PRESIDENTIAL VIDEO: LINCOLN DAY 1992 MESSAGE
Fellow Republicans, I'm pleased to have the chance to speak
with you as we mark the birthday of Abraham Lincoln. He left for
us a great legacy of faith, benevolence and determination. We
all learn from his simple creed: "I do the very best I know how,
the very best I can; and I mean to keep on doing so until the
end."
That's the standard by which we must measure ourselves.
We're America's proud party of opportunity -- America's big house
with open doors. Any American who shares our values and hopes is
welcome through those doors: and every day more and more come in.
Every day hard-working Americans recognize that Republican values
are their values. They join us because they realize that they
share Republican goals, Republican beliefs, Republican dreams.
When I became involved in Republican politics back in Harris
County, Texas, you could have held a party caucus in a restaurant
booth. Look how far we've come -- and you're the reason. You're
changing the way people think about the Republican Party -- and
we're closer than ever to bringing the party of Lincoln to
majority status. Keep working -- and we will achieve that goal
by the year 2000.
Lincoln Day gives me the chance to say thank you for the
hard work and high principles that laid the ground work for our
successes. During this crucial election year, I urge you to
redouble your efforts -- day in and day out doing all the things
it takes to win. That's how we'll go on to newer accomplishments

I salute the members of the National Cattlemen's Association
gathered for your annual convention. Cattlemen hold an enduring
place in the American imagination -- and in the whole world's
images of America. I remember when I moved to west Texas in the
1940s, the whole ethos of the place had been shaped by the
cattleman's rugged spirit of enterprise.
You've been a powerhouse in building this nation. And thank
God, you're still a vital force for the present time -- and for
our future. The cattle business is responsible for much of our
success in international markets. American cattlemen are tough
competitors. Recent years have seen a continuing increase in
cattle and beef product exports, including beef for Japan. I
wish every business in America were as competitive and responsive
to consumers' needs as yours.
America needs to draw on your strength. America needs your
help right now -- to get our economy growing again. I deeply
appreciate your support for a pro-growth capital gains tax cut,
and for new agreements to open markets in North America and
around the globe. Now we need to intensify our efforts to reach
these goals. More than ever, I will need your support for these
and the other pro-growth proposals I'll discuss Tuesday night in
the State of the Union Message.

I salute the members of the National Cattlemen's Association
gathered for your annual convention. Cattlemen hold an enduring
place in the American imagination -- and in the whole world's
images of America. I remember when I moved to west Texas in the
1940s, the whole ethos of the place had been shaped by the
cattleman's rugged spirit of enterprise.
You've been a powerhouse in building this nation. And thank
God, you're still a vital force for the present time -- and for
our future. The cattle business is responsible for much of our
success in international markets. American cattlemen are tough
competitors. Recent years have seen a continuing increase in
cattle and beef product exports, including beef for Japan. I
wish every business in America were as competitive and responsive
to consumers' needs as yours.
America needs to draw on your strength. America needs your
help right now -- to get our economy growing again. I deeply
appreciate your support for a pro-growth capital gains tax cut,
and for new agreements to open markets in North America and
around the globe. Now we need to intensify our efforts to reach
these goals. More than ever, I will need your support for these
and the other pro-growth proposals I'll discuss Tuesday night in
the State of the Union Message.

with you as we mark the birthday of Abraham Lincoln. He left for
us a great legacy of faith, good heart and determination. We all
learn from his simple creed: "I do the very best I know how, the
very best I can; and I mean to keep on doing so until the end."
That's the standard by which we must measure ourselves.
We're America's proud party of opportunity -- America's big house
with open doors. Any American who shares our values and hopes is
welcome through those doors: and every day more and more come in.
Every day hard-working Americans recognize that Republican values
are their values. They join us because they realize that they
share Republican goals, Republican beliefs, Republican dreams.
When I became involved in Republican politics in Texas, you
could have held a party caucus in a restaurant booth. Look how
far we've come -- and you're the reason. You're changing the way
people think about the Republican Party -- and we're closer than
ever to bringing the party of Lincoln to majority status. Keep

100th anniversary as the oldest and largest
political student organization in June 1992 here
in Washington D.C. It will be a gathering of past
and present College Republicans to participate in
alumni functions and programs for the students to
learn new political skills and prepare for the
1992 elections.
The College Republicans will be putting together a
ten minute video, highlighting their
accomplishments. Former President Reagan and
Secretary Kemp have already contributed to this
video.

Examples of Technical Assistance
for the Former Soviet Union
Model Farms: USDA will support model farms near Moscow,
Kiev and another major city initially managed by U.S.
farmers along commercial lines to serve as demonstration
projects and training facilities for farmers.
Wholesale Markets: USDA will send experts to help
establish private wholesale food markets to replace the
state distribution system.
Management Advisors: USDA and AID will place volunteers
from the U.S. business sector in critical positions as
management advisors in food and industrial organizations
for 3 to 6 months. Experts will also be provided to assist
in privatization of state enterprises.
Legal Advisors: The U.S. will provide legal advisors to
assist in developing draft legislation to provide the legal
foundation for a market economy (private property and
intellectual property law, investment law, real estate law,
competition and anti-trust law, etc.)
U.S. Training: The Commerce Department will support
internships in U.S. companies to provide "hands-on"
experience in working in the private sector and operating
businesses on a for-profit basis.
Defense Conversion: The U.S. will support feasibility
studies and provide experts to shift resources and people
from the defense industry to non-defense commercial
activities.
Energy: The U.S. will provide private sector experts and
low-cost U.S. equipment to help city heating plants,
electric power plants, and critical industries improve the
delivery and efficiency of energy use. We will also
continue efforts to help improve the climate for foreign
investment in the former Soviet republics in the energy
field.
Health Care: The U.S. will provide funding to U.S. medical
institutions to share expertise with health care
organizations in the former Soviet Union.
Democratization: Private U.S. organizations will be tapped
to provide equipment, advice and training in the electoral
process and the development of a parliamentary system.
Rule of Law: The U.S. will establish training programs to
help develop an independent judiciary and help in the
revision of criminal and civil statutes and administrative
procedures.
