Thank you, Larry [Bathgate]. And thanks to everyone for
joining Barbara and me on this great night.
I'd like to acknowledge Boone Pickens, that shy and retiring
oilman, for his friendship and help through the years. Clayton
Yeutter and Jeannie Austin -- what can I say? Your hard work has
paid off -- and it will pay even larger dividends this year, when
we keep the White House in Republican hands and build a
Republican majority in Congress.
You know, Barbara tells me I'm getting a little paranoid
about New Hampshire. She said not to take it personally when the
Union-Leader ran a headline that said: "The sap is running
again.' 11 But, enough syrupy rhetoric. 11
Hey, I could have been a big hit here tonight, too., But I
couldn't find a pair of yellow shoes. 11
Barbara and I are glad to be here with so many good friends
-- not just friends of ours, but of the Republican party. We're
sorry we couldn't, join you last year; but I wouldn't have missed
this year's celebration for anything. Friends like you make my
life and my work a whole lot easier.
of course, there's always at least one party pooper. I hear
that when one of the guests was told that the last speaker was
going to be the most important man in Washington, she said, "But
2
I thought Joe Gibbs went to Disneyworld!" 11
One of the things we celebrate tonight is your support. You
know, when the Eagles were first formed back in 1975, less than a
third of all Americans identified themselves as Republicans. For
all but four of the following 17 years, Republicans have occupied
the White House. Today, for the first time since modern polling
began, more Americans call themselves Republican than Democrat -
- and that's great news for our great party.
People side with the G.O.P. because the G.O.P. supports
their values -- responsibility, opportunity, growth, decency, and
strength. They've joined our party because you have worked hard
-- contributed your time, your effort, your money. That's why
this November, at the only poll that really matters, Republicans
will lead our nation into the 21st century.
This is where you will play the critical role. I want to
get America on the move, but I don't always get the help I need
from Capitol Hill. For three years now, I have proposed growth
:,
packages, but Congress hasn't acted. I have proposed
comprehensive crime legislation -- Congress hasn't acted. I've
proposed the most sweeping educational reform ever -- but
Congress hasn't ácted. Comprehensive Financial Services reform,
Tort reform, Civil Justice reform, a National Energy Strategy --
Congress hasn't acted.
"Hasn't acted" won't put America back to work. "Hasn't
acted" won't get our economy back on track. "Hasn't acted" is
just plain bad news for this nation.
3
I've called on the Congress to put aside partisanship just
long enough to pass my economic growth plan. I gave them until
March 20. America wants to move into the 21st Century. America
wants action.
[Thinking about our competition: I must admit I did watch
the first debate among the Democratic candidates on NBC -- and I
was impressed by the clear-thinking, common sense, decisiveness,
and communications skills. But unfortunately for the Democrats,
Tom Brokaw hasn't declared his candidacy. 11 ].
Tonight, let me assure you; I have never been more
confident. Let's remember who we are. We are Americans. We won
the Cold War. We initiated a new age of freedom. We will not
settle for second best. Ask people on every continent, in every
country, and they will tell you: the United States is the
undisputed leader of the world.
Barbara and;, I thank you again for all you do for us, for
this party, and for this nation. May God bless you all:

stood in the Capitol to speak to the nation. I laid out a simple
challenge: pass an urgent, common sense set of growth proposals
by March 20 -- and get to work on measures that will ensure our
long-term success. We can't succeed overnight, but if we stay
focused on our goal, and if we work day by day to encourage
enterprise, we will succeed.
Now, I need your help. Contact your Senators and
Representatives. Tell them to adopt my growth initiatives --
now, And let them know that if they don't act by March 20 -- you
will act on November 3. I find it ironic that some members now

I know health care has become a problem for many of you: It
just costs too much. Tomorrow, I will announce my comprehensive
health-care package, and I know you will like it --- a lot.
When you get right down to it, we have two choices as a
nation. We can adopt a system that has been a proven failure all
over the world: nationalized health care. or we can reform our
present system, which has plenty of faults, but which also
provides the highest quality care on earth.
Nationalized health care is like nationalized weather care:

You can promise sunny skies -- you just can't deliver them.
everything for everybody,
Nationalized health care can promise> anything, but it can only can
guarantee only long lines, lackluster indifferent service and huge new tax
bills. If you want health care modeled after the local motor
vehicles office -- support nationalized health care.
If, on the other hand, you want the freedom to choose your
own doctor; if you want to hold the line on prices by encouraging
price competition; if you want everyone in America to have access
to health insurance coverage -- push for my plan.
Finally, I'd like your help on one other item. I want
end the singe
Congress to stop spending so much. My new budget holds the line
on new spending, and it pulls the trap door on a host of federal
programs --- 246, to be exact that belong on Saturday Night titles,

to time,
Encourage Congressional spendaholics to seek help. Tell
them to give me a line-item veto, so I can say no to silly
expenditures -- before Congress feels the urge to spend again.
6
And tell Congress to stop imposing mandates on others
without paying for those mandates. For far too many state and
local governments, and far too many businesses, mandated benefits
mean mandated deficits. And that just isn't right.
I've been all over the country in recent months. People
can't wait to get this economy moving. Sure, they see bad news;
they know some who have lost their jobs; they may worry that the
bad times might claim their own jobs. But Americans also have
seen the miracles of our age: the Berlin Wall becoming a museum
attraction, and the Russian hammer and sickle becoming a relic.
They've seen a Cold War end, and a new era begin. They know the
world would enjoy none of these things if Americans hadn't
decided long ago that we wouldn't accept anything less.
Together, we can help start a new industrial revolution in
America -- one that builds on our natural optimism, ambition,
determination and pride.
That revolution will start a lot sooner if we persuade 535

date on your calendars. I see it as a day of bipartisan triumph
-- people doing the right thing at the right time. But I ask you
to make it clear that if Congress doesn't act on March 20, you
will act on November 3.
Thanks for your help. Thanks for your support. And thanks
for keeping America on the move.
May God bless you and the United States of America.

industries. It strengthens family and it will not raise the

I will continue to challenge Congress to do what is right

this year's celebration for anything. Friends like you make my
life and my work a whole lot easier.
Of course, there's always at least one party pooper I hear
that when one of the guests was told that the last speaker was
going to be the most important man in Washington, she said, "But
2
I thought Joe Gibbs went to Disneyworld!"
One of the things we celebrate tonight is your support. You
know, when the Eagles were first formed back in 1975, less than a
third of all Americans identified themselves as Republicans. For
all but four of the following 17 years, Republicans have occupied
the White House. Today, for the first time since modern polling

began, more Americans call themselves Republican than Democrat -

this November, at the only poll that really matters, Republicans
will lead our nation into the 21st century.
This is where you will play the critical role. I want to
get America on the move, but I don't always get the help I need
from Capitol Hill. For three years now, I have proposed growth
packages, but Congress hasn't acted. I have proposed
comprehensive crime legislation -- Congress hasn't acted. I've
proposed the most sweeping educational reform ever -- but
Congress hasn't acted.
Tonight, let me assure you: I have never been more
confident. Let's remember who we are. We are Americans. We won
the Cold War. We initiated a new age of freedom. We will not
settle for second best. Ask people on every continent, in every
country, and they will tell you: the United States is the
undisputed leader of the world.
Barbara and I thank you again for all you do for us, for
this party, and for this nation. May God bless you all.

PRESIDENTIAL REMARKS: INAUGURAL ANNIVERSARY GALA
Monday, February 3, 1992 9:15 p.m.
Kennedy Center Opera House
Thank you, Larry [Bathgate]. And thanks to everyone for
joining Barbara and me on this great night.
Before I start, I'd like to acknowledge Boone Pickens, that
shy and retiring oilman, for his friendship and help through the
years. Clayton Yeutter and Jeannie Austin -- what can I say?
Your hard work has paid off -- and it will pay even larger
dividends this year, when we keep the White House in Republican
hands and build a Republican majority in Congress.
You know, Barbara tells me I'm getting a little paranoid
about New Hampshire. She said not to take it personally when the
Union-Leader ran a headline that said: "The sap is running
again." 11 But I can't help it -- I'm tired of people picking
on Jerry Brown. H
Hey, I could have been a big hit here tonight, too.- But I
couldn't find a pair of yellow shoes. 11
Barbara and I are glad to be here with so many good friends
-- not just friends of ours, but of the Republican party. We're
sorry we couldn't join you last year; but I wouldn't have missed
this year's celebration for anything.
Today, for the first time since modern polling
began, more Americans call themselves Republican than Democrat.
People side with the G.O.P. because the G.O.P. supports
their values -- responsibility, opportunity, growth, decency, and
strength. They have joined the Republican party because you have
worked hard -- contributed your time, your effort, your money.
That's why this November, at the only poll that really matters,
Republicans will lead our charge into the 21st century.
This is where you will play the critical role. I want to
get America on the move, but I don't always get the help I need
from Capitol Hill. For three years now, I have proposed growth
packages, but Congress hasn't acted. I have proposed
comprehensive crime legislation -- but we still don't have the
laws we want and need. I've proposed the most sweeping
educational reform ever -- but Congress won't act. I have
outlined a National Energy Strategy -- you guessed it, nothing.
The roll call of shame contains many more items, but you get
the idea. America wants to move into the 21st Century. Now, we
just need a Congress that cares as much about this country as you
do -- a Republican Congress for America's new century.
[Thinking about our competition: I must admit I did watch
3
the first debate among the Democratic candidates on NBC -- and I
was impressed by the clear-thinking, common sense, decisiveness,
and communications skills. But enough about Tom Brokaw. 11 ]
Americans from coast to coast have told me they care about
one thing: getting our economy moving at full speed. Last week I
stood in the Capitol to speak to the nation.
Tell them to adopt my growth initiatives --
now. And let them know that if they don't act by March 20 -- you
will act on November 3. I find it ironic that some members now
complain that I'm trying to rush them. They've had three years.
I think that's more than long enough.
But let me assure you. We will win. This paralysis will
not stand. Let's remember who we are. We are Americans. We won
the Cold War. We initiated a new age of freedom. Ask people on
every continent and country, and they will tell you: Americans
are the undisputed leaders of the world. We will not settle for
second best. And Republicans won't settle for empty promises and
hollow excuses. Let's get moving.

paid off -- and it will pay even larger dividends this year, when
we keep the White House in Republican hands and build a
Republican majority in Congress.
You know, Barbara tells me I'm getting a little paranoid
about New Hampshire. She said not to take it personally when the
Union-Leader ran a headline that said: "The sap is running
again.' 11 But enough syrupy rhetoric. 11
Hey, I could have been a big hit here tonight, too., But I
couldn't find a pair of yellow shoes.
For three years now, I have proposed. growth
:
packages, but Congress hasn't acted. I have proposed
comprehensive crime legislation -- Congress hasn't acted. I've
proposed the most sweeping educational reform ever -- but
Congress hasn't acted.
Tonight, let me assure you: I have never been more
confident. Let's remember who we are. We are Americans. We won
the Cold War. We initiated a new age of freedom. We will not
settle for second best. Ask people on every continent, in every
country, and they will tell you: the United States is the
undisputed leader of the world.
Barbara and, I thank you again for all you do for us, for
this party, and for this nation. May God bless you all.,

focused on our goal, and if we work day by day to encourage
enterprise, we will succeed.
Now, I need your help. Contact your Senators and

complain that I'm trying to rush them. They've had three years.

Republicans will lead our charge into the 21st century.
This is where you will play the critical role. I want to
get America on the move, but I don't always get the help r need
from Capitol Hill.
Tell them to adopt my growth initiatives --
Barbara and I thank you again for all you do for us, for
this party, and for this nation. May God Bless you all.

GALA Draft Two
PRESIDENTIAL REMARKS: INAUGURAL ANNIVERSARY GALA
Monday, February 3, 1992 9:15 p.m.
Kennedy Center Opera House
Thank you, Larry [Bathgate]. And thanks to everyone for
joining Barbara and me on this great night.
Before I start, I'd like to acknowledge Boone Pickens, that
shy and retiring oilman, for his friendship and help through the
years. Clayton Yeutter and Jeannie Austin -- what can I say?
Your hard work has paid off -- and it will pay. even larger
dividends this year, when we keep the White House in Republican
hands and build a Republican majority in Congress.
You know, Barbara tells me I'm getting a little paranoid
about New Hampshire. She said not to take it personally when the
Union-Leader ran a headline that said: "The sap is running
again.' 11 But I can't help it -- I'm tired of people picking
on Jerry Brown. 11
Hey, I could have been a big hit here tonight, too.' But I
couldn't find a pair of yellow shoes. 11
Barbara and I are glad to be here with so many good friends
-- not just friends of ours, but of the Republican party. We're
sorry we couldn't join you last year; but I wouldn't have missed
this year's celebration for anything. Friends like you make my
life and my work a whole lot easier.
Of course, there's always at least one party pooper. I hear
that when one of the guests was told that the last speaker was
going to be the most important man in Washington, she said, "But
Today, for the first time since modern polling
began, more Americans call themselves Republican than Democrat.
People side with the G.O.P. because the G.O.P. supports
their values -- responsibility, opportunity, growth, decency, and
strength: They have joined the Republican party because you have
worked hard -- contributed your time, your effort, your money.
That's why this November, at the only poll that really matters,
