Ronan, who chased a knife- wielding robber in Jamaica Plain on June 5, 1991 and shot and killed the robber while under knife attack. *Brockton Police Detective Arthur W. McClaren, who on May 15, 1990 was shot through the neck while leading a crack house raid at night. *Medfield Police Detective Robert Naughton, who single-handed disarmed and arrested two dangerous felons and rescued an armored truck security guard on May 8, 1991. George L. Hanna Citations *Boston Police Officers Gregory D. Gallagher, John R. McCabe, Luis A. Cruz and Santos Hernandez, who combined to pursue and fatally wound an armed robbery suspect who took a hostage and commandeered a vehicle on July 22, 1991. *Ashland Police Sgt. Thomas Kinder, who rescued a trapped Boston Edison lineman from the burning bucket of an aerial boom on Sept. 12, 1991. *Braintree Police Officer Brian Cohoon, who pursued armed robbers, disarmed and arrested the suspects on Nov. 26, 1991. Officer Cohoon was honored last year with a Hanna citation for his assistance in disarming a gunman and the arrest of three other suspects. *Northborough Police Sergeant Michael Edmonds and Officer Frederick Perry, who saved the life of a trapped motorist in a burning vehicle in an accident on July 27, 1991 in which two other passengers died. *Winthrop Police Officer Arthur Hickey Jr. who on July 16, 1991 saved the life of a female swimmer who had fallen from a life raft into the ocean off Winthrop Beach. *State Police Troopers John J. White of Winthrop, and David J. Dockerty of Revere, who on Oct. 20, 1991 talked a man out of jumping from the Tobin Bridge. "They and the 16 others honored with Trooper George L. Hanna medals for valor and citations represent the best tradition of police work. We also recall the sacrifice of Trooper George L. Hanna in whose name these awards are given. As I look out on the ranks of police from across the Commonwealth today, I can't help but reflect on the challenges they face attempting to keep the peace. Perhaps never has there been such a belief on the part of the average citizen that their public safety is under attack Whether from a jittery armed juvenile out to settle a playground beef over selling drugs through a drive-by shooting Or an enraged husband or boyfriend out to avenge his anger on his wife or girlfriend Or a hardened loser, let free by our crippled criminal justice system, and out to knock over a convenience store We pause today to honor the Jonely responsibility of that police officer, who must in a split second decide whether deadly force is necessary knowing that his career is on the line for even making the right decision And knowing that our courts sometimes are powerless to instill a respect for the prison sentence that must loom as the price of crime That is why a cop killer must pay the ultimate price - the death penalty which is society's only answer to those for whom murder is but a price of doing business. Our bill to impose capital punishment would mandate that punishment for anyone who kills anyone with an explosive device. But we must also look beyond that ultimate penalty to give the prosecutor the tools to put violent felons, drug dealers and dangerous defendants behind bars through stiffer bail standards, laws outlawing drive-by shootings, and aggravated assault. This fall, an unprecedented bipartisan group of those who know the criminal justice system best have joined to endorse 13 bills that will make a difference today if only the OCT-01-1992 16:50 FROM TO P.12 Legislature will consider them in a timely fashion. Boston Police Officers Gregory Gallagher John McCab Luis Cruz * These officers pursued and fatally wounded an armed robbery suspect who took a hostage and commandeered a vehicle on July 22nd, 1991. Ashland Police Sergeant Thomas Kinder * Sgt. Kinder rescued a trapped Boston Edison lineman from the burning bucket of an aerial boom on Sept. 12th, 1991. OCT-01-1992 16:51 FROM TO P.15 Braintree Police Officer Brian Cohoon * Officer Cohoon pursued armed robbers, disarmed and arrested the susupects on November 26th, 1991. Officer Cohoon was also honored last year with a Hanna Citation for his assistance in disarming a gunman and the arrest of three other suspects. Northborough Police Officers Sergeant Michael Edmonds Officer Frederick Perry * These officers saved the life of a trapped motorist in a burning vehicle in an accident on July 27, 1991, in which two other passengers died. Winthrop Police Officer Arthur Hickey, Jr. Officer Hickey saved the life of a female swimmer who had fallen from a life raft into the ocean off Wintrop Beach on July 16th, 1991. OCT-01-1992 16:51 FROM TO P.16 Massachusetts State Police Trooper John J. White * Trooper John J. White, assisted by Trooper David Dockerty, talked a man out of jumping from the Tobin Bridge October 20th, 1991. The man later confessed to the murders of his wife and three small children in New Hampshire. Massachusetts State Police Trooper Lawrence M. Owens * Trooper Owens grabbed and rescued a potential suicide from the Tobin Bridge on August 2nd, 1991. Massachusetts State Police Trooper John E. Milos * Trooper Milos entered a burning Chatham apartment, extinguished a fire and alerted and evacuated 12 residents from the building on August 29th, 1991. OCT-01-1992 16:52 FROM TO P.17 * The following Police Officers will be the recipients of this year's prestigious George L. Hanna Medals of Valor. The Governor and Secretary will be joined by Debbie Hanna, daughter of Trooper George Hanna to assist in the presentations. Will each recipient please come forward as I call your name. (Read individual write-ups) OCT-01-1992 16:52 FROM TO P.18 BROCKTON POLICE DETECTIVE ARTHUR McCLAREN On May 15th, 1990, at approximately 10:50 p.m., Detective Arthur W. McClaren participated in a successful raid on a well-known crack house. The Brockton Police Department had obtained a "no knock" search warrant for the location. Detective McClaren served to create a diversion by smashing the living room window while the remainder of the entry team forced open the front door of the apartment. Detective McClaren entered the apartment through a side window and was immediately shot at by the alleged assailant. The alleged assailant shot four times through the window, one of which wounded Detective McClaren in the neck. McClaren returned fire, wounded the suspect, the suspect returned fire and injured McClaren in the shoulder. Shortly thereafter, Detective McClaren collapsed as a result of his injuries. Two suspects were taken into custody and charged with assault with intent to murder a police officer, assault with a dangerous weapon, possession of cocaine and the unlawful distribution of cocaine. In recognition of the courage displayed by this detective in this life threatening incident, the Commonwealth of Massachusetts awards to Detective Arthur W. McClaren the George L. Hanna Medal of Valor. OCT-01-1992 16:53 FROM TO P.19 BOSTON POLICE OFFICER LEO J. RONAN On the evening of June 5th, 1991 Officers Leo Ronan and William Doogan, of the plainclothes, anti-crime unit, responded to a radio call of a vicious attack by two males on an elderly man at 83 Sheridan Street, Jamaica Plain. When they arrived Officer Ronan spotted a male fitting the neighbor's description of one of the suspects heading toward a public housing development. Officer Ronan approached the suspect, identified himself and ordered him to halt. The suspect fled toward the rear entrance of 279 Centre Street where Officer Ronan grabbed him by the shirt. The suspect turned around and lunged at the officer with a knife, then ran into the building. Officer Ronan entered the hallway and ordered the suspect to drop his weapon. The armed suspect continued toward Officer Ronan and with fear for his life, Officer Ronan discharged one round from his service weapon, which proved fatal to the suspect. In recognition of the extreme bravery and courage when faced with an armed assailant the Commonwealth of Massachusetts is proud to award to Officer Leo Ronan the George L. Hanna Medal of Valor. OCT-01-1992 16:53 FROM TO P.20 MEDFIELD POLICE DETECTIVE ROBERT E. NAUGHTON On May 8th, 1991 just after noon, Detective Naughton assigned surveillance of armored car deliveries being made in the center of town, observed the Wells Fargo truck pulling up in front of the Baybank on Main Street in Medfield. Just as the guard stepped from the back of the truck with several bags of money, two masked men jumped out of a stolen car and one jammed a 12 gauge shot gun into the neck of the guard, while the other grabbed the guard's gun and the money. Detective Naughton began to approach the gunman, his revolver in his hand, clearing civilians from range. Once the civilians were out of the way he shouted, "POLICE DROP YOUR GUNS!" The robbers then turned their guns on Detective Naughton who shot one round which grazed one of the gunmen. Both men headed for the getaway car and he fired again smashing out the window of the car, with nowhere to go both men dropped to the ground, throwing the guns out in front of them. The guard retrieved his gun and held both suspects as Naughton secured them. In recognition of the single - handed actions of detective Naughton in disarming and arresting two dangerous felons, saving the guard's life and also recovering the stolen money, The Commonwealth of Massachusetts awards to Detective Robert Naughton the George L. Hanna Medal of Valor. OCT-01-1992 16:54 FROM TO P.21 BOSTON POLICE OFFICERS FRANCIS X. FOLEY AND JEREMIAH J. HURLEY, JR. On Monday, October 28th 1991, Thomas Shay came into the Area E Police Station to report a suspicious device lying in his driveway under his car at 39 Eastbourne Street, Roslindale. The Explosive Unit was notified to respond to this location to investigate, along with officers from Area E. Police Officers Jeremiah J. Hurley, Jr. and Francis X. Foley, both assigned to the Bomb Squad Unit, responded to the call and were met by Mr. Shay who directed them to the object under the car. As Officers Hurley and Foley were examining the device it suddenly exploded causing them serious injury. The two officers were immediately transported to the Brigham and Womens Hospital where they were both admitted suffering from extensive injuries. Police Officer Foley survived the accident, however Officer Hurley succumbed to his injuries later in the day. The Commonwealth of Massachusetts is extremely proud of the courage and bravery displayed by these Boston Police Officers, which resulted in the ultimate sacrifice for Officer Hurley. These two men clearly demonstrate the outstanding police conduct exemplified by the George L. Hanna Medal of Honor. It is with great pride and deep sadness, that the 1991 MEDAL OF HONOR is awarded to Officer Francis X. Foley and to Mrs. Cynthia Hurley in honor of her late husband.
