I'm delighted to be here today, joining all of you as one of
"A Whole Lot of People Who Want to Elect Larry Hopkins Governor." "
11 I notice we're not far from Zachary Taylor's resting spot.
Poor old Zach. Is it true that when they dug him up last summer
they discovered that his last words were: "Pass the broccoli"?\\
In the last few weeks, with all the amazing events in the
world, people have seen the importance of leadership and ideals.
When a coup that tried to replace Gorbachev, it applied the coup
de grace to communism: No leadership, no ideals.
As I said at the U.N., we face a different kind of world
than we ever have seen: One in which we can build a new era of
peace and prosperity -- at home and abroad. But we can achieve
these lofty goals only if people take up the challenge of
leadership without losing sight of their ideals.
As you look toward this new era in Kentucky, you must look
toward Larry Hopkins. He's helped this commonwealth for 20
years, particularly as a top Republican on the Agriculture
Committee. He has served with his time and his toil, but most
importantly, Larry brought to Washington his absolute, fierce
integrity.
In Kentucky, he moved to open government with his "Sunshine
Law." As governor he'll bring back the sunshine, starting with

the legislature in Frankfort. Already, he has proposed an ethics
package that will bring decency and accountability back to
Kentucky government.\
Don't you think it's time Kentucky had a Republican
governor? Think back to when Green Bay beat Kansas City to win
the very first Super Bowl. Seems like ages ago. Well, it was
1967 -- and that's the last time a Republican lived in the
Governor's Mansion.
Look where you are now, 24 years later. Kentucky's spending
has increased more rapidly than federal spending. Well, Larry
will put an end to that. He's earned his stripes by taking a
tough anti-spending stance in Washington -- opposing the pork
barrel projects that drain the resources of this nation.
Larry means business -- in every sense of that phrase.
Kentucky needs jobs. Larry wants a right-to-work law.
He'll fight to keep jobs here, rather than letting them slip
across the border to other states. He knows that you can't help
Kentucky workers if taxes and regulations chase all the jobs
away.
He'll declare a war for more jobs through new business
expansion. His bold plan to jump-start the economy doesn't try
to turn Kentucky into a land of smokestacks. Larry knows just
where Kentucky's traditions lie, and he wants to strengthen the
farms that make this state great. He wants to help with regional
agricultural centers, but he doesn't intend to smother farmers
with new gimmicks and restrictions.

Larry knows that people are tired to too much government and
too little personal freedom. The American people want to
rediscover their own genius. We aren't second to anyone,
anywhere -- and all we need is a chance to prove it -- to
ourselves, to the world.
Our Administration's domestic philosophy starts with a
simple truth -- that the true power and potential in this land
rests in the hands of our people. Our domestic policy begins by
trusting you.
Our domestic agenda carries that faith forward into the
future. Our housing proposals will turn housing residents into
homeowners -- this is how they can best care for themselves and
contribute to society.
Our energy package will conserve energy while encouraging
innovation.
Our transportation package gives more power to local
authorities, who know their own needs.
Our crime package -- the most comprehensive in history --
will give our streets back to the people.
In each case, we want Washington to give people a chance to
shape their own destinies -- rather than having to answer to
distant bureaucrats.
This idea is the basis for something I'd like to talk about
with you today: education. Our democracy can remain vital only
if we continue to grow in knowledge and wisdom, understanding the
increasingly complex and competitive world in which we live.

We Americans can and must revitalize our education system
for our children: our future. We don't want just a good education
system. We want the best. We deserve a system that gives every-
one the power to throw open his or her own door of opportunity.
Like me, Larry has kids and grandkids, and has visited
thousands of others in schools. Like me, Larry has pledged to
make education one of his top priorities. But he knows that you
can't just throw money. You must make things better. Kentucky's
kids need the future they can only get with a first-class
education. And Larry's the man to lead you in this fight.
You know, back in 1989, I met with the nation's governors at
a unique education summit, which led to our national education
goals. One of the critical keys to our education future is the
relationship between the President and the governors. And the
governors have the leading role because education is -- and
should remain -- a local responsibility.
I need Larry in Frankfort because I need a strong advocate

All of you play a critical role in making the strategy work.
You must ensure that your communities accept the responsibility

matter half as much as what happens in each hometown.
I know that here in Kentucky you'll take that call seriously
because this is the "Land of Tomorrow." Your tomorrow must begin
today, with hard work to make sure your next Governor will be a

This idea is the basis for something I'd like to talk about
with you today: education. Our democracy can remain vital only
if we continue to grow in knowledge and wisdom, understanding the
increasingly complex and competitive world in which we live.

We Americans can and must revitalize our education system
for our children: our future. We don't want just a good education
system. We want the best. We deserve a system that gives every-
one the power to throw open his or her own door of opportunity.
Like me, Larry has kids and grandkids, and has visited
thousands of others in schools. Like me, Larry has pledged to
make education one of his top priorities. But he knows that you
can't just throw money. You must make things better. Kentucky's
kids need the future they can only get with a first-class
education. And Larry's the man to lead you in this fight.
You know, back in 1989, I met with the nation's governors at
a unique education summit, which led to our national education
goals. One of the critical keys to our education future is the
relationship between the President and the governors. And the
governors have the leading role because education is -- and
should remain -- a local responsibility.
I need Larry in Frankfort because I need a strong advocate
of education with whom I can work. You need Larry in Frankfort
because you need someone who can work with the education
establishment -- instead of just working for it.
Last April, our Administration challenged Americans to
reinvent the American school, to revolutionize education. Our
America 2000 education strategy encourages us to undertake the
obvious: to create accountable schools for today -- a new
generation of schools for tomorrow -- a nation of students
committed to a lifetime of education -- communities where

learning can happen.
All of you play a critical role in making the strategy 'work.
You must ensure that your communities accept the responsibility
to build better schools. People who want Washington to solve all
problems are missing the point. What happens there doesn't
matter half as much as what happens in each hometown.
I know that here in Kentucky you 11 take that call seriously
because this is the "Land of Tomorrow. " Your tomorrow must begin
today, with hard work to make sure your next Governor will be a
man of principles -- a man named Larry Hopkins.
Larry Hopkins is honest. Larry Hopkins works for the
people. And Larry Hopkins puts Kentucky first. This whole state
needs to "Put Kentucky First -- For a Change" -- and for the

PRESIDENTIAL REMARKS: FUNDRAISER FOR CONGRESSMAN HOPKINS
WEDNESDAY, OCTOBER 2, 1991
LOUISVILLE, KENTUCKY
I'm delighted to be here today, joining all of you as one of
"A Whole Lot of People Who Want to Elect Larry Hopkins Governor."
11 I notice we're not far from Zachary Taylor's resting spot.
Poor old Zach. Is it true that when they dug him up last summer
they discovered that his last words were: "Pass the broccoli"?\\
These have been amazing recent weeks in our world -- when a
coup that tried to replace Gorbachev instead applied the coup de
grace to communism. As I said at the U.N., we're poised on the
brink of an extraordinary new chapter of history. We have the
chance to write it using the olive branch of peace. We can build
a new era of reconciliation and prosperity, abroad and at home.
As you look toward this new era in Kentucky, you must look
toward Larry Hopkins. You know how he's helped this state for 20
a
top
the
years, particularly as ranking Republican on Agriculture

committee. But I have to tell you that what I most
respect about Larry is his absolute, fierce integrity. In
Washington he's known for his honest leadership. In Kentucky,
you remember how he moved to open government with his "Sunshine
Law. " As governor he'll put together a new ethics package to
bring decency and accountability back to Kentucky government.
Think back to when Green Bay beat Kansas City to win the
very first Super Bowl. Seems like ages ago. Well, it was 1967 -

- the last time Kentucky had a Republican Governor in Frankfort.
Look where you are now, 24 years later. State spending has
increased more rapidly than federal spending. Well, Larry will
put an end to that. He's earned his stripes by taking a tough
anti-spending stance in Washington -- opposing the pork barrel
projects that drain the resources of this nation.
Larry means business -- in every sense of that phrase.

Kentucky needs jobs. Larry will pass a right-to-work law. He'll
fight to keep jobs here. He'll declare a war for more jobs
through new business, expansion, and a bold new plan to jump-
start your economy by forming regional agriculture centers.
Larry will help this state flourish for the same reason our
nation will flourish --- we believe that the American people must
rediscover their own genius. That's the heart of this
Administration's domestic philosophy -- the concept that the true
power and potential in this land must rest in the hands of our
people. Our domestic policy begins by trusting you.
Our domestic agenda carries that faith forward into the
future. Our housing proposal will turn housing residents into
homeowners -- this is how they can best care for themselves and
contribute to society. Our energy package will conserve energy
while encouraging innovation. Our transportation package gives
more power to local authorities, who know their own needs. And
our crime package -- the most comprehensive in history -- will
give our streets back to the people. In each case, we want
Washington to give people a chance to shape their own destinies -

- rather than having to answer to distant bureaucrats.

framework for a national education strategy made up of four

elements: accountable schools for today -- a new generation of
schools for tomorrow -- a nation of students committed to a
lifetime of education -- communities where learning can happen.
All of you play a critical role in making the strategy work.
You must ensure that each of your communities engages in this
commitment to education. People who want Washington to solve all
problems are missing the point. What happens there doesn't matter
half as much as what happens in each hometown. You can -- you
must -- make our communities places where learning can happen.
Let me give you examples of what your fellow Kentuckians are
doing to help improve education around them. In the nearby coal
fields of David, some folks realized that economic survival was
taking precedence over education -- so they help disadvantaged
teens, who've dropped out of school and into dead-end lives, get
back on track. Elsewhere, "Friends of Paint Lick" offer tutoring,
test preparation, books, and story-hours to help kids and adults
read better. And last year through Lexington's Operation Read,
residents volunteered 15,000 hours toward the same goal.
There are thousands of stories like these; and you can write
your own versions in your own neighborhoods. America can't afford
to wait -- or waste -- a generation. As we look ahead to the
year 2000 we must answer the call -- "Let tomorrow begin today."
I know that here in Kentucky you'll take that call seriously
because this is the "Land of Tomorrow." Your tomorrow must begin
today, with hard work to make sure your next Governor will be a
man of principles -- a man named Larry Hopkins.

ACTIVE NUCLEAR-WEAPONS DEVELOPMENT PROGRAM. IF THE NEW
WORLD ORDER MEANS ANYTHING, IT MEANS THAT WE FACE A
GREATER VARIETY OF CHALLENGES THAN EVER BEFORE. ]]
You FACE CHALLENGES HERE IN KENTUCKY AS WELL. FOR
LEADERSHIP IN THE FUTURE, YOU CAN COUNT ON LARRY
HOPKINS.

PARTICULARLY AS A TOP REPUBLICAN ON THE AGRICULTURE

LOOK WHERE YOU ARE NOW, 24 YEARS LATER. KENTUCKY'S
SPENDING HAS INCREASED MORE RAPIDLY THAN FEDERAL
SPENDING. LARRY WILL PUT AN END TO THAT. HE'S EARNED
HIS STRIPES BY TAKING A TOUGH ANTI-SPENDING STANCE IN
WASHINGTON.

GOVERNMENT AND TOO LITTLE PERSONAL FREEDOM. WE AREN'T
SECOND TO ANYONE -- AND ALL WE NEED IS A CHANCE TO
PROVE IT.

OUR ADMINISTRATION'S DOMESTIC PHILOSOPHY STARTS
WITH A SIMPLE TRUTH -- THAT THE TRUE POWER AND
POTENTIAL IN THIS LAND RESTS IN THE HANDS OF OUR
PEOPLE. OUR DOMESTIC POLICY BEGINS BY TRUSTING YOU.
CONSIDER JUST A FEW ITEMS ON OUR DOMESTIC AGENDA.

RESIDENTS INTO APARTMENT MANAGERS AND HOMEOWNERS.

VEHICLES, AND OTHER BREAKTHROUGHS THAT WILL INCREASE
OUR ENERGY INDEPENDENCE WITHOUT REDUCING OUR ECONOMIC

THE PAST 20 YEARS -- NEARLY 120 PERCENT IF YOU FACTOR
IN INFLATION. BUT DO YOU THINK WE'VE GOTTEN 365
PERCENT WORTH OF IMPROVEMENT? No: THE NATIONAL
EDUCATION GOALS PANEL REPORT ISSUED EARLIER THIS WEEK
INDICATES THAT WE HAVE A LONG WAY TO GO.

So LET'S START WORKING TO IMPROVE EDUCATION -- NOT
TOMORROW, NOT NEXT MONTH, NOT NEXT YEAR: Now.
YESTERDAY, I TALKED WITH A GROUP OF SCHOOLCHILDREN
IN WASHINGTON ABOUT THE IMPORTANCE OF EDUCATION. I
TOLD THEM THAT THEY CAN CONTROL THEIR FUTURE BY
DEMANDING MORE AND DOING MORE. EVERYONE HERE CAN TAKE
CONTROL, TOO.
LET'S DECIDE RIGHT NOW TO MAKE OUR SCHOOLS THE BEST
IN THE WORLD.

SPENDING HAS INCREASED MORE RAPIDLY THAN FEDERAL
SPENDING. LARRY WILL PUT AN END TO THAT. HE'S EARNED

TOLD THEM THAT THEY CAN CONTROL THEIR FUTURE BY
DEMANDING MORE AND DOING MORE. EVERYONE HERE CAN TAKE
CONTROL, TOO.
LET'S DECIDE RIGHT NOW TO MAKE OUR SCHOOLS THE BEST
IN THE WORLD.

I'm delighted to be here today, joining all of you as one of
"A Whole Lot of People Who Want to Elect Larry Hopkins Governor."
11 I noticed we're not far from Zachary Taylor's resting spot.
Poor old Zach. Is it true that when they dug him up last summer
they discovered that his last words were: "Pass the broccoli"?\\
I've got to say, these have been amazing weeks in our world
-- when a coup that tried to replace Gorbachev instead applied
the coup de grace to communism. As I said to world leaders at
the U.N. last week, we're now poised on the brink of an extra-
ordinary new chapter of history. We have the chance to write it
using the olive branch of peace. Together, we can build a new
era of reconciliation and prosperity -- here and abroad.
None of these changes would be taking place if the United
States hadn't remained firmly committed to the cause of freedom,
and if -- in this year's tense debates about the Gulf -- Congress
hadn't authorized the use of force to stop a brutal dictator.
Larry Hopkins stood with me in that historic vote. Not only
that, but 5 years ago he cosponsored the Pentagon reorganization
bill, which helped bring about our victory in the Gulf.
You all know how Larry has helped this state for 20 years,
particularly now as ranking Republican on the Tobacco Subcommit-
tee at Agriculture. But I have to tell you that what I most

respect about him is his absolute, fierce integrity. In Washing-
ton he's known for his lifetime of honest leadership. Two dec-
ades ago he moved to open state government here with his "Sun-
shine Law"; and he'll put together a new ethics package to bring
decency and accountability back to Kentucky state government.
Think back to 1967 the year of the first Super Bowl. Well,
that was the last time Kentucky had a Republican in Frankfurt.

Look where you are now, 24 years later. Look at how state

spending has gone up faster than federal spending. Well, Larry
will put an end to that. He's proved that by taking a tough
anti-spending stance in Washington -- opposed to the pork barrel
projects that drain the resources of this nation.
Larry means business -- in every sense of that phrase. Ken-
tucky needs jobs. Larry will pass a right-to-work law. He'll
fight to keep jobs here; and he'll declare a war for more jobs
through new business, expansion, and a bold new plan to jump-
start your economy by forming regional agriculture centers.
Larry will help this state flourish for that same reason our
nation will flourish -- we believe that the American people must
rediscover their own genius. That's the heart of this Administra-
tion's domestic philosophy -- the concept that the true power and
potential in this land must rest in the hands of our people. Our
domestic policy begins by trusting you. Our domestic agenda
carries that faith forward into the future. Our housing proposal
will turn housing residents into homeowners -- for we believe
that this is how they can best care for themselves and contribute

to society. Our energy package will conserve energy while
encouraging innovation. Our transportation package gives more
power to local authorities, who know their own needs. And our
crime package -- Larry's a strong leader in the battle against
crime and drugs -- the most comprehensive in American history --
will give our streets back to the people. In each case, we want
Washington to give people a chance to shape their own destinies -
- rather than having to answer to distant bureaucrats.
And this philosophy is the foundation for an issue I'd like
to discuss today: education. Our democracy can remain vital only
if we continue to grow in knowledge and wisdom, understanding the
increasingly complex and competitive world in which we live.
We Americans can and must revitalize our education system
for our children -- our future. We don't want just a good
education system. We want the best. We deserve a system that
gives every citizen the power to throw open his or her own door
of opportunity. 11I came to this job believing that education is
our most enduring legacy -- vital to everything that we are and
everything we can become. I believe it even more strongly now.
Larry and I share that belief. Like me, Larry has kids and
grandkids, and has visited thousands of others in schools. And,
like me, Larry's pledged to make education one of the top priori-
ties of his administration. Kentucky needs education reform.
Kentucky's kids need the future they can only get with a first-
class education
and
Larry's the man who'll give it to them.
You know, back in 1989, I met with the nation's governors at

a unique education summit, which led to our national education
goals. One of the critical keys to our education future is the
relationship between the President and the governors. One of the

most important reasons I need Larry in Frankfurt is to have a
strong colleague and advocate of education with whom I can work.
As you know, as our next step in the education strategy we
first started to devise with the governors two years ago, last
April we issued a challenge called "America 2000". This is a
call to reinvent American education. This initiative sketched
out the framework for a national education strategy made up of
four elements: accountable schools for today -- a new generation
of schools for tomorrow -- a nation of students committed to a
lifetime of education -- communities where learning can happen.
All of you play the critical role in making the strategy
work. You must ensure that each of your communities as a whole
engages in this commitment to education. People who want
Washington to solve all problems are missing the point. What
happens there doesn't matter half as much as what happens in each
hometown. Every person, every school, every town must join this
special national army -- an army undertaking the most important
crusade of all -- the crusade to prepare our children and
ourselves for our country's future. You can -- you must -- make
our communities places where learning can happen.
Let me give you examples of what your fellow Kentuckians are
doing to help improve education around them. In the nearby coal
fields of David, Daniel Greene and others like him realized that

economic survival was taking precedence over education. So they
helps economically disadvantaged teens who've dropped out of
school and into dead-end lives. They start by visiting parents
at home, getting them interested in their kids' education, then
get the kids back into school -- and back into life.
When they realized how many of their neighbors couldn't read
or even fill out a job application, farmers and others in Paint
Lick formed "Friends of Paint Lick. " Now, every day in a small
store front in the middle of the village, the community center
offers tutoring, testing and job preparation, a public library
and children's reading hours. And in Lexington, through a
program called Operation Read, residents tutor illiterate adults
-- last year, they volunteered over 15,000 hours. (OTHER EXAMPLES
COMING, COULD BE SUBSTITUTED)
There are thousands of stories like these; and you can write
your own versions in your own neighborhoods. America can't afford
to wait -- or waste -- a generation. As we look ahead to the
year 2000 we must answer the call -- "Let tomorrow begin today.' "
Here in Kentucky, we must answer that call by working hard
to make sure that your next Governor will be a man of principles
-- a man named Larry Hopkins. What you already know about Larry
is the message we have to get across to your whole state -- Larry
puts Kentucky first. Larry puts honesty first. Larry puts the
people first. This whole state needs to "Put Kentucky First --
For a Change" -- and for the future.
