OVER 4,000 FEDERAL PROJECTS -- LIKE A NATIONAL RESEARCH

FANTASY." NEWSWEEK WENT ON TO SAY THAT THE REAL COST
OF THE CLINTON PROGRAM IS -- AND I QUOTE -- "ARGUABLY
AT LEAST 3 TIMES HIGHER" THAN HE'S ADMITTED. // AT LAST
COUNT, MY OPPONENT HAS MENTIONED 62 SEPARATE GOVERNMENT
INITIATIVES THAT HE WANTS To INCREASE SPENDING FOR.

OFFERING "PIE IN THE SKY."
To BE FAIR, GOVERNOR CLINTON HAS PROPOSED TO
ELIMINATE A FEDERAL PROGRAM. HE SCOURED ALL 1,933
PAGES OF THE FEDERAL BUDGET, SUMMONED HIS COURAGE,
CLOSED HIS EYES, AND AGREED TO SLASH ONE PROGRAM -- THE
FEDERAL SUBSIDY FOR HONEY BEES. BUT SENATOR GORE VOTED
FOR IT! //

WHO'S GOING TO PAY FOR ALL HIS NEW SPENDING? I'LL
GIVE YOU ONE HINT -- IT BEGINS WITH "T" ENDS WITH AN
"R" -- AND HATES A CERTAIN DAY IN APRIL. THAT'S RIGHT,
YOU, THE AMERICAN TAXPAYER.
RIGHT OUT OF THE BOX, GOVERNOR CLINTON'S PROPOSALS
WOULD LEAD TO A $150 BILLION TAX INCREASE, PLUS A NEW

THIS WEEK. IT FEATURED A GUY AT A KITCHEN TABLE. HE
SAID TO HIS WIFE, "HONEY, I FIGURE WE CAN AFFORD ALL
THOSE TAXES THE DEMOCRATS WANT TO RAISE, IF I CAN GET
TWO OF THOSE JOBS THEY SAY THEY' LL CREATE.

THEM. You KNOW THAT. So WITH THE SAVINGS I HAVE
PROPOSED, WE CAN CUT TAXES, AND GET THIS ECONOMY MOVING

TODAY, HERE IN NORTH CAROLINA, ONE OUT OF EVERY 10
JOBS IS TIED TO FOREIGN EXPORTS. RIGHT DOWN THE ROAD
FROM HERE IS THE EATON CORPORATION, SOME OF YOU
PROBABLY KNOW IT. THEY EXPORT AUTOMOBILE PARTS TO
ARGENTINA AND JAPAN -- ALL AROUND THE WORLD.

Thank you, Governor Jim Martin, and good afternoon everyone.
As we gather today at this festival, I can say something no
President could ever say before. The Cold War is over. Freedom
finished first. / /
Now our challenge is straightforward. In the 21st Century -
- America must be not only a military superpower, but an export
superpower, and an economic superpower / /
In this election, you' 11 hear two versions of how to do
this. My opponent's answer is to look inward and pretend we can
protect what we already have. Our vision is to look forward --
to open new markets, to prepare our people to compete, to save
and invest, to strengthen the American family -- so that we can
win.
As you consider the two candidates, I ask that look first at
our background -- our experience.
My opponent has been in the public sector virtually all his
adult life. His passion for bureaucracy knows no bounds. //
I have spent half my life in public service -- half in the
private sector. I built a business, met a payroll. And I
believe that's a pretty good qualification to be President of the
United States. //

My experience is reflected in my philosophy. I believe that
government is too big -- and spends too much of your money //
I have put forward a freeze on federal discretionary
spending, plus a plan to control the growth of mandatory federal
spending without ever touching Social Security. It would save
$300 million over 5 years. And I want to say "Hasta la vista" to
over 4,000 federal projects -- like a national research program
that looks into -- get this -- the mating habits of the mink. //
So far, Congress has balked at making these tough choices.
So now I have a new idea. I want to give you -- the taxpayer --
the option of taking 10 percent of your income tax -- and using
it for one purpose alone -- to reduce the budget deficit. //
But while we cut federal spending, we can still set
priorities -- to help people in need get back on their feet. So
this week, I took federal money that had already been
appropriated -- and used it to help farmers whose crops were
destroyed. And I said we'd help the private sector rebuild
devastated Florida and Louisiana. //
Mr. Clinton was outraged -- he accused me of "pandering."
This, from a man whom Senator Paul Tsongas called -- the "Pander
Bear." Now he's acting like Goldie Locks -- saying: "Somebody's
been sleeping in my bed!"
Here are the facts -- pure and simple. While I have put
forth specific cuts in government spending -- Governor Clinton
proposes at least $220 billion in new spending, just to start.
Newsweek magazine called the Clinton program -- and I quote --

"economic fantasy." Newsweek went on to say that the real cost
of the Clinton program is -- and I quote -- "arguably at least 3
times higher" than he's admitted. // At last count, my opponent
has mentioned 62 separate government initiatives that he wants to
increase spending for. So while we're here at an apple festival
-- he's offering "pie in the sky. " Who does he think he's
kidding? What's he trying to hide?
To be fair, Governor Clinton has proposed to eliminate a
federal program. He scoured all 1,933 pages of the federal
budget, summoned his courage, closed his eyes, and agreed to
slash one program -- the federal subsidy for honey bees. But
Senator Gore voted for it! //
Who's going to pay for all his new spending? I'll give you
one hint -- it begins with "T" ends with an "R" -- and hates a
certain day in April. That's right, you, the American taxpayer.
Right out of the box, Governor Clinton's proposals would
lead to a $150 billion tax increase, plus a new payroll tax
increase for health care, plus another payroll tax for training.
(It makes me tired just talking about it.)

July. My opponent seems to think every day is April 15th. // I
like the way a cartoon summed it up this week. It featured a guy
at a kitchen table. He said to his wife, "honey, I figure we can
afford all those taxes the Democrats want to raise, if I can get
two of those jobs they say they'll create.

Raising taxes doesn't create jobs, it destroys them. You
know that. So with the savings I have proposed, we can cut
taxes, and get this economy moving again.
Today, here in North Carolina, one out of every 10 jobs is
tied to foreign exports. Right down the road from here is the
Eaton Corporation, some of you probably know it. They export
automobile parts from Argentina to Japan. Ask Eaton's customers
and they'll tell you: American workers can beat the pants off
the world. In another age, John Kennedy said that America would
"pay any price, bear any burden" to protect freedom, today
America can go anywhere -- chase any opportunity -- to find new
customers for our products -- to support new jobs for American
workers.
What's my opponent's position on free trade? One day he's
for it, the next day against it. Now he says he wants to wait a
while before he makes up his mind. It appears he has the
backbone of a moonpie on a steamy North Carolina sidewalk on
Labor Day. // Think about this. Almost 3 percent of our Gross
Domestic Product is spent not in a factory, not in a laboratory,
but in and around the courtroom. In America today, if you fall
off a stepladder, a trial lawyer will be there to catch you --

nation, we must sue each other less -- and care for each other

to what the top trial lawyer in Arkansas said about Governor
Clinton. I want to be fair, this is a direct quote. "I can
never remember an occasion where he failed to do what was right
where we trial lawyers were concerned."

to do what's right for America.
What about education? It's not at the top of the evening
news every night -- but it is the solution to most of what is.
As I look out in the crowd, I see so many children. The
fifth graders here today will graduate from high school in the
year 2000. The world they enter won't look like the world today,
and the schools they leave cannot be like the schools today.
There is a revolution underway in American education -- what
we call America 2000. Governors, teachers, parents, all working
for the first time in a century -- together to reinvent our
schools.
Today -- for the first time -- every child in our inner
cities who needs a Head Start on kindergarten -- can get one.//
Today -- for the first time -- half our students in college
have a federal loan or grant. //
And in thousands of towns and cities, parents and teachers
are creating 21st Century Schools. We are raising standards --
so that our kids will lead the world not just in the swimming
pool and on the basketball court, but in the math room and the

give middle and low-income families the freedom to pick where

All across America, change is underway. And this weekend,

President could ever say before. The Cold War is over. Freedom

Now our challenge is straightforward. In the 21st century -
- America must be not only a military superpower, but an export
superpower, and an economic superpower. //
In this election, you'll hear two versions of how to do
this. My opponent's answer is to look inward and pretend we can
protect what we already have. Our vision is to look forward --
to open new markets, to prepare our people to compete, to save
and invest, to strengthen the American family -- so that we can
win.

President could ever say before. The Cold War is over. Freedom

Now our challenge is straightforward. In the 21st century -
- America must be not only a military superpower, but an export
superpower, and an economic superpower. //
In this election, you'll hear two versions of how to do
this. My opponent's answer is to look inward and pretend we can
protect what we already have. Our vision is to look forward --
to open new markets, to prepare our people to compete, to save
and invest, to strengthen the American family -- so that we can
win.
As you consider the two candidates, I ask that you look first at
our background -- our experience.
My opponent has been in the public sector virtually all his
adult life. Remember the movie -- the Addams Family? Governor
Clinton feels for government -- the same way that Gomez felt
when Morticia spoke French. Whenever somebody says expand
government, Governor Clinton starts kissing up their arm.//
I have spent half my life in public service -- half in the

Thank you, Governor Jim Martin, and good afternoon everyone.
As we gather today at this festival, I can say something no
President could ever say before. The Cold War is over. Freedom
finished first. //
Now our challenge is straightforward. In the 21st century -
- America must be not only a military superpower, but an export
superpower, and an economic superpower. //
In this election, you'll hear two versions of how to do
this. My opponent's answer is to look inward and pretend we can
protect what we already have. Our vision is to look forward --
to open new markets, to prepare our people to compete, to save
and invest, to strengthen the American family -- so that we can
win.
As you consider the two candidates, I ask that look first at
our background -- our experience.

national research program that looks into -- get this -- the

So now I have a new idea. I want to give you -- the taxpayer --
the option of taking 10 percent of your income tax -- and using
it for one purpose alone -- to reduce the budget deficit. //

money that had already been appropriated -- and used it to help
farmers in the Midwest. I also called on the federal government
to help the private sector rebuild devastated Florida.
Mr. Clinton was outraged -- he accused me of "pandering."

Bear." Now he's acting like Goldie Locks -- saying: "Somebody"s
been sleeping in my bed!"
Here are the facts -- pure and simple. While I have put
forth cuts in government spending -- Governor Clinton proposes at
least $220 billion more. A national news magazine suggests the
real cost is three times higher. // So while we're here at an
apple festival -- he's offering "pie in the sky. "

American education -- what we call America 2000. Governors,
teachers, parents, all working together to reinvent our schools.
Today -- for the first time -- every child in our inner
cities who needs a head start on kindergarten -- can get one.//

And in thousands of towns and cities, parents and teachers
are creating what we call "Break The Mold Schools. " We are

Kids -- we want to give every parent the freedom to pick where
their child will learn -- any program, any school. //
All across America, change is underway. And this weekend,
as school starts, I want to salute your great Governor, Jim
Martin, and the people of this community for hopping aboard the
train of educational change -- with Hendersonville 2000.

So far, Congress has balked at making these tough choices.
So now I have a new idea. I want to give you -- the taxpayer --
the option of taking 10 percent of your income tax -- and using
it for one purpose alone -- to reduce the budget deficit. //
What about my opponent? Well, this week, I took federal
money that had already been appropriated -- and used it to help
farmers in the Midwest. I also called on the federal government
to help the private sector rebuild devastated Florida.
Mr. Clinton was outraged -- he accused me of "pandering."
This, from a man whom Senator Paul Tsongas called -- the "Pander
Bear." Now he's acting like Goldie Locks -- saying: "Somebody's
been sleeping in my bed!"
Here are the facts -- pure and simple. While I have put
forth cuts in government spending -- Governor Clinton proposes at
least $220 billion more. A national news magazine suggests the
real cost is three times higher. // So while we're here at an
apple festival -- he's offering "pie in the sky."

To be fair, Governor Clinton has proposed to eliminate a
federal program. He scoured the (9,732) pages of the federal
budget, summoned his courage, closed his eyes, and agreed to
slash one program -- the federal subsidy for honey bees. Believe
me, no one will get stung by that one.
Who's going to pay for all his new spending? I'll give you
one hint -- it begins with "T" ends with an "R" -- and hates
a certain day in April. That's right, you, the American
taxpayer.
Right out of the box, Governor Clinton's proposals would
lead to a $150 billion tax increase, a new payroll tax increase
for health care, and another payroll tax for training. (It makes
me tired just talking about it.)
I've been accused of thinking every day is the Fourth of
July. My opponent seems think every day is April 15th.// I want
to cut taxes, and get this economy moving again.
Today, here in North Carolina, one out of every ( ) jobs is
tied to foreign trade. Just as John Kennedy once said that
America would "pay any price, bear any burden" for freedom --
today America can go to any corner of the globe -- to find new
customers for our products -- to support new jobs for American
workers.
What's my opponent's position on free trade? One day he's
for it, the next day against it. Now he says he wants to wait a
while before he makes up his mind. He has the backbone of a
moonpie on a steamy North Carolina sidewalk on Labor Day. //

Think about this. Almost 3 percent of our Gross Domestic
Product is spent not in a factory, not in a laboratory, but in
and around the courtroom. In America today, if you fall off a
stepladder, a trial lawyer will be there to catch you -- before
you hit the ground.
I have a plan to cut down all these crazy lawsuits. As a
nation, we must sue each other less -- and care for each other
more.//
Don't worry about my opponent taking on this battle. Listen
to what the top trial lawyer in Arkansas said about Governor
Clinton. I want to be fair, this is a direct quote. "I can
never remember an occasion where he failed to do what was right
where we trial lawyers were concerned."
I don't want to do what's right for trial lawyers -- I want
to do what's right for America.
What about education? It's not at the top of the evening
news every night -- but it is the solution to most of what is.
As I look out in the crowd, I see so many children. The
fifth graders here today will graduate from high school in the
year 2000. The world they enter won't look like the world today,
and the schools they leave cannot be like the schools today.
Two years ago this month, we started a revolution in
American education -- what we call America 2000. Governors,
teachers, parents, all working together to reinvent our schools.
Today -- for the first time -- every child in our inner
cities who needs a head start on kindergarten -- can get one. / /

Today -- for the first time -- half our students in college
have a federal loan or grant. / /
And in thousands of towns and cities, parents and teachers
are creating what we call "Break The Mold Schools. " We are
raising standards -- so that our kids will lead the world not
just in the swimming pool and on the basketball court, but in the
math room and the science lab.// And with our new GI Bill For
Kids -- we want to give every parent the freedom to pick where
their child will learn -- any program, any school. / /
All across America, change is underway. And this weekend,
as school starts, I want to salute your great Governor, Jim
Martin, and the people of this community for hopping aboard the
train of educational change -- with Hendersonville 2000.
Here in North Carolina, you are proving that a nation that
can amaze the world by dropping bombs down chimneys -- can surely
create the best schools in the world for our children. //
I have other items on my agenda for action. We need to
reform our welfare system, so that families will stick together,
and fathers will stick around. I have a plan to use the power of
the marketplace to cut the cost of health care, providing care
for the 30 million Americans who are not covered today. // And,
yes, I believe we need to strengthen America's moral foundation -
- we will always have a special place in God's heart, as long as
He has a special place in ours. //

In many areas, we have made progress, but in others, we have
far to go. Ask why -- and I would say three words -- "the
Gridlock Congress."
There are certain numbers that mean something in America.
Number 16 is Joe Montana. Number ( ) -- Ted Williams. Number ()
a basketball player named Michael Jordan.
Here's one you may not know. Number 38. That's how long
the same crowd has been running the U.S. Congress. 38 years.
(That's 276 years in dog years -- and it shows.)
If you really want to change -- limit the terms of members
of Congress. My opponent says no -- I say yes. //
So this year, when you go in the voting booth -- give me
leaders like Cass Ballenger and Charles Taylor. Let's start a
new tradition in America -- Spring Cleaning in November. Let's
Clean House.
You know, the past two weeks have been an emotional time for
many Americans, as we've witnessed the brave response of those
who stood in the path of Hurricane Andrew.
Barbara and I want to salute the people of North Carolina -
- you who have adopted Homestead as your own. You have given of
your hearts and your hands -- and all America thanks you.
Amidst the wreckage of Florida this week, we saw once again
America's incredible capacity for rebirth and renewal -- the
enduring triumph of the American spirit.
Now, there is an air of uncertainty in America -- a sense
that one age is ending -- and a new one dawning.

Yet we have faced challenges before and confronted them --
and we will do the same today. Together we will build a safer
and more secure America -- for us and our children.
