MAY 6, 1992
I join all of you in celebrating Asian/Pacific American
Heritage Month -- a month that marks the 14th year we, as a
nation, have recognized the rich cultural heritage Americans of
Asian and Pacific descent have brought to our country.
While all Americans are united in the love of the freedom,
independence, and democracy that this country offers, it is also
appropriate that Americans celebrate and promote their diverse
cultural backgrounds. E Pluribus Unum: out of many, one. It is
this diversity that has written the story of America's success
and gives strength to the very soul of this nation.
I salute the more than 7 million Americans that make up the
Asian/Pacific American community -- a community that has
cherished and fought for American ideals -- a community that has
enriched this nation -- socially, culturally, economically, and
spiritually.
There is an ancient proverb that says: "Paths are made by
walking." My friends, you have forged paths that have linked the
proud heritage of your past with the bright promise for tomorrow.
And you have done so by embracing the deep-rooted values and
principles of your culture: Family. Faith. A commitment to
education. An abiding belief in hard work. And a love of
freedom.
Your entrepreneurial spirit has opened up opportunities for
all Americans -- contributing to economic growth, creating new
jobs, and forging new markets overseas for American products.
With those contributions foremost in my mind, let me take a
moment to say here that I am deeply disturbed by the racial
violence and prejudice that has been directed towards Asian-
Pacific Americans. There is no place in this great nation for
racism, bigotry and hate of any kind, any time. We must keep on
speaking out -- keep working to strengthen the spirit of
tolerance and civility that gives America its meaning.
For all you have contributed to this great country, I thank
you. Yet I challenge you, too. Together, let us join with all
Americans in making a path -- as the proverb says, by marching
forward into the next century, leading our children and our
grandchildren into a new era, bright with the promise of an
America at its best and a world at peace.
Barbara joins me in wishing you the best. God bless you all

PRESIDENTIAL VIDEO SCRIPT: HOUSTON POLICE OFFICERS MEMORIAL
The Houston Police Officers Memorial will stand as a lasting
tribute to the courage and sacrifice of the eighty-six brave
officers who have lost their lives in the line of duty. Each
loss has a name, and each name has a story to tell. Those of you
gathered tonight are setting an example for the rest of the
nation -- an example that tells of the dynamic relationship
between citizens and police -- the hand-in-hand teamwork that is
the cornerstone of law and order in our cities.
This memorial will send a message to all criminals --
especially those who commit the ultimate crime: the cop-killers -
- that Houston has taken a stand in an age of indifference. And
this memorial will send a message to the more than 4,000 Houston
Police Officers who proudly put on their uniforms every day: We
support you and stand behind you as you protect and serve your
community.
May all who visit the Houston Police Officers Memorial be
reminded of their individual responsibility to work together with
the police to help bring peace and safety to every home, every
street, and every community. Thank you for all you do for your
city and your country. May God bless every one of you, and those

Greetings to all of you in Las Vegas for the 1992
International Council of Shopping Centers' Spring Convention. I
understand it's your 35th birthday -- and I wish I didn't have to
miss the party. ((I must say -- I don't get out to shopping
centers too much any more. It's hard to buy presents for people
and surprise them when you have TV cameras recording your every
move.) )
Nevertheless, I am familiar with the International Council
of Shopping Centers and the concerns you all have. Your outgoing
President, Malcolm Riley, led a group of real estate leaders to
meet with me in the White House last December to discuss the
problems you face. We talked together about the difficult times
the real estate business has been through.
Real estate is a key sector of the economy. That's why in
my State of the Union address, I asked Congress to help get real
estate back on its feet. I want to modify the passive-loss rule
for active real estate developers. And I also want a cut in the
capital gains tax -- to stop the slide in real estate values and
provide the capital needed for new investments and new jobs.
Unfortunately, Congress was more interested in a tax
increase than doing something good for the economy. I had no
choice but to veto their bill. But we won't give up the fight,

and we could sure use your help. Sometimes Congress won't see
the light until they feel the heat.
Real estate has led our economy out of seven of the eight
past recessions. Home sales are up, and the signs of economic
growth are encouraging. Retail sales were up a strong 3% in the
first quarter. But that's no reason to stop working for ways to
produce even more growth. By working together, educating your
Members of Congress, as you did in your recent Congressional
Contacts Meeting, and getting the word out to the media, we can
convince the Congressmen and Senators that these reforms are
needed, and they're needed now.
Let me close by congratulating all of you, your Executive
Vice President, John Riordan, and your Vice President for
Government Relations, Judy Black, on your 35th anniversary. I
wish you much success -- and a productive week in Las Vegas.

Max Fisher isn't a man who seeks honors. No -- he's spent
his life seeking ways to honor others. But Max, I hope you'll
indulge us as we try to give back just a little of all you've
given us.
If you wanted to know the meaning of "philanthropy," you
couldn't find a better definition than the man named Max Fisher.
His contributions to Jewish life span decades -- a personal
crusade he now continues as Honorary National Chairman of the
United Jewish Appeal. But Max Fisher has raised more than funds
-- he's lifted our spirit, and raised our hopes for a better
world.
Max was 18 when he arrived at college with $150 dollars in
his pocket -- the last money he ever took from his parents. With
a football scholarship and a job hauling ice, Max began a life of
working a little harder than everyone else, of giving a little
more.
The Scriptures tell us: "If a man can encourage others to
give, his reward is even greater than that of the man who gives."

It is indeed a pleasure to be able to address the 63rd
annual meeting of the Independent Petroleum Association of

America -- especially since I am a former director of your

difficult times in the oil patch.
I know these have not been tough good times for you and your

families More than 300,000 jobs have been lost in this industry
since its peak in 1982. Today, there are fewer oil and natural
gas rigs operating in the United States than at any other time
since 1940 when record keeping began. At the same time, more
imported oil keeps flowing in -- the cost of which accounted for
more than half the 1991 trade deficit.
No one knows better than I the barriers that government
throws in the way of the independents in the oil and gas
industry. I am pushing hard to get them lifted -- especially to
get Congress to reform the alternative minimum tax penalty on
drilling and depletion. This tax penalty is costing jobs and too
often has helped to shut down drilling in the U.S.
Recently, the House Ways and Means Committee approved nearly
$900 million in alternative minimum tax relief for independent
oil and gas producers. I fully support this tax reform, because

you maintain the majority of marginal well production in this
country, and you produce over 60 percent of the natural gas
produced in the United States -- one of the clean-burning,
environmentally-friendly fuels of the future.
I was proud to sign the Natural Gas Wellhead Decontrol Act
which will completely eliminate wellhead price controls in
January. And we have promoted the purchase and use of vehicles
that burn natural gas by purchasing them for the federal
government, and by reforming regulations that discouraged the
opening of CNG refueling stations.
But we can't stop there. This country must have a strong

KEEPS FLOWING IN -- THE COST OF WHICH ACCOUNTED FOR
MORE THAN HALF THE 1991 TRADE DEFICIT.

NO ONE KNOWS BETTER THAN I THE BARRIERS THAT
GOVERNMENT THROWS IN THE WAY OF THE INDEPENDENTS IN THE
OIL AND GAS INDUSTRY. I AM PUSHING HARD TO GET THEM
LIFTED -- ESPECIALLY TO GET CONGRESS TO REFORM THE
ALTERNATIVE MINIMUM TAX PENALTY ON DRILLING AND
DEPLETION. THIS TAX PENALTY IS COSTING JOBS AND TOO
OFTEN HAS HELPED TO SHUT DOWN DRILLING IN THE U.S.
RECENTLY, THE HOUSE WAYS AND MEANS COMMITTEE
APPROVED NEARLY $900 MILLION IN ALTERNATIVE MINIMUM TAX
RELIEF FOR INDEPENDENT OIL AND GAS PRODUCERS. I FULLY
SUPPORT THIS TAX REFORM, BECAUSE YOU MAINTAIN THE
MAJORITY OF MARGINAL WELL PRODUCTION IN THIS COUNTRY,
AND YOU PRODUCE OVER 60 PERCENT OF THE NATURAL GAS
PRODUCED IN THE UNITED STATES -- ONE OF THE CLEAN-
BURNING, ENVIRONMENTALLY-FRIENDLY FUELS OF THE FUTURE.

I WAS PROUD TO SIGN THE NATURAL GAS WELLHEAD
DECONTROL ACT WHICH WILL COMPLETELY ELIMINATE WELLHEAD
PRICE CONTROLS IN JANUARY. AND WE HAVE PROMOTED THE
PURCHASE AND USE OF VEHICLES THAT BURN NATURAL GAS BY
PURCHASING THEM FOR THE FEDERAL GOVERNMENT, AND BY
REFORMING REGULATIONS THAT DISCOURAGED THE OPENING OF
CNG REFUELING STATIONS.
BUT WE CAN'T STOP THERE. THIS COUNTRY MUST HAVE A
STRONG DOMESTIC HYDROCARBON INDUSTRY. A STRONG AND
STABLE SUPPLY OF DOMESTIC OIL AND NATURAL GAS HELP
POWER THE U.S. ECONOMY. THAT'S ONE OF THE REASONS I
STRONGLY FAVOR OPENING UP ANWR FOR SOME EXPLORATION AND
DEVELOPMENT. OUR ADMINISTRATION PRODUCED THE FIRST
NATIONAL ENERGY STRATEGY WE'VE EVER HAD THAT BALANCES
THE NEED FOR CONSERVATION, NEW DOMESTIC PRODUCTION, AND
ENVIRONMENTAL PROTECTION. WE'VE HAD SOME TROUBLE
CONVINCING CONGRESS HOW IMPORTANT THIS IS, BUT WE'LL

WERE UP A STRONG 3% IN THE FIRST QUARTER. BUT THAT'S
NO REASON TO STOP WORKING FOR WAYS TO PRODUCE EVEN MORE

CONGRESS, AS YOU DID IN YOUR RECENT CONGRESSIONAL

I join all of you in celebrating Asian/Pacific American
Heritage Month -- a month that marks the 14th year we, as a
nation, have recognized the rich cultural heritage Americans of
Asian and Pacific descent have brought to our country.
While all Americans are united in the love of the freedom,
independence, and democracy that this country offers, it is also
appropriate that Americans celebrate and promote their diverse
cultural backgrounds. E Pluribus Unum: out of many, one. It is
this diversity that has written the story of America's success
and gives strength to the very soul of this nation.
I salute the more than 7 million Americans that make up the
Asian/Pacific American community -- a community that has
cherished and fought for American ideals -- a community that has
enriched this nation -- socially, culturally, economically, and
spiritually.
There is an ancient proverb that says: "Paths are made by
walking." My friends, you have forged paths that have linked the
proud heritage of your past with the bright promise for tomorrow.
And you have done so by embracing the deep-rooted values and
principles of your culture: Family. Faith. A commitment to
education. An abiding belief in hard work. And a love of
freedom.
Your entrepreneurial spirit has opened up opportunities for
all Americans -- contributing to economic growth, creating new
jobs, and forging new markets overseas for American products.
With those contributions foremost in my mind, let me take a
moment to say here that I am deeply disturbed by the racial
violence and prejudice that has been directed towards Asian-
Pacific Americans. There is no place in this great nation for
racism, bigotry and hate of any kind, any time. We must keep on
speaking out -- keep working to strengthen the spirit of
tolerance and civility that gives America its meaning.
For all you have contributed to this great country, I thank
you. Yet I challenge you, too. Together, let us join with all
Americans in making a path -- as the proverb says, by marching
forward into the next century, leading our children and our
grandchildren into a new era, bright with the promise of an
America at its best and a world at peace.

Greetings to all of you in Las Vegas for the 1992
International Council of Shopping Centers' Spring Convention. I
understand it's your 35th birthday -- and I wish I didn't have to
miss the party. ((I must say -- I don't get out to shopping
centers too much any more. It's hard to buy presents for people
and surprise them when you have TV cameras recording your every
move.) )
Nevertheless, I am familiar with the International Council
of Shopping Centers and the concerns you all have. Your outgoing
President, Malcolm Riley, led a group of real estate leaders to
meet with me in the White House last December to discuss the
problems you face. We talked together about the difficult times
the real estate business has been through.
Real estate is a key sector of the economy. That's why in
my State of the Union address, I asked Congress to help get real
estate back on its feet. I want to modify the passive-loss rule
for active real estate developers. And I also want a cut in the
capital gains tax -- to stop the slide in real estate values and
provide the capital needed for new investments and new jobs.
Unfortunately, Congress was more interested in a tax
increase than doing something good for the economy. I had no
choice but to veto their bill. But we won't give up the fight,

and we could sure use your help. Sometimes Congress won't see
the light until they feel the heat.
Real estate has led our economy out of seven of the eight
past recessions. Home sales are up, and the signs of economic
growth are encouraging. Retail sales were up a strong 3% in the
first quarter. But that's no reason to stop working for ways to
produce even more growth. By working together, educating your
Members of Congress, as you did in your recent Congressional
Contacts Meeting, and getting the word out to the media, we can
convince the Congressmen and Senators that these reforms are
needed, and they're needed now.
Let me close by congratulating all of you, your Executive
Vice President, John Riordan, and your Vice President for
Government Relations, Judy Black, on your 35th anniversary. I
wish you much success -- and a productive week in Las Vegas.

PRESIDENTIAL VIDEO: INDEPENDENT PETROLEUM ASSOCIATION

WEDNESDAY, MAY 6, 1992
It is indeed a pleasure to be able to address the 63rd
annual meeting of the Independent Petroleum Association of
America -- especially since I am a former director of your
organization. As an old "hydrocarbon man" myself, I still have
many friends in this industry who keep me informed of the
difficult times in the oil patch.
I know these have not been good times for you and your
families. More than 300,000 jobs have been lost in this industry
since its peak in 1982. Today, there are fewer oil and natural
gas rigs operating in the United States than at any other time
since 1940 when record keeping began. At the same time, more
imported oil keeps flowing in -- the cost of which accounted for
more than half the 1991 trade deficit.
No one knows better than I the barriers that government
throws in the way of the independents in the oil and gas
industry. I am pushing hard to get them lifted -- especially to
get Congress to reform the alternative minimum tax penalty on
drilling and depletion. This tax penalty is costing jobs and too
often has helped to shut down drilling in the U.S.
Recently, the House Ways and Means Committee approved nearly
$900 million in alternative minimum tax relief for independent
oil and gas producers. I fully support this tax reform, because

you maintain the majority of marginal well production in this
country, and you produce over 60 percent of the natural gas
produced in the United States -- one of the clean-burning,
environmentally-friendly fuels of the future.
I was proud to sign the Natural Gas Wellhead Decontrol Act
which will completely eliminate wellhead price controls in
January. And we have promoted the purchase and use of vehicles
that burn natural gas by purchasing them for the federal
government, and by reforming regulations that discouraged the
opening of CNG refueling stations.
But we can't stop there. This country must have a strong
domestic hydrocarbon industry. A strong and stable supply of
domestic oil and natural gas help power the U.S. economy. Our
administration produced the first National Energy Strategy we've
ever had that balances the need for conservation, new domestic
production, and environmental protection. We've had some trouble
convincing Congress how important this is, but we'll keep working
with them to pass a responsible energy bill for America. And
I'll be counting on your help, just as I have in the past.

couldn't find a better definition than the man named Max Fisher.
His contributions to Jewish life span decades -- a personal
crusade he now continues as Honorary National Chairman of the
United Jewish Appeal. But Max Fisher has raised more than funds
-- he's lifted our spirit, and raised our hopes for a better
world.
Max was 18 when he arrived at college with $150 dollars in
his pocket -- the last money he ever took from his parents. With
a football scholarship and a job hauling ice, Max began a life of
working a little harder than everyone else, of giving a little
more.
The Scriptures tell us: "If a man can encourage others to
give, his reward is even greater than that of the man who gives."
That applies double to the man we honor tonight. I understand
that the theme of this conference is "Ensuring Jewish
Continuity." With the Fishers' eleven grandchildren and two

I join you today in celebrating Asian/Pacific Heritage Month
-- a month that marks the 14th year we, as a nation, have
recognized the rich cultural heritage Americans of Asian and
Pacific descent have brought to our country.
While all Americans unite in the love of the freedom,
independence, and democracy that our country offers, it is also
appropriate that Americans celebrate and promote their diverse
cultural backgrounds. It is such diversity that has written the
story of America's success and given strength to the soul of this
nation.
I salute the more than 7 million Americans that make up the
Asian/Pacific community -- a community that has enriched
America's community -- socially, culturally, economically, and
spiritually.
There is an ancient proverb that says: "Paths are made by
walking." My friends, you have forged paths that have linked the
proud heritage of your past with the bright promise for tomorrow.
And you have done so by embracing the deep-rooted values and
principles of your culture: Family. Faith. A commitment to
education. An abiding belief in work. And a love of freedom.
Your entrepreneurial spirit has opened up opportunities for
all Americans -- contributing to economic growth, creating new
jobs, and forging new free and open markets overseas.

Greetings to all of you in Las Vegas for the 1992
International Council of Shopping Centers' Spring Convention. I
understand it's your 35th birthday -- and I wish I didn't have to
miss the party. ((I must say -- I don't get out to shopping
centers too much any more. It's hard to buy presents for people
and surprise them when you have TV cameras recording your every
move.) )
Nevertheless, I am familar with the International Council of
Shopping Centers and the concerns you all have. Your outgoing
President, Malcolm Riley, led a group of real estate leaders to
meet with me in the White House last December to discuss the
problems you face. We talked together about the difficult times
the real estate business has been through.
Real estate is a key sector of the economy. That's why in
my State of the Union address, I asked Congress to help get real
estate back on its feet. I want to modify the passive-loss rule
for active real estate developers. And I also want a cut in the
capital gains tax -- to stop the slide in real estate values and
provide the capital needed for new investments and new jobs.
Unfortunately, Congress was more interested in a tax
increase than doing something good for the economy. I had no
choice but to veto their bill. But we won't give up the fight,

and we could sure use your help. Sometimes Congress won't see
the light until they feel the heat.
Real estate has led our economy out of seven of the eight
past recessions. Home sales are up, and the signs of economic
growth keep appearing. But that's no reason to stop working for
ways to encourage more growth. By working together, educating
your Members of Congress, as you did in your recent Congressional
Contacts Meeting, and getting the word out to the media, we can
convince the Congressmen and Senators that these reforms are
needed, and they're needed now.
Let me close by congratulating all of you, your Executive
Vice President, John Riordan, and your Vice President for
Government Relations, Judy Black, on your 35th anniversary. I
wish you much success -- and a productive week in Las Vegas.
