opportunity to welcome you and your daughter, Her Royal Highness
Princess Lalla Meriam, to the United States. //
( (You know, the pomp and circumstance at dinners like these
never grows old. As we were descending the stairs this evening,
I have to confess Barbara and I felt a little like movie stars.
To steal a line from Humphrey Bogart: "Welcome to Casablanca. ") )
Your Majesty, the friendship between our two countries
stretches back more than 200 years -- back beyond even the autumn
of 1788, when the Emperor of Morocco, Mohammed the Third, sent
warm words of support and encouragement to the newly-elected
President of a struggling young nation called the United States
of America. //
At critical moments in history, our two nations have acted
in concert: Earlier this century -- when 300,000 Moroccans
fought with the Allies against the Axis powers in World War II.
This year, when Morocco once again demonstrated its commitment to
shared ideals by taking part in the coalition that liberated
Kuwait. In the wake of Iraq's invasion, Morocco was among the
first Arab states to answer the call and come to Saudi Arabia's
aid. //

Your Majesty, under your stewardship, Morocco continues to
play an active and influential role in the Middle East region.
Today, as we move closer toward the Middle East conference that
will bring Arabs and Israelis to the same table, Morocco can act
as a catalyst in the quest for peace. //
I've been told that in your homeland there is a saying: "At
the river, good people present themselves." Today, as the
currents of history seem to gain speed each passing day, my
nation has come to count upon the good people of Morocco and
their King. //

RESPONSE: Developments in the Middle East Peace Process and the current acute problems
with Iraq require a major rewrite of both the arrival statement to focus it
on our agenda and the Toast. NSC Substitute drafts are attached. Substantive
changes have been cleared with State.

It is an honor to welcome His Majesty King Hassan to the
United States of America. The relationship between our two
countries is rich -- tracing back more than 200 years to the 1787
Moroccan-American Treaty of Peace and Friendship. That agreement
remains the longest unbroken treaty in our history.
Your Majesty, relations between our nations continue to grow
and prosper in a variety of fields -- in trade and investment, in
cultural contacts, in security cooperation -- and, of course, as
partners sharing a common interest in resolving regional
disputes.
In the Middle East, we now see the real prospect of a peace
conference leading to direct negotiations between Arabs and
Israelis. That process aims at a comprehensive peace based on UN
Security Council Resolutions 242 and 338 and the principle of
territory for peace. We seek to elaborate this principle to
provide for real security and real peace for all states in the
Middle East, including Israel, and for recognition of legitimate
political rights of the Palestinian people.
A decisive moment is upon us. The Palestinians must decide
whether they will seize this opportunity. We hope they will do
SO. We also hope Morocco will play an active role in expanding
the peace process to the Arab world's western limit.
In the Gulf, Morocco was among the first to commit forces in
defense of Saudi Arabia. When the issue was still in doubt,
Morocco stood with right and against aggression. Today, we find
an Iraqi regime which continues to defy the will of the
international community as embodied in UN Security Council
resolutions. Saddam Hussein continues to conceal his weapons of
mass destruction and refuses to allow UN inspectors the means to
carry out their UNSC mandate. The international community must
stand firm in its resolve to see UNSC resolutions 687 and 707
fully implemented. No one should doubt our resolve to do our
part.
At the same time, we have no desire to punish the Iraqi
people. We support UN Security Council resolution 706 which
created a responsible mechanism for addressing their humanitarian
needs. We look forward to the day when there will be a new, just
government in Iraq and that country can resume its normal place
in the international community.
In contrast, Your Majesty, we are pleased to see the UN
proceeding with its efforts to resolve the Western Sahara dispute
with Morocco's support. It took great courage for you to agree
to the UN Secretary General's plan for a referendum -- and I

five-year-old granddaughter, Princess Lalla Soukaina, has come
with you. This is an interesting precedent, and Barbara and I
are wondering how many of our
grandchildren will be claiming
seats on Air Force One when they hear of it.

Things were different then. I am told that Mr. Simpson, our
first American consul in Morocco, was periodically given lions by
the Sultan as a mark of royal favor. Over time, he collected
many beasts and appealed to the State Department for funds to
feed them. "No way, was the response, and Mr. Simpson was
driven to bankruptcy and suicide. There is an important lesson
here, Your Majesty. When you receive those 20 F-16 Fighting
Falcons that we have promised you, be sure you or a good friend
in the Gulf provide for their maintenance and spare parts.
For me, the friendship between Morocco and the United States
has been a personal one. I remember fondly my visit to Morocco
as Vice President in 1983 -- the crowds in Fes and in Rabat who
welcomed us as we drove through those cities in an open car. And
I recall your gracious invitation to put aside the pomp of state
and dine together simply as two families.
At critical moments in history, our two nations have acted
in concert: Earlier this century -- when 300,000 Moroccans found
with the Allies against the Axis powers in World War II. Last
year, when Morocco once again demonstrated its commitment to
shared ideals by sending its troops to the defense of Saudi
Arabia. And, just as we have worked together to frustrate
aggression, so we can work together to promote peace and
stability in the Middle East, in the Gulf and in the Western
Sahara. It will be the work of old friends building a new world
order.
Let me ask you all to raise your glasses: to the health of
King Hassan and his family; to a future blessed by peace; and to
the common bonds of friendship that link the people of Morocco
and the United States.

confirm America's willingness to play its role in promoting a
just and lasting settlement in the Sahara in accordance with that
plan.
Under you leadership, Morocco has often enlisted in the
cause of peace -- in Lebanon, in Angola and in the Gulf. I
welcome this opportunity to discuss with you the historic changes
taking place in North Africa, in the Middle East and in the world
as a whole.
Your majesty, once more: welcome to the White House. I
look forward to our talks -- and I want to extend a special

Your Majesty, it is with great pleasure that I welcome
you to the United States of America.
The relationship between our two countries is rich in
history, tracing back more than 200 years. The 1786 Moroccan-
American Treaty of Friendship is the longest unbroken treaty in
our history. Your Majesty, under your wise leadership we have
seen Moroccan-American relations expand in a variety of fields:
defense cooperation, trade and investment, cultural cooperation,
and combined efforts to resolve regional disputes.
Our bilateral cooperation takes many forms. Right now, VOA
is building the largest transmitting facility in the world in
Morocco, designed to improve reception of VOA broadcasting from
Europe to Africa.
Morocco has warmly welcomed U.S. investment; last fall it
received a very successful OPIC mission.
Morocco has also lowered barriers to investment and trade,
and it recently began the privatization of many of its wholly-
owned state enterprises.
I recall your last visit to Washington -- nearly nine years
ago when you came as the leader of the Fez delegation to promote

peace in the Middle East. As you return now, we are on the
threshold of a Middle East peace conference that will launch
direct negotiations between Israel and its Arab neighbors. We
believe this process can lead to a comprehensive peace -- a peace
that provides for real security for all states of the region,
including Israel, and for legitimate Palestinian political
rights. Morocco has long played a constructive role in promoting
Arab rights and contacts with Israel, and we welcome Morocco's
active support now.
I want take this opportunity this morning to recognize the
significant contribution that you, Your Majesty, and your country
made in helping to resolve the conflict in the Gulf. Morocco was
one of the first countries to send troops to the defense of Saudi
Arabia. I also salute you for the constructive role Morocco has
played in bringing about peace in Lebanon and Angola.
This past year, the world has undergone momentous changes as
the voices of those crying for greater democracy and respect for
human rights are finally being heard. These changes spread well
beyond the Soviet Union and Eastern Europe. In this regard I
applaud your recent efforts to release political prisoners and
your serious intent on setting up a consultative commission to
address human rights concerns in Morocco. I know you will not be
deterred from this courageous course.
It took great courage to agree to the Secretary-General's
plan for a referendum in the Western Sahara. And I want to

affirm to you America's deep commitment to support that plan
fully.
I look forward to our talks and want to extend a special
welcome to your daughter who has accompanied you on this visit.
I trust the fruits of our discussion will make the world a better
place for her and all our children.

Your majesty, Barbara and I are truly pleased to have this
opportunity to welcome you and your very lovely daughter,
to the United States. We hope you will enjoy tonight's
dinner and entertainment.
( (As we were descending the stairs this evening, I have to
confess Barbara and I felt a little like movie stars. Barbara
said she was reminded of Debra Kerr in the "King and I". And,
well, I feel like Humphrey Bogart
"Welcome to
Casablanca" ))
(( For those of you here tonight that don't know, the King
and I have a shared pastime
Golf. I hear though, that not
only are you an accomplished golfer, you are also a gifted
architect. Maybe you could combine those skills to help me
construct a new swing. ))
I have been told that in your homeland there is a saying
that states: "At the river good people present themselves."
This is truly a phrase deserving of the people of Morocco and
their King.
At many instances in history when hard times prevailed,
Morocco has been a reliable partner. It began in the autumn of
1789 with words of support and encouragement from the Emperor of

Morocco,
, to the newly appointed President of the
United States of America, George Washington. And these kind
words were backed by the 1786 Moroccan-American Treaty of
Friendship -- I'm proud to say, the longest unbroken treaty in
our history. Then there was World War II when some 300,000
Moroccans fought with the allies.
Now I am delighted to have this opportunity to thank his
majesty personally for his courageous response to the Gulf
crisis; Morocco was among the first Arab states to come to Saudi
Arabia's aid in the face of Iraqi aggression.
Morocco, under your wise stewardship, is currently playing
an active and influential role in other key regional issues. You
have long been a voice for reason and dialogue on the Middle East
conflict, and we look for your active support and counsel as we
approach a Middle East conference to launch direct negotiations
between Arabs and Israel.
We also applaud your majesty for taking the courageous step
to sign on the UN Secretary-General's referendum plan for the
Western Sahara and want to reaffirm our firm support for that
plan.
A hallmark of your distinguished reign is your adaptability
to an ever-changing world, and his commitments to human rights
and political pluralism in Morocco are cases in point. The scope
of bilateral relations has expanded tremendously and now ranges
from trade to cooperation on security and political issues.

Let me ask you all to toast the health and success of King
Hassan and his family, and the continuing friendship between our
two countries.

KING HASSAN II OF MOROCCO
SOUTH LAWN
THURSDAY, SEPT. 26, 1991
11:00 A.M.
It is an honor to welcome His Majesty King Hassan to the
United States of America. The relationship between our two
countries is rich -- tracing back more than 200 years to the 1787
Moroccan-American Treaty of Peace and Friendship. That agreement
remains the longest unbroken treaty in our history.
Your Majesty, relations between our nations continue to grow
and prosper in a variety of fields -- in trade and investment, in
partners sharing a common interest in resolving regional
disputes.
In the Middle East, we now see the real prosect of a peace
conference leading to direct negotiations between Arabs and
Israelis. That process aims at a comprehensive peace based on
U.N. Security Council Resolutions 242 and 338 and the principle
of territory for peace. We seek to elaborate on this principle
to provide for real security and real peace for all states in the
Middle East, including Israel, and for recognition of legitimate
political rights of the Palestinian people.
A decisive moment is upon us. The Palestinians must decide
whether they will seize this opportunity. We hope they will do
SO. We also hope Morocco will play an active role in expanding
the peace process to the Arab world's western limit.

In the Gulf, Morocco was among the first to commit forces in
defense of Saudi Arabia. When the issue was still in doubt,
Morocco stood on the side of justice and against aggressin.
Today, we find an Iraqi regime that continues to defy the will of
the international community as embodied in U.N. Security Council
resolutions. Saddam Hussein continues to conceal his weapons of
mass destruction and refuses to allow U.N. inspectors the means
to carry out U.N.S.C. resolutions 687 and 707. No one should
doubt our resolve to do our part.
At the same time, we have no desire to punish the Iraqi
people. We support U.N. Security Council resolution 706 which
created a responsible mechanism for addressing their humanitarian
needs. We look forward to the day when there will be a new, just
government in Iraq and that country can resume its normal place
in the international community.
In contrast, Your Majesty, we are pleased to see the U.N.
proceeding with its efforts to resolve the Western Sahara dispute
with Morocco's support. It took great courage for you to agree
to the U.N. Secretary General's plan for a referendum -- and I
confirm America's willingness to play its role in promoting a
just and lasting settlement in the Sahara in accordance with that
plan. Under your leadership, Morocco has often enlisted in the
cause of peace -- in Lebanon, in Angola and in the Gulf. I
welcome this opportunity to discuss with you the historic changes
taking place in North Africa, in the Middle East and in the world
as a whole.

Your majesty, once more: welcome to the White House. I
look forward to our talks -- and I want to extend a special
welcome to your daughter who has accompanied you on this visit.
I trust the fruits of our discussion will make the world a better
place for her and all our children.

Princess Lalla Meriam, to the United States. I also understand
that your six-year-old granddaughter, Princess Lalla Soukaina
[soo-KHAY-nah], has come with you. ((This is an interesting
precedent, and Barbara and I are wondering how many of our 12
grandchildren will be claiming seats on Air Force One when they
hear of it.))
((You know, the pomp and circumstance at dinners like these
never grows old. As we were descending the stairs this evening,
I have to confess Barbara and I felt a little like movie stars.
To steal a line from Humphrey Bogart: "Welcome to Casablanca. "))
Your Majesty, the friendship between our two countries
stretches back more than 200 years -- back beyond even the autumn
of 1788, when the Emperor of Morocco, Mohammed the Third, sent
warm words of support and encouragement to the newly-elected
President of a struggling young nation called the United States
of America.
Things were different then. I am told that Mr. Simpson, our
first American consul in Morocco, was periodically given lions by
the Sultan as a mark of royal favor. Over time, he collected
many beasts and appealed to the State Department for funds to
feed them. "No way," was the response, and Mr. Simpson was

driven to bankruptcy and suicide. Thank goodness, for Millie and
Ranger -- two dogs is enough to for me.
For me, the friendship between Morocco and the United States
has been a personal one. I remember fondly my visit to Morocco
as Vice President in 1983 -- the crowds in Fes and in Rabat who
welcomed us as we drove through those cities in an open car. And
I recall your gracious invitation to put aside the pomp of state
and dine together simply as two families.
At critical moments in history, our two nations have acted
in concert: Earlier this century -- when 300,000 Moroccans foght
with the Allies against the Axis powers in World War II. Last
year, when Morocco once again demonstrated its commitment to
shared ideals by sending its troops to the defense of Saudi
Arabia. And, just as we have worked together to frustrate
aggression, so we can work together to promote peace and
stability in the Middle East, in the Gulf and in the Western
Sahara. It will be the work of old friends building a new world
order.
Let me ask you all to raise your glasses: to the health of
King Hassan and his family; to a future blessed by peace; and to
the common bonds of friendship that link the people of Morocco
and the United States.
