TOGETHER A BUDGET THAT DELIVERS $500 BILLION DOLLARS IN
DEFICIT REDUCTION OVER THE NEXT FIVE YEARS. IT MUST
DELIVER REAL SPENDING CUTS -- WITH REAL SAVINGS TO
CREATE JOBS AND KEEP THIS ECONOMY MOVING. 11 CUTS MUST
BE FULLY ENFORCEABLE. THE BUDGET I SIGN MUST REFORM A
BUDGET PROCESS THAT DOESN'T WORK. AND ONE THING MORE

I. SUMMARY
On Monday, October 15, 1990, at 6:50 P.M., you will attend a
fundraising reception for Kay Orr, Hal Daub, and Ally Milder in
Omaha's Red Lion Inn. There will be a standing audience of
approximately 1,500 people, each paying $150. Among those
attending will be Governor Orr, who will introduce you; Hal Daub,
Ally Milder, retiring Congresswoman Virginia Smith, and Congressman
Doug Bereuter.
II. DISCUSSION
The attached remarks (12 minutes, cards) highlight the
importance of a strong Republican showing in the upcoming mid-term
elections. Within this framework, the remarks pay particular
attention to the ongoing budget negotiations, as well as the
continuing struggle in the Middle East.

Thank you, Kay, for that wonderful introduction.
((Acknowledgements) ) ((It's great to be here tonight at the Red
Lion Inn. I heard you Cornhusker fans were enthusiastic, but do
you name all your inns after the Big Red? \\))
I'm delighted to be here today on behalf of your great
Republican ticket -- Kay Orr for Governor III Hal Daub for
Senate 111 and Ally Milder for Congress. 111 They say good luck
comes in threes, and I think this may be a very lucky year for
the people of Nebraska. 11
And come Election Day, the opposition's luck is going to run
out. That's because they're up against some stiff competition at
the polls. We've got a strong Nebraska delegation in Washington,
and we're going to keep it that way. Virginia Smith and Doug
Bereuter have been doing a phenomenal job -- but they won't
hesitate to tell you we need more Republican support. So on
November 6, let's make our Nebraska delegation in the House solid
Republican -- and let's elect Ally Milder to the U.S. Congress.
And of course, there's our future Senator, Hal Daub. I've
known him for almost twenty years now, and I know this: Hal Daub
has made a difference -- as a lawyer, businessman and four-term
Congressman. And he'll make an even bigger difference as the

next Senator for the state of Nebraska. I think everyone here
agrees with me: we need Hal Daub in the United States Senate. 11
And thirdly, I'm here to salute the great Governor of the
State of Nebraska -- Kay Orr. She made the recordbooks as the
first woman Governor in Nebraska history, and the first
Republican woman Governor in American history. She's made the
tough decisions and difficult choices over the last four years
-- and they were the right ones. That's why I need Kay Orr, and
that's why Nebraska needs Kay Orr. 11
We need a strong Nebraska to build a better America, one
where power lies in the hands of people, not government.
Together, all three of these candidates -- Ally Milder, Hal Daub
and Kay Orr -- stand for growth, opportunity, and prosperity for
all Americans -- GOP. That's because all three are Republicans.
And believe me, I could use a few more Republicans in
Washington right now. There's not a doubt in my mind that with
Republicans in control on Capitol Hill -- this budget mess would
never have happened. But the fact that the Democrats control the
Congress is all the more reason for Republicans to stand firm to
make this the best budget possible. 11
Pressures caused by the deficit problem have been building
for years. This year, they reached the boiling point. For eight
long months we've wrestled with this problem. For eight long
months, I've negotiated in good faith. I put it all on the table
-- even taxes -- and I took the heat. And in the end I had to

compromise. But it's what I had to do to get the talks moving
again. And the agreement we produced was nothing short of the
single largest deficit reduction package in history.\
Now it's time to move forward again -- to put together a
budget that meets our target: $500 billion dollars in deficit
reduction over the next five years. And that budget must be a
bipartisan one -- not a unilateral one -- with input from
Republicans and Democrats alike. It must deliver real spending
cuts -- with real savings and pro-growth incentives, to create
jobs and keep this economy moving. The budget cuts we agree on
must be fully enforceable, and the budget I sign must include
significant budget process reforms -- because right now, the
federal budget process is like some kind of Rube Goldberg
contraption, out of control. Plenty of noise and smoke --
sucking up more and more tax dollars on one end -- and spewing
out spending progams without end. The time has come to put a
stop to it. 11 The time has come to elect Republicans. 11
I need a Republican majority in Congress and in our
statehouses -- because at no time in recent history has an
economically healthy and militarily strong America been more
important. And Nebraskans know it more than most. With the
Strategic Air Command at Offutt right nearby, you understand the
need for strong American leadership. You also understand the
principles at stake in the Persian Gulf -- standing up to
aggression and ensuring peace and stability in the world.

I'm proud to see the people of Nebraska support our brave
men and women overseas. 11 I've read of your community efforts -
- the students at Omaha Westside Middle School sending more than
400 letters to our troops in Saudi Arabia, and the wives of the
Nebraska Army National Guard members shipping over nearly 200
pounds of sugar cookies -- I'm afraid that beats C-rations any
day -- for our G.I.'s in the hot desert sand. They've left
spouses, children, and yes 11 Big Red football 11 behind to
defend our cause. ((I'll have to ask Colin Powell to get the
word to the troops: the Cornhuskers beat the pants off of
Missouri last weekend. \\))
And from those posts in the desert of Saudi Arabia and the
glare of the Persian Gulf, our G.I.s will be sending in their
absentee ballots. In a year that has seen the promise of
democracy grow -- from Moscow to Managua -- the least we can do
is exercise our own right to vote. Let's make our country proud
and get out the vote on November 6.
From the banks of the Missouri to the border of Wyoming,
Nebraskans have a proud legacy, one of greatness begun under the
pioneers. As the Cornhusker fight song goes, "There's no other
place like Nebraska." So let's keep Nebraska great -- and let's
keep it Republican. 11 Let's make it "Four More for Governor
Orr" --- and let's send Hal Daub and Ally Milder to Washington.
We need them, and America needs them. 11
