WISCONSIN IS AN EXAMPLE TO AMERICA -- JUST AS AMERICA IS TO THE WORLD. - 2 - TODAY I'M GLAD TO BE IN A PLACE WHERE PROGRAMS LIKE LEARNFARE -- WORKFARE -- AND THE PARENTAL RESPONSIBILITY Act -- ALL TELL AMERICA: "WATCH WISCONSIN BECAUSE WISCONSIN WORKS.' // GOVERNOR THOMPSON WANTS WISCONSIN TO WORK EVEN BETTER. THAT IS WHY HE HAS JOINED MY CRUSADE TO REFORM OUR WELFARE SYSTEM. LET'S FACE IT. WE KNOW OUR WELFARE SYSTEM HAS FAILED. IT DOESN'T LIFT FAMILIES FROM POVERTY -- IT TRAPS THEM THERE. - 3 - WELFARE ALSO DISCOURAGES FAMILIES FROM STAYING TOGETHER. WHEN A SYSTEM RIPS FAMILIES APART -- IT'S TIME TO RIP APART THAT SYSTEM. I ALSO ACTED BECAUSE I TRUST THE AMERICAN PEOPLE -- BECAUSE I BELIEVE THAT WHAT THOSE ON WELFARE REALLY WANT IS A PIECE OF THE AMERICAN DREAM: HOME OWNERSHIP, A GOOD JOB, OPPORTUNITIES FOR THEIR CHILDREN, AND STRONG, LOVING FAMILIES. / - 6 - THEREFORE, I AM DETERMINED TO MAKE IT QUICKER AND EASIER FOR STATES WHO CHOOSE TO REFORM THEIR WELFARE SYSTEMS TO GET THE FEDERAL WAIVERS THEY NEED TO HELP PEOPLE HELP themselves. / LAST APRIL, MY ADMINISTRATION SIGNED A FIRST WAIVER FOR WISCONSIN. TODAY, IT WILL SIGN A SECOND, GIVING GOVERNOR THOMPSON THE FREEDOM TO FURTHER REFORM THIS STATE'S WELFARE PROGRAM. - 7 - GOVERNOR THOMPSON'S ULTIMATE GOAL IS TO BREAK THE CYCLE OF DEPENDENCY THAT TRAPS so MANY PEOPLE, AND CREATE INCENTIVES FOR RECIPIENTS TO WORK AND LEARN. The central message of the day, and hopefully beyond, is the Dutch Twins message that the President trusts the people. The Welfare Reform speech is almost the opposite message. In fact, the Welfare Reform speech does not express the President's message about why he wants to reform the welfare system. The focus on changing welfare to curb welfare cheaters and telling people on welfare to "get off their duffs" fails to make it clear that the President trusts the people and that he is sympathetic to some of the frustrations of welfare recipients. The President wants to change the welfare system to help families by (1) allowing them to save without penalties; (2) encouraging them to stay together through incentives for two parent households; (3) allowing children of families on welfare to obtain jobs without penalizing the whole family and; (4) providing incentives for people to obtain an education or skills training in order to become self-sufficient.
