation to support us in the early days. You
helped us during the Congressional debate and vote concerning

possible use of force in the Gulf. You helped secure U.S.
support of United Nations Security Council resolutions on the
Persian Gulf. / Recently, you helped enormously in flying home
so many of the brave men and women who served in the Gulf -- and
who made America so proud. /
Your International headquarters building was among the first
in Washington to display a sign in support of our troops. That
sign remains on display today -- and will stay up, Billy tells
me, until the last U.S. service member in the Gulf comes home. //
I want to also thank you for your work to ensure a smooth
return for our reservists as they come back to work. And what
you've done on behalf of Easter Seals and Muscular Dystrophy. I
have also said the definition of a successful life must include
serving others. Well, by that criteria, Teamsters live truly
successful lives. //
Theodore Roosevelt preached against the doctrine "of ignoble
ease." You practice the creed of truly noble service. // I
thank you for that, and wish you good luck in your convention
this week and with your Project 2000. // God bless you, and the
Nation you richly bless -- the United States of America.

Congress. I'm especially glad to be able to speak to you 5,000
terrific kids who've come from all across the country and abroad.
I know this will be an unforgettable week for you -- a week
of fellowship and fun, of scripture and service. Your commitment
to service impresses me -- and touches me -- deeply. What a
wonderful way for you to grow as Christians -- as Americans --
and as members of our human family.
You care enough to make the world around you a better place.
You understand that our lives aren't measured by the size of our
bank accounts or the shine of our gold. They're measured by
something deeper and more important -- the size of our hearts,
and the shine of our goodness.
We call people like you our "Points of Light." You are part
of this wonderful movement of Americans whose kindness
illuminates the dark, forgotten corners of our land. I know that
when you return home from Orlando, you'll spread the glow of your
good work throughout this land -- throughout your lives.
We feel a surge of hope when we think of the coming century

ethic of service. As dedicated officials from across the
country, you form the backbone of our system of government. You
uphold the community values that give America its strength.
I'd been looking forward to meeting with you and your
President, Mike Stewart, in Salt Lake County during your Annual
Conference. But my schedule has me in London during your meeting
-- so I offer this message as a gesture of thanks -- and tribute.
You serve people who have nowhere to turn -- through your
health departments and human services agencies. You give hope to
the hopeless -- a way up -- a future.
You keep our economy moving by promoting agriculture and
business development. You keep your people moving by building
and maintaining the roads and bridges so crucial to our economy.
Whether you're helping to create a cleaner environment,
providing libraries, training our youth, or keeping our
communities safe, you touch the lives of millions and millions of
Americans.
That's why I was so pleased to sign a resolution authorizing
National County Government Week, earlier this year.

Your commitment to serving the American public has been
amplified -- and exemplified -- during this past year by your
president, Mike Stewart.
Mike has urged us all to keep our focus on the family -- and
to devote more of our time and talents to activities in our
neighborhoods. Those values and commitments know no political
boundaries. They stand 1 at the heart of our hopes for healthy and
whole communities.
Your incoming President, Kaye Braaten, will have a hard act
to follow. But I know she can get things done, and will keep
NACo and its fine staff moving forward in telling the "county
story."

Good afternoon. Nearly one hundred years ago, Teddy
Roosevelt and Gifford Pinchot [Pinch-oh] created an American
legacy of conservation and environmental stewardship. They
established the National Forest System. I'm proud of that
system, and I'm proud of all of you who work to keep it
productive, beautiful, and accessible.
You have a big job in helping Americans enjoy their great
outdoors. I want you to know I am personally committed to help
you do that. Our Administration has proposed a plan called, "The
National Forests -- America's Great Outdoors." This 3-year, $625
million initiative will increase the number of picnic and camp
grounds, expand our scenic byways, and make the forest accessible
to more Americans. You are also helping to bring the benefits of
trees to every corner of America through our "America the
Beautiful" campaign -- to plant and maintain billions of trees in
the next ten years on private property and in communities large
and small.
We want to help you find partners and resources to protect
some of our Nation's most beautiful and exciting recreational
settings. Together, you can provide outstanding opportunities
for millions of people to discover, to learn, to enjoy the
outdoors.
As you know, the National Forests are the largest provider
of outdoor recreation in the United States with 252 million
recreation visitor days. That's the equivalent of every man,
woman, and child in this country spending one day on a National
Forest each year! That's an important job, and with "America's
Great Outdoors", we can work together to keep Teddy Roosevelt's
legacy alive in the 21st Century.

on 88 years -- and going strong -- of superb union service to
your fellow Teamsters. //
Your leadership in the fight for benefits and acceptable
wages for the 1.6 million men and women of the Teamsters is
widely known. Yet you also deserve to be commended for all you
have done above the call of duty for your families -- and the
American family. //
Your General President, Billy McCarthy, and I have talked
about issues crucial to the Teamsters and the Nation. I've
always enjoyed these meetings, and our honest give-and-take. I
know that when the chips are down, Teamsters revere America's
interests. //
Today, let me salute you for your wonderful backing of our
troops in the Persian Gulf. The teamsters were among the first
organizations in the Nation to support us in the early days. You
helped us during the Congressional debate and vote concerning

possible use of force in the Gulf. You helped secure U.S.
support of United Nations Security Council resolutions on the
Persian Gulf. / Recently, you helped enormously in flying home
so many of the brave men and women who served in the Gulf -- and
who made America so proud. /
Your International headquarters building was among the first
in Washington to display a sign in support of our troops. That
sign remains on display today -- and will stay up, Billy tells
me, until the last U.S. service member in the Gulf comes home. //
I want to also thank you for your work to ensure a smooth
return for our reservists as they come back to work. And what
you've done on behalf of Easter Seals and Muscular Dystrophy. I
have also said the definition of a successful life must include
serving others. Well, by that criteria, Teamsters live truly
successful lives. //
Theodore Roosevelt preached against the doctrine "of ignoble
ease." You practice the creed of truly noble service. // I
thank you for that, and wish you good luck in your convention

Good afternoon. Nearly one hundred years ago, Teddy
Roosevelt and Gifford Pinchot [Pinch-oh] created an American
legacy of conservation and environmental stewardship. They
established the National Forest System. I'm proud of that
system, and I'm proud of all of you who work to keep it
productive, beautiful, and accessible.
You have a big job in helping Americans enjoy their great
outdoors. I want you to know I am personally committed to help
you do that. Our Administration has proposed a plan called, "The
National Forests -- America's Great Outdoors." This 3-year, $625
million initiative will increase the number of picnic and camp
grounds, expand our scenic byways, and make the forest accessible
to more Americans. You are also helping to bring the benefits of
trees to every corner of America through our "America the
Beautiful" campaign -- to plant and maintain billions of trees in
the next ten years on private property and in communities large
and small.
We want to help you find partners and resources to protect
some of our Nation's most beautiful and exciting recreational
settings. Together, you can provide outstanding opportunities
for millions of people to discover, to learn, to enjoy the
outdoors.
As you know, the National Forests are the largest provider
of outdoor recreation in the United States with 252 million
recreation visitor days. That's the equivalent of every man,
woman, and child in this country spending one day on a National
Forest each year! That's an important job, and with "America's

Good evening. This Fourth of July is a special day in the
life of honors our nation. And the "Great American Celebration" tonight

really is about who we are and what we have achieved. And yet,
there is still always more for us to achieve -- ending drug abuse and

homelessness, fighting illiteracy and hunger, finding a cure for
AIDS.
In facing these challenges, there is a critical role for
volunteers -- "Points of Light," I call them -- those men and
women reaching out to others in need. Many people all across the
country have answered the call to be Points of Light in their
communities. [[In fact, I understand three of our Points of
Light are in tonight's audience at Walt Disneyworld. ]]
Tonight it's my honor to announce the 500th Daily Point of
Light: Alvin and Gwendolyn Sims of Chicago, and their seven-year
old daughter, Brittany.
What makes the Sims family so special is the way they open
their home to anyone who needs a friend. They are father and
mother to teenagers in their neighborhod who have no family. On
any night of the week, there are eight or nine kids at their home
youngsters who need a place to sleep, a hot meal, or just
someone to listen. Even little Brittany helps out by lending a
hand at the local homeless shelter -- showing that no matter how
young or old, every American has a gift to give.
Alvin, Gwendolyn and Brittany, families like yours are an
inspiration to me and to all Americans. You've shown that from
now on in America, any definition of a successful life must
include serving others. God bless you and Happy Fourth of July.

As you may know, I love our nation's great outdoors. To me, one
of the greatest spectacles in nature is the annual migration of
millions of waterfowl. But this great international treasure --
a heritage we share with Canada and Mexico -- faces serious
problems. That's why I was SO eager to lend my support to a
program of the United States Fish & Wildlife Service designed to
help save the habitat -- the nesting and living spaces -- our
migratory waterfowl and many other birds depend on.
The enclosed Public Service Announcements treat a conservation
effort that virtually any citizen can participate in -- the
Federal Duck Stamp Program.
For 57 years, the sale of Duck Stamps has generated nearly $400
million dollars that have purchased almost 4 million acres of
precious marshes, bogs and coastal bays for our National Wildlife
Refuge system. From coast to coast Duck Stamps have been saving
habitat, not only for waterfowl and other migratory birds, but
also for many rare species of animals and plants. The fact that
98 cents of every Duck Stamp dollar goes directly for the
acquisition of habitat makes it one of the most effective
conservation initiatives anywhere.
Please review the enclosed announcements and take a moment to
look over the free materials the Fish & Wildlife Service will
send to respondents to these spots. I think you will agree that
the Federal Duck Stamp Program is a timely and important topic
about which more of our fellow citizens should know.

Duck Stamp PSAs: At the risk of being predictable, we
recommend deleting the line from these spots that describes
duck stamps as "an American success story." While the stamp
program has raised significant funds for habitat protection,
a 1990 Department of the Interior study showed that
waterfowl populations nationwide are down 30 percent since
1969. Mallards and pintails, while not listed as threatened
or endangered, are down by half or more since mid-century.
Given the President's high identification with the "Field
and Stream" crowd, which is strongly aware of these trends,
a better stance might be neutral -- "Let's leave the
environment better than we found it" -- or one of concern --
"Now more than ever, they need our help."

Disney's Great American Celebration: I assume the audience
for this program primarily will be families with children, a
group that registers some of the highest support for the
environmental cause, albeit not the hard-core liberal kind.
In the first paragraph, therefore, it would ring the right
bells to insert "protecting the environment" and "building
better schools" after "fighting illiteracy and hunger,' in
the list of "still more for us to achieve."
Not to be a broken record, broken record, broken record.
but the President has laid out an informed, balanced, forward-

terrific kids who've come from all across this great country. I

of fellowship and fun, of scripture and service. Your commitment
to service impresses me -- and touches me -- deeply. What a
wonderful way for you to grow as Christians -- as Americans --
and as members of our human family.
When you recognize your responsibility to help others, you

you gave me to eat; I was thirsty and you gave me to drink; I was

Inasmuch as you have done this

uphold the community values that give America its strength.
I'd been looking forward to meeting with you and your
President, Mike Stewart, in Salt Lake County during your Annual
Conference. But my schedule has me in London during your meeting
-- so I offer this message as a gesture of thanks -- and tribute.
You serve people who have nowhere to turn through your
health departments and human services agencies. You give hope to
the hopeless -- a way up -- a future.
You keep our economy moving by promoting agriculture and
business development. You keep your people moving by building
and maintaining the roads and bridges so crucial to our economy.
Whether you're helping to create a cleaner environment,
providing libraries, training our youth, or keeping our
communities safe, you touch the lives of millions and millions of
Americans.
That's why I was so pleased to sign a resolution authorizing
National County Government Week, earlier this year.
