and Polish, Chinese and Armenian -- and so many others. You're

flame of freedom all over our world.

to establish a long-lasting peace. The perseverance of all those
who struggled against Communism made possible the momentous arms
reduction agreement I signed last month with President Yeltsin.
Those sweeping cuts in nuclear weapons will make us more secure
than at any time since the dawn of the nuclear age.
Little more than two years ago, I welcomed to the White
House Poland's first non-communist prime minister since Stalin's
conquest of Eastern Europe. This brave man, Tadeusz Mazowiecki,
spoke some of the clearest and wisest words I have heard about

I believe kids need Moms and Dads -- not Big Brother

Being here reminds me that next month marks the first
anniversary of the attempted coup in Moscow, of those fateful

days in August, when freedom's future was on the line -- when
world peace hung in the balance. I'm sure each one of us has
indelible memories of those days. I certainly do. I'm proud we
had the courage to stand by Russia's democrats in their hour of
need.
Earlier this year, I had the privilege to hear Slava
Rostropovich recount his memories at the National Prayer
Breakfast in Washington. Slava had flown to Moscow at first news
of the coup, and he stood for three days and nights with
President Yeltsin and the defenders of freedom and democracy,
protecting the Russian White House.
He told us that deep in the night, the only sound was from

where an all-powerful state crushed the natural rights of

Well, looking out over this magnificent audience, I know
your faith is alive. And family is the most important thing we
have here on this earth. We take to heart the words of "America
the Beautiful" -- "confirm thy soul in self-control. We know
that the America we love -- the America that's such a powerful
beacon to the world -- will not stay strong if the culture and
the government teach our kids that "anything goes."
Think about it: If we can tear down the Berlin Wall, we can
build a strong economy. If we can lift the Iron Curtain, we can
bring the curtain down on immorality and indifference. If we can
help people walk free through the streets of Europe, there's no
reason we can't take back our streets here in America.
Being here reminds me that next month marks the first
anniversary of the attempted coup in Moscow, of those fateful

days in August, when freedom's future was on the line -- when
world peace hung in the balance. I'm sure each one of us has
indelible memories of those days. I certainly do. I'm proud we
had the courage to stand by Russia's democrats in their hour of
need.
Earlier this year, I had the privilege to hear Slava
Rostropovich recount his memories at the National Prayer
Breakfast in Washington. Slava had flown to Moscow at first news
of the coup, and he stood for three days and nights with
President Yeltsin and the defenders of freedom and democracy,
protecting the Russian White House.
He told us that deep in the night, the only sound was from
the movement of tank treads. He said: "the aura of faith was
almost palpable. That moment, and the salvation of all of us --
and of the future of the country -- came only from God.'
My fellow Americans, we have the good fortune not to live in
the shadow of machine guns and tanks. Barbara and I count it a
great blessing that when your kids and our grandchildren go to
bed each night, they don't have to fear the kind of nuclear
threat that we faced until just a few months ago.
Still we face tests. We have hard work ahead. We must keep
our national security second to none. We must prove the
pessimists wrong about America's ability to compete \ to create
jobs \ to expand opportunity. And we must protect and renew our
most precious resource -- America's families.
To meet these challenges, to lead the nation, to fight on

Saints parish, thank you for welcoming me and so many thousands
of your New Jersey neighbors. The wonderful people in this
audience represent the rich diversity of New Jersey. Your
heritage is Cuban and Vietnamese, Jewish and Christian, African
and Polish, Chinese and Armenian -- and so many others. You're
Americans all. Your spirit enriches our country and fuels the
flame of freedom all over our world.
These gleaming church domes remind me of the skyline of a
great city. Since my last trip to Moscow, the Russian people
have toppled the idols of Soviet Communism. They've begun
renewing the Russian nation. Just consider the signs of the
times: In Red Square this Easter, the gigantic picture of Lenin
was gone: In its place was a massive icon of the risen Lord. It
was a powerful symbol of the new birth of freedom for believers
around the world.
Today Germany is free and united. Ukraine is free. Poland
is free. The roll call of freedom includes Hungary \ Armenia
the Czech and Slovak Republic \ Bulgaria \ Belarus \ Lithuania
Estonia \ Latvia \ and more. 11 At long last, the captive
nations of the old Soviet Empire are free. 11
But our work is not finished. In Asia, in Latin America, in

other regions, some nations still suffer oppression. Some
peoples are still struggling to be free. That is why, with your
support, I want to serve four more years as your President.
I want to use my energy and experience to solidify the
historic changes that have given birth to new democracies abroad
and made us more secure at home.
These events benefit every American. The Free World's
triumph in the Cold War -- brought about by the steadfast efforts
of America and her allies --- gives us a chance to establish al:
lasting peace. The momentous arms reduction agreement I signed
last month with President Yeltsin -- with its sweeping cuts in
nuclear weapons -- will make us more secure than at any time
since the dawn of the nuclear age.
Little more than two years ago, I welcomed to the White
House Poland's first non-communist prime minister since Stalin's
conquest of Eastern Europe. This brave man, Tadeusz Mazowiecki,
spoke some of the clearest and wisest words I have heard about
the times we live in. He said: "History is accelerating.
With those words, he foretold the fall of the Soviet Empire.
This wave of history, this surge of hope, is not confined to
Europe. The Afghan people have won back their homeland. In
Angola and in other African countries, people are digging out
from under the rubble of tyranny.
And mark my words: During my second term as President, the
probability is high -- it's very high -- that greater freedom
will come to more than a billion people in Vietnam, in North

Korea, and in China. 11
Closer to home, we'll also have more victories for freedom.
The Castro dictatorship in Cuba is on its last legs. Here's what
I envision: Within the next four years, I will be the first
President of the United States to set foot on the soil of a free
and democratic Cuba. 11

for world freedom. And I'm every bit as determined to protect

These are reactions to the draft version staffed on 7/17/92:
1) The reference to Cuba is a good one. This is an important
issue in the state.
2) The second reference to Russia on pages four to five is not
necessary. The large majority of the audience will be from
countries representing eastern Europe and will not welcome more
talk of Russia.
Rather, I suggest saying that being at a Russian Orthodox church
reminds me that religious freedom now exits, not only in Russia,
but in a united Germany, Poland and throughout Eastern Europe.
3) We need a larger reference to the state of New Jersey. As
you know, New Jersey is a largely ethnic state. The speech seems
to be struck on the fact that the President is at a Russian
Church, when in fact he is in the heart of ethnic New Jersey.
For example, the Speaker of the NJ Assembly is Armenian (Chuck
Haytaian) and the Senate President is Italian (Don DiFrancesco).
I suggest the President say that he's come to Garfield because it
represents New Jersey diversity and values. The President should
make reference to the fact that most of these hard-working and
middle-class families share his view of family values.
4) The reference to China on pages two and three may be
unnecessary. For your information, very few members of the
audience will be Chinese.

The American family is under siege. The New Age Liberals
and the big-government bureaucracies have an aggressive agenda -
- an agenda at odds with the values you and I share:
They want to tighten the government monopoly on our kids'
education. I'm fighting on your side -- for parents' rights to
choose their children's schools -- public, private or religious.
Two years ago, they tried to create a new bureaucracy --
this one for child care. I won my fight to let parents choose
their children's care -- including church-based child care.
They say there's no role in the Democratic Party for people
of conscience who want to curb abortion on demand. I say we
should make this nation a better place. No child, born or
unborn, should go unwanted, uncared for, or unloved.
They want public schools to hand out birth control pills and
devices to teenage kids. They believe this is no business of
parents -- that it's strictly a matter between our children and
the government. They even encourage kids to hire lawyers and

I believe kids need Moms and Dads -- not Big Brother
bureaucracy. The bond between parent and child is sacred; it's
fundamental. I'm ready to fight the next four years to protect

era. More than a century ago, Dostoyevsky imagined a nightmare
world -- a place where an all-powerful state crushed the natural
rights of individuals and families. "If God is dead," he wrote,
"then everything is permitted."
Well, looking out over this magnificent audience, I know
your faith is alive. And family is the most important thing we
have here on this earth. We take to heart the words of "America
the Beautiful" -- "confirm thy soul in self-control." We know
that the America we love -- the America that's such a powerful
beacon to the world -- will not stay strong if the culture and
the government teach our kids that "anything goes."
Think about it: If we can tear down the Berlin Wall, we can
build a strong economy. If we can lift the Iron Curtain, we can
bring the curtain down on immorality and indifference. If we can
help people walk free through the streets of Europe, there's no
reason we can't take back our streets here in America.
Being here reminds me that next month marks the first
anniversary of those fateful days of August, when Russia's future
was on the line -- when world peace hung in the balance.
I'm sure each one of us has indelible memories of those

days. Recently I had the privilege to hear Slava Rostropovich
recount his memories at the National Prayer Breakfast in
Washington. Slava had flown to Moscow at first news of the coup,
and he stood for three days and nights with the defenders of
freedom and democracy, protecting the Russian White House.
He told us that deep in the night, the only sound was from
the movement of tank treads. He said: "the aura of faith was
almost palpable. That moment, and the salvation of all of us
and of the future of the country -- came only from God."
My fellow Americans, we have the good fortune not to live in
the shadow of machine guns and tanks. And Barbara and I count it
a great blessing that when your kids and our grandchildren go to
bed each night, they don't have to fear the kind of nuclear
threat that we faced just a few years ago.
Still we face tests. We have hard work ahead. We must keep
our national security second to none. We must prove the
pessimists wrong about America's ability to compete \ to create
jobs \ to expand opportunity. And we must protect and renew our
most precious resource -- America's families.
To meet these challenges, to lead the nation, to fight on
your side for the values we share: That's why I'm asking your
help to win another term as President. 11

[Acknowledgments] Father Golubov and members of Three
Saints parish, thank you for welcoming me and so many thousands
of your New Jersey neighbors. The wonderful people in this
audience represent the rich diversity of New Jersey. Your
heritage is Cuban and Vietnamese, Jewish and Christian, African
and Polish, Chinese and Armenian -- and so many others. You're
Americans all. 11 Your spirit enriches our country and fuels the
flame of freedom all over our world.
These Whima gleaming church domes remind me of the skyline of a
great city Since my last trip to Moscow, the Russian people
have toppled the idols of Soviet Communism. They've begun
renewing the Russian nation. Just consider the signs of the
times: In Red Square this Easter, the gigantic picture of Lenin
was gone: In its place was a massive icon of the risen Lord, It
was a powerful symbol of the new birth of freedom for believers
around the wall
not just in Moscow, but also in Minsk and Berlin and Bratislava.
Today Germany is free and united. Ukraine is free. Poland
is free. The roll call of freedom includes Hungary \ Armenia
-
the Czech and Slovak Republics \ Bulgaria \ Belarus \ Lithuania \
Estonia \ Latvia \ and more. 11 At long last, the captive
nations of the old Soviet Empire are free. 11
But our work is not finished. In Asia, in Latin America, in

other regions, some nations still suffer oppression. Some
peoples are still struggling to be free. That is why, with your
support, I want to serve four more years as your President. 11
I want to use my energy and experience to solidify the
historic changes that have given birth to new democracies abroad
and made us more secure at home.

from under the rubble of tyranny.
And mark my words: During my second term as President, the
probability is high -- it's very high -- that greater freedom
will come to more than a billion people in Vietnam, in North
Korea, and in China. 11

STATEMENT BY THE PRESIDENT
I am pleased that Federal waivers required to implement
New Jersey's welfare reform have been approved. These waivers
will allow Name Jarsey to try a new approach to moving families
from dependence on welfare to independence.
New Jersey's approach, called "The Family Development
Program," will encourage responsible behavior by parents
receiving welfare. It will also offer incentives for such
perents to work.
New ideas for reforming welfare abound in the states. I
am pleased New Jersey will add to the growing effort at welfare
reform being done 111 the states, the "laboratories of
democracy." Without careful efforts to try new ideas and
evaluate how well they work, we will have no batter . welfare
system in the future than we have today. New Jersey's efforts
today will make for amarter policy tomorrow.

PRESIDENTIAL REMARKS: BUSH-QUAYLE RALLY
THREE SAINTS RUSSIAN ORTHODOX CHURCH
GARFIELD, NEW JERSEY
TUESDAY, JULY 21, 1992
2:30 p.m.
[Acknowledgments] Father Golubov and members of Three
Saints parish, thank you for welcoming me and so many thousands
of your New Jersey neighbors. You represent a rich array of
heritage: Russian and Cuban, Jewish and Christian, African and
Polish, Chinese and Ukrainian, and so many others. You're
Americans all. 11 Your spirit enriches our country and fuels the
flame of freedom all over our world.
These gleaming church domes remind me of the skyline of a
great city. Since my last trip to Moscow, the Russian people
have toppled the idols of Soviet Communism. They've begun
renewing the Russian nation. Just consider the signs of the
times: In Red Square this Easter, the gigantic picture of Lenin
was gone: In its place was a massive icon of the risen Lord.

Soon I'll see the changes with my own eyes. Later this year I'll
make my first state visit to a free and democratic Russia.

Yes, Russia once again is free to be Russia. Ukraine is
free to be Ukraine, Poland to be Poland. The roll call of
freedom now includes Hungary \ the Czech and Slovak Republics
\
Bulgaria \ Lithuania \ Estonia \ Latvia \ and still more. 11
But our work is not finished. That is why, with your
support, I want to serve four more years as your President. 11
I want to use my energy and experience to consolidate the

new democracies and make more gains for liberty and peace. As we
celebrate the new birth of freedom in so many countries around
the world, let's look just 90 miles south of our Florida coast:
The Castro dictatorship in Cuba is on its last legs. I'm firmly
convinced of that. Within the next four years, I'm expecting to
become the first President of the United States to set foot on
the soil of a free and democratic Cuba.
Little more than two years ago, I welcomed to the White
House Poland's first non-communist prime minister since Stalin's
conquest of Eastern Europe. This brave man, Tadeusz Mazowiecki,
spoke some of the clearest and wisest words I have heard about
the times we live in. He said: "History is accelerating."
With those words, he foretold the fall of Communism in
Russia, and throughout Europe. And this wave of history, this
surge of hope, is not confined to Europe. The Afghan people have
won back their homeland. In Ethiopia and other African nations,
people are digging out from under the rubble of tyranny.
And mark my words: During my second term as President, the
probability is high -- it's very high -- that true freedom will
come to more than a billion people in Vietnam and China
Let's have some plain talk about China. I know that country
and love its people. Our strategic relationship with China, for
all the faults of that regime, played a crucial part in halting
the Soviet threat. It's my policy to keep trade ties open to
China as her system evolves and the people win more freedom.
This policy is based on my experience and my commitment to the

peaceful advance of freedom for the Chinese people. 11 And it
will be one of the highest aims of my second term to bring this
goal to fruition. 11
I'm determined to keep America the leader in the struggle
for world freedom. And I'm every bit as determined to protect
the sources of our strength at home. During the next four years,
I'll keep helping American workers and entrepreneurs carry us to
new heights of achievement. And I will fight for the rights of
American parents and families.
The American family is under siege. The New Age Liberals
and the big-government bureaucracies have an aggressive agenda -
- an agenda at odds with the values you and I share:
They want to tighten the government monopoly on our kids'
education. I'm fighting on your side -- for parents' rights to
choose their children's schools -- public, private or religious.
Two years ago, they tried to create a new bureaucracy --
this one for child care. I won my fight to let parents choose
their children's care -- including church-based child care.
They say there's no role in the Democratic Party for people
of conscience who want to curb abortion on demand. I say we
should make this nation a better place. No child, born or
unborn, should go unwanted, uncared for, or unloved.
They want public schools to hand out birth control pills and
devices to teenage kids. They believe this is no business of
parents -- that it's strictly a matter between our children and
the government. They even encourage kids to hire lawyers and

haul their parents into court.
I believe kids need Moms and Dads -- not Big Brother
bureaucracy. The bond between parent and child is sacred; it's
fundamental. I'm ready to fight the next four years to protect
the traditional rights of parents and families.
Families are central to civilization in any country, in any
era. More than a century ago, Dostoyevsky imagined a nightmare
world -- a place where an all-powerful state crushed the natural
rights of individuals and families. "If God is dead," he wrote,
"then everything is permitted."
Well, looking out over this magnificent audience, I know
your faith is alive. And family is the most important thing we
have here on this earth. We take to heart the words of "America
the Beautiful" -- "confirm thy soul in self-control." We know
that the America we love -- the America that's such a powerful
beacon to the world -- will not stay strong if the culture and
the government teach our kids that "anything goes."
Think about it: If we can tear down the Berlin Wall, we can
build a strong economy. If we can lift the Iron Curtain, we can
bring the curtain down on immorality and indifference. If we can
help people walk free through the streets of Europe, there's no
reason we can't take back our streets here in America.
Being here reminds me that next month marks the first
anniversary of those fateful days of August, when Russia's future
was on the line -- when world peace hung in the balance.
I'm sure each one of us has indelible memories of those

days. Recently I had the privilege to hear Slava Rostropovich
recount his memories at the National Prayer Breakfast in
Washington. Slava had flown to Moscow at first news of the coup,
and he stood for three days and nights with the defenders of
freedom and democracy, protecting the Russian White House.
He told us that deep in the night, the only sound was from
the movement of tank treads. He said: "the aura of faith was
almost palpable. That moment, and the salvation of all of us --
and of the future of the country -- came only from God."
My fellow Americans, we have the good fortune not to live in
the shadow of machine guns and tanks. And Barbara and I count it
a great blessing that when your kids and our grandchildren go to
bed each night, they don't have to fear the kind of nuclear
threat that we faced just a few years ago.
Still we face tests. We have hard work ahead. We must keep
our national security second to none. We must prove the
pessimists wrong about America's ability to compete \ to create
jobs \ to expand opportunity. And we must protect and renew our
most precious resource -- America's families.
To meet these challenges, to lead the nation, to fight on
your side for the values we share: That's why I'm asking your
help to win another term as President. 11

Tallahassee to Tempe
Americans turned on their TV and decided
they'd rather rent "Action Jackson" than listen to: Well, never
mind.

please don't get the idea that this is some kind of
partisan attack. Stop by Rich's Video down on Freedom Boulevard
and I'm sure Rich'll tell it to you straight. Sales aren't
all that bad during the Republican Convention either.

I know you have a lot on your minds beside politics. And I hate
to poison the air with partisan talk. But let me respond just a
little to what went on in Manhattan.

I wonder if the
Democrats are donning a disguise.
They're saying the right things. Pride in America's strength.
Support for entrepreneurs. Respect for law and order.

if it weren't for the $9,000 stuffed ponies at the
toy store on the corner
and the bullet proof vests being sold
on street corners
you could close your eyes and think they
were at this "home on the range" in Provo
not the "home of
the hockey Rangers" in New York City.
But you know
I couldn't help but wonder
do they really
mean what they say? Or is this new costume something the
Democrats plan on discarding
maybe sometime right after
Halloween?

how come they never supported the strength that won it?

What matters
is what we have to offer the American people.
My view of America is a little different than what you may have
heard this week. I'd like to explain it. (smigh)

I know at BYU you like to say
that the world is your campus.
Let me say
that campus has been through incredible change in
four years. Because of our leadership
because of your
sacrifice and commitment
millions of people breathe free
today.
That poses challenges
and opportunities.
The question is this
can we compete
now that so many
other nations are playing our game?
We need to understand something. If we can win this competition
and we will
to the victors will go bigger spoils than
ever before in human history.
Today
far more people are eager for the fruit of our labors.
That means more jobs
more prosperity for our kids
and
their kids.
Now
that's the opportunity I see today. But how do we take
advantage of it?
Our first priority
is to create and protect jobs.

you probably got
the impression that our economy was second rate
second class.

But keep in mind a few facts.

We are still the world's largest and most vibrant economy.
Second to no one.
We've tamed inflation
the last time interest rates stayed
this low
the Brady Bunch hadn't started re-runs.
Our factories produce a higher percentage of the world's
manufactured goods than we did 20 years ago.
What a Japanese worker can produce in five days
an American
can make in four.
Today
we have emerged as the world's export champion.
Completed a study of (Porkr)
Last year
the Japanese government asked who leads the world
in 143 critical technology industries. ^ Japanese firms led in 33.
The United States A in 43.

Too many people have worked for a company for twenty years

many of you young people are working your way through Brigham

you deserve to be able to find a job on graduation day.
I used to run a business
meet a payroll. I learned the only
way that government can create jobs
is to support the people
who create jobs.
This is the creed Governor Norm Bangerter follows. He
understands that the only surefire way to give people unlimited
dreams
is by limiting the size of government.

Here's my second priority. A moral revolution in America.
Americans need to understand something you all know very well.

Today we can fly from Paris to New York and arrive earlier than
we left
but do we too often leave behind the difference
between right and wrong?
We can explore a world beyond the stars

ignore a neighbor down the street?
We can turn natural ingredients into miracle medicines
but
why do we feel the need to turn every argume t into a lawsuit?
America won't get better until we start suing each other less
and serving each other more.

We learn these values in our living rooms and around our kitchen
tables. But while families help keep our lives together
government can help keep our families together.

By giving parents the freedom to choose their kid's schools. By
reforming welfare
so that we reward work and families can
stick together
not fall apart.
Only then
can our nation find its way back to our foundation.
My third priority. Quite simple. Restore respect for the law.
Elderly women in this country
watch the Berlin Wall fall on
television
but are afraid to walk to their neighborhood
grocery store.
There are kids in our cities
who hear of the Russians
reducing nuclear weapons
but then have to walk through a
metal detector at school every morning.
What do you say to these Americans? You say enough is enough.
Let's put an end to the lawlessness. Let's put an end to the
I'M illegal FIGHTING behavior. TO Put AN END TO LAWLESSNESS. (SMITH)
