Today, we met in Malta, Winston Churchill's "tiny rock of history and romance." Crossroads of East and West. Ancient stepping stone to Europe. And tonight we meet in Brussels. Tonight we stand at the crossroads of history, and a stepping stone to a Europe that is whole and free. It is always a pleasure to return to Brussels. This city represents the finest that Europe has to offer in friendship and hospitality. It also represents the strength and vitality of European institutions, nourished and protected for more than 40 years by NATO's security shield -- one of the great success stories of modern times. And Brussels symbolizes a living and growing trans-Atlantic partnership, one that has helped foster the astounding changes we are seeing today. Like our meetings in Brussels, inspired by the Malta talks, the modern Atlantic Alliance was born at sea. It was on a battleship off the coast of Newfoundland that Franklin Roosevelt met Winston Churchill during Europe's darkest hour, two super- power leaders in a rendezvous at sea, a rendezvous with destiny. The legacy of that meeting became known as the Atlantic Charter, significant not for its details, but for its design. 2 It spoke of a day when there would be established a world in which all the people in all the lands could choose their form of government, and live out their lives in freedom from fear and want. It included a VOW that the United States and Britain would seek no new territory, and called for abandoning the use of force to settle conflicts. And it held out the promise of new talks concerning assistance for the Soviet Union. Endorsed by other democratic states, it became one of the building blocks in the creation of the United Nations. Today, I have come to Brussels to continue the work that the Atlantic Charter began. I have come here to share with our NATO Allies and the E.C. Commission impressions of my informal talks with Soviet President Gorbachev. And I have come to share our views of the thunderous events taking place a few hundred kilometers east of the tarmac on which we stand. My presence here, and that of many of my NATO colleagues, attests to the importance we all attach to political consultations within the Alliance. I look forward to my discussions with Prime Minister Martens, my Allied colleagues, and with Manfred Woerner at NATO. And my meeting with E.C. Commission President Delors demonstrates the seriousness with which we view the European Community, an increasingly united political and moral force in the world community. President Gorbachev and I met in Malta with our guns lowered and our anchors dropped, enjoying friendly talks in a harbor sheltered from the winds of winter, but not the winds of change. 3 And there may be no better symbol of our changing times and the challenges ahead than the Malta Drydocks, the largest commercial venture in that land. Located on the sight where the Royal Navy once maintained the world's most powerful fleet of warships, today the vessels they service are commercial -- built not to enforce free passage, but to expand free trade. Like the Malta Drydocks, the Atlantic Alliance is working to re-tool, working to make the problems of the past the promise of the future. Here in Brussels, only six months ago, we pledged as Allies to work together to end the division of Europe. And NATO's adoption of my troop reduction initiative, along with our talks in Malta, will help speed the Vienna negotiations to a timely conclusion. And in this season of hope, we can dream of the day when the troops start coming home, home to a Christmas that is bright with the promise of a far better world than Europe has yet known. Just as Malta was once a bridgehead to ancient Europe, so today it took its place as a bridgehead to a new Europe, a Europe that is whole and free, and a beacon of bright hopes. It is an exciting time for the Alliance. An exciting time to be alive. And I will conclude with the way that Roosevelt began, when he greeted Churchill on the high seas. "At last," he said, "At last -- we've gotten together." And so we have. I come with news of a good beginning, and I look forward to my talks with America's old friends here. THE OLD ANTAGONISMS MELTED AWAY AS MEN AND WOMEN STOOD UP, OFTEN WITH TEARS IN THEIR EYES, AND TOASTED THE FUTURE -- TOGETHER. A COMMON RECOGNITION SPREAD AMONG OUR GUESTS THAT HISTORY WOULD JUDGE ALL BY HOW WELL THEY COULD COOPERATE. 11 WELL, THEY DID COOPERATE. POLAND AND HUNGARY ARE BEING TRANSFORMED. - 10 - THEY DESERVE OUR SUPPORT, AND THEY'RE GETTING IT. WE HAVE MATCHED OUR WORDS WITH ACTION -- NEW LOANS AND GRANTS -- TEAMS OF AMERICAN ECONOMIC EXPERTS -- WORKING TO HELP THEM ADJUST TO A FREE MARKET SOCIETY. OUR GOVERNMENT -- CLEARING THE WAY FOR U.S. INVESTMENT AND TRADE WITH POLAND AND HUNGARY. NOW THE PEOPLES OF THESE TWO NATIONS CAN FINALLY EXPECT THEIR HARD WORK TO LEAD TO A BETTER LIFE. THESE SAME WINDS OF CHANGE ARE SWEEPING OUR OWN HEMISPHERE, DEMOCRACY TRANSFORMING THE AMERICAS WITH STUNNING SPEED. IN BRAZIL, IN ARGENTINA, IN CHILE, WE HAVE SEEN THE SPREAD OF LIBERTY. IN FACT, THERE ARE ONLY THREE HOLDOUTS LEFT IN ALL OF THE AMERICAS -- PANAMA, NICARAGUA AND CUBA. BACK IN MAY, I SET DOWN FIVE STEPS PRESIDENT GORBACHEV SHOULD MEET IF WE ARE TO TAKE HIS NEW THINKING SERIOUSLY: FIRST, REDUCE SOVIET FORCES; SECOND, SUPPORT SELF-DETERMINATION IN EASTERN EUROPE; THIRD, WORK WITH US TO END REGIONAL DISPUTES; FOURTH, ACHIEVE A LASTING PLURALISM AND RESPECT FOR HUMAN RIGHTS; AND FIFTH, JOIN WITH US IN ADDRESSING GLOBAL PROBLEMS, INCLUDING THE INTERNATIONAL DRUG MENACE AND DANGERS TO THE ENVIRONMENT. SERIOUS PROBLEMS STILL REMAIN, ESPECIALLY REGIONAL CONFLICTS. BUT THAT THE SOVIET UNION HAS MADE PROGRESS IN THESE FIVE AREAS IS UNDENIABLE. - 12 - THAT IS WHY I INVITED PRESIDENT GORBACHEV TO MEET ME TEN DAYS FROM NOW. THIS IS A FIRST MEETING -- A TIME FOR EXPLORATION. OF COURSE, I WANT PRESIDENT GORBACHEV TO KNOW EXACTLY WHERE THE UNITED STATES STANDS. LET ME BE CLEAR -- AMERICA STANDS WITH FREEDOM AND DEMOCRACY. WE ARE NOT MEETING TO DETERMINE THE FUTURE OF EUROPE -- AFTER ALL, THE PEOPLES OF EUROPE ARE DETERMINING THEIR OWN FUTURE. THERE WILL BE NO SURPRISES SPRUNG ON OUR ALLIES. OUR GOAL IS TO SEE THIS HISTORIC TIDE OF FREEDOM BROADENED, DEEPENED -- AND SUSTAINED. WE FIND ENORMOUS ENCOURAGEMENT IN ITS PEACEFUL ADVANCE, AND ITS ACCEPTANCE BY THE SOVIET UNION. WE CAN NOW RAISE OUR HOPES ON OTHER ISSUES -- OUR COMMON ENVIRONMENT, OUR COMMON WAR AGAINST DRUGS, AND THE REGIONAL CONFLICTS THAT REMAIN. OFF MALTA, MIKHAIL GORBACHEV AND I WILL BEGIN THE WORK OF YEARS. WE CAN HELP THE PEOPLES OF EUROPE ACHIEVE A NEW DESTINY, A EUROPE WHOLE AND FREE.
