Thank you for that wonderful welcome. Meeting with you is always a memorable event. The kinship we feel grows out of the common values we share. As President, I've made it my mission to preserve three significant legacies: peace in the world, productive jobs for all Americans -- and strong families. I think Barbara said it best. "What goes on at the White House is not nearly as important as what goes on in your house. " I don't have to remind this group of deeply committed leaders of the disturbing trends we are bucking -- your hearts have already been stirred by the tragic forces which are overwhelming the family in American society. Let me put it this way -- if our government had set out determined to destroy the family, it couldn't have done greater damage than what we see today. Unwittingly, our welfare programs -- which were meant to provide temporary support -- have, instead, undermined responsibility, eroded dignity and robbed people of control. No group in America is more aware of the necessity for character- based solutions and community-wide efforts than this Coalition. I want to assure you of my commitment to those same guiding principles. I want to assure you of my confidence in our partnership and my support of your leadership on the front-lines of this battle for our nation's families. 2 When we look to the forces for change -- the family, community and church -- we can't forget our schools. We've got to create new incentives for excellence -- like school choice. We have got to give parents the power to choose which schools serve their children best -- public, private or religious. We have shown that when we work together we can get the job done. Together, we placed Clarence Thomas on the Supreme Court. Together, we have seen major walls come tumbling down because we yearn for what is just and we are determined to do what is right. Now I want your help on another issue of vital importance to us all. Last week, Congress tried to push through a massive tax increase -- the kind that would have stopped our economic recovery dead in its tracks. I told Congress I'd veto that bill -- and I did. Yesterday, House Democrats tried to over-ride my veto. You may not have seen much coverage of this, but what was meant to be a show of strength simply put a spotlight on disarray. The Democratic leadership couldn't muster enough votes for simple majority. The veto stands. That is almost unheard of -- that has happened only twice in the last 60 years. And I want to thank every member of Congress -- from both parties -- who had the courage of their convictions to say no to more taxes on the American family. That's a beginning -- but it's not enough. If Congress really wants to get this economy moving, create jobs and revive hope, then I say: pass my plan -- put America back to work. But we know we can't wait for Congress to see the light. So I've asked Republican leaders -- beginning today -- I've asked Senator John McCain and Representative Harris Fawell to formally introduce our requests for rescissions: 68 federal projects we don't need, and I can't ask the American taxpayer to pay for. That gives the Congress 3 25 days, to uphold the cuts I want to make -- or to vote in broad daylight to forget about the deficit and keep the pork. This week the leaders who control Capitol Hill did something else: they began a new effort to remove the only defense the taxpayer has against excessive government spending. We will see Congress resort to all sorts of parliamentary gimmicks, but we owe it to every American family everyone who works hard, and struggles to make ends meet -- to hold the line on government spending. And we will. What we're seeing today is the beginning of the battle -- between those who want to change things, and those who want to stick with the status quo. Let the defenders of the status quo be warned: I stand for change. America will be restored -- not through government interference, empty slogans and symbolic gestures -- but by strong, clear voices of reason and consistent acts of responsibility. America will be restored -- not by outsiders coming in with a so-called "better idea" -- but by people who are passionate about reclaiming their streets and rescuing their children from the forces that would destroy them. America will be restored -- not by political rhetoric -- but by people like you -- teachers and pastors, neighbors and friends who say, "I will answer the crying needs around me. I will do whatever it takes. I will pay the price of sacrifice and pain." Today, I want you to know that your President is here as a full partner with you in caring and concern. Your President is committed to complete restoration of family -- until once again our families -- all our American families -- are vital and strong havens for those who will follow after us. THE WHITE HOUSE WASHINGTON March 26, 1992 MEMORANDUM FOR: David Demarest Dan McGroarty Speechwriters Researchers FROM: Janice Shaw Crouse Janice RE: SPEECH GIVEN BEFORE THE COALITION FOR THE RESTORATION OF THE BLACK FAMILY IN SOCIETY GENERAL OVERVIEW: The President was not well served today. His basic speech did not help him relate to the audience; thus, he spent the entire speech struggling to find a commonality. The President needs the support of these influential black leaders. By focusing on issues of little concern to this particular group, he missed the opportunity to clearly show that he highly values them and shares in their concerns. Most importantly, by cutting out the heart of this speech we ended up with a message and tone that missed by a mile the pulse of this group. Casting the President in the role of commentator -- public bulletin board -- on the Legislative affairs of the day made him appear to use this audience for his purposes (sending a message about Congress) rather than identify and relate to this very, very important constituency. In 12 paragraphs, less than 6 were related to the specific concern of the audience (a large part of one repeated Mrs. Bush's too often quoted remark about "our home being more important than the White House" and another whole paragraph discussed school choice which Secretary Alexander talked about immediately after the President left). Both of these were OK, but using crucial time for these repetitions meant that other messages didn't get heard. Staff who have not invested time and energy in understanding the audience and the purpose of the speech can -- and in this instance DID --distort the "whole." To me, it is tragic that we didn't send that audience away thinking -- "George Bush understands our concerns, identifies with our mission and cares about us." The President should have touched their hearts and "endeared" himself to those people who will be preaching to 500,000 people this Sunday (100 churches at 5,000 each). They should have had some great feelings and great quotes to talk about back home. SETTING, AUDIENCE, ACKNOWLEDGEMENTS: The audience had been waiting for quite awhile, were bored and lifeless. There should have been a host to provide a bridge for the President's entrance. Someone should have greeted them, expressed pleasure at having them at the White House, talked about this building, said we are glad to have you here, said the President is looking forward to being with you, etc. to wake them up and get them ready to listen to the President.] The President arrived with Secretary Lamar Alexander. He had some nice opening remarks about America 2000 and the "importance of doing something for our kids and teachers." In his off-the-cuff remarks, the President said he had just returned from his physical and was relieved to have passed. Made some funny comments about being "poked and examined" and laughingly said one always worries about whether everything will be O.K. The audience responded with laughter. After the speech, the President shook hands with people in the front row and made small talk with them. He received sustained applause as he said goodbye. PRESIDENT'S DELIVERY: President Bush's tone was sincere, but he never did loosen up and never did really connect with the audience although he tried valiantly. The speech's opening remarks were off target and started things off on the wrong foot ("three legacies" - - these just aren't things this audience could relate to, "peace in the world" -- sounds too ecumenical for charismatics.) Interestingly, at the conclusion of the speech when he began talking about restoring America, the President added a phrase referring to the audience -- "this is where you come in." It's too bad that the President was aware that it wasn't until the end of the speech that we really touched on the things that mattered to the audience. The President worked very hard to try to reach the audience -- he added lots asides throughout the speech to personalize the message. For instance, when he was talking about school choice he added, "That is not against the Constitution." He also added some specific instances of programs he has initiated -- Head Start, Urban Commission, Drug programs, etc. (They and others specifically targeted to blacks were in the speech originally but were discarded for more important stuff.) CONTENT: By toning down the problem that is the reason d'etre for this organization, their whole purpose for existence is denied. Does the family need "restoration" or not? If the black family is merely "threatened," this coalition is going overboard in making a fuss about "restoration". All the data and all the experts are saying the black family is endangered. One of the President's cabinet members, Secretary Sullivan, has spent 3 years trying to increase public awareness of the problem. But in last minute changes, we make the President look unaware of the extent of the problem. The applause lines indicate where we connected -- Clarence's appointment, no taxes on family, parental choice, our commitment to change, not giving up, we've got a lot to be thankful for, etc. I don't know if the audience picked up on it, but one problem with his having to add lines is that some things don't come out right. He talked about the nation having to do better about racial bigotry and said, "We have to make this situation better, make it less ugly." GOOD THINGS THAT HAPPENED: The greatest applause came on a line the President added. After the section about welfare programs undermining responsibility, he said, "In some cases, we have encouraged people to live apart because that way they can do better financially. We have got to do better than that. " That remark drew sustained, enthusiastic applause. (Which was, of course, entirely predictable.) The President inserted some humor -- about his physical exam and about making the world better for his grandchildren. He added, "but for you, it's your children because you are all younger than I am. " When he talked about Barbara he added that what she meant was that it is important to "read to your kids and spend time with them. Let me put it this way -- if our government had set out determined to destroy the family, it couldn't have done greater damage than what we see today. Unwittingly, our welfare programs -- which were meant to provide temporary support -- have, instead, undermined responsibility, eroded dignity and robbed people of control. No group in America is more aware of the necessity for character- based solutions and community-wide efforts than this Coalition. Last week, Congress tried to push through a massive tax increase -- the kind that would have stopped our economic recovery dead in its tracks. I told Congress I'd veto that bill -- and I did. Yesterday, House Democrats tried to over-ride my veto. What was meant to be a show of strength simply put a spotlight on disarray. The Democratic leadership couldn't muster enough votes for simple majority. The veto stands. And I want to thank every member of Congress -- from both parties -- who had the courage of their convictions to say no to more taxes on the American family. That's a beginning -- but it's not enough. If Congress really wants to get this economy moving, create jobs and revive hope, then I say: pass my plan -- put America back to work. But we know we can't wait for Congress to see the light. So I've asked Republican leaders -- beginning today -- I've asked Senator John McCain and Representative Harris Fawell to formally introduce our requests for rescissions: 68 federal projects we don't need, and I can't ask the American taxpayer to pay for.
