in this great city of Orlando, and to be here for our old friends
-- Governor Martinez and his lovely First Lady, Mary Jane.

people -- and the next lieutenant-governor of Florida.

year, you've been campaigning hard. So once again, you're giving

We're hitting the campaign trail, and hitting it hard,
because this election here in Florida is close, and it's crucial.
A few nights ago, you saw what was at stake. One candidate
offered the failed solutions and tired logic you would expect

from a creature of Congress. The other, Governor Martinez,
offered the balanced approach you would expect from a seasoned
leader of a city, and now a leader of a great and growing state.
Governor Martinez puts little stock in Washington solutions.
He believes the people of Florida know what's best for
themselves. He believes in empowerment -- the power that comes
when millions work for a common vision.
Under Bob Martinez, you have been given the power to fight
for a cleaner environment, for greater strides in education, for
economic opportunity and for streets safe from drugs and crime.

XXX Florida ranks number one in the creation of XX new businesses
and new jobs, especially in high-tech manufacturing. The credit
goes to the people of Florida, and to Governor Martinez.
Florida treasures its Everglades, that unique and
irreplaceable resource. Last year, I was able to sign into law a
bill increasing the size of the Everglades National Park XXX by more

than 100,000 acres. More needs to be done, but we are determined
that the Everglades will be ever-lasting. The credit goes to
the people of Florida, their Republican Delegation and -- again
-- to Governor Martinez.

on the substance abuse and drug trafficking for the national task

I have told you what Republicans here have done to fight
crime in Florida. Now let me tell you what the liberal
Democratic Congress has done to make the streets of America safer
-- safer for muggers, safer for killers, safer for those who prey
on the weak and unsuspecting.
Almost a year and a half ago, I stood before the Capitol
with policemen and women, and other potential victims of violent
crime, to demand Congress pass a crime bill -- and pass it soon.
We shared high hopes that this Democratic Congress, liberal
though it is, would finally pass a workable federal death penalty
-- to protect America. Would end the legal loopholes and
technicalities that free criminals and handcuff police. And
would give our prosecutors the tools they need to keep criminals
off the street and behind bars.

Well, they did pass a tough crime bill, only to weaken and
water it down later, out of sight, in a backroom. The mutilation
of this bill is a legislative crime that could only take place
behind closed doors. Only when the doors were shut, safe from
public view, was it cut up and left to die. So when it comes to
the Congress, all I can say is: What a difference Republican
leadership would make.
Here in Florida, Bob Martinez has enforced a death penalty
that protects police and public alike. But x in Washington, the

Like me, Bill Grant had seen Congresses come and go. And
never have we seen a liberal Congress more afraid, more
gridlocked, more paralyzed, more tied up in knots than today's.
Just look at the agonizing, protracted and unnecessary
negotiations that led to the budget agreement.
You know, by law, the budget was due last April. The
Democratic Congress has given me a budget six months late,
holding our prosperity ransom. America could have gotten a
budget agreement in May, in June, or in August. But the
Democrats held out, angling for every last morsel of advantage -
- all in the name of politics and higher taxes.

Here in Florida, Governor Martinez has used the power, of a
line-item veto at least 426 times to strike wasteful spending.
We need the same power in Washington. We need the line-item veto
-- to protect the national interest against the special-
interests. And one more thing -- if the Democrats can't stop
themselves from spending, maybe a law can do it for them.
America needs a Balanced Budget Amendment.
We extended our hand. We worked for a bipartisan solution
to fight crime, and to solve this horrible budget mess. We tried
very hard to do what's right for America -- only to have a parade
of liberal Democrats march to the microphone in the well of the
House and blame their failures on me.
Well, America deserves a Better Deal. Harry Truman reminded
us that only a President represents all the people -- only a
President can stand up for the national interest against the

special interests. And I have crossed America in the last few
days to tell it like it is: Congress is served by almost 20,000
staff members; it controls the perks and passes out the pork.
This liberal Democratic Congress is a confusion of committees and
turf-conscious chaos. And the House intended to become closest
to the people has become a House of Lords.
Our mission will be long and hard-fought. But starting next
week, we can at least begin to send a message to Washington. And
the way to send that message to Washington is not to send the
liberal Democrats back.
And you can send that same message to Tallahassee, by not
rewarding the party that controls Congress, by not electing as
Florida's chief executive XXX a liberal Democrat who XXX sat in Congress
for eighteen years. That's the wrong mindset, the wrong
experience, the wrong resume for Florida.
No. You need a governor who will carefully balance the
needs of nature and man, who will make the most of economic
opportunity while protecting your special way of life.
You need governor who was once a teacher, someone who

government to do the same. That's why five days from now,
Florida will re-elect Governor Bob Martinez.

has outgrown the building. Moreover, the former school
facility is needed to deal with school overcrowding.
Earlier this month, a proposal was made to build a new
town hall--yet the proposal was voted down because the
people of Mashpee won't support any new public
spending they're saying enough is enough and don't
feel their local economy can support any new taxes.

there will be a gubenatorial debate on October 30th,
you might want to congratulate GOP candidate if he
comes out ahead.

hall is a large ballroom with 70's style drop
chandeliers.
WHAT:
This will be a two-tiered event: first a ticketed,
closed-press, 100 clicks staff photo to benefit the
Florida GOP; then a stand-up "Florida Welcome"
reception for Martinez for Governor. Reception will be
ticketed, but free. We hope for a rally-like atmosphere
but take care to avoid the word "rally" given the
images it is apt to conjure up with the press. 800 to
1,000 attendees expected at the reception.

statement in response to Congressional conference deletion of key
provisions from the Comprehensive Crime Control Act of 1990:
"The conferees' decision to drop use of the death
penalty for federal crimes is welcome news only to violent
criminals.
"To deny use of the ultimate sanction for such crimes
as mail bombings, terrorism and assassination of the President
would thwart the will of the American people, state and local
prosecutors and the overwhelming membership of the House and the
Senate.

PRESIDENTIAL STATEMENT ON CONGRESS'S FAILURE TO
ADOPT SERIOUS CRIMINAL LAW REFORMS IN THE CRIME BILL
Almost a year and a half ago, I sent tough anti-crime
legislation to the Congress -- legislation designed to give
police and prosecutors the tools they need to take violent
criminals off our streets and put them away for good.
My proposals included a federal death penalty for serious
federal crimes, reform of the exclusionary rule to allow courts
to consider all evidence gathered by the police while doing their
jobs in good faith, and reform of a habeas corpus system that has
made a travesty of state death penalty laws through repetitive
hearings and endless delay.
For almost ten years Republican Presidents have been calling
upon the Congress to pass workable federal death penalty laws.
Congress has failed to act, and as the law now stands, the
federal government is powerless to impose the death penalty even
for the most coldblooded acts of murder, such as terrorist
bombings of civilian airplanes or the use of mailbombs against
federal judges. We need a workable federal death penalty to send
a message to drug-dealers and terrorists that America will not
stand by while these violent criminals prey on her citizens or
her public officers.
Despite the fact that the American people overwhelmingly
support the death penalty, and despite the fact that this year
both House of Congress overwhelmingly passed federal death
penalty bills, the Congress has again failed to send a federal
death penalty law to the President's desk.
In one of the most cowardly legislative acts on record,
liberal Democrats in the conference committee mugged the crime
bill in the last hours of the Congress. They cut the federal
death penalty passed by both Houses -- They lifted habeas corpus
and exclusionary rule reform -- They heisted the death penalty
for drug kingpins -- and, in a time of budgetary crisis, they
larded the bill with half-baked spending measures. There is no
beef left in this so-called crime bill, only pork.
There has been alot of rhetoric about civil rights in the
last few weeks, but this Congress has done very little to protect
what I regard as every American's first civil right -- the right
to be free from fear in our homes, in our streets, and in our
neighborhoods. The American people deserve better than a cynical
pork barrel measure dressed up as a crime bill, and I intended to
seek better next year.

The Department of Justice and the Nation's law enforcement
community are shocked and dismayed at the evisceration of the
crime bill since it left the House of Representatives three weeks
ago.
Almost a year and a half ago, President Bush and Attorney
General Thornburgh, with the support of state and local police
and prosecutors, sent a comprehensive legislative proposal to the
Congress to take violent criminals off our Nation's streets and
put them away for good. This package contained a federal death
penalty, exclusionary rule reform and habeas corpus reform.
Subsequently, the Administration added a proposal providing for
the death penalty for drug kingpins.
The House of Representatives, reflecting the will of the
American people, passed each of these tough anti-crime measures
by lopsided majorities. In addition, just this week, by a vote
of almost three to one, this House instructed its conferees not
to recede from the tough positions adopted by the House on
federal death penalty, habeas corpus reform, the death penalty
for drug kingpins, and exclusionary rule reform.
Unfortunately, the conference Committee ignored the
instructions of this body, and deleted the death penalty, habeas
corpus and exclusionary rule provisions from the bill. No
conference report was issued and a free standing measure was
introduced in the Senate -- a measure containing none of the
critical criminal law reforms proposed by the President and

passed by the House. In a word, there is little beef left in
this crime bill, some pork, and a lot of bun.
Because of Congress's persistent failure to act, the United
States is powerless to impose the death penalty against the most
violent criminals who threaten American citizens and public
officers. Particularly at a time when the world's most vicious
terrorists are poised to strike at American citizens, Congress's
failure to provide a death penalty for terrorist murder is
inexcusable.
The Department of Justice urges the House of Representatives
to pass and send to the Senate the President's federal death
penalty proposal which passed the House as the Gekas Amendment by
a wide margin less than a month ago.

"The work of the 101st Congress in the area of anti-crime
legislation is a considerable disappointment. Beginning with the
President's announcement of his anti-violent crime initiative on
May 15, 1989, the Administration had high hopes that this was the
Congress which would finally respond to the nation's need for a
workable death penalty, and an end to continuous death row

hopes were dashed with passage of the so-called 'comprehensive

in the area of white collar crime. It includes measures which

Highlights of these new enforcement measures include
possible life sentences for savings and loans kingpins along with
fines up to $10 million. The federal government will also be
better able to protect assets from being transferred or lost
through pre-judgement attachments procedures. Moreover, a
permanent Office of Special Counsel for savings and loans
prosecutions has also been authorized at the Department of
Justice. Wire tap regulations have also been extended to include
bank fraud violations.
Anti-trust fines and penalties have also been enhanced.
Sherman Act maximum fines for corporations have been increased
from $1 million to $20 million. The government will also now be
able to collect triple damages for anti-trust violations. Treble
damages will serve as an important deterrent to bid-rigging and
price-fixing.
Under new federal laws sought for years by United
States Attorneys and passed by Congress last weekend, the
Department will now have uniform procedures for collecting the
estimated $90 billion owed to the taxpayers. Previously, our
efforts were hampered by the requirement that we utilize often
inconsistent state law to collect federal debts, allowing debtors
to seek legal sanctuary in different states.

ARKANSAS: While "most political observers" predict Gov.
Bill Clinton (D) "will win handily," ARKANSAS DEMOCRAT's John
Robert Starr "said yesterday he thought Mr. Clinton had it all
wrapped up until [last] Monday's debate, 'but now people are
telling me [GOP businessman Sheffield Nelson] gained a bit and
it's a real horse race now.'" The lowest percentage Clinton has
received in a poll is 50%, with 38% for Nelson. That poll was
released 10/2 (Hugh Aynesworth, WASH. TIMES, 10/19).
COLORADO: Gov. Roy Romer (D) has launched a $250K
advertising blitz, "but he's holding a little bit back in case
his campaign against Republican challenger John Andrews gets
'dirty' in the closing hours" (J. Sanko, ROCKY MTN. NEWS, 10/16).
GEORGIA: House Minority Leader Johnny Isakson (R) "could
not back up an assertion" in a 30-second ad that LG Zell Miller
(D) "used his influence as lieutenant governor to obtain a state
bank charter." Isakson: "The evidence is he is in politics and
he has the bank charter" (A.L. May, CONSTITUTION, 10/18).
MARYLAND: Balto. SUN poll conducted by KPC Research
surveyed 2,133 MD adults from 10/4-11; margin of error +/- 2.1%.

NEVADA: "Six prominent Nevada Republicans were denounced by
party leaders

Miller" (Jane Ann Morrison, LAS VEGAS REVIEW, 10/17).
NEW MEXICO: GOP businessman Frank Bond who trailed ex-Gov.
Bruce King (D) "by some 12 percentages points in recent polls, is
turning up the heat on the campaign trail as he tries to boost
his name identification. He has attacked what he calls the
excessive number of executive pardons issued to ex-convicts by
King and has accused King of cronyism." Bond also "hopes to
exploit the state's political shift since King's last election.
HARTFORD COURANT, 10/13). Weicker co-chair Peter Gold pointed
out, "You cannot use federal PAC money in a state race" and
claimed about 72% of the money left over in Rowland's House
campaign fund came from federal PACS. Goldberg and Foley
"repeatedly" brought up the $11,000 Weicker had "pocketed" from
his unsuccessful '88 Senate bid, which Weicker eventually donated
to charity. Also, Rep. Bruce Morrison (D) had to return $100,000
to the BIC Corp. meant for use in delegate primaries (Alexander
O'Meara, Danbury NEWS-TIMES, 10/13). A Waterbury REPUBLICAN-
AMERICAN piece notes "a federal election official cast doubt on
the charges" made by Weicker's camp, and notes, "State campaign
finance laws state that party committees are free to make
unlimited contributions to candidate committees." Foley "said
there is no way to trace Rowland's funding transfer because it
was lumped in the party's general funds for state and federal
candidates" and blasted Weicker's camp: "They're trying to
invent a negative issue. This is one of the lowest slimiest,
sleaziest attacks These guys are pond scum" (Robert Dudko,
10/13). Morrison also "said he had been advised previously by
Garfield that it would be illegal to make a similar transfer of
$18,000 from his congressional committee to the Democratic State
Central Committee where it might be used to benefit his
gubernatorial campaign.' Morrison, on Rowland: "I certainly
think what he has done is what we were told by the elections
commission was not proper" (COURANT, 10/13).
ROUND TWO: William F. Buckley, who campaigned against
Weicker in the '88 Senate race, announced he will also be
featured in radio and TV ads against Weicker this season.
Weicker spokesperson Avice Meehan said Weicker considers the
attention "a badge of honor" (Stamford ADVOCATE, 10/12).
*3 FLORIDA: UNDECIDEDS HIGH IN TIE RACE
A poll, conducted 10/7-9 for the N.Y. Times Regional
Newspapers, surveyed 558 likely voters; margin of error +/- 4%

"The numbers show that Chiles' support has been largely
unaffected by several aggressive Martinez ads launched after the
Sept. 4 primary. A small percentage could, however, have moved
over to undecided" (Bill Rufty, GAINESVILLE SUN, 10/13). MIAMI
HERALD reports, "The Martinez campaign's own polling, conducted
again this week by pollster David Hill of Texas, also has found
the candidates running neck and neck" (10/13).
ENDORSEMENT: The HERALD backs Chiles, calling him "the
better choice for two reasons: First, because his own
outstanding record and positive campaign promise to banish the
state's deepening political cynicism. Second, because incumbent
[Martinez] has been a serious disappointment" (10/14).
HAVE AD IT: Chiles unveiled a new TV spot "trying to put
the tax monkey on [Martinez's] back before Martinez can do it to
him" (Randolph Pendleton, FLORIDA TIMES UNION). Ad TEXT: "Don't
let all the ads obscure the real facts. Over the last four
years, the people of Florida have faced the largest tax increase
in history. We're paying $3.8 billion more in taxes and fees.
The budget has increased over 65% with widespread waste and

proven record -- a plan for the future to restore accountability
and efficiency to government to hold down taxes and make
government work for the people for a change. Chiles/MacKay.

Chiles "throws out figures without putting them in context" and
ignores the impact of growth, inflation, and the legislature in
making his claims (10/13).

"Helen Milliken, wife of Michigan's last Republican
governor, is endorsing the re-election bid" of Gov. Jim Blanchard
(D), "citing the 'enormous importance' of his pro-choice stand on
abortion" (Weeks/Hornbeck, DETROIT NEWS). Blanchard's opponent,
Sen. Maj. Leader John Engler (R), is pro-life. Milliken said
Blanchard has been "a steadfast supporter of a woman's right to
choose and the right to privacy. He has said the government
should not interfere in private lives. For this compelling
reason, I will support James Blanchard for the Nov. 6 election."
Blanchard said he welcomed the endorsement and added "he hasn't
decided how [it] will be used, or whether it will be featured in
television advertising." MI RNC member Ronna Romney: "I'm not
very surprised. But I have a problem with sideline players who
only show up once every few years. If you believe in something,
you should be out fighting for it, rather than relying on past
laurels to give you quick-hit headlines." Engler manager Dan
Pero: "I'm surprised it didn't happen earlier. It was clear she
was going to be a one-issue voter and this was her issue." Dem
consultant Paul Conn said the endorsement could boost Blanchard
by "1 or 2 percent, but that's not insignificant." Milliken made
no endorsement in the '82 and '86 campaigns, though she differed
with the GOP nominees' abortion positions in both campaigns
(10/14). DETROIT FREE PRESS' Hugh McDiarmid calls the
endorsement "v-e-r-y big.

deals with a major Michigan utility." Engler manager Dan Pero
"said the endorsement of Blanchard by the Consumers Power PAC
apparently is the result of a promise by the Blanchard
administration to put pressure on Attorney General Frank Kelley,
members of the Public Service Commission and Associates of
Business Advocating Tariff Equity (ABATE) to work out an
agreement with Consumers." Pero said the agreement could result
in higher gas and electric bills (Engler release, 10/12). Kelley
responded immediately, saying, "This weeks seems to have set a
new low in campaign tactics and a new high in ridiculous

"The front-runner in the three-way race for governor got the
day off
as the candidates who are second and third in the
polls ignored [ex-Sen. Lowell] Weicker [I] and held separate
press conferences to criticize each other over congressional
votes" (Mark Pazniokas, HARTFORD COURANT) Rep. John Rowland (R)
blasted Rep. Bruce Morrison (D) as inconsistent for voting
against the budget package. Rowland and Morrison were the only
members of the CT delegation to vote against it. Rowland said
his vote was consistent with his conservative philosophy but,
"Bruce has never gone against the leadership in the past, never
gone against spending and tax increases. Now he tries to change
his spots." But a CONGRESSIONAL QUARTERLY summary of Morrison's
record states: "Time and time again in the 99th and 100th
Congresses, Morrison offered amendments to appropriations bills
that called for across-the-board cuts or spending freezes." At
his own press conference Morrison said: "Over the time that we
have been in Congress together, since 1984, I have voted for less
spending than John Rowland has. There is no stripe-changing or
spot-changing here" (10/10). Morrison's latest ad bypasses
Weicker to attack Rowland for supporting a cut in the state's
capital gains tax and for asking state workers to pay for some of
the cost of their health insurance (Jacklin, COURANT, 10/6).

*2 FLORIDA: ANOTHER "DRAMATIC REVERSAL" ON ABORTION BY CHILES

abortion as an issue in his campaign

certain that Floridians, on the first anniversary of Gov. Bob
Martinez's [R] failed special session on abortion, understand
that Chiles is firmly in the camp of abortion rights supporters"
(Lucy Morgan, ST. PETE TIMES). At a Tallahassee event, where he
was endorsed by FL Voice for Choice, "Chiles, who is personally
opposed to abortion, acknowledged he had some difficulty with the
'pro-choice' language used by abortion rights groups in the past,
but said he has now been 'educated on the issue. Chiles said
he would veto any legislation to restrict abortion, "but plans to
put more emphasis on eliminating the need for abortions.' He
also dropped his support for parental consent legislation, citing
constitutional considerations. "Asked about earlier pledges to
keep abortion out of the [race], Chiles said he still doesn't
plan to buy [TV ads] on the issue, but he didn't see the campaign
event as a contradiction of his original position." Chiles to
reporter: "I had no idea you'd show up." Martinez manager Mac
Stipanovich: "Lawton has looked into the abyss of defeat and
decided he needs to massage his principles again" (10/11).
Chiles wore a button that said, "Pro-Children, Pro-Family, Pro-
Choice." Ft. Lauderdale NEWS & SUN-SENTINEL's Diane Hirth calls
it a "dramatic reversal" in Chiles' strategy (10/11).

Wilson, even though he is not the paper's "ideal" candidate who

10/18 #2) notes if abortion becomes a major issue before 11/6,

restrict abortion if Roe V. Wade is overturned, Martinez said,
"You don't have to overturn Roe to make another push.
I've
got a program out there, and that's what I'll stand on. We'll
see who gets elected in the Florida House and Senate" (10/18).
ETC: Yesterday, "Chiles was welcomed as a friend
by
about 300 members of the American Association of Retired Persons,
despite his opponents' efforts to paint Chiles as an enemy of the
elderly." The AARP, which has over 2-million members in FL, also
invited Martinez to speak at the forum, "but he declined on the

year, you've been campaigning hard. So once again, you're giving
Florida Democrats a Mack Attack. Also, Congressman Bill McCollum
and your next Congressman -- Bill Tolley.

shown us how today's Republican success story can be America's
story tomorrow. And when that day arrives, we will owe a lot to

We're hitting the campaign trail, and hitting it hard,
because this election here in Florida is close, and it's crucial.
A few nights ago, you saw what was at stake. One candidate
offered the failed solutions and tired logic you would expect

from a creature of Congress. The other, Governor Martinez,
offered the balanced approach you would expect from a seasoned
leader of a city, and now a leader of a great and growing state.
Governor Martinez puts little stock in Washington solutions.
He believes the people of Florida know what's best for
themselves. He believes in empowerment -- the power that comes
when millions work for a common vision.
Under Bob Martinez, you have been given the power to fight
for a cleaner environment, for greater strides in education, for
economic opportunity and for streets safe from drugs and crime.
Florida ranks number one in the creation of new businesses
and new jobs, especially in high-tech manufacturing. The credit
goes to the people of Florida, and to Governor Martinez.
Florida treasures its Everglades, that unique and
irreplaceable resource. Last year, I was able to sign into law a
bill increasing the size of the Everglades National Park by more
than 100,000 acres. More needs to be done, but we are determined
that the Everglades will be ever-lasting.\ The credit goes to
the people of Florida, their Republican Delegation and -- again
-- to Governor Martinez.
Florida is getting tough on drugs. Bob is the lead governor
on the substance abuse and drug trafficking for the national task
force of the National Governors' Association. He set a national
precedent by appointing a state drug czar. And he has been a
leader in making sure parolees undergo drug testing and

counseling -- to get straight, and stay straight. The credit
goes to Governor Martinez.
Florida is getting tough on crime, stiffening the criminal
code and adding the prison space to enforce it. Once again, the
credit goes to the governor. And by picking as his running mate
a no-nonsense sheriff, you can be sure that Bob Martinez and
Allison DeFoor will make Florida an even safer place to live.
Whether he's standing up for the environment, or standing up
to criminals, Bob Martinez has compiled a remarkable record of
achievement that would make any governor proud. He's never been
one to walk away from a job. For Governor Bob Martinez, even the
toughest challenge is just another day at the office.
I have told you what Republicans here have done to fight
crime in Florida. Now let me tell you what the liberal
Democratic Congress has done to make the streets of America safer
-- safer for muggers, safer for killers, safer for those who prey
on the weak and unsuspecting.
Almost a year and a half ago, I stood before the Capitol
with policemen and women, and other potential victims of violent
crime, to demand Congress pass a crime bill -- and pass it soon.
We shared high hopes that this Democratic Congress, liberal
though it is, would finally pass a workable federal death penalty
-- to protect America. Would end the legal loopholes and
technicalities that free criminals and handcuff police. And
would give our prosecutors the tools they need to keep criminals
off the street and behind bars.

Well, they did pass a tough crime bill, only to weaken and
water it down later, out of sight, in a backroom. The mutilation
of this bill is a legislative crime that could only take place
behind closed doors. Only when the doors were shut, safe from
public view, was it cut up and left to die. So when it comes to
the Congress, all I can say is: What a difference Republican
leadership would make.
Here in Florida, Bob Martinez has enforced a death penalty
that protects police and public alike. But in Washington, the
liberal Democratic Congress stopped the federal death penalty for
assassination -- for treason -- for drug kingpins -- for the
murder of judges, witnesses and jurors -- for mail bombings and
acts of terror. So let criminals and terrorists give credit
where credit is due: to the liberal Democrats.
Here in Florida, I told you that Bob Martinez signed into
law tough drug-testing provisions for state parolees. But in
Washington, this liberal Democratic Congress rejected drug-
testing for federal parolees. Blame the liberal Democrats.
No wonder one Republican said that the bill left the floor
as Arnold Schwarzenegger and came out of the conference committee
as Woody Allen. Again, blame the liberal Democrats.
It is because of shenanigans like the gutting of the crime
bill that more and more Florida Democrats are following
Congressman Bill Grant, who made a principled decision to leave a
party that had already left him and his constituents.

Like me, Bill Grant had seen Congresses come and go. And
never have we seen a liberal Congress more afraid, more
gridlocked, more paralyzed, more tied up in knots than today's.
Just look at the agonizing, protracted and unnecessary
negotiations that led to the budget agreement.
You know, by law, the budget was due last April. The
Democratic Congress has given me a budget six months late,
holding our prosperity ransom. America could have gotten a
budget agreement in May, in June, or in August. But the
Democrats held out, angling for every last morsel of advantage -
- all in the name of politics and higher taxes.
Here in Florida, Governor Martinez has used the power of a
line-item veto at least 426 times to strike wasteful spending.
We need the same power in Washington. We need the line-item veto
-- to protect the national interest against the special-
interests. And one more thing -- if the Democrats can't stop
themselves from spending, maybe a law can do it for them.
America needs a Balanced Budget Amendment.
We extended our hand. We worked for a bipartisan solution
to fight crime, and to solve this horrible budget mess. We tried
very hard to do what's right for America -- only to have a parade
of liberal Democrats march to the microphone in the well of the
House and blame their failures on me.
Well, America deserves a Better Deal. Harry Truman reminded
us that only a President represents all the people -- only a
President can stand up for the national interest against the

special interests. And I have crossed America in the last few
days to tell it like it is: Congress is served by almost 20,000
staff members; it controls the perks and passes out the pork.
This liberal Democratic Congress is a confusion of committees and
turf-conscious chaos. And the House intended to become closest
to the people has become a House of Lords.
Our mission will be long and hard-fought. But starting next
week, we can at least begin to send a message to Washington. And
the way to send that message to Washington is not to send the
liberal Democrats back.
And you can send that same message to Tallahassee, by not
rewarding the party that controls Congress, by not electing as
Florida's chief executive a liberal Democrat who sat in Congress
for eighteen years. That's the wrong mindset, the wrong
experience, the wrong resume for Florida.
No. You need a governor who will carefully balance the
needs of nature and man, who will make the most of economic
opportunity while protecting your special way of life.
You need governor who was once a teacher, someone who
learned to live within his means and is teaching the state
government to do the same. That's why five days from now,
Florida will re-elect Governor Bob Martinez.
Thank you for all you have done for our country and for our
party. God bless you and please, on Election Day, vote to give
America a Better Deal.

summer population runs from 30 to 35,000. This reminds
me of a quote about Maine by Louise Dickenson Rich,
which perhaps can be reinterpreted for Mashpee/Cape
Cod: "It is impossible to be exposed for any length of
time to Maine (Cape Cod) realism and horse sense
without effect, and most of the summer people find that
they go home with a revised set of values.

At its earliest inception, Mashpee was considered a
non-white town. Its population of Indians, blacks and
immigrants gave it a decidedly cosmopolitan flavor.
Also note (as mentioned in the xerox) that Mashpee was
among the first towns to return their federal and state
votes. At the time the town voted overwhelmingly
Republican, and was considered a bellwether in
predicting voting trends.

Here's an anecdote that illustrates the poor state of
the Massachusetts economy consequent to irresponsible
MA Dem policies: The current Mashpee town hall is in a
former school building. The town government, however,
has outgrown the building. Moreover, the former school
facility is needed to deal with school overcrowding.
Earlier this month, a proposal was made to build a new
town hall--yet the proposal was voted down because the
people of Mashpee won't support any new public
spending they're saying enough is enough and don't
feel their local economy can support any new taxes.

of campaign remarks should be on Senator Gramm.
However, Clayton Williams, and possibly Rob Mosbacher

Crime continues to be one of the big issues in the
Texas campaign. People are concerned with the
overcrowded prisons and the revolving door releases,
and Gramm is considered to be very strong on crime.

POTUS might want to mention how proud he is of the
great job his hometown did in hosting the economic
summit.

POTUS/Gramm anecdote: The senator was flying with the
President on Air Force One when the latter was to give
the keynote adress at the Texas A & M graduation in May
of 1989. The senator had on a maroon tie, perhaps with
the "aTm" insignia on it. He told Bush there was no
way he could go to Aggie land without a maroon tie, and
so the two switched ties. Later that night, Sen. Gramm
auctioned off the President's tie for $100. Maybe you
can use this with: "Some guys will give you the shirt
of their backs--the senator here will throw in his tie
for good measure." Or, while his opponent threw his hat
into the ring, the senator, in a burst of sartorial
insight, threw in his tie."

As Vice President, Bush was in Texas on January 23
(check), 1988 for the commissioning of the USS San
Jacinto (AEGIS class cruiser). Senator Gramm introduced
then Vice President Bush; and, I was told that it was a
glowing, witty introduction--maybe something to check
out. Also to note: the Battle of San Jacinto was where
Texas won its independence in 1836.

The Houston Oilers are doing well, making their home
city and state proud. Is there some joke which
associates the name "Oilers" with the situation in the

the 1992 RNC convention.

contested local County Commissioner's race (Harris

County Commissioner; moreover, it will mean a
lot in terms of local expenditures.

town was called "Six Shooter Junction" back in the
days the town was known for its prostitution trade.

(any jokes about liberal Democrats lost in space?).

time the Chisolm Trail ran through Waco.

Shine lives in Waco; has raised his family there. His
opponent, on the other hand, moved to Waco from Dallas
in order to run--giving the bad impression of being a

NICE GULF/TEXAS MACHO TIE-IN: Hugh Shine is on active
reserve; he is a helicopter pilot and has served in
Korea. His opponent, by contrast, has no military
experience.

POTUS arrives in Waco from Portland, Oregon. From Waco
he travels to Houston, Texas. I am told this will be
POTUS' first visit to WACO (check).

The soda-pop company Dr. Pepper, was founded in Waco.
And the soda remains the most popular soft drink in the
city. Waco traditionally receives the "highest per
capita" award from Dr. Pepper, signifying that the
average Wacoan drinks more of the stuff in a year than
anyone in another city.

TSTI (Texas State Technological Institute) is the
airport where POTUS will land. It is the former James
Connally Air Force Base which closed about 20 years
ago. At the time of closing, it devastated the local
economy. Today, however, it stands as a a superlative
example of how local initiative can take the misfortune

work productive part of the community.
