My daughter called today to ask "Mom, what do you think I
should tell the boys?"
It was a tough question. What do you tell an eight-year-old
and two five- year-olds about the conflict in the Middle East,
half a world away? How do you explain to them that their Daddy
is protecting the interests of his country and helping to ensure
that other nations are safe from invasion? How do you tell them
that while he is doing this he is, perhaps, in danger?
Perhaps, even more important, and more relevant to small
boys, is how to explain to them that Daddy, who was coming
home around Labor Day, after several months absence, will
undoubtedly be late.
"Do you think they'll start shooting, Mom?" Her voice had
that "tell me it's not so" tone she used to use on the way to the
doctor. "Mommie will I have to have a shot?"
I reviewed my philosophy (never lie to your children). "Yes,
dear. It will hurt a little, but we'll hold hands and, after a bit
the hurt will go away."
"Tell them the truth, as gently as you can," I said. "They will
figure it out anyway and their fears, unspoken, will be far worse
than reality. Besides, better to know Daddy is not home because
he is doing an important job that requires brave men, than they
wonder if Daddy's mad at them."
"Truth is, honey," I said, "nobody knows what will be
tomorrow, but we must plan for the worst, and hope and pray
for the best."
"I love you Mom," - "I love you too dear, and the boys. and
Chuck."
I hung up the phone, and thought

The GOP is gaining ground --- on a steady march to majority
status. And yet in many states, Democratic Legislatures can
erase -- quite literally -- whatever gains we make at the ballot
box. For the sake of fairness -- and for the future of this
Party -- we've got to stop the masters of gerrymander. // In a
number of key states -- Republican Governors may well be our last
line of defense. /// So tonight, I call on all of you in this
room to redouble your efforts -- and make 1990 the year that
marks a milestone on the road to a Republican majority. ///
We do it by making sure that G-O-P spells Growth //
Opportunity // and Prosperity -- for all Americans. // That's
an issue where Washington does play a large role -- and every
state feels the impact. That's why I want to speak for a moment
about the work that remains to be done over the next 10 days to
reach final agreement on the federal budget. ///
I'll be candid. There's no doubt at all in my mind that
with Republicans in control on Capitol Hill -- there would be a

control the Congress is all the more reason for Republicans to

Pressures caused by the deficit problem have been building
for years. This year, they reached the boiling point. For eight
long months we've wrestled with this problem. For eight long
months, I've negotiated in good faith -- because I knew the
American people didn't send me here to play politics: they sent

me here to govern. // I put it all on the table -- even taxes -
- and I took the heat. // I pushed hard for the bipartisan
budget agreement -- not because it was the best plan ever -- but
because it was the best plan possible. And I will continue now
to press hard for a budget that fulfills the spirit of that
bipartisan plan -- and proves to the American people once and for
all that we can deal with this deficit. //
We've had a few days now to clear the air --- time enough for
some members of Congress to float their own alternatives and
learn for themselves that no one has a package that's 100%
acceptable to everyone. ///
Now it's time to move forward to put together a budget
package that delivers a full $500 billion dollars in deficit
reduction over the next five years: the single largest deficit
reduction program in history.
As the Congress works to fill in the details of this
framework agreement, let me make clear that the package must meet
these criteria:
It must be consistent with the Bipartisan Budget Summit
Agreement -- and it must be produced on a bipartisan basis, with
full and fair opportunities for all voices to be heard,
Republican and Democrat alike. //
The budget must include pro-growth incentives, to create new
jobs and keep this economy moving.

It must deliver real savings. We can't trick the deficit
into disappearing. The American people are sick and tired of

smoke and mirrors. Congress must now rise to the occasion -- and
make the hard choices that bring real reductions. ///

The Spending budget cuts we agree on must be fully enforceable -- and
the budget I sign must include the significant budget process
reforms hammered out in the bipartisan budget agreement. //
This year, the American people have watched with growing
frustration as this process drags on and on. It hasn't been
pretty. The American people have every right to expect more from
their elected representatives. Let's not let them down: If this
is the best "the system" can do -- then it's time to build a
better budget system. //
The test comes ten days from now: This budget bill must be
passed by both Houses no later than October 19. And let me make
clear to Congress just how serious I am about this deadline.
Last Friday night, with no budget agreement in sight, I vetoed
the CR -- the Continuing Resolution -- to keep the government
from shutting down. I did it to keep the pressure on. I'm
convined that without that veto, Congressmen would have headed
home for the Columbus Day parades -- and left this deficit
problem sitting on their desks. //
Instead, they stayed in session, and moved the process
forward. // I'm confident Congress can complete its vital work
-- and pass a sound budget that puts this nation on the path to
long-term economic growth. ///
Ending this budget impasse is imperative -- and not just for
the sake of the American economy. It's especially important,

Thanks for such a warm welcome. It's great to be back in
Raleigh again. I bring you greetings from Barbara -- she sends
her love to you, Dot -- and if I may brag a little, I just want
to point out what a great job she's doing to combat illiteracy in
the United States. She's what I call a "point of light," and I'd
say she's one of the brightest of them all. 11

advice of Harry Truman: "If you want a friend in Washington 11
get a dog. 11 Well, times have gotten really tough now. Who
would have thought my own dog would write a lick-and-tell book?))

And of course -- particularly here in the Tarheel State -- the
30th anniversary of "The Andy Griffith Show."))

I'm privileged this morning to be here in Mayberry's home
state to honor one of North Carolina's political greats -- a
champion of conviction -- Senator Jesse Helms.
As a public servant who's given eighteen years to the U.S.
Senate, Jesse Helms has become one of its most effective leaders
as a watchdog of taxpayer money and defender of family values.
Jesse has earned a reputation for independence and candor. And
occasionally, we do not see eye to eye. Sometimes honest men do
disagree. [BUDGET INSERT TO COME]
Jesse knows what I'm
talking about -- he's one of the toughest fighters in Washington
for lower government spending.
And he practices what he preaches: he's never taken a so-
called "junket," doesn't send out mass mailings at taxpayer
expense, and he's returned $3 million to the U.S. Treasury in
unused office funds. Jesse Helms ranks #1 in the Senate for
cutting wasteful spending and opposing massive spending bills,
according to the National Taxpayers Union. In fact, that group
said, "If every member of Congress cast spending votes as
carefully as Jesse Helms, we would have a balanced federal
budget, lower taxes and a healthier economy." I agree with that
-- and I think the people of North Carolina do, too.\\
Jesse has always been a strong and clear voice for North
Carolina. Ask the more than 43,000 North Carolinians who got
their Social Security checks after Jesse cleared away the red
tape for them. or the serviceman Jesse helped get home from the
Philippines and into Walter Reed Hospital for malaria treatment.

football game and meeting the players came true, thanks to Jesse.
That's the kind of compassion and commitment North Carolina
needs. 11 And that's what Jesse Helms stands for.\\
He's known as a tough fighter, a man of tenacity. Senator
Sam Ervin once said, "I admire Senator Helms very much because
he's one of the few men in public life who's got the courage to
stand up for what he honestly believes. Courage is the rarest
trait among public men. Many of them are intelligent, but there
are very few of them courageous."
He's right -- there are very few with the kind of true grit
Jesse Helms has. Speaking of "true grit," it was John Wayne who
once said, "Jesse, we need a hundred like you. 11 ((I'll tell
you, the liberals must be thanking their lucky stars they've only
got one Jesse Helms. \\)) But if we did have a hundred, here's
where it would have made a difference: on our crime bill.
Jesse's father was a police chief, and he's supported 45
different bills to crack down on crimes and drugs. And Jesse --
like me -- believes that cop-killers deserve the ultimate
penalty. So, in May of 1989, I sent our Violent Crime Control
Act to Capitol Hill -- with a real, workable death penalty for
criminals who kill federal law enforcement officers at the heart
of the legislation. Last week, the House finally passed its
version of our crime bill -- after nearly 16 months of delay.
Now it goes to the House-Senate Conference Committee for
deliberations. Well, if we had a Republican majority, that crime

bill would have been passed 16 months ago. That's a disgrace --
and that's why we need more Republicans in Congress.
Our crime legislation seeks to eliminate liberal loopholes
that allow the worst criminals to escape punishment. Senator
Helms understands this -- but his opponent does not. But he'll
understand soon enough: because the message voters send to
criminals in North Carolina will be determined by the Senator the
voters send to Washington in November. And that Senator will be
Jesse Helms.
I've said it before: the Jesse Helms I know is a man of
convictions, a man who embodies the values of North Carolina's
quiet, decent people. God-fearing good citizens who believe, for
instance, as I do, in returning voluntary prayer to our nation's
classroom. People with the kind of mainstream values that gave
them the nickname "Tarheels" -- famous for "sticking" to their
principles. That's the Jesse Helms I know.
A reporter once asked the Senator what he would most like to
be remembered for. Perhaps, thought the reporter, it would be
Jesse's plan for choice in education, or his tireless work on
behalf of so many charities -- or even his magnificent family --
five kids and six grandchildren. But the Senator replied just
this: "Not once have I bent a principle."
And that's the Jesse Helms who, for the last eighteen years,
has stood for one very important principle -- a strong defense -
- even when it meant standing up against the odds. In the
1970's, Jesse Helms was a lone voice crying out against the cuts

in defense that nearly brought America to her knees. And he was
one of President Reagan's strongest supporters in rebuilding
America's national defense. Today, freedom is on the march from
Moscow to Managua and it's because America is strong again. 11
And a strong America is helping build a more democratic world. 11
And now, as we face a new challenge in the Persian Gulf, we
realize the importance of the decisions that were made in years
past -- by visionaries like Jesse Helms -- to keep our forces in
first-class condition. As they say, "You go with what you've
got" -- and thank God 82nd Airborne, proudly stationed here in
North Carolina -- "the All American Division" -- was at the ready
when Saddam Hussein launched his unprovoked attack on Kuwait.
Our servicemen and women at Fort Bragg, Camp LeJeune, and Cherry
Point understand the need for a strong defense. And so does
Jesse Helms. 11
And the people North Carolina understand it, too. I've
gotten letters from many North Carolinians telling me of the
wonderful community support in the state for our troops overseas.
Thousands of families with loved ones far away in the desert sun
have learned the hard way that, as one woman from Lexington,
N.C., wrote me, "They also serve who only stand and wait." I
thank each and every one of you for your service and support to
those brave men and women. 11
Our G.I.'s have left spouses and children behind and headed
for the Persian Gulf -- and on Election Day, they will be sending
in their absentee ballots from their posts. In a year that has

seen so much movement toward democracy -- from Moscow to Managua
-- the least we can do is exercise our own right to vote. We owe
it to the millions of freedom fighters around the world working
for democracy -- and to troops defending democracy as well -- to
take the time to cast our ballots. 11 Let's make our country
proud and get out the vote on November 6. 11
North Carolina has a proud heritage -- from the heart of the
Smoky Mountains, to the farms of the Piedmont region, to the
barrier islands of the Outer Banks. In fact, on Kitty Hawk
stands a granite memorial to the fathers of flight, the Wright
brothers. The inscription commemorates their conquest of the
air -- their victory over gravity -- "
achieved by dauntless
resolution and unconquerable faith."
This November, those same qualities will bring Jesse Helms
to victory -- a victory for principle. This November, we need
Jesse Helms. 11 For the sake of North Carolina -- and for the

KILL DEVIL HILLS
Legends suggest that Kill Devil Hills was named for rum so strong it
would kill. In William Byrd's History of the Dividing Line between
Virginia and North Carolina, he wrote that "most of the rum they get
in this country comes from New England, and it is so bad and
unwholesome, that it is not improperly call'd 'Kill Devil."
Wright Brothers National Memorial
On December 17, 1903, Kill Devil Hills was the site of the first
powered airplane flight. Orville and Wilbur Wright, who chose the
site for flight experiments because of the constant wind, took turns
at the controls for their four flights; Orville's twelve-second flight,
covering a distance of 120 feet, was the first. The fourth flight,
piloted by Wilbur, covered 852 feet in fifty-nine seconds before a gust
caused such damage to the aircraft that no further flights could be
attempted. A reconstruction of the Wright brothers' 1903 camp is at
the site, along with a public airstrip, markers explaining the four
flight distances, a visitor center featuring a full-scale reproduction of
the original plane, and a granite memorial to the Wright brothers.
The monument has a star-shaped base with a sixty-foot-tall granite
shaft; the inscription commemorates "the conquest of the air by the
brothers Wilbur and Orville Wright conceived by Genius, achieved
by Dauntless Resolution and Unconquerable Faith."

MOORES CREEK NATIONAL BATTLEFIELD
The first Revolutionary War battle in North Carolina took place here
on February 27, 1776. Scottish Highland settlers along the Cape Fear
River, loyal to the British crown, were marching toward the coast to
join newly arrived Highlanders who had been persuaded to take up
arms for the king by the royal governor, Josiah Martin. Martin had
taken refuge on a warship in the Cape Fear River. To prevent the
Highlanders from gathering, Patriot forces assembled under colonels
James Moore, Alexander Lillington, James Kenan, and John Ashe.

Liberties Union -- the ACLU -- formed a special Political
Action Committee for the sole purpose of defeating Jasse Helms --

Sometimes, you just have to grin and bear it when you hear congress-
men after congressmen say you can't cut spending, you can't cut epending
and you know the same congressmen are more than $30 million over budget
for the mass mailings Congress sends out promoting their re-election
campaigns. Jesse Helms does not send out mass mailings at taxpayers'
expense. Jesse Helms preaches fiscal responsibility and he practices
it -- returning over $3 million to the Treasury from office funds he
did not need.

DEFENSE
For eighteen years, Senator Helms has stood for a strong defense --
even if he had to stand up against the odds. Jesse was one of
President Reagan's strongest supporters in rebuilding our national
defense, that was so severely weakened in 1980. And the ships and
planes our troops are using in the Middle East today.
With important military bases at Goldsboro, Fayetteville, and
Jacksonville, North Carolina needs a senator like Jesse Helms for
a strong defense. Future Presidents, who will still face a
dangerous world tomorrow, are depending on senators like Jesse
Helms today to keep our military strong and capable of defending
our interests.
Senator Helms went to Saudi Arabia after meeting with the
President. Upon his return, Senator Helms told the President how
the troops could not get stamps in the desert and and what stamps
they had were ruined by the climate. Senator Helms got legislation
passed in the Senate for free mailing by military personnel in the
Persian Gulf -- just like World War II -- and the President acted
administratively to implement free mailings after discussing the
issue with Senator Helms.
Military families reportedly had been told not to send Bibles to
Saudi Arabia. Senator Helms met with the Saudi Ambassador and the

A key point for us to remember is the extent to which the
forces we're using today are there because of decisions that were
made years ago. I can't take credit as secretary of defense for
any of the forces that we currently have in the desert in Saudi
Arabia, nor can general Colin Powell, the chairman of the joint
chiefs. The decisions that were made in years past is what's made
it possible for us to undertake this exercise.
And the thing to be hoped is that in some future crisis, ten or
fifteen, or twenty years from now, when some future president and
his cabinet and the joint chiefs in the year 2008 have to deal with
this kind of contingency, that they'll be able to look back on the
decisions we made in the 1990s and have the same kind of feeling
that in fact their predecessors did as good a job as I think ought
to have today about what our predecessors have done

DRUGS AND CRIME
The Jesse Helms program on drugs is simple and effective. The
death penalty for drug kingpins. Life without parole for the
dealers. Boot camp prisons for the users. And drug education for
our children.
Jesse Helms's work to fight drugs in North Carolina communities is
effective -- so effective that the North Carolina Fraternal Order
of Police honored Senator Helms for his work to fight crime and
drugs.
Jesse Helms knows to get things done in Washington for North
Carolina. Things like getting a federal law changed so North
Carolina police could use $3 million seized from drug dealers to
fight crime. Things like getting the Customs Service to provide an
airplane to watch for drug trafficking on the coast. Jesse Helms'
seniority in the Senate pays off for agricultural research at N. C.
State University and for the local schools needing federal help for
drug education.
And nobody can cut federal red tape fast than Senator Helms -- just
ask the 250 people working at a machine tool plant that was able to
open for business because Senator Helms cut the red tape that had
been blocking the plant from opening.

LETTER TO THE EDITOR
Recently my nephew and his wife went to Nigeria on a Team
Ministries Mission. When the Mission had been completed, they went
to Lagos, Nigeria to spend the night before returning to the United
States.
The following evening, early in the morning of departure, my nephew
was awakened in his room and arrested by the Nigerian Police.
The arrest was a case of mistaken identity, but for the next twelve
hours, members of his family were frantically trying to get
information from many and any sources.
A friend helped me contact Senator Jesse Helms, and I was able to
speak to him of our concern. His response was immediate and
direct. Within 30 minutes he called to say that he had contacted
the State Department, his Foreign Relations staff, and had put in
motion other inquiries.
Following his call to me, the Senator called my sister and her
husband to personally express his concern and to reassure them of

Helms's Record on Iraq Shows Leadership
Raleigh, (Sept 1,1990) --Senator Jesse Helms has often been
in the minority when it comes to sounding the "warning bell"
about the dangers of Saddam Hussein. America's nemesis
whether it is Manuel Noriega or Saddam Hussein, have quickly
learned that their actions and rhetoric were being
scrutinized by Senator Jesse Helms.
Years before the United States' invasion of Panama, Helms
was the Senator pleading with his fellow colleagues to "wake
up" to the tyranny and drug trafficking activities condoned
and perpetuated by Noriega. Even Senator John Kerry, a
liberal Democrat, paid tribute to the Senator's leadership
in this saying,
"Mr. President, all of us would be remiss if we
did not take this opportunity to recognize the
tireless efforts of the distinguished ranking
Republican on the Foreign Relations Committee in
focusing our attention on the Panama problem. At
one time, Senator Helms was the only voice in the
wilderness condemning this narco-dictatorship, and I
think we owe him a debt of gratitude for his
perseverance on this issue."

Over two years ago, just as he tried to alert the Senate
about Manuel Noriega, Helms was also urgently trying to send
warnings about Saddam Hussein's regime. Helms was moving
forward with efforts to deny economic and military support
for Iraq. In March of 1988, Helms offered an amendment in
the Foreign Relations Committee to eliminate the "Scud B"
missiles by including them in the INF treaty. Helms's
amendment was defeated in committee. Today, it is this same
type of missile -- capable of carrying chemical agents --
that now threatens the multi-national troops and civilians
in Saudi Arabia.
Then in September of 1988, Helms co-sponsored legislation
along with Senator Claiborne Pell to eliminate 800 million
dollars in foreign aid loan guarantees to Iraq, condemning
their use of chemical weapons. Senator Helms's legislation
passed the Senate but was voted down by the House. A recent
article in the The Wall Street Journal, (8/8/90) said that
U.S. taxpayers will now be forced to pay 2.3 billion dollars
to cover Iraq's defaulted loans.
True to his belief in the growing threat of Middle East
menaces, Senator Helms continued to address issues to halt
further developments to strengthen Iraq and others. When
Secretary of State James Baker was being confirmed in that
post in 1989, Senator Helms provided the "nominee" with a
list of companies reported to have had dealings with Iraq
and Libya. He asked Baker to support sanctions against such
companies, then he later introduced a measure to impose
sanctions on companies that provided assistance to chemical
weapons programs in Iraq, Libya, Iran and Syria. The Senate
passed the legislation in May 1990. However, as of this
date, the House has not yet passed the chemical weapons
legislation.

and Spurs New Bill to be Introduced
Raleigh, N.C., (September 13, 1990) ---- This week U.S.
Senate passed a bill introduced by N.C. Senator Jesse Helms
which would would give free postage on all mail sent home by
U.S. troops to family and friends. The vote passed the
Senate overwhelmingly when the voice vote was taken. Now the
bill moves on to the U.S. House of Representatives.
Helms recently visited the middle East where he saw first-
hand how much these communications from home mean to
American troops who are part of operation "Desert Shield."
Senator Helms stated, "No one needs to be told that the mail

Commenting further on the troops in the Middle East, Senator
Helms said that he was "convinced there's a good possibility
that this thing could be much shorter than everybody
thinks." He continued by saying that it would be his
educated guess that the majority of troops "might be home by
Christmas."
Senator Helms's concerns over the regime of Saddam Hussin
are well known. He has co-sponsored several pieces of
legislation to cut off foreign aid to Iraq because of their
use of chemical warfare and has shared with the President as
recently as last week, a list of foreign and American firms
he says have assisted Iraq's military build-up.
Senator Helms refers to the 131 companies on the list as
"Saddam's Foreign Legion. = Senator Helms also shared this
information with the Senate Foreign Relations Committee
where he is the ranking Republican member.

Maryland began to settle the Piedmont, or as it was then called, the
backcountry. More English settlers from South Carolina, as well as
Highland Scots, arrived in the Cape Fear region later in the
eighteenth century.
The British lost control of North Carolina early in the
Revolutionary War, when a column of Loyalist Scots, on its way to
join the royal governor, was halted by Patriots at the Battle of
Moores Creek Bridge in February 1776. The fighting did not return
to North Carolina until 1781, when Lord Cornwallis invaded from
South Carolina, supposing that large numbers of secret Loyalists
would rally to him. Instead, he found himself "in a damned
rebellious country." After pursuing General Nathanael Greene's
army through the wintry woods without resolution, Cornwallis
finally got the major battle he wanted, at Guilford Courthouse in
March 1781. Although the Americans were driven from the field,
Lord Cornwallis paid a bloody price. "Another such victory would
destroy the British Army," said one official in England. His army
seriously weakened, Cornwallis abandoned North Carolina for, he
hoped, easier pickings in Virginia.

Comprised of six agencies, all established to provide support for
Marines and their families:
Family Service Center: established a 24 hour "hotline" to
provide information and referral services to families of deployed
Marines.
Red Cross: transmits emergency messages from families to
deployed Marines, available for loans, clothing, etc., for
families in need.
Navy Marine Corps Relief Society: provides grants, loans,
financial counselling, referral services, food locker.
Family Advocacy Center counselling for Marines and their
families.
Key Wife groups: volunteer organization to provide information
to and from the command on a variety of issues, such as pay
problems, administative problems (new ID cards for the kids).
Serves as referral service to variety of agencies such as the
chaplains, legal services, etc.
Organized based on unit, they usually set up phone trees to
provide current info on the deployment.
**A good example of how a key wife helped out in A pinch was to
accompany a sick wife to the emergency room, and take care of the
wife's two-month old baby while she was being treated. The key
wife then took them home with her and spent the night taking care
of them. **
