Martinez: It's great to be back in South Florida -- to visit
this fantastic community of Hialeah. It's an honor to be with so
many leaders of this community. I understand that State
Representatives Rudy Garcia and Luis Rojas had planned on being
here, but were called to Tallahassee for action in the
Legislature. And I want to offer special thanks to Sergio Pino
from the Latin Builders Association -- for all your help in
making this rally a success. 11 I wish I had more time here --
it would be great to have a Cafe Cubano at Chico Two's. 11
((I'll keep this speech short. When you've got to face the
voters, you can't afford to give a four-hour stemwinder --
Castro-style.)) So let me get right to the point of my visit: \
I want to be your president for four more years. 11 We can win
elections up and down the line -- in Congress, in the
statehouses, in local communities -- for men and women who share
our values -- who are working for jobs, for family, for peace. \
Together, we can win a great victory on primary day \ -- and
another one on November 3, 1992. 11
You and I agree on the big issues that shape the world --
and on the values that guide us at home: I'm speaking of world
peace; the importance of family; the need to create and sustain

good jobs for a productive society.
We have big plans for this year.
Here's what we need to
accomplish -- together:
We'll get our economy growing and thriving. 11 We'll give
businesses more freedom to innovate, to create and preserve good
jobs. 11 We'll keep rolling back a government that's too big
and spends too much. 11 We're holding Congress' feet to the fire
-- to meet my March 20 deadline for tax cuts to create jobs and
incentives to get the housing market back on its feet. 11 Right
now, the liberal leadership in Congress is moving in the wrong
direction. The House has passed a bill that would raise taxes
$100 billion -- a bill I will veto if it reaches my desk.
Democrats in the Senate also are cooking up a bill that would
kill this economy -- a bill I won't accept.
We won't stand for any more anti-growth policies from that
tired old liberal leadership on Capitol Hill. 11 But we need to
do more.
We must break the stranglehold of government monopoly in our
schools. We say: Don't let bureaucrats decide -- let parents
decide where their kids go to school. 11 Give parents the
freedom to choose among private and parochial schools as well as
public schools. Let the dollars follow the scholars -- and the
competition will improve all our schools. 11
We must take back our neighborhoods from the thugs and the
drug dealers. Part of the answer is a tough crime bill. My bill
gives new protection to women and children victimized by sex

criminals. It stops endless appeals. And for the worst kinds of
crimes -- it provides the death penalty. 11 But the Democrats on
Capitol Hill have it locked up. \ They need to be on the other
end of a 911 call. 11 Then they'd get the message parents and
the police are trying to send them: 11 It's time to strengthen
the rights of crime victims. 11 It's time to give our cops and
prosecutors tough new powers to crack down on crime. 11
Yes, I want to be your President for four more years. III
And let me tell you another thing I'm looking forward to in my
second term -- if not sooner: \ I'm looking forward to the day
when democracy has triumphed and the Castro dictatorship is no
more. I want to honor Cuba's brave human rights activists
and its martyrs for freedom -- those who died resisting the
Castro dictatorship. 11 I'm looking forward to being the first
President to set foot on the free soil of post-Castro Cuba. 1111
Castro now is hopelessly isolated. And let me be clear
about this: \ We cannot and will not have a normal dialogue
with Cuba as long as the Castro dictatorship remains in power. 11
We do not and will not help Castro police his prison state. III
We'll keep heavy pressure on Castro's outlaw regime. We'll
strictly maintain our embargo. 11 This pressure shows we care
about the people of Cuba -- it's one of the ways we are working
to hasten the day when Cubans are free from the yoke of the
Castro dictatorship. 111
Castro is showing signs of desperation. Over the past year,
he has intensified his persecution of people who attempt free

expression, of people who try to form independent organizations.
His secret police have carried out more arrests, and his
government-controlled mobs are increasing their violence against
brave individuals who stand up for basic rights and liberties we
take for granted in this country. Castro is trying to crush the
Cuban spirit and the Cuban society in the manner of a Stalin.
The world has run out of patience with Castro. Just
yesterday the U.N. Human Rights Commission in Geneva voted for
its strongest action ever against Castro's human rights abuses.
And a new democracy joined the world's condemnation of Castro's
crimes against basic human rights -- the democratic government of
Russia. III The vote against Castro was overwhelming. The ex-
communist states of Bulgaria, Hungary and Czechoslovakia co-
sponsored the anti-Castro resolution. And not a single Latin
American country voted to defend Castro. 11 The day of the
dictator clearly has ended. 11 Yes, surely, the clock is running
out on Fidel Castro's totalitarian regime.
When Castro falls, and inevitably he will, we'll be ready to
renew our friendship and help in the rebuilding of Cuba. 11 A
new birth of freedom is coming to Cuba. 111
Over the next few years, we'll nurture a community of
democracy, open trade, and mutual prosperity encompassing every
nation in the Western Hemisphere. \
Our opponents don't share that vision: They want to
barricade our borders against job-creating trade. \ Those are
the same kinds of people who told Columbus the earth was flat. \

As for me, I'm going to keep working to increase the flow of
foreign trade and investment -- the lifeblood of modern Miami. 11
I'll keep pushing for open trade with Mexico. I'll keep pushing
to expand trade and jobs throughout Latin America, through our
Enterprise for the Americas Initiative. \ And we're going to
realize this vision for flourishing trade and investment from the
Arctic Circle to the Strait of Magellan. 11
And we're going to keep the armed forces of the United
States strong and ready for the challenges ahead. I've called
for deep cutbacks in the military, to keep pace with the world's
realities. But true to form, the liberals want to cut our armed
forces to the bone. We must not let that happen. I'm for
prudent cuts -- but not a penny more. 11
This community understands what defense and duty are all
about. By the thousands, Florida reservists and guardsmen
answered the call for Desert Storm. Airmen and sailors from
Florida's bases -- and the soldiers of General Schwarzkopf's
Central Command -- they responded to the call. I'm so proud of
these young men and women. With their service, with their
courage, they said: Never will this country tuck tail and let
aggression stand. America would do what was right and good and
just -- and America would prevail. 11
There were those who did not support us then -- and there
are whose who second-guess us now. But not the good people of
Hialeah. Not the people of Florida. When our kids laid it all
on the line, you never wavered. And for this, I want to thank

the people of this great state.
My friends, together, we have dreams to realize, \ values to
preserve. We'll leave achievements to last a lifetime.
From now until 1997, I want to keep serving as your president. 11

right that have been turned upside down: Today, a lot of dads
won't coach Little League for their neighborhood kids -- for fear
that some ambulance-chasing lawyer might slap them with a
liability suit. Today, a kid can get a condom at school -- but
cannot lead a class in prayer. Something's wrong here -- and
we're going to set it right again.

I've had a tough fight against Congress -- against those
Democrat majorities in both Houses. But I'm proud of taking
stands for principle against heavy odds. 11 One battleground was
our nation's courts. Against the biggest guns of the Democratic
establishment, we prevailed by placing judges on the bench who'll
carry on the wisdom of our founding fathers. We need judges to
interpret the law -- not to legislate.
Then there's the veto. \ Again and again, I've had to use
the veto to uphold pro-family values. \ Sometimes even my
friends said I was flirting with defeat by casting a veto instead
of cutting a deal. But we've never lost a veto battle. The
veto is a powerful tool -- and I'll use it as often as I have to,
to stand fast on matters of principle.
To make the most of a second term, we'll need to win more
seats in Congress for people who share our values and
aspirations. \ And for politicians who worry more about their
jobs than jobs for Americans, we'll tell them to get moving ---
or get out of our way. III

Europe, the day of the dictator has ended. 11 And just as
surely, the clock is running out on the Castro regime. 11
We want the dictatorship to fall peacefully -- as Communism
fell in Eastern Europe -- and we want to encourage efforts
consistent with our laws to bring about that change as soon as
possible. 11 And as soon as change comes, we'll be ready to
renew our friendship and help in the rebuilding. 11 A new birth

It's great to be back in South Florida -- to visit this
fantastic community of Hialeah. \ My only regret is that I don't
have time to enjoy my usual cafecito at Esquina de Tejas [es-
KEE-nah day TAY-hahs]. 11
Let me get right to the point of my visit: \ I want to be
your president for four more years. 11 We can win elections up
and down the line -- in Congress, in the statehouses, in local
communities -- for men and women who share our values. \
Together, we can win a great victory on primary day \ -- and
another one on November 3, 1992. 11
You and I agree on the big issues that shape the world --
and on the values that guide us at home: I'm speaking of world
peace; the importance of family; the need to create and sustain
good jobs for a productive society.
We have big plans for this year. 11 Here's what we need to
accomplish -- together: 11
We'll get our economy growing and thriving. 11 We'll give
businesses more freedom to innovate, to create and preserve good
jobs. 11 We'll keep rolling back a government that's too big
and spends too much. 11 And in just two weeks, we'll hold
Congress' feet to the fire -- to meet my March 20 deadline for

tax cuts to create jobs and incentives to get the housing market
back on its feet.
We'll break the stranglehold of government monopoly in our
schools. We say: Don't let bureaucrats decide -- let parents
decide where their kids go to school. 11 And don't limit the
choice to government schools. Give parents the freedom to choose
among private and parochial schools as well as public schools.
Let the dollars follow the scholars -- and the competition will
improve all our schools. 11
And by reforming our court system we'll set some things
right that have been turned upside down: Today, a lot of dads
won't coach Little League for their neighborhood kids -- for fear
that some ambulance-chasing lawyer might slap them with a
liability suit. Today, a kid can get a condom at school -- but
cannot lead a class in prayer. Something's wrong here -- and
we're going to set it right again. 11
We'll take back our neighborhoods from the thugs and the
drug dealers. Part of the answer is a tough crime bill. My bill
gives new protections to women and children victimized by sex
criminals. It stops endless appeals. And for the worst kinds of
crimes -- it provides the death penalty. 11 But the Democrats on
Capitol Hill have it locked up. \ They need to be on the other
end of a 911 call. 11 Then they'd get the message parents and
the police are trying to send them: 11 It's time to strengthen
the rights of crime victims. 11 It's time to give our cops and
prosecutors tough new powers to crack down on crime. 11

I've had a tough fight against Congress -- against those
Democrat majorities in both Houses. But I'm proud of taking
stands for principle against heavy odds. One battleground was
our nation's courts. Against the biggest guns of the Democratic
establishment, we prevailed by placing judges on the bench who'll
carry on the wisdom of our founding fathers. We need judges to
interpret the law -- not to legislate. 11
Then there's the veto. \ Again and again, I've had to use
the veto to uphold pro-family values. \ Sometimes even my
friends said I was flirting with defeat by casting a veto instead
of cutting a deal. But we've never lost a veto battle. The
veto is a powerful tool -- and I'll use it as often as I have to,
to stand fast on matters of principle. 11
To make the most of a second term, we'll need to win more
seats in Congress for people who share our values and
aspirations. \ And for politicians who worry more about their
jobs than jobs for Americans, we'll tell them to get moving --
or get out of our way. 111
Yes, I want to be your President for four more years. III
And let me tell you another thing I'm looking forward to in my
second term -- if not sooner: \ I'm looking forward to the day
when democracy has triumphed and the Castro dictatorship is no
more. 11 I want to honor Cuba's brave human rights activists
and its martyrs for freedom -- those who died resisting the
Castro dictatorship. 11 I'm looking forward to being the first
President to set foot on the free soil of post-Castro Cuba. 1111

Castro now is hopelessly isolated. And let me be clear
about this: \ We cannot and will not have a normal dialogue
with Cuba as long as the Castro dictatorship remains in power. 11
We do not and will not help Castro police his prison state. III
[This week, at the U.N., a new democracy joined the world's
condemnation of Castro's violation of human rights -- the
democratic government of Russia.] [[Note: Russia's vote is
expected; vote will not take place until Tuesday or Wednesday,
but we expect it before the rally. ]] 11 From Siberia to Central
Europe, the day of the dictator has ended. 11 And just as
surely, the clock is running out on the Castro regime. 11
We want the dictatorship to fall peacefully -- as Communism
fell in Eastern Europe -- and we want to encourage efforts
consistent with our laws to bring about that change as soon as
possible. 11 And as soon as change comes, we'll be ready to
renew our friendship and help in the rebuilding. 11 A new birth
of freedom is coming to Cuba. III
Over the next few years, we'll nurture a community of
democracy, open trade, and mutual prosperity encompassing every
nation in the Western Hemisphere. \
Our opponents don't share that vision: They want to
barricade our borders against job-creating trade. \ Those are
the same kinds of people who told Columbus the earth was flat. \
As for me, I'm going to keep working to increase the flow of
foreign trade and investment -- the lifeblood of modern Miami. 11

The people of Florida have special reason to care about the
environment of this beautiful state. And I am pleased to
announce today a step forward in protecting and enhancing that
environment. The Federal government has basically reached
agreement with the State of Florida to restore the lower
Kissimmee basin. The project we envision would restore 66 miles
of river and 29,000 acres of wildlife habitat. It will help
benefit over 300 species ---- and create jobs in the process. We
are prepared to agree to a plan which will conduct this project
in partnership with the state, with the cost shared 50/50.
Tomorrow, our Assistant Secretary of the Army will meet with
Governor Chiles to iron out the details. But we are ready to
move forward ----- with a project that is good for Florida's
environment, and good for its economy, too.

SUBJECT: Kissimmee River Restoration Project, Florida
Background
The Army Corps of Engineers is completing a study of a plan
to restore the environmental values that were lost as a result of
the completion in 1971 of a Federal project which channelized the
Kissimmee River, north of Lake Okeechobee for flood control and
navigation. The channelization of the river dramatically altered
the natural physical form, ecological function, and hydrologic
characteristics of the river floodplain system contributing to
significant long-term ecological degradation. Approximately
21,000 acres of wetlands were lost in the lower Kissimmee basin.
The Corps restoration plan is based upon the so-called level 2
backfilling plan published in 1990 by the South Florida Water
Management District (SFWMD), who is the non-Federal sponsor of
the existing Kissimmee River project and will be the sponsor of
the Corps restoration project. The Water Resources Development
Act of 1990, which authorized the Corps study, directed that a
final report be transmitted to Congress no later than April 1,
1992. That report is on schedule and is now being completed in
Washington, D.C. The recommended plan for restoration of the
river will restore essential physical and hydrologic
characteristics of the lower Kissimmee basin. This, in turn,
will lead to re-establishment of complex physical, chemical, and
biological interrelationships that supported the historic
ecosystem's high levels of resilience and productivity. In
essence, this project would reverse the damage caused by the
channelization. It would restore 66 miles of river and 29,000
acres of wetlands, and benefit 300 species of fish and wildlife,
including 3 endangered species. The recommended project is
expected to be authorized in the 1992 Water Resources Development
Act. Project design and construction will take several years and
will be funded through the annual appropriations process.
Issue
While there has been agreement as to the appropriate scope
and staging of the project, there has yet to be agreement on the
financial terms under which this $514 million project should be
undertaken. The Assistant Secretary of the Army (Civil Works)
has been negotiating with the project sponsor, the SFWMD, in an
effort to arrive at a mutually agreeable division of
responsibilities between Federal and non-Federal interests. The
Assistant Secretary has recently received a proposal from the
SFWMD which would divide the project into one element costing
$368 million to be jointly financed with the Federal Government
on a 50/50 basis, and another $146 million element that would be
done at the expense of the sponsor. The Assistant Secretary is
scheduled to meet with Governor Chiles on Thursday, March 5. At
the meeting, she intends to indicate her willingness to support
the proposal of the SFWMD. However, the option is available for
the President to make this announcement on Wednesday.

Castro now is hopelessly isolated. And let me be clear
about this: \ We cannot and will not have a normal dialogue
with Cuba as long as the Castro dictatorship remains in power. 11
We do not and will not help Castro police his prison state.
[This week, at the U.N., a new democracy joined the world's
condemnation of Castro's violation of human rights -- the
democratic government of Russia.] [[Note: Russia's vote is
expected; vote will not take place until Tuesday or Wednesday,

Europe, the day of the dictator has ended. 11 And just as

JOINED THE WORLD'S CONDEMNATION OF CASTRO'S CRIMES
AGAINST BASIC HUMAN RIGHTS -- THE DEMOCRATIC GOVERNMENT
OF RUSSIA. III THE VOTE AGAINST CASTRO WAS
OVERWHELMING.
