OSHKOSH, UPDATE
The Clinton-Gore Headquarters is a half-block away from the
speech site. We need to arm the President with one or two
lines -- because the Lead Advance expects them to form a
demostration. The President will be able to see the site
from where he speaks.
He could say something like: "I see some of the
patrons of the Waffle House came out to see what's going
on. " "There's the humble servants of the Waffle King. They
see this campaign slipping away from them. " "Governor
Clinton likes to waffle. Well, try this waffle on for size.
Once you thought you would win --- Now, you know you're going
to lose. "
The President will be presented with Oskosh B'Gosh overalls
at the airport. The overalls will say the same thing that
the large banner at the speaking site will say: "Oshkosh
Trusts Bush, B'Gosh. "

For what it's worth
The advance people and state and local BQ people urge the
President to say B'Gosh in his remarks. They said Reagan
said "It's great to be in Oshkosh, b'gosh!" The crowd went
nuts.
Advance Lead Diane Harrison says she's hearing that the
townspeople don't like the President saying Bozo and Ozone.
I explained that we're not writing this in. I also
explained that the President referred to them as "Bozos"
once yesterday and has not said it since. (The President
has been getting slammed by the press all day for the bozo
remark.)
As for Ozone (I like it myself), I tried to explain
that it's the President's call. Nevertheless, I thought I'd
pass this along -- in case you want to warn him against
using it.
The President will receive the Oshkosh B'Gosh overalls AFTER
THE SPEECH.
Note the pronunciation for Congressman Tom Petri [PEE-TRY].
The President has evidently mispronounced his name three
times. We need to make sure he does it correctly.
I'm getting 20,000 different stories re whether the mayor of
Oshkosh will be there. He's a demo -- Central Headquarters
told me yes, Oshkosh Advance says "Who?" So I'll keep you
posted if I hear, anything on my end.

Carl Staple owns the Kitz & Pfeil [FILE] True Value Hardware
Stores. It's a huge operation of about 3 stores. He
practically owns the main street where the President will
stop. One store will be right in the President's line of
site -- with a sign that says "Kitz & Pfeil True Value
Hardware.'
Carl is a huge hit in the town. Very popular.
Everybody knows Carl. Carl travels all around the world --
not just for business, but for fun. He has started taking
groups of Oshkosh citizens on trips with him. They pay
their own way, but they all travel together, learn together,
sight see together. He just got back from China yesterday
along with 30 other people.
Carl says that one thing they always come away with
from these world travels is the fact that America is the
most respected, most envied country on earth.
This would be a great local angle for the President's
attack against Clinton saying we're being ridiculed around
the world. A line like: "Candidate Clinton tells the
people of this country that America is being ridiculed
around the world, because that's what he wants you to
believe. But it's wrong. Just ask local business owner
Carl Staple, who travels around the world with other Oshkosh
citizens -- he says that wherever they go, people of other
nations tell them they respect America, they envy America.
Carl knows, the people of Oshkosh know, and America knows -
- the United States is the undisputed leader of the world!"
Carl also made the point that he fears Clinton economics
because it would hurt small businesses like his. And after
getting hit with a payroll tax, it will ultimately be the
consumer who gets hurt -- because, he says, higher taxes for
him means higher prices for his customers.
LOCAL COLOR
Banner will say: "OSHKOSH TRUSTS BUSH, B'GOSH."
Some people refer to the city as "Oshkosh on the Water"
because of its many waterways. Right through the middle of
the city runs Fox River. Nearby are Lakes Winnebago and
Butte Des Mortes [BYU-da-mor]. We could use Fox River to
talk about the Arkansas River. Something like "Mr. Clinton
says he wants to do for America what he did to Arkansas.
Have you seen what he did to the Arkansas River? It's so
polluted the fish glow! You don't need him to spoil your
beautiful Fox River. "
Oshkosh is known as the "Aviation Capital of the World." "
Every year the city hosts the world's largest convention --
sponsored by the Experimental Aircraft Association.
Approximately, 800,000 people converge in Oshkosh for the
event.
This is the home of Oshkosh B'Gosh, manufacturer of overalls
and other family clothes. Their biggest boom in business
has come in children's clothing -- children's overalls. The
President can make a joke about overalls:
"B'Gosh, Oshkosh, I'm hoping for your overall support.//
(groan)
"I came to pick up some overalls, got a lot of work to do at
my house -- for the next four years.
Frank Lloyd Wright is a Wisconsin native.
LOCAL ISSUES
Oshkosh is a town of 55,000 people -- and part of Winnebago
County, population of more than 140,000 people.
Oshkosh Truck, one of the major employers in Oshkosh
(employing 1700 people) is trying to get a contract with
Kuwait for their trucks. These trucks transport the M-1
tanks among other things. Oshkosh is competing with
Mercedes -- which has citizens enraged since Germany did not
participate in the coalition to free Kuwait.
Congressman Petri of the 6th district wants the
President to say something about this in the speech.
Obviously we don't want to slam Germany, but maybe we can
appease the employees of Oshkosh Truck and their families
with a line saying he's supportive of selling these trucks.
NOTE: Yesterday, Mr. Ozone was in Oshkosh and accused
the President of flip-flopping on the Oshkosh Truck issue -
- saying that in 1988, before the election, the President
said he would cut the HEMTT [HEM-it], Oshkosh truck. After
the election, he was very supportive of the HEMTT.
The Oshkosh economy is very strong -- low unemployment.
Town officials give a lot of credit to public-private
partnerships.
Major employers include: Oshkosh Truck, Oshkosh B'Gosh
(world-famous overall manufacturer), Bemis/Curwood
(packaging company), SNC Manufacturing (produce electrical
transformers). Nonmanufacturing major companies include:
University of Wisconsin (1475 people), Mercy Medical Center
(1296 people).
Small-businesses near train stop:
Kitz & Pfeil Hardware (a True Value Hardware franchise
owned by Carl Staple; family owned business; solid
business);
Race Office Supply (owned by Howard Hoppe; family
owned)
Oshkosh businesses are very supportive of NAFTA --
especially companies like Oshkosh B'Gosh and SNC, which
depend heavily on exports.

Some people refer to the city as "Oshkosh on the Water"
because of its many waterways. Right through the middle of
the city runs Fox River. Nearby are Lakes Winnebago and
Butte Des Mortes [BYU-da-mor]. We could use Fox River to
talk about the Arkansas River. Something like "Mr. Clinton
says he wants to do for America what he did to Arkansas.
Have you seen what he did to the Arkansas River? It's so
polluted the fish glow! You don't need him to spoil your
beautiful Fox River. "
Oshkosh is known as the "Aviation Capital of the World.' If
Every year the city hosts the world's largest convention --
sponsored by the Experimental Aircraft Association.
Approximately, 800,000 people converge in Oshkosh for the
event.
This is the home of Oshkosh B'Gosh, manufacturer of overalls
and other family clothes. Their biggest boom in business
has come in children's clothing. The President can make a
joke about getting overalls:
"B'Gosh, Oshkosh, I'm hoping for your overall support.//
"I came to pick up some overalls, got a lot of work to do at
my house -- for the next four years.

LOCAL ISSUES
Oshkosh is a town of 55,000 people -- and part of Winnebago
County, population of more than 140,000 people.
Oshkosh Truck, one of the major employers in Oshkosh
(employing 1700 people) is trying to get a contract with
Kuwait for their trucks. These trucks transport the M-1
tanks among other things. Oshkosh is competing with
Mercedes -- which has citizens enraged since Germany did not
participate in the coalition to free Kuwait.
Congressman Petri of the 6th district wants the
President to say something about this in the speech.
Obviously we don't want to slam Germany, but maybe we can
appease the employees of Oshkosh Truck and their families
with a line saying he's supportive of selling these trucks.
NOTE: Yesterday, Mr. Ozone was in Oshkosh and accused
the President of flip-flopping on the Oshkosh Truck issue -
- saying that in 1988, before the election, the President
said he would cut the HEMTT [HEM-it], Oshkosh truck. After
the election, he was very supportive of the HEMTT.
The Oshkosh economy is very strong -- low unemployment.
Town officials give a lot of credit to public-private
partnerships.
Major employers include: Oshkosh Truck, Oshkosh B'Gosh
(world-famous overall manufacturer), Bemis/Curwood
(packaging company), SNC Manufacturing (produce electrical
transformers). Nonmanufacturing major companies include:
University of Wisconsin (1475 people), Mercy Medical Center
(1296 people).

Kitz & Pfeil Hardware (a True Value Hardware franchise
owned by Carl Staple; family owned business; solid
business);
Race Office Supply (owned by Howard Hoppe; family
owned)
Oshkosh businesses are very supportive of NAFTA --

depend heavily on exports.

I am writing to ask your support for the sale of Oshkosh Truck HEMTTs
to Kuwait and the United Arab Emirates. As you are aware, the HEMTT has
been the U.S. Army's key logistics support vehicle for the M-1 tank. In
fact, part of the original design specification criteria in 1980 was to
support the M-1 as both an ammunition carrier and refueler. The Army early
on concluded that the HEMTT was absolutely critical not only to the
battlefield performance of the M-1 tank but also to its cost effective
fielding and support. The wisdom of this decision and the value of the
HEMTT was proven conclusively in Operation Desert Storm. The battlefield
commanders praised the HEMTT as a key to the success they achieved. In
fact, many noted the success would not have been possible otherwise.
The HEMTT has been demonstrated and very favorably received in both
Kuwait and the Emirates but politics threatens to intervene and swing the
awards to other countries. In the case of Kuwait, the German company
Mercedes seems to have an inside track because of its political
connections. I am appalled by this prospect given the absence of German
support in the freeing of Kuwait. I request that you use your good offices
to try to see that reason prevails in Kuwait and Oshkosh is not denied this
crucial award.
In the Emirates the military has indicated a preference for the HEMTT
but interference by other countries has precluded the contract award to
Oshkosh to date. Again, I believe that your support for an award to a U.S.
company, Oshkosh, would help swing the decision. In both countries,
support of Oshkosh by our embassy staffs would be useful and greatly
appreciated. I would be thankful for anything you could do to help in this
crucial matter.
