The channelization of the river dramatically altered the natural physical form, ecological function, and hydrologic characteristics of the river floodplain system contributing to significant long-term ecological degradation. Approximately 21,000 acres of wetlands were lost in the lower Kissimmee basin. The Corps restoration plan is based upon the so-called level 2 backfilling plan published in 1990 by the South Florida Water Management District (SFWMD), who is the non-Federal sponsor of the existing Kissimmee River project and will be the sponsor of the Corps restoration project. The Water Resources Development Act of 1990, which authorized the Corps study, directed that a final report be transmitted to Congress no later than April 1, 1992. That report is on schedule and is now being completed in Washington, D.C. The recommended plan for restoration of the river will restore essential physical and hydrologic characteristics of the lower Kissimmee basin. This, in turn, will lead to re-establishment of complex physical, chemical, and biological interrelationships that supported the historic ecosystem's high levels of resilience and productivity. In essence, this project would reverse the damage caused by the channelization.
