It's a pleasure to be with you this afternoon. Before
taking your questions, I would like to make a few announcements.
Today I am appointing members of the President's Advisory
Commission on Educational Excellence for Hispanic Americans.
This panel will advise me and Secretary of Education Lamar
Alexander on the progress of federal efforts to improve
education for Hispanic Americans. The panel will help us
implement an executive order I issued last year.
We recognize the crisis in education and employment for
young Hispanic Americans. At a time when Hispanics are the
fastest growing and youngest minority in the United States, their
wages and school completion rates are among the lowest. They
have the fastest growing poverty rate.
Our Hispanic Education initiative reflects our commitment to
innovative, effective education -- our America 2000 education
strategy. We don't want to throw money at problems with
expensive programs that don't work. Our aim is more radical: to
inspire a revolution in American education. We want to increase
the involvement of parents and families in education, and we're
working to give parents more choice in their children's

schooling. Nothing does more to promote educational achievement
than parents who care.
Andres Bande of Chicago will chair the commission. Mr.
Bande is a distinguished business and community leader, the chief
executive officer of Ameritech Corporation. My fellow Texan
Guadalupe Quintanilla, an official at the University of Houston
will serve as vice chair. John Florez, now an official of the
U.S. Department of Education, will serve as executive director.

This panel will advise me and Secretary of Education Lamar
Alexander on the progress of federal efforts to improve
education for Hispanic Americans. The panel will help us
implement an executive order I issued last year.
We recognize the crisis in education and employment for
young Hispanic Americans. At a time when Hispanics are the
fastest growing and youngest minority in the United States, their
wages and school completion rates remain lower than any other
ethnic group. They have the fastest growing poverty rate.
Our Hispanic Education initiative reflects our commitment to
innovative, effective education -- our America 2000 education
strategy. We don't want to throw good money after bad with
expensive programs that don't work. Our aim is more radical: to
reinvent American education. We want to increase the involvement
of parents and families in education, and we're working to give
parents more choice in their children's schooling. Nothing does
more to promote educational achievement than parents who care.

Andres Bande of Chicago will chair the commission. Mr.
Bande is a distinguished business and community leader, the chief
executive officer of Ameritech Corporation. Lupe Quintinia of
xxxxx, Texas, will serve as vice chair. She is
John Flores, now an official of the U.S. Department of Labor,
will serve as executive director.

Jose Martinez as director of the United States Trade and
