FRIDAY, FEB. 21, 1992
Tom [York], thank you for that introduction. Governor Hunt,
members of the Alabama Sports Hall of Fame, ladies and gentlemen.
It is an honor to be with you by video on this special weekend. /
As you know, I planned to be with you tonight -- but events
have kept me in Washington. Yet I want to congratulate you on
the official opening of your new museum. And I want to thank the
Alabama Sports Hall of Fame for naming me the Distinguished
American Sportsman of 1992. //
I was thrilled when Larry Striplin told me that only Bob
Hope and Hugh Culverhouse had received this award. These men
join a varied and illustrious group in your Hall of Fame. /
Among them is our good friend Ray Scott. Ray and I fish
every year at his home in Pint Lala. 11 One time he and I were
talking about Bill Bright, who will lead tomorrow's prayer
breakfast. I said I liked Bill's emphasis on miracles. Ray
said: "Speaking of miracles, when was the last time you caught a
fish?" //
Well, whether it's fishing or hunting or baseball or
football, the sports I love are Alabama-bred. 11 I'm glad of
that -- and the chance to close with words from one of the most
beloved of all Alabamians. / Once, Bear Bryant was asked whether

he could walk on water. He said, "I don't say I can't or I can.
But if I do, I do it before most people get up in the morning."
Bear Bryant may not have walked on water. But he did walk
in the spirit which makes America great. I speak of love of
family, community and country, belief in work and, above all,
belief in God. // I am proud to follow his example -- and to
receive this award. Thank you, and God bless this wondrous land
-- the United States of America.

Today, I am proud to salute Chi Chi Rodriguez and the
volunteers of his Youth Foundation as one of America's shining
Points of Light.
The health of any community depends on strong families,
commitment to children -- and on its youth developing good
character and values. For the past 13 years, the Chi Chi
Rodriguez Foundation has made a difference in the Clearwater
community by extending the guiding hand of friendship and support
to troubled youth.
Chi Chi has recruited a team of golf professionals,
educators, businessmen, and other volunteers to reshape the
destinies of these youngsters through golf, after school programs
and other organized sporting events.
"Chi Chi's Kids" become acquainted with all aspects of golf
-- from the putting green to the pro shop. For the first time in
their lives many young people experience the joy of athletic
achievement, academic success, and genuine hope for the future -
- thanks to the personal commitment of Chi Chi and his dedicated
volunteers.

I'm proud of all the young Americans who have completed the
Drug Abuse Resistance Education program -- Project D.A.R.E. You
have joined millions of other young people who are doing what is
right: Saying no to illegal drugs.
You've completed an excellent program that can help you save
your own future. But now the future is in your hands. One of
these days, when there is no authority figure or trusted friend
to help you to say no, someone may offer you illegal drugs.
At that moment, everything comes down to you. Yes or no,
you've got to choose -- and the answer will change your life.
Your parents won't make the decision. Your teachers won't make
the decision. Your friends won't make the decision. It's up to
you.
It takes guts to take control. You know the facts about
drugs. Your strength of character will make the difference.

PRESIDENTIAL VIDEO: NATIONAL CORN GROWERS ASSOCIATION
I'm proud to salute America's corn growers. Year after year,
your hard work and imagination provide us a plentiful harvest.
You're good Americans. When your country calls out for
reform and renewal, you're always there to respond.
The National Corn Growers Association was the first of many
farm groups to endorse my plan for a North American Free Trade
Agreement. You're steadfast in supporting my efforts to win a
new GATT agreement that brings down trade-distorting subsidies
and barriers to market access. With your continued help, we'll
win acceptance of both of these agreements -- and America will
reap new benefits from more open markets in Mexico and around the
world.
When American corn growers speak up, the Congress listens.
You're a strong voice for mainstream America. That's why I'm
asking for your urgent help to win urgent action from Congress on
my action plan for economic growth. Lower capital gains taxes
are vital to American farmers. We must encourage investment that
will get our whole nation's economy moving. My other proposals
for tax changes, for example in depreciation allowances, also
will allow farmers to keep much more of their hard-won earnings.
Today marks the half-way point between my State of the Union
call to action and the deadline I've given the Congress. I hope

MONDAY, MARCH 9, 1992
I am proud to salute members of the National Food Processors
Association. For more than eight decades, you've helped America
lead the world in offering consumers a fantastic variety of food
products at ever more affordable prices. And for all those
years, you've helped ensure the safety of our food supply.
I know that the food industry has been hit hard with
burdensome regulations -- and I know you're concerned about the
so-called FDA enforcement bill. I'm now redoubling my efforts to
make sure that regulation serves the common good without
suffocating free enterprise. In my State of the Union message I
announced a 90-day stop order on federal regulations that could
hinder economic growth. We're reviewing all regulations, those
proposed and those already in force. When we're through, we'll
propose legislation where it is needed to reform burdensome
regulations, and we'll oppose bills that would slap American
business with unreasonable new restraints.
Right this moment I have a fight on my hands with Congress
over the sky-high tax on investment and job creation -- the
capital gains tax. We must cut that tax now to get our economy
moving again. I've given Congress a deadline of March 20 to pass
my economic action plan, including the capital gains tax cut.
The deadline is just days away, and it gives you an urgent
opportunity to help. Please let your members of Congress know

you support my plan. You and I know that government is too big -
- that it taxes and spends and regulates too much. If we can get
Congress to shoulder its responsibility, we can move our country
toward a better future. Thank you, and God bless the United

PRESIDENTIAL RADIO MESSAGE: DAILY POINT OF LIGHT
In New Orleans, there's a seven-year-old girl named Isis
Johnson. In her free time, you won't find her on the playground
or at the mall. Isis may be young, but she's discovered a
purpose and direction that inspire the adults around her. On her
own, she started a drive to feed the hungry and clothe the needy
who are her neighbors. Isis has been doing this for three years.
This past year alone she singlehandedly collected over 4,000 cans
of food, along with clothing and other goods. She distributed
them to families in her community, using her grandmother's home
as her base.
Isis Johnson shows that everyone among us has gifts to give
-- and that the youngest will show the way. I'm proud to
recognize Isis as one of the nation's Daily Points of Light.

Congratulations, Lou, on being named "Man of the Year" by
the Greater Chicago Chapter of the Juvenile Diabetes Foundation.

As the legendary coach of Notre Dame's Fighting Irish,
you've fought -- and won -- many battles. Now you're fighting
the most important one of all -- the battle for life itself --
the battle to find a cure for a disease that strikes more than 12
million Americans -- including your son, Kevin.
As you look out at the many, many friends and admirers
who've gathered to honor you -- you can feel proud that their
contributions will go directly to diabetes research. Together,
we're fighting to find the cause of this disease. We're fighting
to find better means of preventing and treating juvenile
diabetes. And together we'll ultimately reach the goal line --

I'm proud to salute America's corn growers. Year after year,
your hard work and imagination provide us a plentiful harvest.
You're good Americans. When your country calls out for
reform and renewal, you're always there to respond.
The National Corn Growers Association was the first of many
farm groups to endorse my plan for a North American Free Trade
Agreement. You're steadfast in supporting my efforts to win a
new GATT agreement that brings down trade-distorting subsidies
and barriers to market access. With your continued help, we'll
win acceptance of both of these agreements -- and America will
reap new benefits from more open markets in Mexico and around the
world.
When American corn growers speak up, the Congress listens.
You're a strong voice for mainstream America. That's why I'm
asking for your urgent help to win urgent action from Congress on
my action plan for economic growth. Lower capital gains taxes

hinder economic growth. We're reviewing all regulations, those

regulations, and we'll oppose bills that would slap American
business with unreasonable new restraints.
Right this moment I have a fight on my hands with Congress
over the sky-high tax on investment and job creation -- the

moving again. I've given Congress a deadline of March 20 to pass
my economic action plan, including the capital gains tax cut.

In New Orleans, there's a seven-year-old girl named Isis
Johnson. In her free time, you won't find her on the playground
or at the mall. Isis may be young, but she's discovered a
purpose and direction that inspire the adults around her. On her
own, she started a drive to feed the hungry and clothe the needy
who are her neighbors. Isis has been doing this for three years.
This past year alone she singlehandedly collected over 4,000 cans
of food, along with clothing and other goods. She distributed
them to families in her community, using her grandmother's home
as her base.
Isis Johnson shows that everyone among us has gifts to give
-- and that the youngest will show the way. I'm proud to

In New Orleans, there's a seven-year-old girl named Isis
Johnson. In her free time, you won't find her on the playground
or at the mall. Isis may be young, but she's discovered a
purpose and direction that inspire many adults around her. On
her own, she started a drive to feed the hungry and clothe the
needy who are her neighbors. Isis has been doing this for three
years. This past year alone she singlehandedly collected over
4,000 cans of food, along with clothing and other goods. She
distributed them to families in her community, using her
grandmother's home as her base.
Isis Johnson shows that everyone among us has gifts to give
-- and that the youngest will show the way. I'm proud to
recognize Iris as one of this nation's Daily Points of Light.

Alabama Sports Hall of Fame for naming me the Distinguished
American Sportsman of 1992. //
I was thrilled when Larry Striplin told me that only Bob
Hope and Hugh Culverhouse had received this award. These men
join a varied and illustrious group in your Hall of Fame. /
Among them is our good friend Ray Scott. Ray and I fish
every year at his home in Pint Lala. // One time he and I were
talking about Bill Bright, who will lead tomorrow's prayer

I'm proud to salute America's corn growers. Year after
year, your hard work and imagination prove to be as bountiful as
the prairies you plow.
You're good citizens. When your country calls out for
reform and renewal, you're always there to respond.
The National Corn Growers Association was the first of many
farm groups to endorse my plan for a North American Free Trade
Agreement. You're steadfast in supporting my efforts to win a
new GATT agreement that brings down trade-distorting subsidies.
With your continued help, we'll win both of these agreements --
and America will reap new benefits from more open markets in
Mexico and around the world.
When American corn growers speak up, the Congress listens.
You're a strong voice for mainstream America. That's why I'm
asking for your urgent help to win urgent action from Congress on
my economic growth plan. Lower capital gains taxes are vital to
American farmers and vital to our whole nation's economy. My
other proposals for tax changes, for example in depreciation
allowances, also will allow farmers to keep much more of their
hard-won earnings.
Today marks the half-way point between my State of the Union
call to action and the deadline I've given the Congress. I hope
each one of you will contact your senators and congressman. Tell
them you're watching the calendar. Tell them to pass my package
-- not a substitute. Tell them that if they won't help get
America moving again, they should move aside and let someone else
do the job. 11

I am proud to salute members of the National Food Processors
Association. For more than eight decades, you've helped America
lead the world in offering consumers a fantastic variety of food
products at ever more affordable prices. And for all those
helped ensure
years, you've shown federal regulators how to assure the safety
of our food supply.
7'm now redoubling my efforts to make sure that regulation

serves the common good without suffocating free enterprise. In
my State of the Union message I announced a 90-day stop order on
federal regulations that could hinder economic growth.
I know
that the food industry has been hit hard with burdensome
regulations -- and I know you're concerned about the so-called
FDA enforcement bill. We're reviewing all regulations, those
proposed and those already in force. When we're through, we'll
propose legislation where needed to reform burdensome
regulations, and we'll oppose bills that would slap American

business with unreasonable new restraints.
