EMERGENCY ASSISTANCE AVAILABLE
FOR LOUISIANA HURRICANE DISASTER
President is announcing $10 million in funds to create
5,000 short term jobs for Louisianians to clean up and
restore essential public services in the aftermath of
Hurricane
Andrew.
The grant will be from the Secretary of Labor to the
Governor under the emergency provisions of Title III of the
Job Training Partnership Act, and is similar to assistance
offered to other States is the aftermath of Hurricane Hugo
and the Bay Area earthquake from the Secretary's reserve
account.
Funds may be used to employ workers dislocated by hurricane
to
-clean up
-restore public utilities
-rebuild public facilities (e.g., beach erosion)
-provide needed public services (e.g., food and water
distribution, shelter operation)
--augment existing public employees where needed to
provide public safety and health services
Louisianians unemployed by the effects of Hurricane Andrew
are eligible for these jobs.
They may also be eligible for unemployment insurance, or
for Disaster Unemployment Assistance, both providing weekly
unemployment payments to workers displaced by the effects of
the hurricane.

I have come here today to ensure that the Federal government
does everything it can to ease the suffering of the people of
Louisiana. //

of Federal disaster assistance programs to residents, businesses,
and governments -- including $77 million to your State to start

These Centers are operating full-time -- 24 hours a day --

Secretary Dole, President of the American Red Cross.
[[ [OTHER ACKNOWLEDGEMENTS] Whenever the American Family hurts,
each of its members suffers. That is why I have come here today
-- to do everything the Federal government can / to do all that
we can / to ease the suffering of this great part of Florida. //
As I flew down here from Connecticut, I heard stories of
flattened by the windand waves
unspeakable destruction. Homes torn apart cars ripped off the
road. / More than a million people evacuated. / People left set
without blankets / without food or shelter. But as you have
shown: People never without hope -- and never without each
other. //
Hurricane Andrew is the first hurriance to hit directly the
Miami area in a quarter-century. It has threatened lives and
taken lives -- but it can't steal the American spirit. //
We see that in stories I've heard of senior citizens / young
people / the Red Cross / local police and firemen -- each lending
a hand / tending a wound / each helping neighbor help neighbor. /
When the roof collapsed on a Red Cross shelter -- volunteers
braved the wind and pounding rain to move victims to a safer
port. area / [[In In a State whose motto "In God we trust"

[ [Nor will our Administration. / This morning, we at the
White House received through FEMA the Governor's request for a
disaster declaration. I would like to announce that I have
signed this declaration. / This will make the full span of
Federal disaster assistance programs available to residents,
businesses, and governments in the affected areas. //
Our national center in Washington and our Regional center in

our disaster relif programs in place. / We are moving staff from
other regional centers to Atlanta to provide needed backup at

That a start -- but it's not enough. So we are preparing
to set up a disaster field office within the next day. / We have
moved emergency power and water so that this office can operate
right within the most affected area. / Within the next few days,
we expect to open Disaster Application Centers -- or "DACs" -- in
the affected part of South Florida so those suffered.can ing apply
for help. / In the meantime: Those who are in need of immediate
help can apply by telephone through our disaster teleregistration

Through our disaster program, the government makes available
several kids of aid to victims of Andrew's wrath. / Disaster
Housing Assistance for those who've lost their home. / Grants to

Administration. / Flood insurance may be available. / One final
point: I have been in touch with Governor Chiles and Secretary
Cheney -- and we are ready to move in units of the United States
Armed Forces to provide any emergency services. // Naty Guard

learn -- to see how else we can ease your suffering. / I'm told
this is possibly the worst storm in six decades. / Our hearts go
out to you -- and so must our aid. Hurricane-force winds are no
match for American-force generosity. //
Let me close on that personal note. / Once again, the worst
of mother nature has brought out the best in Americans. The past
24 hours have shown how you can evacuate people from a danger
area -- but that spirit and courage are never evacuated from the
American soul. //
When the forces of nature try to tear lives apart -- the
American character of courage, generosity, and determination
bring people together. /
For that, Barbara and I salute you - and pledge to stay
with you -- in our hearts, and in our prayers. God bless you /
we will get through this together / and may God bless the United
States of America.
