As always, it is a pleasure to be in the Old Dominion -- and to speak on behalf of one of this Nation's great representatives. He's not simply on our side -- he's on America's side. // My friend -- and your wonderful Congressman. Stan Parris. // ((As Stan tells it, this visit arose from a phone call from that kinder and gentler human being, John Sununu. // John told him, "We've got a surprise for you that will really excite people." // Stan replied, "You mean big-league baseball's finally coming to Northern Virginia?") ) // Northern Virginia may not yet have a major league baseball team, but it has a major league congressman. And I'm here today to say: On Election Day, Stan is going to do to his opponent what the Reds did to the A's. // I say that for many reasons. First, Stan is a friend -- not merely of Northern Virginia, but also of me. ((Stan and I have a special bond. I'm the one who taught him everything he knows about charisma. )) // I also like Stan's honesty and perspective. // For example. Stan's a big Virginia Cavaliers football fan. That's the honest part. // Stan's perspective is realizing the impossibility of 2 his transportation dream: Moving the University of Virginia to Alexandria. // Finally, there is Stan Parris' record. Korean War hero. Returned to attend George Washington University -- then, practice law -- then, enter the Virginia House of Delegates. // He's served as Secretary of the Commonwealth. Been a superb seven- term U.S. Congressmen. // He's on the side of every decent American who values Growth, opportunity, and prosperity. // GOP. // Has a nice ring, don't you think? // ( (You know, enduring the drive over here from D.C., I thought of how I'd vote for Stan Parris just on his transportation policies alone. )) // He co-sponsored legislation which will complete this area's Metro system. / He opposes Statehood for the District of Columbia -- and I support his stand. // Stan Parris reflects the values of America's good, quiet, decent people. // He believes in government which serves the people -- not the other way around. We could use a little more of Stan's common sense about five miles northeast of here. I'm speaking about the ludicrous spectacle known as the United States Congress. // Yes, Virginia, America finally has a Federal budget. But even Ripley would not believe what it had to endure to get that budget passed. // All of you know the history of these budget negotiations. For most of the past year, our Administration -- aided by Congressmen like Stan -- has worked to produce a serious response 3 to a serious deficit -- grappling not only with the budget, but a self-serving Congress in which both houses are run by Democrats. For eight months, this Democratic Congress acted like a 78 record played at 33. The only thing it did quickly was "Tax and spend." Otherwise, for eight months, it postured. Bellowed. Debated. Stalled. // If Congress were a play, it would have closed before New Haven. Congress hasn't been doing the people's business. It's been giving the business to the people. // Now, Stan's opponent proposes to give the business to the Eighth District. // Part of Congress's problem is institutional. Think of it - - twenty thousand staff members and a Rubik's Cube of committees. Too often, serving liberals like Stan's opponent who pander to pressure groups. // Then, there's a second problem: Congress' left-wing philosophy perpetuated by nearly 40 years of one-party rule. // Because the Democratic Congress has become unaccountable, it has become irresponsible. Yes, the budget process is broke -- and we have to fix it. But we don't just have to change the process. Ask Stan Parris -- he could use some company: We have to elect more Republicans so we can change the Congress, too. // Six days from now, let's remember who gave us the sorry charade we call a budget process. The Democrats. // And who fought so hard for budget reform -- for built-in enforcement rules to break liberals' tax and spend addiction once and for all. Yes, Republicans like Stan Parris. // Republicans helped 4 us achieve the first five-year curb on spending ever. And ensured over $350 billion in spending cuts -- the largest cut in history. // Republicans helped me reduce the deficit by $500 billion. Hold the line against the ultra-liberals who would cripple our national defense. Finally, thank God for Republicans like Stan Parris who helped me keep Congress from raising income tax rates on working America. // Here's the good news. Our budget agreement will help bring interest rates down in Northern Virginia -- helping you buy that new home or car. It will help build more new businesses -- and that means more new jobs. // But I won't deceive you -- we've had enough deception from the other party. So here's the bad news. This budget's not nearly as good -- nor fair to the Middle Class -- as we would have had under a Republican Congress. // For too long we've endured a Democratic Congress that -- by bowing to special interests -- measures progress made by dollars spent. // Next Tuesday, let's elect Republicans like Stan Parris who measure progress made by people helped -- and who will build a government which stands for America's interests. // Ask Stan Parris. America needs a Republican Congress that will balance the budget by cutting spending -- not a Democratic Congress that tries to raise the income-tax rates of the middle- class. // Ask Stan Parris. And let's re-elect Stan Parris as Congressman from the Eighth District of the great State of Virginia. # # # # October 29, 1990 MEMORANDUM FOR CHRISS WINSTON ALL SPEECHWRITERS ALL RESEARCHERS FROM: ED McNALLY SUBJECT: SLAMMING THE DEMOCRATS FOR GUTTING THE CRIME BILL In one of the most cowardly legislative acts on record, liberal Democrats in the conference committee mugged the President's Crime Bill in the last hours of the Congress. Run down by a mob of desparate Democrats fleeing home to their campaigns, it was a true hit and run. It also marks the first time in almost a decade that a Congress has gone home without producing a serious crime bill. The injuries proved fatal. The Crime Bill came in D.O.A. -- "Dead On Arrival" -- and missing most of its vital parts. Gone are the President's habeas corpus reforms aimed at stopping convicted criminals from endlessly abusing the appeals process. Gone are the President's reforms of the exclusionary rule -- a judge-made law that lets the guilty go free. Most outrageous of all -- they cut the President's proposal for a real federal death penalty --- striking out even the death penalty for drug kingpins and terrorists. For almost 10 years, Republican Presidents have been calling for the Congress to pass workable federal death penalty laws. The American people overwhelmingly support it. Both Houses overwhelmingly passed it. But once again, the Democrats choked -- and failed to send a federal death penalty law to the President's desk. It's bad news for America, and bad news for law enforcement -- and good news only for violent criminals. This gives us an attack issue the President can and should use in every race. (And, unlike the budget, we can attack without apology or explanation.) The Democrats should be hit, and hit hard, on this in every remaining campaign speech. ("This was a strong anti-crime bill when it left this House," said Henry Hyde. "It left here as Arnold Schwartzenegger and came back as Woody Allen.") JAN-07-1900 14:52 FROM TO 94566218 P.02 DRAFT PRESIDENTIAL STATEMENT ON CONGRESS'S FAILURE TO ADOPT SERIOUS CRIMINAL LAW REFORMS IN THE CRIME BILL Almost a year and a half ago, I sent tough anti-crime legislation to the Congress -- legislation designed to give police and prosecutors the tools they need to take violent criminals off our streets and put them away for good. My proposals included a federal death penalty for serious federal crimes, reform of the exclusionary rule to allow courts to consider all evidence gathered by the police while doing their jobs in good faith, and reform of a habeas corpus system that has made a travesty of state death penalty laws through repetitive hearings and endless delay. For almost ten years Republican Presidents have been calling upon the Congress to pass workable federal death penalty laws. Congress has failed to act, and as the law now stands, the federal government is powerless to impose the death penalty even for the most coldblooded acts of murder, such as terrorist bombings of civilian airplanes or the use of mailbombs against federal judges. We need a workable federal death penalty to send a message to drug-dealers and terrorists that America will not stand by while these violent criminals prey on her citizens or her public officers. Despite the fact that the American people overwhelmingly support the death penalty, and despite the fact that this year both House of Congress overwhelmingly passed federal death penalty bills, the Congress has again failed to send a federal death penalty law to the President's desk. In one of the most cowardly legislative acts on record, liberal Democrats in the conference committee mugged the crime bill in the last hours of the Congress. They cut the federal death penalty passed by both Houses -- They lifted habeas corpus and exclusionary rule reform -- They heisted the death penalty for drug kingpins -- and, in a time of budgetary crisis, they larded the bill with half-baked spending measures. There is no beef left in this so-called crime bill, only pork. There has been alot of rhetoric about civil rights in the last few weeks, but this Congress has done very little to protect what I regard as every American's first civil right -- the right to be free from fear in our homes, in our streets, and in our neighborhoods. The American people deserve better than a cynical pork barrel measure dressed up as a crime bill, and I intended to seek better next year. This package contained a federal death penalty, exclusionary rule reform and habeas corpus reform. Subsequently, the Administration added a proposal providing for the death penalty for drug kingpins. The House of Representatives, reflecting the will of the American people, passed each of these tough anti-crime measures by lopsided majorities. In addition, just this week, by a vote of almost three to one, this House instructed its conferees not to recede from the tough positions adopted by the House on federal death penalty, habeas corpus reform, the death penalty for drug kingpins, and exclusionary rule reform. Unfortunately, the Conference Committee ignored the instructions of this body, and deleted the death penalty, habeas corpus and exclusionary rule provisions from the bill. The federal government will also be better able to protect assets from being transferred or lost through pre-judgement attachments procedures. Moreover, a permanent Office of Special Counsel for savings and loans prosecutions has also been authorized at the Department of Justice. Wire tap regulations have also been extended to include bank fraud violations. Anti-trust fines and penalties have also been enhanced. Sherman Act maximum fines for corporations have been increased from $1 million to $10 million. The government will also now be able to collect triple damages for anti-trust violations. Treble damages will serve as an important deterrent to bid-rigging and price-fixing. Under new federal laws sought for years by United States Attorneys and passed by Congress last weekend, the Department will now have uniform procedures for collecting the estimated $90 billion owed to the taxpayers. The President has on his desk a bill, The Korean War Veteran's Memorial Coin Act, sponsored by Parris, that he has agreed to sign. The legislation will allow for the sale of commemorative coins which will finance the construction of the Korean War Memorial near the Lincoln Memorial. The Memorial will be constructed entirely with private funds, and the coin sale will even allow for the repayment of the initial one million dollars the Federal government appropriated for the commission of the Memorial in 1986. 2. By Monday, the President should have on his desk the Parris-Dellums Metrorail Reauthorization bill, which the Administration agreed to on Thursday, October 25. This legislation will allow the completion of the full 103 mile subway system, including a Metro station in Springfield, Virginia. Metro has been called America's Subway, and represents the Federal commitment to transportation improvements and environmental sound forms of transportation. 3. The President, earlier this year, signed the Amtrak Reauthorization Act which included a provision drafted by Stan Parris that allows the Virginia Commuter Rail system to begin operations next year. The President's signature removed the final hurdle to this vitally needed transportation system in Northern Virginia. 4. Stan Parris has led the fight against D.C. Statehood and is supported by the Administration in his efforts. He opposes it because it is unconstitutional and because it will result in a $1.2 Billion commuter tax being imposed on Virginians and Marylanders who commute to Washington D.C. for employment. 5. Parris is a charter member of the House Select Committee on Narcotics Abuse and Control and has supported all of President Bush's initiatives in the War on Drugs. 6. Stan Parris is the senior Republican on the House District of Columbia Committee and has worked with the Administration for the betterment of Northern Virginia. One of the key strengths of Stan Parris is that as the Vice-Chairman of the House District of Columbia Committee working with the Republican Administration he is infinitely more effective in protecting the interests of Northern Virginia than a liberal freshman Democrat who would be under the heavy handed control of the House Democrat leadership. 7.
