BUSH/QUAYLE HEADQUARTERS
MONDAY, JULY 20, 1992
9:00 P.M.
THANK YOU BOB (TEETER)
...
AND GOOD EVENING
EVERYONE.
I WANT TO THANK YOU FOR TEARING AWAY FROM YOUR
USUAL MONDAY NIGHT ROUTINE ... TO GET TOGETHER AND TALK
A LITTLE BIT ABOUT THE FUTURE OF OUR GREAT COUNTRY.
I KNOW FOR MOST OF YOU ... MONDAY NIGHT IS JUST
LIKE EVERY OTHER NIGHT. MAKING PHONE CALLS
...
AND
TALKING POLITICS.
[CAND THOSE OF YOU IN OPPOSITION RESEARCH ...
I
KNOW YOU'RE USUALLY HOME RIGHT NOW WATCHING MURPHY
BROWN.]]
AS YOU KNOW
...
THE DEMOCRATS GATHERED IN MADISON
SQUARE GARDEN LAST WEEK. THEY MET IN THE HOME ARENA OF
THE NEW YORK RANGERS ... WHO HAVEN'T WON A HOCKEY
CHAMPIONSHIP IN OVER FIVE DECADES.
- 2 -
BUT I TOLD RICH BOND HE COULDN'T MAKE ANY CRACKS
ABOUT HOW IT'S GOING TO BE EVEN LONGER BEFORE THEIR
NOMINEE SITS IN THE WHITE HOUSE.
I TOOK THE OPPORTUNITY LAST WEEK TO GET FAR AWAY
FROM A TV SCREEN ... AND DO A LITTLE FISHING.
BUT I DID GET A REPORT ABOUT WHAT WENT ON IN NEW
YORK CITY.
I THINK WE SHOULD ALL TAKE GREAT PRIDE ... THAT THE
IDEAS WE'VE BEEN ESPOUSING FOR GENERATIONS ... ARE NOW
AT LEAST BEING PAID LIP SERVICE BY THE OTHER PARTY.
DO THEY MEAN WHAT THEY SAY? WELL ... DON'T ASK ME
... I'M A LITTLE BIASED.
ASK AN OLD DEMOCRAT ... ANOTHER GEORGE ... BY THE
NAME OF MCGOVERN.
- 3 -
HE CALLED THIS YEAR'S DEMOCRATIC TICKET ... "A
TROJAN HORSE."
HE SAID ... AND I QUOTE ... "THEY'RE MUCH MORE
LIBERAL UNDERNEATH ... AND THEY'LL PROVE IT WHEN
THEY'RE ELECTED."
NOW I DIDN'T THINK YOU'D EVER HEAR ME SAY THIS --
BUT GEORGE MCGOVERN IS AN INCREDIBLY INSIGHTFUL MAN!
///
NOW ... OF COURSE ... THIS ELECTION ISN'T GOING TO
BE DECIDED BY WHAT WE SAY ABOUT THE OTHER SIDE.
WHAT MATTERS ... IS WHAT WE HAVE TO OFFER THE
AMERICAN PEOPLE.
MY VIEW OF AMERICA IS A LITTLE DIFFERENT THAN WHAT
YOU MAY HAVE HEARD LAST WEEK.
- 4 -
I SEE A NATION FACING DIFFICULT CHALLENGES ... BUT
ALSO AWESOME OPPORTUNITIES. I DON'T SEE A NATION DOWN
IN THE DUMPS -- I SEE A DETERMINATION TO MAKE THINGS
BETTER.
FOR FOUR DECADES ... WE SACRIFICED so THAT AMERICA
AND THE WORLD COULD BE FREE. BECAUSE OF OUR SACRIFICE
... OUR LEADERSHIP ... DARK CORNERS OF THE GLOBE NOW
BASK IN THE SUNSHINE OF FREEDOM. WE'RE SAFER TODAY
THAN WE WERE A DECADE AGO, A YEAR AGO -- -- EVEN ONE MONTH
AGO, WHEN I SAT DOWN IN THE ROSE GARDEN WITH BORIS
YELTSIN.
THE QUESTION WE'RE FACING IS REALLY SIMPLE. CAN WE
IN THE U.S. COMPETE ... NOW THAT so MANY OTHER NATIONS
ARE PLAYING OUR GAME?
I BELIEVE WE CAN. AND AS WE COMPETE ... WE CAN
ENJOY PROSPERITY LIKE NEVER BEFORE ... AND EXTEND
OPPORTUNITY TO OUR FRIENDS AND NEIGHBORS WHO FRANKLY
DON'T ENJOY IT TODAY.
- 5 -
IT'S NOT GOING TO BE EASY ... BUT HERE'S WHAT WE
NEED TO DO.
FIRST ... I BELIEVE WE HAVE TO GET OUR
ECONOMY GROWING ... FASTER.
DESPITE WHAT YOU MIGHT HAVE HEARD IN NEW YORK
...
WE ARE STILL THE WORLD'S LARGEST ECONOMY ... AND OUR
WORKERS ARE MORE PRODUCTIVE THAN THE JAPANESE ... THE
GERMANS ... OR ANY OTHER INDUSTRIALIZED NATION.
BUT TODAY ... TOO MANY PEOPLE HAVE WORKED FOR A
COMPANY FOR 20 YEARS -- ONLY TO WORRY THAT THE NEXT
MAIL RUN WILL BRING A PINK SLIP. TOO MANY PARENTS HAVE
SAVED TO SEND KIDS TO COLLEGE
...
ONLY TO FIND THAT
GRADUATES CAN'T FIND A GOOD JOB.
WE HAVE TO CREATE INCENTIVES FOR THE PEOPLE WHO CREATE
JOBS. THAT MEANS REDUCING THE DEFICIT ... BY LIMITING
THE SIZE OF GOVERNMENT. CUTTING FEDERAL SPENDING --
AND IT MEANS REIGNING IN UNNECESSARY FEDERAL REGULATION
THAT'S THROWING A WET BLANKET ON OUR ECONOMIC RECOVERY.
- 6 -
THE ECONOMY: THAT'S PRIORITY NUMBER ONE. NUMBER
TWO: I BELIEVE WE MUST RETURN SOME MORAL PRINCIPLES TO
THIS NATION.
THE MORE I DEAL WITH THE CHALLENGES OF THIS OFFICE
-- THE MORE I SEE HOW RIGHT BARBARA IS. WHAT HAPPENS
IN THE WHITE HOUSE ... ISN'T ANYWHERE NEAR AS IMPORTANT
AS WHAT HAPPENS IN YOUR HOUSE.
so WE'RE ADVANCING PROGRAMS TO HELP KEEP OUR
FAMILIES STRONG AND GROWING. WE WANT TO GIVE PARENTS
THE RIGHT TO CHOOSE THEIR CHILDREN'S SCHOOLS -- WHETHER
THOSE SCHOOLS ARE PUBLIC, PRIVATE OR RELIGIOUS. AND WE
WANT TO GIVE PEOPLE ON WELFARE THE INCENTIVE TO GET A
GOOD JOB ... so THEIR FAMILIES CAN STICK TOGETHER.
PRIORITY NUMBER THREE IS TO MAKE AMERICA SAFE
AGAIN.
- 7 -
WE DIDN'T WORK TO CREATE PEACE IN THIS WORLD ... TO
SEE AMERICANS HIDING BEHIND BOLTED DOORS. IT'S TIME TO
END THE ILLEGALITY ... AND PUT A STOP TO THE
LAWLESSNESS. ///
THESE ARE THE KINDS OF ISSUES WE'RE GOING TO BE
TALKING ABOUT BETWEEN NOW AND ELECTION DAY. WE'VE GOT
SPECIFIC IDEAS IN EACH AREA ... THAT WILL ALLOW US TO
ACHIEVE AMERICA'S POTENTIAL.
I KNOW A LOT OF PEOPLE ARE DISILLUSIONED BY
POLITICS. BUT TELL YOUR NEIGHBORS TO LISTEN TO WHAT WE
HAVE TO SAY ... THE IDEAS WE PRESENT TO MEET THE
CHALLENGES WE FACE.
LET ME SAY A WORD ABOUT ROSS PEROT'S ANNOUNCEMENT
LAST WEEK -- AND I KNOW MANY OF ROSS'S SUPPORTERS ARE
WATCHING TONIGHT. // A VOTE WAS TAKEN THIS SPRING AND
SUMMER. NO BALLOTS WERE CAST. NO POLLS OPENED -- BUT
A REFERENDUM TOOK PLACE NONETHELESS.
- 8 -
NOBODY WON THIS ELECTION - BUT POLITICS LOST.
POLITICS LOST BECAUSE IT HAS BECOME INCREASINGLY
IRRELEVANT TO TOO MANY AMERICANS. BECAUSE THE LANGUAGE
OF POLITICS LACKS ANY CONNECTION TO THE CARES AND
CONCERNS PEOPLE TALK ABOUT AROUND THEIR KITCHEN TABLES.
BECAUSE POLITICS HAS BECOME A WORD THAT MEANS THE
OPPOSITE OF PROGRESS.
MY MESSAGE TO PEOPLE DISILLUSIONED WITH "POLITICS
AS USUAL" -- TO PEOPLE FED UP AND FRUSTRATED -- IS
SIMPLY THIS: DON'T WALK AWAY FROM THE SYSTEM. ADD
YOUR VOICE TO OURS. TOGETHER WE CAN BUILD A POWERFUL
FORCE FOR CHANGE -- A FORCE THAT CAN TAKE AMERICA
FORWARD.
NOW, SOME MAY SAY: "WHY HAVEN'T YOU DONE SOMETHING
ALREADY." THE TRUTH IS ... WE HAVE MADE IMPORTANT
ADVANCES ... IN EDUCATION, THE ENVIRONMENT, CHILD CARE.
- 9 -
BUT IT'S ALSO TRUE THAT OUR IDEAS AREN'T POPULAR
EVERYWHERE IN WASHINGTON. THEY THREATEN SOME
ENTRENCHED INTERESTS. THEY REQUIRE A CHANGE IN MINDSET
THAT SOME AREN'T WILLING TO MAKE.
so THEY BALK AT THESE CHANGES
...
AND AMERICA IS
HURTING BECAUSE OF IT.
CHANGE FOR THE SAKE OF CHANGE ISN'T IN ANYONE'S
INTEREST. THE CHANGES I SEEK ARE FOR THE BETTERMENT OF
YOUR POCKETBOOK, YOUR NEIGHBORHOOD AND YOUR NATION. //
TO GIVE YOU JUST ONE EXAMPLE
...
I'VE PUT A SHORT-
TERM PLAN TO SPUR THE ECONOMY BEFORE CONGRESS. IF
THEY'D PASS IT
...
WE COULD ADD A HALF-MILLION NEW JOBS
BY THE END OF THE YEAR. BUT IT'S NOT THE OLD
GOVERNMENT SPENDING PROGRAMS
...
so THEY SET IT ASIDE.
- 10 -
ASK YOUR FRIENDS IF THEY ARE TIRED OF THAT KIND OF
INACTION. IF THEY WANT TO GET RID OF THE DEADLOCK IN
WASHINGTON ... THEY CAN START BY GETTING RID OF SOME
DEADWOOD IN CONGRESS.
FOR ALL THE TALK ABOUT CHANGE WE HEARD LAST WEEK IN
NEW YORK, ONE THING HASN'T CHANGED IN YEARS -- 38
YEARS, TO BE EXACT -- AND THAT'S DEMOCRATIC CONTROL OF
THE HOUSE OF REPRESENTATIVES. GIVE THIS REPUBLICAN
PRESIDENT A REPUBLICAN CONGRESS -- AND SEE WHAT WE DO
TO CHANGE AMERICA. ///
LET ME CLOSE WITH A MESSAGE FROM THE HEART.
WHETHER YOU'VE BEEN WITH ME FOR EVERY CAMPAIGN I'VE
EVER RUN ... OR IF YOU'RE CASTING YOUR FIRST VOTE THIS
YEAR I WANT TO SAY THANKS FOR THE HELP.
- 11 -
BECAUSE OF YOUR INCREDIBLE WORK IN THE PRIMARIES
... ALMOST 2 MILLION MORE REPUBLICANS TURNED OUT THAN
1988 ... WHILE DEMOCRATIC TURNOUT WAS NEARLY 3 MILLION
FEWER. IT ISN'T THIS WEEK'S POLL THAT COUNTS -- IT'S
WHAT HAPPENS IN THAT ELECTION BOOTH NOVEMBER 3RD.
THIS IS MY LAST TIME AROUND THE CAMPAIGN TRACK.
BUT I'M GLAD THAT YOU ARE BESIDE ME IN THE DRIVER'S
SEAT.
AND LET ME TELL YOU: THE DEMOCRATS HAVE HAD THEIR
DAY. NEXT MONTH, IT'S OUR TURN. WE'RE GOING TO COME
OUT OF HOUSTON STRONG. WE'VE GOT A GOOD AGENDA -- AND
WE'RE GOING TO CHALLENGE CONGRESS TO ACT ON IT. I'M
GOING TO TAKE OUR CASE TO THE AMERICAN PEOPLE -- AND
I'M CONFIDENT: THE AMERICAN PEOPLE WILL RESPOND.
IT'S NOT GOING TO BE EASY. THE AMERICAN PEOPLE
WANT ACTION. WITH YOUR HELP
...
WE CAN GIVE THE
AMERICAN PEOPLE THE KIND OF ANSWERS ... THE KIND OF
ACTION
THE KIND OF CHANGE THEY ARE LOOKING FOR.
- 12 -
THINK ABOUT IT. IF WE CAN TEAR DOWN THE BERLIN
WALL -- WE CAN BUILD A STRONG ECONOMY.
IF WE CAN LIFT THE IRON CURTAIN -- WE CAN BRING THE
CURTAIN DOWN ON IMMORALITY AND INDIFFERENCE.
IF WE CAN HELP PEOPLE WALK FREE THROUGH THE STREETS
OF EUROPE -- THERE'S NO REASON WE CAN'T TAKE BACK OUR
STREETS HERE IN AMERICA. 11
THAT'S ALL I'LL SAY FOR NOW. NOW I'D LIKE TO HEAR
WHAT'S ON YOUR MIND.

CLOSING REMARKS - AFTER Q & A:
THANK YOU FOR TUNING IN TONIGHT - -- AND THANKS ONCE
AGAIN FOR ALL THE HOURS AND ALL THE EFFORT.
TONIGHT WE'VE TALKED ABOUT THE PROGRAMS AND
POLICIES THAT CAN CHANGE AMERICA FOR THE BETTER. LET
ME CLOSE BY LOOKING DOWN THE ROAD -- TO ELECTION DAY.
ON NOVEMBER 3RD, THE AMERICAN PEOPLE WILL MAKE A
CHOICE: THEY'LL DECIDE WHO HAS WHAT IT TAKES -- WHO
HAS THE EXPERIENCE / THE INTEGRITY / THE CHARACTER TO
LEAD THIS NATION INTO A NEW ERA -- A NEW CENTURY. I
BELIEVE I AM THE RIGHT MAN FOR THE MISSION.
GOOD NIGHT - -- AND MAY GOD BLESS THE UNITED STATES
OF AMERICA.

PRESIDENTIAL Q & A: ECONOMY AND JOBS:
TOO MANY AMERICANS ARE STILL FEELING THE AFTER-
EFFECTS OF THE RECESSION. BUT THE ECONOMY IS ON THE
UPSWING -- FOUR STRAIGHT QUARTERS OF ECONOMIC GROWTH,
INFLATION DOWN, INTEREST RATES DOWN. THE CONDITIONS FOR
A STRONG RECOVERY ARE IN PLACE.
RIGHT NOW, THE MAIN REASON OUR ECONOMY HAS
TROUBLES IS THAT GOVERNMENT IS TOO BIG AND IT SPENDS
TOO MUCH. THE LAST THING WE NEED IS -- AND I QUOTE --
A "MASSIVE TAX INCREASE," AS OUR OPPONENTS WANT. AND
WE CERTAINLY DON'T NEED THE WILD SPENDING SPREE THEY'RE
PROPOSING.
MY APPROACH IS JUST THE OPPOSITE. I WANT A
BALANCED BUDGET AMENDMENT TO CONTROL SPENDING. AND
I'LL CONTINUE TO PUSH OUR ECONOMIC GROWTH PACKAGE -- TO
CUT TAXES AND REGULATION, SPUR INVESTMENT AND CREATE
JOBS.
- 2 -
AND WE SHOULD RECOGNIZE THIS: IF WE'RE TO SUCCEED
ECONOMICALLY HERE AT HOME, WE'VE GOT TO LEAD
ECONOMICALLY ABROAD. WE'RE THE LARGEST EXPORTER IN THE
WORLD -- PROOF THAT WE CAN COMPETE AND WIN IN THE NEW
GLOBAL ECONOMY. TRADE MEANS JOBS FOR AMERICAN WORKERS.
OUR MERCHANDISE EXPORTS HAVE GROWN 90 PERCENT OVER THE
LAST FIVE YEARS - SUPPORTING MORE THAN 7 MILLION JOBS.
WHEN IT COMES TO UNDERSTANDING HOW THIS NEW GLOBAL
ECONOMY WORKS, SOME PEOPLE JUST DON'T GET IT. MY
OPPONENT WANTS NEW TAXES ON FOREIGN INVESTMENT - --
INVESTMENT THAT SUPPORTS JOBS HERE AT HOME. LET HIM
SELL THAT SNAKE OIL AT THE TOYOTA PLANT DOWN IN
GEORGETOWN, KENTUCKY -- OR IN SPARTANBURG, SOUTH
CAROLINA, WHERE BMW WILL CREATE NEW AMERICAN JOBS AT A
NEW ASSEMBLY PLANT.
0
I WANT TO EXPAND TRADE AND INVESTMENT. THAT'S OUR
RECIPE FOR ECONOMIC GROWTH: KEEP TAXES LOW, CONTROL
SPENDING, WORK FOR FREE AND OPEN TRADE TO CREATE JOBS
HERE AT HOME.

Q & A: DRUGS AND CRIME, FOLLOWING NAFTA COMMENT:
[[ RESPONSE TO NAFTA: NAFTA MEANS NEW MARKETS
FOR AMERICAN GOODS, NEW JOBS FOR AMERICAN WORKERS, NEW
HOPE FOR AMERICAN FAMILIES. I WON'T LET ELECTION YEAR
POLITICS HOLD UP AN AGREEMENT THAT MEANS GROWTH FOR THE
AMERICAN ECONOMY. ]]
TURNING TO YOUR QUESTION ON CRIME AND DRUGS. I
MENTIONED A MOMENT AGO -- IT'S A PRIORITY: WE MUST
MAKE AMERICA SAFE.
WE'VE SEEN STRONG STATISTICAL PROOF THAT DRUG USE
IN MANY RESPECTS IS IN DECLINE. THAT'S GOOD NEWS.
BUT ONE AMERICAN ON DRUGS IS ONE TOO MANY. WE
MUST BUILD ON THESE BEGINNINGS. THAT'S WHY OUR BUDGET
FOR FY 1993 DOUBLES ANTI-DRUG FUNDING OVER WHAT WAS
APPROPRIATED WHEN I TOOK OFFICE: MORE FOR EFFECTIVE
TREATMENT AND PREVENTION. STILL MORE FOR LAW
ENFORCEMENT. //
- 2 -
WE'RE ALSO FIGHTING TO TAKE BACK THE STREETS. WE
NEED CRIME LEGISLATION THAT'S FAIR, FAST AND FINAL.
FAIR: THAT MEANS AN EXCLUSIONARY RULE THAT PUNISHES
CRIMINALS NOT HONEST COPS DOING THEIR JOB. FAST:
NO ONE WHO PREYS ON THE INNOCENT SHOULD ESCAPE THROUGH
A LOOPHOLE IN THE LAW. AND FINAL: FOR ANYONE WHO
KILLS A COP -- NO PENALTY IS TOO TOUGH. I WANT CONGRESS
TO EXPAND THE DEATH PENALTY. NOT SOME TIME -- NOT SOME
PLACE -- BUT ACROSS AMERICA -- NOW.
NOTHING IS MORE FUNDAMENTAL THAN OUR RIGHT TO
WALK OUR STREETS FREE FROM FEAR.

Q & A: HEALTH CARE
I HAVE A PLAN FOR SWEEPING CHANGES IN HEALTH CARE.
IT'S PRACTICAL AND IT CAN BE PASSED NOW. IF CONGRESS
WOULD ACT, THE AMERICAN PEOPLE WOULD ENJOY TANGIBLE
RESULTS BEGINNING THIS YEAR.
BUT THE DEMOCRATS DON'T WANT TO HELP THE AVERAGE
AMERICAN. THEY'D RATHER KEEP FEATHERING THE NESTS OF
THE SPECIAL INTEREST GROUPS WHO BENEFIT FROM TAX-AND-
SPEND POLITICS. THE DEMOCRATS KEEP TRYING TO BREATHE
LIFE BACK INTO THE OLD TED KENNEDY THEME OF SOCIALIZED
MEDICINE -- OF A NATIONALIZED GOVERNMENT MONOPOLY FOR
HEALTH CARE. THE DEMOCRAT PLANS ARE COSTLY AND
COERCIVE.
MY PLAN BUILDS ON THE STRENGTH OF THE FREE MARKET:
WE'LL GET HIGH TAXES, COSTLY LITIGATION AND BURDENSOME
REGULATION OFF PEOPLE'S BACKS. WE'LL LET SELF-EMPLOYED
PEOPLE AND SMALL BUSINESSES POOL COSTS THE WAY BIG
COMPANIES ALREADY DO. WE'LL USE TAX CREDITS AND
DEDUCTIONS TO GIVE EVERYBODY ACCESS TO HEALTH CARE.
AND WE'LL GIVE PEOPLE SECURITY BY MAKING SURE PEOPLE
WHO CHANGE JOBS DON'T LOSE THEIR INSURANCE.
- 2 -
LIBERAL DEMOCRATS IN CONGRESS MAY DENY US REFORMS
THIS YEAR -- BUT THINGS WILL BE DIFFERENT AFTER THE
PEOPLE SPEAK. MARK MY WORDS: 1992 WILL BE A TERRIBLE
YEAR FOR THE LEFT WING.
WE'RE GOING TO HAVE A HOUSE CLEANING - -- THAT'S
CAPITAL H. FOR THE FIRST TIME IN 38 YEARS, THE LIBERAL
DEMOCRATS WILL BE OUT, MAINSTREAM REPUBLICANS WILL BE
IN. AND WE'LL GIVE AMERICANS THE KIND OF CHANGE
THEY'RE CALLING FOR.
# # #
Q & A: EDUCATION
IF THERE IS ANYTHING THAT SUMS UP OUR HOPES AND
DREAMS IN A SINGLE WORD -- IT IS EDUCATION.
WE'RE HEARING A LOT THIS POLITICAL YEAR ABOUT
"CHANGE AGENTS" AND THE STATUS QUO.
HERE'S THE REALITY: THE DEMOCRATIC NOMINEE STANDS
ARM IN ARM WITH THE NEA, WITH THE EDUCATION
ESTABLISHMENT -- AND AGAINST PRIVATE AND RELIGIOUS
SCHOOL CHOICE.
I STAND WITH SCHOOL CHOICE PIONEERS LIKE POLLY
WILLIAMS FROM INNER-CITY MILWAUKEE. WITH PARENTS ALL
OVER AMERICA -- WHO ARE SICK AND TIRED OF SCHOOLS THAT
DON'T SERVE THEIR KIDS.
SO I'M GOING TO ASK THE AMERICAN PEOPLE: JUDGE
FOR YOURSELVES. WHO'S FOR CHANGE -- AND WHO'S SIDING
WITH THE STATUS QUO?
- 2 -
ONE MONTH AGO, I WELCOMED MANY PARENTS WHO SHARE
MY CONCERN ABOUT OUR SCHOOLS TO THE WHITE HOUSE -- TO
KICK OFF WHAT I CALL OUR G.I. BILL FOR CHILDREN. JUST
AS THE ORIGINAL G.I. BILL LET COLLEGE STUDENTS CHOOSE
SMU OR NOTRE DAME OR YESHIVA UNIVERSITY - -- THIS BILL
WILL HELP PARENTS CHOOSE THE SCHOOLS THEY BELIEVE WILL
BEST EDUCATE THEIR KIDS.
I SAID I'D BE THE "EDUCATION PRESIDENT" -- AND I
STAND BY IT. I'M CONVINCED: SCHOOL CHOICE WILL BE THE
CATALYST FOR CHANGE -- THE FUNDAMENTAL REFORM THAT WILL
HELP OUR KIDS REACH THEIR DREAMS, AND HELP THIS NATION
REACH ITS DESTINY.

Q AND A: WELFARE REFORM
YEARS OF LIBERAL PROGRAMS HAVEN'T HELPED PEOPLE
OUT OF POVERTY, INSTEAD, IT'S TRAPPED THEM THERE. THE
WELFARE SYSTEM HAS FAILED.
OUR WELFARE REFORMS MUST BALANCE A GENEROUS
HEART WITH ACCOUNTABILITY TO TAXPAYERS WHO UNDERWRITE
GOVERNMENT ASSISTANCE.
(1) GOVERNMENT ASSISTANCE MUST HELP RECIPIENTS
SEEK WORK OR GET THE EDUCATION AND TRAINING
TO HELP THEM GET A JOB.
(2) WE MUST ENCOURAGE AND HELP RECIPIENTS GET
THEIR LIVES IN ORDER BY ESTABLISHING
LIFESTYLES THAT WILL ENABLE THEM TO FULFILL
THEIR POTENTIAL -- NOT DESTROY IT.
(3) WE MUST ENCOURAGE FAMILY FORMATION AND FAMILY
STABILITY. TOO OFTEN, WELFARE PROGRAMS HAVE
ENCOURAGED EXACTLY THE OPPOSITE.
(4) WE MUST INCORPORATE INCENTIVES FOR RECIPIENTS
TO STAY IN SCHOOL.
- 2 -
O
I SAY, FOR THE SAKE OF THE AMERICAN TAXPAYER
-- AND FOR THE PEOPLE CAUGHT UP IN THE WELFARE WEB:
GIVE STATES THE FREEDOM THEY NEED TO MAKE MAKE REAL
REFORM. WHEN WE DO, WE'LL OPEN THE DOORS OF
OPPORTUNITY FOR OUR CITIZENS WHO ARE ON PUBLIC
ASSISTANCE.
# # # #
Q & A: FOREIGN POLICY AND NATIONAL SECURITY
I'M CONVINCED THAT NATIONAL SECURITY WILL ALWAYS
BE OF CRUCIAL IMPORTANCE TO THE AMERICAN PEOPLE.
THAT'S AS IT SHOULD BE -- FOR THE WORLD REMAINS A
DANGEROUS PLACE.
THE SOVIET BEAR IS GONE. BUT THERE ARE STILL
PLENTY OF WOLVES OUT THERE.
YOU WOULDN'T KNOW IT TO HEAR OUR OPPONENTS. I'M
TOLD THAT IN A 53 MINUTE ACCEPTANCE SPEECH, THE OTHER
PARTY'S NOMINEE DEVOTED A GRAND TOTAL OF 141 WORDS
ABOUT NATIONAL SECURITY ISSUES.
WELL, I DON'T THINK THE GREAT ISSUES OF WAR AND
PEACE CAN BE REDUCED TO A FOOTNOTE.
MAYBE THE DEMOCRATS DON'T GET IT: BUT THE COLD WAR
DIDN'T JUST END -- IT WAS WON BECAUSE AMERICA REMAINED
ENGAGED AND STRONG.
AND BECAUSE WE STOOD FIRM, OUR KIDS GO TO BED AT
NIGHT WITHOUT THE FEAR OF NUCLEAR HOLOCAUST.
- 2 -
THE LESSON OF THE COLD WAR IS THIS: AMERICA IS
SAFE WHEN AMERICA IS STRONG. REPUBLICANS HAVE
UNDERSTOOD THIS, EVEN WHEN THE OTHER PARTY FORGOT IT.
DURING THE COLD WAR, WHEN THEY CALLED FOR A NUCLEAR
FREEZE, OR FOR GUTTING THE DEFENSE BUDGET, WE STOOD
WITH THE AMERICAN PEOPLE FOR A STRONG DEFENSE.
1
NOVEMBER 3, IT WILL ALL COME DOWN TO THIS: WHICH

THE ANSWER WILL BE A VOTE OF CONFIDENCE IN THE

McG- - Monday insert.
Let me say a word about Ross Perot's announcement last week
-- about the Perot phenomenon and what it means for Americans who
care about our country's future. / A vote was taken this spring
and summer. No ballots were cast. No polls opened -- but a
referendum took place nonetheless.
Nobody won this election -- but politics lost.
Politics lost because it has become increasingly irrelevant
to too many Americans. Because the language of politics lacks
any connection to the cares and concerns people talk about around
their our kitchen tables. Because politics has become a word
that means the opposite of progress.
My message to people disillusioned with "politics as usual"

build a powerful force for change -- a force that can take
America forward.
THE PRESIDENT
July 19, 1992
To the Speechwriters
(talk to Teeter on this),
I think we need a little more on the fact that we
haven't controlled the house in 3-? years.
Also, I am not sure we want to keep talking about
Perot unless we say I am confident that many Perot
supporters will be with us.
Also, tell them not to worry about the polls.
Also, I am eager to take our case to the people. I
have been trying to move our programs through the
congress, but when the convention is over I will
really get out there and fight (that kind of
thing).

3
I believe we can. And as we compete
we can enjoy
prosperity like never before
and extend opportunity to our
friends and neighbors who frankly don't enjoy it today.
It's not going to be easy
but here's what we need to do.
First
we have to get our economy growing
faster.
Despite what you might have heard in New York
we are
still the world's largest economy
and our workers are more
productive than the Japanese
the Germans
any other
nation.
But today
too many people have worked for a company for
20 years -- only to worry that the next mail run will bring a
pink slip. Too many parents have saved to send kids to college
only to find that graduates can't find a good job.
We have to create incentives for the people who create jobs.
That means reducing the deficit by limiting the size of
government. Cutting federal spending -- and it means reigning in
unecessary federal regulation that's throwing a wet blanket on
our economic recovery.
The economy: That's priority number one. Number two is to
return some moral principles to this nation.
The more I sit in this job
the more I see how right
Barbara is. What happens in the White House
isn't anywhere
near as important as what happens in your house.
So we're advancing programs to help keep our families strong
and growing. We want to give parents the right to choose their
children's schools -- whether those schools are public, private
4
or religious. And we want to give people on welfare the
incentive to get a good job
and stick together.
Priority number three is to restore respect for law and
order.
We didn't work to create peace in this world
to see
Americans hiding behind bolted doors. It's time to end the
illegality
and put a stop to the lawlessness. ///
These are the kinds of issues we're going to be talking
about between now and election day. We've got specific ideas in
each area
that will allow us to achieve America's potential.
I know a lot of people are disillusioned by politics. But
tell your neighbors to listen to what we have to say
the
ideas we present to meet the challenges we face.
Let me say a word about Ross Perot's announcement last week

who care about our country's future. // A vote was taken this

Now, some may say: "why haven't you done something

But it's also true that our ideas aren't popular everywhere
in Washington. They threaten some entrenched interests. They
require a change in mindset that some aren't willing to make.
So they balk at these changes
and America is hurting
because of it.
Change for the sake of change isn't in anyone's interest.
The changes I seek are for the betterment of your pocketbook,
your neighborhood and your nation. //
To give you just one example
I've put a short-term plan
to spur the economy before Congress. If they'd pass it
we
could add a half million new jobs by the end of the year. But

now that so many other nations are playing our game?
I believe we can. And as we compete
we can enjoy prosperity
like never before
and extend opportunity to our friends and
neighbors who frankly don't enjoy it today.
It's not going to be easy
but here's what we need to do.
7106
First
we have to get our economy growing
faster.
Despite what you might have heard in New Yo.
K
we are still
the world's largest economy
and our workers are more
productive than the Japanese
the Germans
any other
nation.
Boohin:
slowing spending growth.
"

taxes."
regulation that's throws
stiffing the economy.
a wet Blanhet on economic

4
But today
too many people have worked for a company for 20
years -- only to worry that the next mail run will bring a pink
slip. Too many parents have saved to send kids to college
only to find that graduates can't find a good job.
We have to create incentives for the people who create jobs.
That means reducing the deficit
by limiting the size of
government.
That's priority number one. Number two is to return some moral
principles to this nation.
The more I sit in this job
the more I see that Barbara is so
right. What happens in the White House
...
isn't anywhere near
as important as what happens in your house.
So we're advancing programs to help keep our families strong and
Boohin
growing. We want to give parents the right to choose their kids
schools
and
Pasent(s) moms and dads welfare
the incentive to get a
good job
and stick together.
Priority number three is to restore some respect for law and
order.
We didn't work to create peace in this world
to see Americans
hiding behind bolted doors. It's time to end the illegality
and put a stop to the lawlessness. ///
5
These are the kinds of issues we're going to be talking about
between now and election day. We've got specific ideas in each
area
that I believe will allow us to achieve America's
potential.
I know a lot of people are disillusioned by politics. But tell
your neighbors to listen to what we have to say
the ideas we
present to meet the challenges we face.
Some may say: "why haven't you done something already." The
truth is
we have made important advances
in education,
the environment, child care.
But it's also true that our ideas aren't popular everywhere in
Washington. They threaten some entrenched interests. They
require a change in mindset that some aren't willing to make.
So they balk at these changes
and America is hurting because
of it.
To give you just one example
I've put a short-term plan to
spur the economy before Congress. If they'd pass it
we could
add a half million new jobs by the end of the year. But it's not
the old government spending programs
so they set it aside.
6
Ask your friends if they are tired of that kind of inaction. If
they want to get rid of the deadlock in Washington
they can
start by getting rid of some deadwood in Congress.
Give me a Republican Congress
and we'll really get things
done. ///
Let me close with a message from the heart.
Whether you've been with me for every campaign I've ever run
or if you're casting your first vote this year
I want to say
thanks for the help.
Because of your incredible work in the primaries
2 million
more Republicans turned out than 1988
while Democratic
turnout was 2 million fewer.
This is my last time around the campaign track. But I'm glad
that you are beside me in the driver's seat.
It's not going to be easy. The American people want action.
With your help
we can give the American people the kind of
answers, the kind of action, they are looking for.
Think about it. If we can tear down the Berlin Wall
we can
build a strong economy. If we can lift the iron curtain
we
7
can bring the curtain down on immorality and indifference. If we
can help people walk free through the streets of Europe
...
there's no reason we can't take back our streets here in America.
That's all I'll say for now. Now I'd like to hear what's on your
mind.
I
# # #
PRESIDENTIAL Q & A: ECONOMY AND JOBS:
TOO MANY AMERICANS ARE STILL FEELING THE. AFTER-
12 JUL 20 P6 : 43
OUR MERCHANDISE EXPORTS HAVE GROWN 90 PERCENT OVER THE
LAST FIVE YEARS -- SUPPORTING MORE THAN Z MILLION JOBS.
WHEN IT COMES TO UNDERSTANDING HOW THIS NEW GLOBAL
ECONOMY WORKS, SOME PEOPLE JUST DON'T GET IT. MY
OPPONENT WANTS NEW TAXES ON FOREIGN INVESTMENT --
INVESTMENT THAT SUPPORTS JOBS HERE AT HOME. LET HIM
SELL THAT SNAKE OIL AT THE TOYOTA PLANT DOWN IN
GEORGETOWN, KENTUCKY -- OR IN SPARTANBURG, SOUTH
CAROLINA, WHERE BMW WILL CREATE NEW AMERICAN JOBS AT A
NEW ASSEMBLY PLANT.
I WANT TO EXPAND TRADE AND INVESTMENT. THAT'S OUR
RECIPE FOR ECONOMIC GROWTH: KEEP TAXES LOW, CONTROL
SPENDING, WORK FOR FREE AND OPEN TRADE TO CREATE JOBS
HERE AT HOME.
# # #
0 & A: DRUGS AND CRIME, FOLLOWING NAFTA COMMENT:
[[ RESPONSE TO NAFTA: NAFTA MEANS NEW MARKETS
FOR AMERICAN GOODS, NEW JOBS FOR AMERICAN WORKERS, NEW
HOPE FOR AMERICAN FAMILIES. I WON'T LET ELECTION YEAR
POLITICS HOLD UP AN AGREEMENT THAT MEANS GROWTH FOR THE
AMERICAN ECONOMY. I]
TURNING TO YOUR QUESTION ON CRIME AND DRUGS. I
MENTIONED A MOMENT AGO -- IT'S A PRIORITY: WE MUST
MAKE AMERICA SAFE.
0
NOTHING IS MORE FUNDAMENTAL THAN OUR RIGHT TO
WALK OUR STREETS FREE FROM FEAR.
# # # #
Q & A: HEALTH CARE
I HAVE A PLAN FOR SWEEPING CHANGES IN HEALTH CARE.
IT'S PRACTICAL AND IT CAN BE PASSED NOW. IF CONGRESS
WOULD ACT, THE AMERICAN PEOPLE WOULD ENJOY TANGIBLE
RESULTS BEGINNING THIS YEAR.
BUT THE DEMOCRATS DON'T WANT TO HELP THE AVERAGE
AMERICAN. THEY'D RATHER KEEP FEATHERING THE NESTS OF
THE SPECIAL INTEREST GROUPS WHO BENEFIT FROM TAX-AND-
I
SPEND POLITICS. THE DEMOCRATS KEEP TRYING TO BREATHE
LIFE BACK INTO THE OLD TED KENNEDY THEME OF SOCIALIZED
MEDICINE -- OF A NATIONALIZED GOVERNMENT MONOPOLY FOR
HEALTH CARE. THE DEMOCRAT PLANS ARE COSTLY AND
COERCIVE.
0
- 2 -
0
LIBERAL DEMOCRATS IN CONGRESS MAY DENY US REFORMS
THIS YEAR -- BUT THINGS WILL BE DIFFERENT AFTER THE
PEOPLE SPEAK. MARK MY WORDS: 1992 WILL BE A TERRIBLE
YEAR FOR THE LEFT WING.
0
WE'RE GOING TO HAVE A HOUSE CLEANING -- THAT'S
- 2 -
0
ONE MONTH AGO, I-WELCOMED MANY PARENTS WHO SHARE
0
I. SAID I'D BE THE "EDUCATION PRESIDENT" -- AND I
STAND BY IT. I'M CONVINCED: SCHOOL CHOICE WILL BE THE
CATALYST FOR CHANGE -- THE FUNDAMENTAL REFORM THAT WILL
HELP OUR KIDS REACH THEIR DREAMS, AND HELP THIS NATION
REACH ITS DESTINY.
# # #
Q AND A: WELFARE REFORM
YEARS OF LIBERAL PROGRAMS HAVEN'T HELPED PEOPLE
OUT OF POVERTY. INSTEAD, IT'S TRAPPED THEM THERE. THE
WELFARE SYSTEM HAS FAILED.
OUR WELFARE REFORMS MUST BALANCE A GENEROUS
HEART WITH ACCOUNTABILITY TO TAXPAYERS WHO UNDERWRITE
GOVERNMENT ASSISTANCE.
(1) GOVERNMENT ASSISTANCE MUST HELP RECIPIENTS
SEEK WORK OR GET THE EDUCATION AND TRAINING
TO HELP THEM GET A JOB.
(2) WE MUST ENCOURAGE AND HELP RECIPIENTS GET
THEIR LIVES IN ORDER BY ESTABLISHING
LIFESTYLES THAT WILL ENABLE THEM TO FULFILL
THEIR POTENTIAL -- NOT DESTROY IT.
(3) WE MUST ENCOURAGE FAMILY FORMATION AND FAMILY
STABILITY. TOO OFTEN, WELFARE PROGRAMS HAVE
ENCOURAGED EXACTLY THE OPPOSITE.
(4) WE MUST INCORPORATE INCENTIVES FOR RECIPIENTS
TO STAY IN SCHOOL.
- 2 - -
NOVEMBER 3, IT WILL ALL COME DOWN TO THIS: WHICH
PARTY DO YOU TRUST TO KEEP AMERICA STRONG? WHICH
PRESIDENT DO YOU TRUST TO PROTECT AMERICAN INTERESTS
AND AMERICAN IDEALS?
THE ANSWER WILL BE A VOTE OF CONFIDENCE IN THE
POLICIES OF THIS PARTY.

Thank you Bob (Teeter)
and good evening everyone.
I want to thank you for tearing away from your usual Monday night
routine
to get together and talk a little bit about the
future of our great country.
I know for most of you Monday night is just like every other
night. You're in a campaign headquarters
making phone calls
and talking politics.
And those of you in opposition research
I know you're usually
home right now watching Murphy Brown.
As you know
the Democrats gathered in Madison Square Garden
last week. They met in the home arena of the New York Rangers
who haven't won a hockey championship in over four decades.
But I told Rich Bond he couldn't make any C: acks about how it's
going to be even longer before their nominee sits in the White
House.
I took the opportunity last week to get far away from a TV screen
and do a little fishing.
2
But I did get a report about what went on in New York city.
I think we should all take great pride
that the ideas we've
been espousing for generations
are now at least being paid
lip service by the other party.
Do they mean what they say? Well
don't ask me
I'm a
little biased.
Ask an old Democrat
another George
by the name of
McGovern.
He called this year's Democratic Party
"a Trojan Horse. "
He said
and I quote
"they're much more liberal underneath
and they 11 prove it when they're elected. "
Now I know I've never said this on television. But George
McGovern is an incredibly insightful man!
111
Now
of course
this election isn't gc ing to be decided by
what we say about the other side.
What matters
is what we have to offer the American people.

My view of America is a little different than what you may have

But I told Rich Bond he couldn't make any C acks about how it's
going to be even longer before their nominee sits in the White

I took the opportunity last week to get far away from a TV screen
and do a little fishing.

But I did get a report about what went on in New York City.
I think we should all take great pride

that the ideas we've

,
PRESIDENTIAL Q & A: ECONOMY AND JOBS:
JOBS.
Wilson
CA
- 2 -
AND WE SHOULD RECOGNIZE THIS: IF WE'RE TO SUCCEED
ECONOMICALLY HERE AT HOME, WE'VE GOT TO LEAD
ECONOMICALLY ABROAD. WE'RE THE LARGEST EXPORTER IN THE
WORLD -- PROOF THAT WE CAN COMPETE AND WIN IN THE NEW
GLOBAL ECONOMY. TRADE MEANS JOBS FOR AMERICAN WORKERS.
OUR MERCHANDISE EXPORTS HAVE GROWN 90 PERCENT OVER THE
LAST FIVE YEARS -- SUPPORTING MORE THAN Z MILLION JOBS.
work like didcens
the sime oberwetter Texas
- 2 -
WE'RE ALSO FIGHTING TO TAKE BACK THE STREETS. WE
NEED CRIME LEGISLATION THAT'S FAIR, FAST AND FINAL.
FAIR: THAT MEANS AN EXCLUSIONARY RULE THAT PUNISHES
CRIMINALS - -- NOT HONEST COPS DOING THEIR JOB. FAST:
NO ONE WHO PREYS ON THE INNOCENT SHOULD ESCAPE THROUGH
A LOOPHOLE IN THE LAW. AND FINAL: FOR ANYONE WHO
KILLS A COP NO PENALTY IS TOO TOUGH. I WANT CONGRESS
TO EXPAND THE DEATH PENALTY. NOT SOME TIME -- NOT SOME
PLACE -- BUT ACROSS AMERICA -- NOW.
NOTHING IS MORE FUNDAMENTAL THAN OUR RIGHT TO
WALK OUR STREETS FREE FROM FEAR.
# # # #
0 & A: HEALTH CARE
I HAVE A PLAN FOR SWEEPING CHANGES IN HEALTH CARE.
IT'S PRACTICAL AND IT CAN BE PASSED NOW. IF CONGRESS
WOULD ACT, THE AMERICAN PEOPLE WOULD ENJOY TANGIBLE
RESULTS BEGINNING THIS YEAR.
0
BUT THE DEMOCRATS DON'T WANT TO HELP THE AVERAGE
AMERICAN. THEY'D RATHER KEEP FEATHERING THE NESTS OF
THE SPECIAL INTEREST GROUPS WHO BENEFIT FROM TAX-AND-
SPEND POLITICS. THE DEMOCRATS KEEP TRYING TO BREATHE
LIFE BACK INTO THE OLD TED KENNEDY THEME OF SOCIALIZED
MEDICINE - OF A NATIONALIZED GOVERNMENT MONOPOLY FOR
HEALTH CARE.
- 2 -
CAPITAL H. FOR THE FIRST TIME IN 38 YEARS, THE LIBERAL
DEMOCRATS WILL BE OUT, MAINSTREAM REPUBLICANS WILL BE
IN. AND WE'LL GIVE AMERICANS THE KIND OF CHANGE
THEY'RE CALLING FOR.
# # #
Q & A: EDUCATION
IF THERE IS ANYTHING THAT SUMS UP OUR HOPES AND
DREAMS IN A SINGLE WORD -- IT IS EDUCATION.
WE'RE HEARING A LOT THIS POLITICAL YEAR ABOUT
"CHANGE AGENTS" AND THE STATUS QUO.
HERE'S THE REALITY: THE DEMOCRATIC NOMINEE STANDS
ARM IN ARM WITH THE NEA, WITH THE EDUCATION
ESTABLISHMENT -- AND AGAINST PRIVATE AND RELIGIOUS
SCHOOL CHOICE.
I STAND WITH SCHOOL CHOICE PIONEERS LIKE POLLY
WILLIAMS FROM INNER-CITY MILWAUKEE. WITH PARENTS ALL
OVER AMERICA -- WHO ARE SICK AND TIRED OF SCHOOLS THAT
DON'T SERVE THEIR KIDS.
SO I'M GOING TO ASK THE AMERICAN PEOPLE: JUDGE
FOR YOURSELVES. WHO'S FOR CHANGE -- AND WHO'S SIDING
WITH THE STATUS QUO?
jindgay
chicago
- 2 -
ONE MONTH AGO, I WELCOMED MANY PARENTS WHO SHARE
MY CONCERN ABOUT OUR SCHOOLS TO THE WHITE HOUSE -- TO
KICK OFF WHAT I CALL OUR G.I. BILL FOR CHILDREN. JUST
AS THE ORIGINAL G.I. BILL LET COLLEGE STUDENTS CHOOSE
SMU OR NOTRE DAME OR YESHIVA UNIVERSITY -- THIS BILL
# # #
Q AND A: WELFARE REFORM
YEARS OF LIBERAL PROGRAMS HAVEN'T HELPED PEOPLE
OUT OF POVERTY. INSTEAD, IT'S TRAPPED THEM THERE. THE
WELFARE SYSTEM HAS FAILED.
OUR WELFARE REFORMS MUST BALANCE A GENEROUS
HEART WITH ACCOUNTABILITY TO TAXPAYERS WHO UNDERWRITE
GOVERNMENT ASSISTANCE.
(1) GOVERNMENT ASSISTANCE MUST HELP RECIPIENTS
SEEK WORK OR GET THE EDUCATION AND TRAINING
TO HELP THEM GET A JOB.
(2) WE MUST ENCOURAGE AND HELP RECIPIENTS GET
THEIR LIVES IN ORDER BY ESTABLISHING
LIFESTYLES THAT WILL ENABLE THEM TO FULFILL
THEIR POTENTIAL -- NOT DESTROY IT.
(3) WE MUST ENCOURAGE FAMILY FORMATION AND FAMILY
STABILITY. TOO OFTEN, WELFARE PROGRAMS HAVE
ENCOURAGED EXACTLY THE OPPOSITE.
(4) WE MUST INCORPORATE INCENTIVES FOR RECIPIENTS
TO STAY IN SCHOOL.
- 2 -

BUT I TOLD RICH BOND HE COULDN'T MAKE ANY CRACKS
ABOUT HOW IT'S GOING TO BE EVEN LONGER BEFORE THEIR
NOMINEE SITS IN THE WHITE HOUSE.
I TOOK THE OPPORTUNITY LAST WEEK TO GET FAR AWAY
FROM A TV SCREEN
...
AND DO A LITTLE FISHING.
BUT I DID GET A REPORT ABOUT WHAT WENT ON IN NEW
YORK CITY.
I THINK WE SHOULD ALL TAKE GREAT PRIDE
...
THAT THE
IDEAS WE'VE BEEN ESPOUSING FOR GENERATIONS
...
ARE NOW
AT LEAST BEING PAID LIP SERVICE BY THE OTHER PARTY.
DO THEY MEAN WHAT THEY SAY? WELL ... DON'T ASK ME
...
I'M A LITTLE BIASED.
ASK AN OLD DEMOCRAT
...
ANOTHER GEORGE
...
BY THE
NAME OF MCGOVERN.
- 3 -
HE CALLED THIS YEAR'S DEMOCRATIC TICKET ... "A
TROJAN HORSE."
HE SAID ... AND I QUOTE ... "THEY'RE MUCH MORE
LIBERAL UNDERNEATH ... AND THEY'LL PROVE IT WHEN
THEY'RE ELECTED."
NOW I DIDN'T THINK YOU'D EVER HEAR ME SAY THIS --
BUT GEORGE MCGOVERN IS AN INCREDIBLY INSIGHTFUL MAN!
///
NOW ... OF COURSE ... THIS ELECTION ISN'T GOING TO
BE DECIDED BY WHAT WE SAY ABOUT THE OTHER SIDE.
WHAT MATTERS
...
IS WHAT WE HAVE TO OFFER THE
AMERICAN PEOPLE.
MY VIEW OF AMERICA IS A LITTLE DIFFERENT THAN WHAT
YOU MAY HAVE HEARD LAST WEEK.
- 4 -
I SEE A NATION FACING DIFFICULT CHALLENGES ... BUT
ALSO AWESOME OPPORTUNITIES. I DON'T SEE A NATION DOWN
IN THE DUMPS -- I SEE A DETERMINATION TO MAKE THINGS
BETTER.
FOR FOUR DECADES
...
WE SACRIFICED SO THAT AMERICA
AND THE WORLD COULD BE FREE. BECAUSE OF OUR SACRIFICE
OUR LEADERSHIP
... DARK CORNERS OF THE GLOBE NOW
...
BASK IN THE SUNSHINE OF FREEDOM. WE'RE SAFER TODAY
THAN WE WERE A DECADE AGO, A YEAR AGO -- EVEN ONE MONTH
AGO, WHEN I SAT DOWN IN THE ROSE GARDEN WITH BORIS
YELTSIN.
THE QUESTION WE'RE FACING IS REALLY SIMPLE. CAN WE
IN THE U.S. COMPETE
...
NOW THAT so MANY OTHER NATIONS
ARE PLAYING OUR GAME?
I BELIEVE WE CAN. AND AS WE COMPETE ... WE CAN
ENJOY PROSPERITY LIKE NEVER BEFORE
...
AND EXTEND
OPPORTUNITY TO OUR FRIENDS AND NEIGHBORS WHO FRANKLY
DON'T ENJOY IT TODAY.
- 5 -
IT'S NOT GOING TO BE EASY
...
BUT HERE'S WHAT WE
NEED TO DO.
FIRST
...
I BELIEVE WE HAVE TO GET OUR
ECONOMY GROWING ... FASTER.
DESPITE WHAT YOU MIGHT HAVE HEARD IN NEW YORK
...
WE ARE STILL THE WORLD'S LARGEST ECONOMY ... AND OUR
WORKERS ARE MORE PRODUCTIVE THAN THE JAPANESE ...
THE
GERMANS
III
THESE ARE THE KINDS OF ISSUES WE'RE GOING TO BE
TALKING ABOUT BETWEEN NOW AND ELECTION DAY. WE'VE GOT
SPECIFIC IDEAS IN EACH AREA
...
THAT WILL ALLOW US TO
ACHIEVE AMERICA'S POTENTIAL.
I KNOW A LOT OF PEOPLE ARE DISILLUSIONED BY
POLITICS. BUT TELL YOUR NEIGHBORS TO LISTEN TO WHAT WE
HAVE TO SAY
...
THE IDEAS WE PRESENT TO MEET THE
CHALLENGES WE FACE.
LET ME SAY A WORD ABOUT ROSS PEROT'S ANNOUNCEMENT
LAST WEEK -- AND I KNOW MANY OF ROSS'S SUPPORTERS ARE
WATCHING TONIGHT. 11 A VOTE WAS TAKEN THIS SPRING AND
SUMMER. NO BALLOTS WERE CAST. NO POLLS OPENED -- BUT
A REFERENDUM TOOK PLACE NONETHELESS.
- 8 -
NOBODY WON THIS ELECTION -- BUT POLITICS LOST.
POLITICS LOST BECAUSE IT HAS BECOME INCREASINGLY
IRRELEVANT TO TOO MANY AMERICANS. BECAUSE THE LANGUAGE
OF POLITICS LACKS ANY CONNECTION TO THE CARES AND
CONCERNS PEOPLE TALK ABOUT AROUND THEIR KITCHEN TABLES.
BECAUSE POLITICS HAS BECOME A WORD THAT MEANS THE
OPPOSITE OF PROGRESS.
MY MESSAGE TO PEOPLE DISILLUSIONED WITH "POLITICS
AS USUAL" -- TO PEOPLE FED UP AND FRUSTRATED -- IS
SIMPLY THIS: DON'T WALK AWAY FROM THE SYSTEM. ADD
YOUR VOICE TO OURS. TOGETHER WE CAN BUILD A POWERFUL
FORCE FOR CHANGE -- A FORCE THAT CAN TAKE AMERICA
FORWARD.
NOW, SOME MAY SAY: "WHY HAVEN'T YOU DONE SOMETHING
ALREADY." THE TRUTH IS
WE HAVE MADE IMPORTANT
ADVANCES
IN EDUCATION, THE ENVIRONMENT, CHILD CARE.
- 9 -
BUT IT'S ALSO TRUE THAT OUR IDEAS AREN'T POPULAR
EVERYWHERE IN WASHINGTON. THEY THREATEN SOME
ENTRENCHED INTERESTS. THEY REQUIRE A CHANGE IN MINDSET
THAT SOME AREN'T WILLING TO MAKE.
so THEY BALK AT THESE CHANGES ... AND AMERICA IS
HURTING BECAUSE OF IT.
CHANGE FOR THE SAKE OF CHANGE ISN'T IN ANYONE'S
INTEREST. THE CHANGES I SEEK ARE FOR THE BETTERMENT OF
YOUR POCKETBOOK, YOUR NEIGHBORHOOD AND YOUR NATION. 11
TO GIVE YOU JUST ONE EXAMPLE
...
I'VE PUT A SHORT-
TERM PLAN TO SPUR THE ECONOMY BEFORE CONGRESS. IF
THEY'D PASS IT
...
WE COULD ADD A HALF-MILLION NEW JOBS
BY THE END OF THE YEAR. BUT IT'S NOT THE OLD
GOVERNMENT SPENDING PROGRAMS ... SO THEY SET IT ASIDE.
- 10 -
ASK YOUR FRIENDS IF THEY ARE TIRED OF THAT KIND OF
INACTION. IF THEY WANT TO GET RID OF THE DEADLOCK IN
WASHINGTON THEY CAN START BY GETTING RID OF SOME
DEADWOOD IN CONGRESS.
III
LET ME CLOSE WITH A MESSAGE FROM THE HEART.
WHETHER YOU'VE BEEN WITH ME FOR EVERY CAMPAIGN I'VE
EVER RUN
... OR IF YOU'RE CASTING YOUR FIRST VOTE THIS
YEAR
... I WANT TO SAY THANKS FOR THE HELP.
- 11 -
BECAUSE OF YOUR INCREDIBLE WORK IN THE PRIMARIES
...
ALMOST 2 MILLION MORE REPUBLICANS TURNED OUT THAN
2,
1988 WHILE DEMOCRATIC TURNOUT WAS NEARLY E MILLION
WITH YOUR HELP ... WE CAN GIVE THE
AMERICAN PEOPLE THE KIND OF ANSWERS ... THE KIND OF
ACTION THE KIND OF CHANGE THEY ARE LOOKING FOR.
- 12 -
THINK ABOUT IT.
*

- 13 -
CLOSING REMARKS - -- AFTER Q & A:
THANK YOU FOR TUNING IN TONIGHT -- AND THANKS ONCE
AGAIN FOR ALL THE HOURS AND ALL THE EFFORT.
TONIGHT WE'VE TALKED ABOUT THE PROGRAMS AND
POLICIES THAT CAN CHANGE AMERICA FOR THE BETTER. LET
ME CLOSE BY LOOKING DOWN THE ROAD -- TO ELECTION DAY.
ON NOVEMBER 3RD, THE AMERICAN PEOPLE WILL MAKE A
CHOICE: THEY'LL DECIDE WHO HAS WHAT IT TAKES - -- WHO
HAS THE EXPERIENCE / THE INTEGRITY / THE CHARACTER TO
LEAD THIS NATION INTO A NEW ERA - -- A NEW CENTURY. I
BELIEVE I AM THE RIGHT MAN FOR THE MISSION.
GOOD NIGHT -- -- AND MAY GOD BLESS THE UNITED STATES
OF AMERICA.
