Your remarks, 12-15 minutes in length, will Davis/Blymire Title: Orlando Date: Oct. 30, 1990 Draft: Two PRESIDENTIAL ADDRESS: GOVERNOR MARTINEZ, ORLANDO 5:20 p.m., November 1, 1990 ((Acknowledgements -- It's a delight, once again, to be back in this great city of Orlando, and to be here for our old friends -- Governor Martinez and his lovely First Lady, Mary Jane. ( (And I see Allison DeFoor -- a man of the law, a man of the people -- and the next lieutenant-governor of Florida. ( (Senator Mack -- Connie, although you're not running this year, you've been campaigning hard. So once again, you're giving wwsnb 12/01 Florida Democrats a Mack Attack. Also, Congressman Bill McCollum and your next Congressman -- Bill Tolley. ((Then there's our Republican co-chairman: Jeannie, you've shown us how today's Republican success story can be America's Sally Salmon 40A 238-2000 story tomorrow. And when that day arrives, we will owe a lot to you. Thank you, Jeannie Austin. ((Van Poole -- Mister Chairman, congratulations on your extraordinary effort in leading a Republican Party to majority status. Great to see Alec Courtelis, a true gentleman and a good friend. )) We're hitting the campaign trail, and hitting it hard, because this election here in Florida is close, and it's crucial. A few nights ago, you saw what was at stake. One candidate offered the failed solutions and tired logic you would expect 2 from a creature of Congress. The other, Governor Martinez, offered the balanced approach you would expect from a seasoned leader of a city, and now a leader of a great and growing state. Governor Martinez puts little stock in Washington solutions. He believes the people of Florida know what's best for themselves. He believes in empowerment -- the power that comes when millions work for a common vision. Under Bob Martinez, you have been given the power to fight for a cleaner environment, for greater strides in education, for economic opportunity and for streets safe from drugs and crime. Ray, Commerce DonRay, XXX Florida ranks number one in the creation of XX new businesses and new jobs, especially in high-tech manufacturing. The credit goes to the people of Florida, and to Governor Martinez. Florida treasures its Everglades, that unique and irreplaceable resource. Last year, I was able to sign into law a bill increasing the size of the Everglades National Park XXX by more & than 100,000 acres. More needs to be done, but we are determined that the Everglades will be ever-lasting. The credit goes to the people of Florida, their Republican Delegation and -- again -- to Governor Martinez. Florida is getting tough on drugs. Bob XXXXX is the lead governor on the substance abuse and drug trafficking for the national task johnPeck force of the National Governors' Association. He set a national x sec. press precedent by appointing a state drug czar. And XXXXX he has been a 104- 488- 5394 leader in making sure X parolees undergo drug X testing X and X [toughened laws to make criminals stay behind bars, and added the prison space to enforce it. ] X 3 XXX x X counseling -- to get straight, and stay straight. Once again, the + Florida xt is getting tough on crime, stiffening the criminal credit goes to the governor. And XX by picking as his X running mate Y a no-nonsense sheriff, you can be sure that Bob Martinez and Allison DeFoor will make Florida an even safer place to live. \\\ Whether he's standing up for the environment, or standing up to criminals, Bob Martinez has compiled a remarkable record of achievement that would make any governor proud. He's never been one to walk away from a job. For Governor Bob Martinez, even the toughest challenge is just another day at the office. \\\ I have told you what Republicans here have done to fight crime in Florida. Now let me tell you what the liberal Democratic Congress has done to make the streets of America safer -- safer for muggers, safer for killers, safer for those who prey on the weak and unsuspecting. Almost a year and a half ago, I stood before the Capitol with policemen and women, and other potential victims of violent crime, to demand Congress pass a crime bill -- and pass it soon. We shared high hopes that this Democratic Congress, liberal though it is, would finally pass a workable federal death penalty -- to protect America. Would end the legal loopholes and technicalities that free criminals and handcuff police. And would give our prosecutors the tools they need to keep criminals off the street and behind bars. 4 Well, they did pass a tough crime bill, only to weaken and water it down later, out of sight, in a backroom. The mutilation of this bill is a legislative crime that could only take place behind closed doors. Only when the doors were shut, safe from public view, was it cut up and left to die. So when it comes to the Congress, all I can say is: What a difference Republican leadership would make. Here in Florida, Bob Martinez has enforced a death penalty that protects police and public alike. But x in Washington, the Y / + + + Thomburgh Justice liberal Democratic Congress stopped the federal death penalty for XX assassination for treason -- for drug kingpins -- for the T X You K murder of judges, witnesses and jurors -- for mail bombings and acts XXX of terror. So let criminals and terrorists give credit where credit is due: to the liberal Democrats. XX X a + + X XX Here in Florida, I told you that Bob Martinez signed into PAY XX X + XX law tough drug-testing provisions for state parolees. But in X Washington, this liberal Democratic Congress rejected drug- X testing for federal parolees. Blame the liberal Democrats. No wonder one Republican said that the bill left the floor as Arnold Schwarzenegger and came out of the conference committee as Woody Allen. Again, blame the liberal Democrats. It is because of shenanigans like the gutting of the crime Y xx bill that more and more Florida Democrats are following Congressman Xt Bill Grant, who XX made a principled decision to leave a / + XXX John Peck to X party that had already left him and his constituents. 5 Like me, Bill Grant had seen Congresses come and go. And never have we seen a liberal Congress more afraid, more gridlocked, more paralyzed, more tied up in knots than today's. Just look at the agonizing, protracted and unnecessary negotiations that led to the budget agreement. You know, by law, the budget was due last April. The Democratic Congress has given me a budget six months late, holding our prosperity ransom. America could have gotten a budget agreement in May, in June, or in August. But the Democrats held out, angling for every last morsel of advantage - - all in the name of politics and higher taxes. XX X X X XXXXXX John Peck XXXX + XX X X X Here in Florida, Governor Martinez has used the power, of a line-item veto at least 426 times to strike wasteful spending. We need the same power in Washington. We need the line-item veto -- to protect the national interest against the special- interests. And one more thing -- if the Democrats can't stop themselves from spending, maybe a law can do it for them. America needs a Balanced Budget Amendment. We extended our hand. We worked for a bipartisan solution to fight crime, and to solve this horrible budget mess. We tried very hard to do what's right for America -- only to have a parade of liberal Democrats march to the microphone in the well of the House and blame their failures on me. Well, America deserves a Better Deal. Harry Truman reminded us that only a President represents all the people -- only a President can stand up for the national interest against the 6 special interests. And I have crossed America in the last few days to tell it like it is: Congress is served by almost 20,000 staff members; it controls the perks and passes out the pork. This liberal Democratic Congress is a confusion of committees and turf-conscious chaos. And the House intended to become closest to the people has become a House of Lords. Our mission will be long and hard-fought. But starting next week, we can at least begin to send a message to Washington. And the way to send that message to Washington is not to send the liberal Democrats back. And you can send that same message to Tallahassee, by not rewarding the party that controls Congress, by not electing as Florida's chief executive XXX a liberal Democrat who XXX sat in Congress for eighteen years. That's the wrong mindset, the wrong experience, the wrong resume for Florida. No. You need a governor who will carefully balance the needs of nature and man, who will make the most of economic opportunity while protecting your special way of life. Moreover, the former school facility is needed to deal with school overcrowding. Earlier this month, a proposal was made to build a new town hall--yet the proposal was voted down because the people of Mashpee won't support any new public spending they're saying enough is enough and don't feel their local economy can support any new taxes. My proposals included a federal death penalty for serious federal crimes, reform of the exclusionary rule to allow courts to consider all evidence gathered by the police while doing their jobs in good faith, and reform of a habeas corpus system that has made a travesty of state death penalty laws through repetitive hearings and endless delay. For almost ten years Republican Presidents have been calling upon the Congress to pass workable federal death penalty laws. Congress has failed to act, and as the law now stands, the federal government is powerless to impose the death penalty even for the most coldblooded acts of murder, such as terrorist bombings of civilian airplanes or the use of mailbombs against federal judges. We need a workable federal death penalty to send a message to drug-dealers and terrorists that America will not stand by while these violent criminals prey on her citizens or her public officers. Despite the fact that the American people overwhelmingly support the death penalty, and despite the fact that this year both House of Congress overwhelmingly passed federal death penalty bills, the Congress has again failed to send a federal death penalty law to the President's desk. In one of the most cowardly legislative acts on record, liberal Democrats in the conference committee mugged the crime bill in the last hours of the Congress. Milliken said Blanchard has been "a steadfast supporter of a woman's right to choose and the right to privacy. He has said the government should not interfere in private lives. For this compelling reason, I will support James Blanchard for the Nov. 6 election." Blanchard said he welcomed the endorsement and added "he hasn't decided how [it] will be used, or whether it will be featured in television advertising." Bruce Morrison (D) as inconsistent for voting against the budget package. Rowland and Morrison were the only members of the CT delegation to vote against it. Now he tries to change his spots." I have told you what Republicans here have done to fight crime in Florida. Almost a year and a half ago, I stood before the Capitol with policemen and women, and other potential victims of violent crime, to demand Congress pass a crime bill -- and pass it soon. And would give our prosecutors the tools they need to keep criminals off the street and behind bars. 4 Well, they did pass a tough crime bill, only to weaken and water it down later, out of sight, in a backroom. The mutilation of this bill is a legislative crime that could only take place behind closed doors. Only when the doors were shut, safe from public view, was it cut up and left to die. So when it comes to the Congress, all I can say is: What a difference Republican leadership would make. Here in Florida, Bob Martinez has enforced a death penalty that protects police and public alike. But in Washington, the liberal Democratic Congress stopped the federal death penalty for assassination -- for treason -- for drug kingpins -- for the murder of judges, witnesses and jurors -- for mail bombings and acts of terror. So let criminals and terrorists give credit where credit is due: to the liberal Democrats. Here in Florida, I told you that Bob Martinez signed into law tough drug-testing provisions for state parolees. But in Washington, this liberal Democratic Congress rejected drug- testing for federal parolees. Blame the liberal Democrats. No wonder one Republican said that the bill left the floor as Arnold Schwarzenegger and came out of the conference committee as Woody Allen. Again, blame the liberal Democrats. It is because of shenanigans like the gutting of the crime bill that more and more Florida Democrats are following Congressman Bill Grant, who made a principled decision to leave a party that had already left him and his constituents. 5 Like me, Bill Grant had seen Congresses come and go. And never have we seen a liberal Congress more afraid, more gridlocked, more paralyzed, more tied up in knots than today's. Just look at the agonizing, protracted and unnecessary negotiations that led to the budget agreement. You know, by law, the budget was due last April. The Democratic Congress has given me a budget six months late, holding our prosperity ransom. America could have gotten a budget agreement in May, in June, or in August. But the Democrats held out, angling for every last morsel of advantage - - all in the name of politics and higher taxes. Here in Florida, Governor Martinez has used the power of a line-item veto at least 426 times to strike wasteful spending. We need the same power in Washington. We need the line-item veto -- to protect the national interest against the special- interests. And one more thing -- if the Democrats can't stop themselves from spending, maybe a law can do it for them. America needs a Balanced Budget Amendment. We extended our hand. We worked for a bipartisan solution to fight crime, and to solve this horrible budget mess. We tried very hard to do what's right for America -- only to have a parade of liberal Democrats march to the microphone in the well of the House and blame their failures on me. Well, America deserves a Better Deal. Harry Truman reminded us that only a President represents all the people -- only a President can stand up for the national interest against the 6 special interests. And I have crossed America in the last few days to tell it like it is: Congress is served by almost 20,000 staff members; it controls the perks and passes out the pork. This liberal Democratic Congress is a confusion of committees and turf-conscious chaos. And the House intended to become closest to the people has become a House of Lords. Our mission will be long and hard-fought. But starting next week, we can at least begin to send a message to Washington. And the way to send that message to Washington is not to send the liberal Democrats back. Its population of Indians, blacks and immigrants gave it a decidedly cosmopolitan flavor. Also note (as mentioned in the xerox) that Mashpee was among the first towns to return their federal and state votes. At the time the town voted overwhelmingly Republican, and was considered a bellwether in predicting voting trends. 10) Here's an anecdote that illustrates the poor state of the Massachusetts economy consequent to irresponsible MA Dem policies: The current Mashpee town hall is in a former school building. The town government, however, has outgrown the building. Moreover, the former school facility is needed to deal with school overcrowding. Earlier this month, a proposal was made to build a new town hall--yet the proposal was voted down because the people of Mashpee won't support any new public spending they're saying enough is enough and don't feel their local economy can support any new taxes. Later that night, Sen. Gramm auctioned off the President's tie for $100. Is there some joke which associates the name "Oilers" with the situation in the Gulf? 7) Texas is one of the few states in the running to host the 1992 RNC convention. 8) Up until quite recently, Texas has been a one-party state. This history is reflected in the hotly contested local County Commissioner's race (Harris County, which is incorporated into Houston). Republican candidate Jerry Eversol is running against Democrat Eleanor Tinsley. If he wins, it will be the first time ever that the county has had a Republican County Commissioner; moreover, it will mean a lot in terms of local expenditures. 9) Clayton Williams would be the second Republican Texas governor since Reconstruction; and Texas has never had a Republican Lieutenant Governor. 10) Nolan Ryan, former Astros pitcher, now pitches for the Rangers. At 44, he is the oldest baseball player (check), yet he's still setting record. We could check to see if he's at all active or on the record for the campaign, and then throw something in remarks about how Ryan's throwing a pitch in for Texas Republicans. 11) POTUS will be traveling from Waco, Texas. 12) Here are a few quotes I came by while researching the Mosbacher event: "A republic of outlaws loosely allied with the United States, Texas survives, and survives quite well, by breaking the rules." The convention center is next to the Suspension Bridge--the bridge after which the Brooklyn Bridge was modeled (Bridge metaphors? or, "If you believe his opponent's charges, I can get you a sweet deal on the Suspension Bridge. ") Waco was named after the Waco Indians. At one time the town was called "Six Shooter Junction" back in the days the town was known for its prostitution trade. Today Waco is home to a thriving aerospace industry (any jokes about liberal Democrats lost in space?). Waco is home to the Texas Ranger Hall of Fame. At one time the Chisolm Trail ran through Waco. WHAT: This will be a two-tiered event: first a closed-press, paid ticket, 100 clicks of the camera with POTUS; then remarks at an open-press, free yet ticketed "rally- like" standing reception (the word "rally" is being assiduously avoided because of whatever connotations it might have with the press). Roughly 1,500 attendees expected. The purpose is to promote the whole ticket (Hugh Shine, Phil Gramm, Clayton Williams, Rob Mosbacher) but remarks should pay special attention to giving an extra boost to Shine for Congress. His opponent is fellow State Representative Chet Edwards. Edwards, by the way, waged a losing campaign against Phil Gramm (then a Democrat) for Congress in 1978. Kelly Rogers is Shine's campaign manager; she can be reached at (817) 773-0721. Shine lives in Waco; has raised his family there. His opponent, on the other hand, moved to Waco from Dallas in order to run--giving the bad impression of being a carpet-bagger candidate. NICE GULF/TEXAS MACHO TIE-IN: Hugh Shine is on active reserve; he is a helicopter pilot and has served in Korea. His opponent, by contrast, has no military experience. 3) POTUS arrives in Waco from Portland, Oregon. From Waco he travels to Houston, Texas. I am told this will be POTUS' first visit to WACO (check). 4) The soda-pop company Dr. Pepper, was founded in Waco. And the soda remains the most popular soft drink in the city. Waco traditionally receives the "highest per capita" award from Dr. Pepper, signifying that the average Wacoan drinks more of the stuff in a year than anyone in another city. 5) TSTI (Texas State Technological Institute) is the airport where POTUS will land. It is the former James Connally Air Force Base which closed about 20 years ago. At the time of closing, it devastated the local economy. Today, however, it stands as a a superlative example of how local initiative can take the misfortune of a military closing and turn it around to make it work productive part of the community. NOTE: There is a prospect of closing down the Second Amored Division at Fort Hood--the largest army base in the world. 6) Randy Travis will be requested to perform at event. 7) President Reagan delivered a speech in Waco in late summer of 1988. 8) Waco is indeed in the heart of central Texas, which together with the famous lines of the old song, "Deep in the Heart of Texas" suggests: "It's great to be back, deep in the heart of Texas. " 9) Cameroon Park in Waco is the largest municipal park in Texas. It will soon be the home of Waco's new zoo, one of the few natural barrier ZOOS in America. 10) Waco has a very active and successful Adopt-A-School program, which allows local businesses to work directly with local schools in the Waco Independent School District. 11) The Texas Ranger Hall of Fame is located at Fort Fisher. It is a tribute to this great Texas law enforcement organization. Since Clayton Williams is big on law enforcement, this could be an appropriate reference point. 12) Baylor Homecoming will take place on event weekend (Nov. 9-10), as Baylor plays Arkansas in football on Saturday afternoon. Portland, OR---CANCELED Sioux City, IOWA WHEN: November 2nd; time TBD but leaning toward early evening. WHERE: Sioux City Convention Center--this is a newly built facility of which Sioux City residents are quite proud. (See brochure and tourist map). It's modern, airy, and efficient. WHAT: This will be a two-tiered event: first a closed-press 100 clicks photo with POTUS at $500 a couple, then remarks at an open-press, "rally-like" stand-up reception (note: we are avoiding all mention of a "rally" because of whatever images it might conjure up with the press). There will be no food, no frills, and possibly a huge flag as presidential backdrop. At the dais will be seated as many state-wide candidates as can be mustered. The Morningside College Band will play. Congressman Tauke will introduce POTUS. Approximately 800-1,000 people expected to attend. The primary objective of the "Iowa Welcome" is to generate support for Tom Tauke for Senate. By now Political should have an update on whatever other candidates to include in remarks. Sioux City was among 10 U.S. communities receiving the award at a White House Ceremony. At event, POTUS remarked: "The All- America Cities are all-American success stories. At a time when so many mourn what's wrong with American cities, you have quietly gone to work to make them right." Sioux City received this recognition in part for its heroic efforts following the crash of the United Flight 232 at the Sioux Gateway Airport on July 19, 1989. Less dramatically, and more broadly, however, the award was given in fecognition of local community efforts to attack the problems of the 1990's, including economic decline, hunger, disasters, affordable housing and health care. 4) Iowa is rated the third state in the country in "Selected Quality of Life Factors;" Sioux City itself was recently rated Iowa's "Number One" place to live for quality of life by Money Magazine. The city features dozens of parks, two colleges, a graduate study center, regional medical centers, art center, theaters, a museum, and a 75 year old symphony. 5) The country music song "Sioux City Sue" is the most famous song about Sioux City. On August 20 of that year, Sgt.
