((It's always refreshing to get away from Washington, D.C.)) I share your pride in your new governor, Kirk Fordice. He's a common-sense leader who shares our values and our vision for America's future. These values have changed the world -- and we need them now to change America. We're in a battle for our future: \ We're determined to leave our kids the best possible legacy. We want America to lead the world in good jobs with productive work. We want to remain a force for world peace and freedom. And we're fighting to protect our most basic institution -- the family. That's why this year of decision is so important for America. \ That's why next Tuesday's primary election -- and November's general election -- are vital to our future. I'm asking you to get out the vote and create a resounding mandate for transforming America. \ Let's nominate and elect men and women who share our values. \ We've got much more to do to get America on the right track. So I'm asking you for four more years as your President. This country was built on faith, family and freedom -- and we must renew those sources of our strength. We must allow common sense to prevail in our welfare system -- restore the connection between welfare and work. Americans 2 aren't cold hearted -- they're a caring people: They'll support welfare for families in need. But Americans want to see government at every level work together to track down the dead- beat Dads -- the ones who can't be bothered to pay child-support. They want to see us break the cycle of dependency that destroys dignity -- passes down poverty from one generation to the next. That's wrong. That's cruel. And we're going to change it. And we will continue to fight for the parents' right to choose the children's schools and that must include private and religious based schools. 3/School choice is at the heart of America 2000, our strategy to literally revolutionize American education. My wife Barbara recently joined Gov. Fordice, and your lovely First Lady, Pat Fordice, in the town of Winona [WYE- nona] to kick off Mississippi 2000 -- your own state's commitment to reform. By the way, I've never agreed with the notion of expelling God from the classroom. Today, March 6, is World Day of Prayer. And I think it's quite a commentary on things that World Day of Prayer is observed a lot more fervently in Mississippi than it is There 's in Washington, D.C. And: thanks to government policies; right now, a kid can get a condom in school but cannot lead the class in a voluntary prayer. Well, that's wrong -- and we need to change it // I have long believed -- and continue to believe -- that government has no business denying our children the right to pray in school, 3 Parents -- not some bureaucrat in Washington, D.C. -- know what is best for their children. That's why I worked to win a child-care bill that provides parents the right to choose who provides the care. We know America is first as long as we put the family first. For three years I've had to fight the liberal leadership of Congress. And I will continue to stand for principle no matter how daunting the odds. We've fought, and we've put judges on the bench who know their role is to interpret the law -- not to 111 use the vito when I have to - to stand for provizele legislate. I'm proud to use the veto again and again to uphold the sanctity of life to stand up for family values. Sometimes even my friends said I was flirting with defeat by casting a veto instead of cutting a deal. But we've never lost a veto fight -- and I'll never hesitate to use the veto when principle is at stake. The liberal leadership of the Congress is once again on a collision course with my veto. You remember I've asked Congress to pass tax cuts and incentives to get the economy moving -- to get real estate up and running, to reward risk-takers who create good jobs. But instead of passing my plan, the big spenders that control the Congress had other ideas. They pushed through one of their own. Here's what's in it for you: a tiny temporary tax cut -- 25 cents -- a quarter-a-day for each man, woman and child in America. And here's the catch: you can keep that quarter -- in exchange for 100 billion dollars in new taxes. The 4 Democrats call that "new revenue." I call it: your money. If you feel the way I do, you'll tell the Congress: Keep the change -- and keep your hands off the taxpayers' wallets. Count on it: the liberals are going to tax the Middle Class for the same reason Willie Sutton robbed banks -- because that's where the money is. Well, let me put your minds at ease. In Mississippi, you don't take storm warnings lightly. Hurricanes and tornadoes are nothing to trifle with. Well, Congress better not mistake my veto warning. The storm flags are flying. If the liberals send me their scheme, I'll send it back faster than a Mississippi whirlwind. I'll veto it. Remember: I've set a deadline: March 20. I've said to Congress: pass our plan, \ get our economy moving, \ do something now for the American people. We'll fight as we must -- and we'll win. And we'll keep to our course of leadership in the world economy -- that's absolutely a must if we're to succeed economically at home. Trade with our neighbors -- trade with the world -- is important here in Mississippi. A couple of months ago, I visited Peavey Electronics in Meridian. They told me forty percent of their sales are exports. Across the state, 45,000 jobs now depend on exports. Mississippi earns some XXX billion dollars from exports each year. And remember, every billion dollars more in manufactured exports means 20,000 new jobs -- and each extra billion dollars in agricultural exports means thousands more jobs 5 on Mississippi farms and in Mississippi agribusiness. In our new world, that's the new economic reality: If we want to succeed economicallycat home - we've got to lead economically abroad. But my opponents aren't about to let fact intrude on Tantasy. They re. peddling protectionism -- a retreat from economic reality. Cut through all the patriotic posturing -- all the tough talk about "fighting back" by shutting out foreign goods. Look closely. That's not the American flag they're waving -- it's the white flag of surrender. Well, that's not the America you and I know. America doesn't cut and run -- we compete. Never in this nation's long history have we turned our backs on a challenge -- and we won't start now. I put my faith in the American worker: level the playing field, and the American worker will out-think, out-produce and out-perform anyone, anywhere, anytime. 11 And you know what Dizzy Dean said: "It ain't bragging if you can back it up." We're strong because we value faith, family, and freedom. We're the world's greatest power because whenever our values are threatened, we fight to defend them. I've said to Congress: pass our plan, \ get our economy moving, \ do something now for the American people. We'll fight as we must -- and we'll win. And we'll keep to our course of leadership in the world economy -- that's absolutely a must if we're to succeed economically at home. Trade with our neighbors -- trade with the world -- is important here in Mississippi. This great state is home to farmers and manufacturers who export XXX billion dollars in goods each year. And remember, every billion dollars more in manufactured exports means 20,000 new jobs -- and each extra billion dollars in agricultural exports means thousands more jobs on Mississippi farms and in Mississippi agribusiness. 11 When it comes to trade, our opponents live in a fantasy world. As I travel around the South, I see pride in America. 11 I don't see the white flag of economic surrender. \ You and I believe in American farmers and American workers. \ We know they can outthink, outproduce, outperform anyone, anywhere, anytime. 11 Because we know: America is in it to win. We're strong because we value faith, family, and freedom. We're the world's greatest power because whenever our values are threatened, we fight to defend them. In my State of the Union Message, I proposed sweeping military cuts to bring our armed forces into line with the new realities of the world. But the liberals, true to form, want to cut our defenses to the bone. We can't let that happen. \ You can help assure that we carry out prudent defense cuts -- but not a penny more. President Terry Johnson.] But most of all -- thanks to every one of you who got up at all hours this morning to come to Edmond -- from Elk City to Enid and towns all across Oklahoma -- to show your support. And a special welcome to all the students here from Oklahoma Christian. [[ Just one question: is it too late to audition for "Spring Sing?" ]] I don't want to scare any of the seniors in today's audience -- but the words you dread most are music to my ears: four more years. // We're here today because we agree on the big issues: On the issues that shape the world -- and on the values close to home: I'm talking about jobs, about family -- about peace: for ourselves -- for our kids. We've got to open up access: help all Americans -- rich and poor -- get health insurance they can count on. / If we wanted long lines and revolving-door health care, we'd put our doctors to work at the Department of Motor Vehicles. // Nationalized health care would be a national disaster. The last thing we want is the government playing doctor. // We've got to reform our country's legal system. The home of the free has become the land of the lawsuit. // When you're as likely to serve your neighbor a subpoena as a cup of coffee -- something's wrong. We won't turn this mess around until we spend as much time helping one another as we do suing one another. 11 And we've got to reform our welfare system -- make a connection between welfare and work. Americans aren't cold hearted -- they're a caring people: They'll support welfare for families in need. But Americans want to see government at every level work together to track down the dead-beat Dads -- the ones 3 who can't be bothered to pay child-support. // They want to see us break the cycle of dependency that destroys dignity -- passes down poverty from one generation to the next. That's wrong. That's cruel. And we're going to change it. // But the number one issue today is the economy -- it's jobs. That's what keeps people up late at night -- worrying about how they're going to pay the bills, put food on the table, pay that college tuition and still manage to put away something for their own retirement. That's why -- in my State of the Union Address -- I laid out my plan to spark economic recovery -- to create jobs. And because I know Congress tends to drag its feet -- I set a deadline to help them along the way: March 20 -- just 14 days from now. I know, Will Rogers once said it was better to have termites in your house than the legislature in session. But this time, there's no way around it: Congress has got work to do. The bad news is, the first week in March is National Procrastination Week -- true fact. [[That's not one of those Congressional proclamations. They were going to issue one -- they just never got around to it. //]] But instead of passing my plan, the big spenders that control the Congress had other ideas. They pushed through one of their own. Here's what's in it for you: a tiny temporary tax cut -- 25 cents -- a quarter-a-day for each man, woman and child in America. And here's the catch: you can keep that quarter -- 4 in exchange for 100 billion dollars in new taxes. 11 The Democrats call that "new revenue." I call it: your money. // If you feel the way I do, you'll tell the Congress: Keep the change -- and keep your hands off the taxpayers' wallets. // Count on it: the liberals are going to tax the Middle Class for the same reason Willie Sutton robbed banks -- because that's where the money is. // Well, let me put your minds at ease. If the liberals' tax- and-spend plan reaches my desk -- I'll send it right back. They can count on a veto. // That's the difference between my plan and theirs: They want to raise your taxes -- I want to put America back to work. // But there's one critical part of our economic future I want to talk to you about today. You can see it right here at Enterprise Square -- Edmond's intellectual amusement park. I've heard they even have one exhibit where you can see what it's like to work in a given occupation: all the way from pilot to police officer -- even President. I'd like to take one of those machines with me back to Washington -- program it to show the liberal crowd what it's like to live in something called The American Family. Sit the tax-and-spenders down, show them what it's like to pay the bills and live on a budget -- to scrimp to make ends meet. 11 Fact is, each day, more and more American jobs are tied to trade. Even here in land-locked Oklahoma: a state surrounded on all sides -- by America. In the past four years, Oklahoma's 5 exports have jumped by 75 percent. Today, 72,000 Oklahoma jobs are tied to trade. In our new world, that's the new economic reality: If we want to succeed economically at home -- we've got to lead economically abroad. But my opponents aren't about to let fact intrude on fantasy. They're peddling protectionism -- a retreat from economic reality. Cut through all the patriotic posturing -- all the tough talk about "fighting back" by shutting out foreign goods. Look closely. That's not the American flag they're waving -- it's the white flag of surrender. // Well, that's not the America you and I know. // America doesn't cut and run -- we compete. Never in this nation's long history have we turned our backs on a challenge -- and we won't start now. // I put my faith in the American worker: level the playing field, and the American worker will out-think, out-produce and out-perform anyone, anywhere, anytime. // I say: let the world know -- whatever the challenge, America is in it to win. Think back a year ago -- to the calm after Desert Storm. Ask any one of the proud sons and daughters of Oklahoma -- ask the kids right here on this campus who became the liberators of Kuwait: they'll tell you military strength doesn't mean a thing without moral support right here at home. Yes, we all know: There were those who didn't support us 6 then -- there are those who second guess us now. But not here - - not in Oklahoma. When I drew that line in the sand -- you stood with me. Never would this country tuck tail 11 and let aggression stand. 11 America did what was right and good and just -- and America prevailed. 11 We're bringing that same spirit to the fight we face today. Let my opponents sound the retreat -- run from the new realities, seek refuge in a world of protectionism, high taxes and big government. Let the talking heads drone on about what's wrong in America: We know what's right. From next Tuesday through the first Tuesday in November, I'm going to take my message all across the country.
