I'm pleased to be with you for the opening of the Northwest wing
of this magnificent hospital. / Psalm 127 says that children are
a gift from the Lord. The additional beds located here will help
that gift enrich us all.
An old adage counsels, "Live and let live." This facility
-- under construction for more than three years -- will help give
life to kids. // It is a state-of-the-art pediatric care center.
It also towers as a monument to America's volunteer spirit. //
For many years, the children of the Intermountain Area
supported Primary Children's Hospital with pennies, nickels, and
dimes given on their birthday. // This selfless spirit of
charity continues today with the giving of your time, and of
yourselves. //
I think of and salute hundreds of volunteers who donate more
than a quarter million hours a year to children -- and those
community representatives serving without pay as members of the
hospital Governing Board. //
I think, too, of your staff and physicians -- one of whom,
Dr. Floyd Seager, I have honored as a "Daily Point of Light."
That same generosity moved thousands of area residents to help

build this facility. // All helped Intermountain Health Care win
the health care industry's highest honor for quality -- the
Healthcare Forum/Witt Award. //
On my tour of the hospital, we visited the nursery. I saw
sick kids who have won their first battle -- the battle for life
-- and who are now fighting a second battle for recovery. //
They are kids who depend on your trust and affection -- who
understand how you reflect the Bible verse, "We were gentle among
you, like a nurse taking care of her children." "
Nowhere is this more important than in reducing infant
morality rates. We must reverse the factors that cause the death
of an infant. That is why I have personally made the Healthy
Start Program a Presidential Initiative and a top national
priority. // It is also why I am pleased, with Dr. Sullivan, to
today award Healthy Start Program grants to 15 cities who have
shown urgent need / an excellent plan for addressing that need /
and community-wide efforts committed to achieving results. //
I asked Congress for $138 million this year to help curb
infant mortality -- but was given only $25 million. We will use
it as best we can -- $1.7 million will go to each of the 15
cities. / I am pleased that the Healthy Start Program can begin
immediately -- but Congress must appropriate more money for this
initiative next year. // Together, let us show how America's
most precious resource is America's ability to care. //
In that spirit, let me close with a story about one of
America's greatest First Ladies. Her name is Pat Nixon, and once

she toured a medical center, and stopped to embrace a little girl
blinded by rubella. //
For a few minutes, she talked to the girl and held her
close. Later, someone came over and told her that the child was
deaf, as well as blind. // Pat answered that she had known that.
"But she knows what love is, " Mrs. Nixon said. "She can feel
love. " / /
At Primary Children's, kids feel love every day of their
lives. For that, I thank you. I know you will remain one of the
finest pediatric care centers in the world. Congratulations, and

Welcome, everyone, to this special gathering at the new
Primary Children's Medical Center. We are deeply honored that
President Bush has chosen to include this tour of Primary Children's
as part of his visit to the Intermountain area. We are also
privileged to have among us the President's Secretary of Health and
Human Services, Dr. Louis W. Sullivan. Gentlemen, on behalf of
the employees, physicians, trustees, and patients of this hospital
and Intermountain Health Care, I thank you for coming.
Mr. President, this hospital is the result of the same
American volunteer spirit which you have encouraged in your Daily
Point of Light program and other policy statements. From its
inception 80 years ago until the present day, Primary Children's has
been much beloved and generously supported by the residents of
the Intermountain area.
The hospital is the direct result of the strong human impulse
to protect and nurture children. One day in 1911, Mrs. Louis B.
Felt, general president of the Primary Association of the LDS
Church, was walking in downtown Salt Lake City with her first
counselor, Miss May Anderson. When these women happened
upon a crippled child on the street, they were moved to create a
convalescent care facility to serve disabled children.
Originally located in a ward of LDS Hospital, Primary
Children's relocated in 1922 to a private home donated and
remodeled for this purpose. Over the years, medical services were
expanded beyond convalescent care to encompass the full range of
pediatric medical science.
Primary Children's may be the only hospital in the world
built by children for children. In 1952, a modern hospital was
constructed in Salt Lake City's Avenues area, funded largely by
donations from area children, who were asked to donate a penny
for each year of their age, plus 10 cents for each of the million
bricks used in construction. These contributions were matched by
the LDS Church which then owned the hospital. The achievements
of this "Penny Parade" fund-raiser are recalled in today's "Pennies
by the Inch" campaigns, where the same spirit of giving can be seen.

In 1975, the LDS Church donated its 15 hospitals to the
communities they served. Intermountain Health Care was created
as a charitable, nonprofit, nondenominational organization charged
with operating the hospitals in the community interest. As an IHC
facility, Primary Children's is governed by volunteers
-14 community representatives who accept no pay for the many
hours of service they contribute.
In the last decade, as the needs of area children grew
beyond the capacity of our facility, the IHC trustees and hospital
governing board members planned a new hospital to serve new
generations of children. This dream was realized in April 1990,
when the new Primary Children's Medical Center opened here on
the University of Utah campus.
This new hospital is also a product of the volunteer spirit,
for it too was built in part through the generous donations of area
children and their parents. And volunteers are essential to the
hospital's mission. For example, the physicians who practice here
donate their skills and their time to caring for charity patients.
Then too, we have the hundreds of volunteers-women, men,
and young people-who contribute tens of thousands of hours
annually to caring for patients and helping the staff. Some of these
volunteers have logged so many hours of service at Primary's, they
have spent the equivalent of several years of their lives in their
volunteer uniforms.
Mr. President, we are grateful for the opportunity to show
you this region's volunteer spirit in action. The children who are
patients here wanted to thank you and Dr. Sullivan for visiting
them today. They created these books of drawings for you as an
expression of their love and appreciation. [Presentation of books.]
And now I have the honor of introducing to you a man who
has given a liferime of service to health education. Prior to his
appointment to the President's cabinet, he served as president of
the Morehouse School of Medicine in Atlanta. Please join me in
welcoming Dr. Louis W. Sullivan, Secretary of the U.S. Department
of Health and Human Services.

SALT LAKE CITY, UTAH
WEDNESDAY, SEPTEMBER 18, 1991
Thank you very much. I'm pleased to be with you for the
opening of the Northwest wing of this magnificent hospital. /
Psalm 127 says that children are a gift from the Lord. The
additional beds located here will help that gift enrich us all.
An old adage counsels, "Live and let live." This facility
--- under construction for more than three years -- will help give
life to kids. // It is a state-of-the-art pediatric care center.
It also towers as a monument to America's volunteer spirit. //
For many years, the children of the Intermountain Area
supported Primary Children's Hospital with pennies, nickels, and
dimes given on their birthday. // This selfless spirit of
charity continues today with the giving of your time, and of
yourselves. //
I think of and salute hundreds of volunteers who donate more
than a quarter million hours a year to children -- and those
community representatives serving without pay as members of the
hospital Governing Board. //
I think, too, of your staff and physicians -- one of whom,
Dr. Floyd Seager, I have honored as a "Daily Point of Light."
That same generosity moved thousands of area residents to help
build this facility. // All helped Intermountain Health Care win

the health care industry's highest honor for quality -- the
Healthcare Forum/Witt Award. //
On my tour of the hospital, we visited the nursery. I saw
sick kids who have won their first battle -- the battle for life
--- and who are now fighting a second battle for recovery. //
They are kids who depend on your trust and affection -- who
understand how you reflect the Bible verse, "We were gentle among
you, like a nurse taking care of her children."
These children show how America's most precious resource is
America's ability to care. In that spirit, let me close with a
story about one of America's greatest First Ladies. Her name is
Pat Nixon, and once she toured a medical center, and stopped to
embrace a little girl blinded by rubella. //
For a few minutes, she talked to the girl and held her
close. Later, someone came over and told her that the child was
deaf, as well as blind. // Pat answered that she had known that.
"But she knows what love is, " Mrs. Nixon said. "She can feel
love. " 11
At Primary Children's, kids feel love every day of their
lives. For that, I thank you. I know you will remain one of the
finest pediatric care centers in the world. Congratulations, and
best wishes. Now, it is my pleasure to officially open the
Northwest wing of the Primary Children's Medical Center.

Thank you very much. I'm pleased to be with you for the
opening of the Northwest wing of this magnificent hospital.
I think it is very fitting to announce the launching of our
Healthy Start Program in this hospital and in this area where
hundreds of volunteers have donated more than a quarter million
hours a year to infants and children. It is a pleasure for me
to have Dr. Louis W. Sullivan, Secretary of Health and Human
Services join me for this significant event.
Like some of you, I have had the awesome experience of
feeling the tiny infant hands of my own children and
grandchildren. Those little hands reaching out to grasp my
clumsy fingers -- well, there is just no way to describe the love
that wells up in my heart. President Teddy Roosevelt, a rugged
outdoorsman, is said to have described a new-born baby's tiny
hand as the most beautiful thing in the world. In contrast, one
of the most difficult and painful of human experiences is the
death of an infant -- that wrenches the heart of the toughest
among us.

In that spirit, we have all been saddened beyond endurance
that the United States ranks 24th in the world for infant
mortality rates. As a nation, we must reverse the factors that
are causing infant mortality That is why I have personally made
the Healthy Start Program a Presidential Initiative and a top
national priority.
Today, we are awarding grants to 15 cities who have shown
urgent need, an excellent plan for addressing that need, and
community-wide partnerships committed to achieving results.
While I asked Congress for $138 million this year, we were given
only $25 million. We will stretch that amount as much as we can
-- $1.7 million will go to each of the 15 cities.
I am pleased that the Healthy Start Program can begin
immediately, but Congress must appropriate more money for this
initiative next year. We have done the groundwork that will
reverse this national disgrace, but Congress will have to join
the effort! It will take the whole-hearted participation of all
of us to see the results that we want to see.
We are already devoting enormous resources to maternal and
infant health. HHS alone is spending $5 billion this year with
an overall federal expenditure of $7 billion.

But. we are not getting the results we want. Over the next
five years, our goal is to reduce infant mortality in the 15
targeted areas by 50 percent.
The lessons we learn in the 15 cities will enable us to
apply our new knowledge nationwide. I anticipate having our
country move up to the top of the list of countries where babies
are guaranteed a Healthy Start.
That process will begin in the 15 areas that have been
selected for the Healthy Start grants. Within these targeted
areas, we will try new approaches to enable women to connect with
services and we will encourage total community involvement in
order to reduce infant mortality and give our babies a healthy
start.
The Healthy Start Initiative is two-pronged. We will
concentrate on ACCESS and AWARENESS.
In terms of access, we must learn ways to break down the
barriers. I want to ensure that all pregnant women and their
babies are wrapped in a blanket of care. That means reaching out
to those who are difficult to serve and putting services where
they are needed.

In terms of awareness, we must also encourage, teach and
support healthy behaviors. Each of the 15 communities will
develop creative, innovative ways to make expectant mothers aware
of factors which affect infant mortality -- smoking, alcohol,
illicit drug use, teenage pregnancy, inadequate prenatal care,
and poor nutrition.
Healthy Start will bring together all the services that are
vital to the health and well-being of our expectant mothers and
babies. The Initiative requires the funded areas to creatively
link families, health care and social service providers, the
private sector, and volunteers in outreach to those who need to
be enticed to services.
Healthy Start also stresses the importance of personal
responsibility by encouraging and supporting the formation of
families to nurture expectant mothers and their babies. As Dr.
Sullivan has said, "We cannot rely only on high-cost, high-tech
solutions. We must work more extensively to involve the entire
community in ensuring delivery of healthy babies and in nurturing
them to a healthy start!"
It is my pleasure to announce the targeted areas today. The
locations that will be served under these new grants are:

The people of the Healthy Start targeted areas have joined
together for a cause that is higher than themselves. Similarly,
for eighty years the citizens of the Intermountain area have
supported Primary Children's -- giving of your time, and of

have, indeed, served God.
Members of your hospital Governing Board are community
representatives serving without pay. The staff and physicians of
this hospital have helped Intermountain Health Care win the

care center honors all the men and women serving here today and
it stands as a monument to America's volunteer spirit.

Presidential Remarks: Children's Hospital, Salt Lake
city, Utah, September 18, 1991.
The President's stop at Children's Hospital on September 18th
appears quite short and the schedule may not provide for a more
substantive message. However, I feel that this stop could afford
an excellent opportunity for the President to announce the
sites selected for the Healthy Start Initiative demonstration
projects. The selected communities will be challenged to reduce
their infant mortality rate by 50 percent over the next five
years.
This is a much anticipated announcement and will receive
significant attention from communities and elected officials
across the country. There are some major benefits to having the
announcement made by the President.
o Showcase Initiative. since the Administration is
being held accountable for the high infant
mortality rate, the announcement of the sites
selected for the Healthy Start Initiative would
showcase a major example of what the President is
doing to directly impact the lives of our most
vulnerable children -- newborn infants.
o Emphasize Need for Additional support. The Administration
asked for more dollars for this effort than Congress
appropriated. Attention to the Healthy Start "pilot
project" could emphasize the need for additional support
for the infant mortality problem.
Highlight Corporate Partnership Opportunities.
The Healthy Start program will be featured in a
national public relations effort that will be co-
sponsored by the Johnson and Johnson Company.
This type of corporate partnership is necessary

stop Efforts in Addressing Domestic Concerns. The Healthy
Start sites will combine three key elements of service:
the availability of medical treatment, the key social
services, and the motivation of the pregnant women to
participate.
Opportunity for Showing Substantive Progress on a
Domestic Issue. Given the attention that would be
generated by the announcement of the Healthy Start
sites, the President could give a more substantive
message about the progress being made in reducing
the levels of infant mortality.
If there is interest in further discussion about this
announcement being incorporated into the President's stop at
Children's Hospital, please feel free to contact our Assistant
Secretary for Public Affairs, Alixe Glen at 245-1850 for a more
extensive discussion.
If the President decides to go with the attached original
remarks, there is a unique example of children supporting a local
hospital which would provide an exceptionally gripping story. By
way of background, for many years, the young children of the
Mormon Church, on their birthday, donated a penny, nickel or dime
for each year of age. This money was used to help support
Primary Children's Hospital. Consequently, I suggest that the
following addition be substituted for the first sentence of
paragraph three:
"For many years, the children of the Intermountain Area
supported Primary Children's Hospital with their pennies,
nickels and dimes given each year on their birthday. This
selfless spirit of giving continues today with the giving
of your time, and of yourselves."

story about one of America's greatest First Ladies. Her name was
Pat Nixon, and once she toured a medical center and stopped to
embrace a little girl blinded by rubella. /
For a few minutes, she talked to the girl and held her
close. Later, someone came over and told her that the child was
deaf as well as blind. / Pat answered that she had known that. /

At Primary Children's, kids feel love every day of their

recovery. 11 They are kids who depend on your trust and
affection -- who understand the Bible verse, "We were gentle
among you, like a nurse taking care of her children."
These children show how America's most precious resource is
America's ability to care. In that spirit, let me close with a
story about one of America's greatest First Ladies. Her name was
Pat Nixon, and once she toured a medical center and stopped to
embrace a little girl blinded by rubella. /
For a few minutes, she talked to the girl and held her
close. Later, someone came over and told her that the child was
deaf as well as blind. / Pat answered that she had known that. /
"But she knows what love is," Mrs. Nixon said. "She can feel
love. " /
At Primary Children's, kids feel love every day of their
lives. For that, I thank you. I know you will remain one of the
finest pediatric care centers in the world. Congratulations, and
best wishes. Now, it is my pleasure to officially open the
Northwest wing of the Primary Children's Medical Center.
