NFLPA MACKEY AWARDS BANQUET
Good evening and welcome to the 26th Annual N-F-L Players
Association Mackey Awards Banquet, the "Academy Awards" of
football.
I wish I could be with you all in Chicago -- land of the
free and home of the Bears. But I understand the quarterback of
my Housing and Urban Development team, Jack Kemp, is there
tonight, as well as some friends from the world-champion
Washington Redskins who just visited The White House in April.
[Our scheduled horseshoe match was rained out, but Charles Mann
tells me that we can reschedule for next year a after they win the
Superbowl. ]
Tonight we honor the winners of this year's Mackey Awards
Selected by fellow players as football's best. Winners will join
a distinguished cast of honorees: Bart Starr, Roger Staubach,
Gale Sayers, Joe Montana, and many others. I congratulate this
year's recipients, and I wish them continued success in their
careers.
Let me say a few words about John Mackey, who was recently
named to the Pro Football Hall of Fame. This banquet is named in
his honor to recognize his fine play during his years as an All-
American, All-Pro tight end with the Colts, as well as for his
efforts on behalf of the N-F-L players as one of the early
presidents of the Players Association. John, I salute you for
your accomplishments and for your induction to the Hall of Fame.
I also want to thank each and every one of you for joining
together in this awards ceremony to benefit the Better Boys
Foundation. For over three decades, B-B-F has helped young
people and their families from Chicago's inner city. Where
others have thrown their hands in the air, B-B-F has jumped in
with both feet, offering after-school care, scholarship grants,
crisis counseling, literacy training, and shelter for homeless
youngsters, to name just a few programs. Your participation in
tonight's banquet will help ensure those projects continue:

League Players Association Mackey Awards Banquet in Chicago, June
28, 1992. The event benefits The Better Boys Foundation of Chicago
and will honor the top NFL stars. We anticipate 2,000-2,500 people
in attendance.
On the second page of the welcome, I've included a paragraph naming
several or our key VIPs. I hope you can retain this copy in Mr.
Bush's remarks. If you must delete names, please do so in reverse

JOHN MACKEY
John Mackey All-America, All-Pro,
former president of the National
Football League Players Association.
Mackey means many things to many
persons, but this year you can add a
new description: Hall of Famer. In a
much anticipated induction, he will be
among the new members going into the
Hall of Fame later this summer in cere-
monies in Canton, Ohio.
The playing skills of Mackey, tight end
for the Baltimore Colts from 1963-72,
were long admired by peers and, in the
minds of many NFL followers, set the
standard for his position.
Mackey was a high school star at
Hempstead, Long Island, New York. He
went on to graduate from Syracuse
University, where he followed football
idol Jim Brown. He lettered in football
from 1960-62 at the University and in
his final, All-American season for the
Orangemen he was the team's Most
Valuable Player. The honor was espe-
cially significant, coming shortly after
the untimely death of roommate # and
Heisman Trophy winner - Ernie Davis
due to leukemia.
During his career with-the Colts, he was
three-time All-Pro pick and also played
five times in the Pro Bowl. He finished
his NFL career as a player with the San
Diego Chargers.
John Mackey lives with his wife, Sylvia,
in Long Beach, California and has three
children, Lisa, Kevin, and Laura.

Foundation and the National

Association have been building
bright futures for Chicago's
inner city youth as a winning
team and built the "Academy
Awards of Football."
in the summer of 1966, Mal
Kennedy, the first full-time staff
director of the NFLPA, and Mike
Pyle, past NFLPA president and BBF
vice president, introduced the idea of
utilizing professional football players in
charitable involvement by hosting a

major sports event to benefit a national
non-profit organization. For whatever
reason, the national organizations were
not able to participate but the quest
continued until the two met former BBF
president Rick Kash.
The trio then presented the idea to
BBF Founder Joe Kellman, President
Emeritus Marvin Zimmerman and former
board member George Cohon, who saw
it as a real opportunity to recognize
many of professional football's elite as
well as a wonderful investment in
human potential.
The first NFLPA Annual Awards Banquet
benefiting BBF was held in June 1967
and nearly 1000 people attended. To

Mackey as not only one of the greatest
offensive players in professional foot-
ball, but also as president of the NFLPA
during its most transitional years, BBF
renamed the banquet - NFLPA Mackey
Awards Banquet in 1982. The rest of

Today, the highly successful event is
significant in two distinct ways - in that
it provides a vehicle to allow pro-ath-
letes, many of whom grew up in the
inner city, to help disadvantaged youth;
and, in the millions of dollars it has
raised to support BBF's cause.

Jack Kemp was nominated by President Bush to serve as Secretary of Housing and Urban Development on
December 19, 1988. He was confirmed unanimously by the United States Senate on February 2, 1989, and
sworn into office by Supreme Court Justice Sandra Day O'Connor on February 13, 1989.
As HUD Secretary, Mr. Kemp serves as America's foremost federal economic development and housing official.
He is responsible for administering a wide variety of federally-assisted housing, economic development, and fair
housing enforcement activities across the Nation, as well as the overall supervision of HUD's Headquarters in
Washington, D.C., 10 regional offices, and 81 field offices.
Since taking over the leadership of HUD, Secretary Kemp has developed and introduced two major pieces of
housing legislation. Both bills were designed to help meet President Bush's priorities of creating jobs and
economic development through Enterprise Zones; empowering low-income families through resident management
and urban homesteading; expanding affordable housing opportunities; helping make public housing drug free;
enforcing fair housing for all, and helping to end the tragedy of homelessness in America.
Secretary Kemp secured passage of the HUD Reform bill, which helped bring to an end the problems of waste,
fraud, and abuse that plagued HUD programs under past administrations. H.R.1, passed by Congress on
November 21, 1989 and signed by President Bush on December 15, 1989, established a competitive funding
process based on need and merit for housing-assistance programs; called for public disclosure of all HUD
funding decisions; restored managerial and financial accountability, and eliminated several programs that had cost
American taxpayers millions of dollars in losses and provided little or no assistance to low-income families.
President Bush's HOPE initiative (Homeownership and Opportunity for People Everywhere) forms the core of
the second bill. Among the HOPE programs approved by Congress are HOPE grants to help public housing
residents and low-income families manage and purchase government-owned housing, and the innovative Shelter
Plus Care program that combines shelter for the homeless with supportive services such as drug treatment and
job training. As part of the 1992 budget, President Bush and Secretary Kemp are continuing to seek
congressional approval for Enterprise Zones to spur entrepreneurship and job creation in the Nation's most
distressed neighborhoods, and to allow the penalty-free use of Individual Retirement Accounts to help families
purchase their first home.
Prior to his appointment to President Bush's Cabinet, Mr. Kemp served in the United States House of
Representatives from 1971 to 1989. He served for seven years in a leadership position as the Chairman of the
House Republican Conference.
Jack Kemp came to Congress in 1971 after 13 years as a professional football quarterback. He helped lead the
Buffalo Bills to the American Football League Championship in 1964 and again in 1965, when he was named the
league's Most Valuable Player. He co-founded the AFL Players Association and was elected President of the
Association, a position he held for five terms.
Born in Los Angeles in 1935, Mr. Kemp attended California public schools and graduated from Occidental
College with a Bachelor of Arts degree in 1957. He is the author of An American Renaissance: Strategy for the
1980's and The American Idea: Ending the Limits to Growth.
He is married to the former Joanne Main. They have four children: Jeffrey, Jennifer, Judith and James, and four
grandchildren. They reside in Bethesda, Maryland.

MONDAY, OCTOBER 21, 1991
I'd like to thank my friend Senator Goldwater for that kind
introduction. It's great to be a part of your 49th annual Wings
Club Dinner.
Every pilot in this room knows the exhilaration of defying
gravity -- racing the wind -- bringing life to a machine that
becomes an extension of your self. When you do this in honor of
your country -- there is no prouder moment. The aviators -- from
all branches of the military, and the reservists -- called to
duty in Operation Desert Storm, who are here tonight know this.
And it is a fitting tribute that you dedicate this patriotic
celebration to all the brave American servicemen and women who
participated in Operation Desert Storm. Our troops accomplished
their mission -- the liberation of Kuwait -- swiftly, decisively
with great skill and exemplary compassion in their humane
