HISTORY OF THE 123d AIRLIFT WING
The 123d Airlift Wing is an Air National Guard organization. Its statutory basis is the Dicks Act of
1903. This law allowed deactivated United States military units to be allocated to the 50 American states and
its territories.
The Kentucky Air National Guard was created on May 24, 1946. The 123d Fighter Group and the 165th
Fighter Squadron were created. The new group and squadron were part of a nationwide redesignation of
WW II U.S. Army Air Corps units. Kentucky's unit allocations came from the 368th Fighter Group and
359th Fighter Squadron. Under War Department orders the insignia, WW II battle credits and honors were
transferred to the Kentucky National Guard. Federal recognition was received February 16, 1947.
The Kentucky Air National Guard was assigned 25 F-51 Mustangs in May 1947. Aircrews became
extremely proficient and competed against other units from the 55th Fighter Wing to demonstrate combat
readiness. Their professionalism netted the unit its first Spaatz Trophy. The coveted award, named after
General Dewey Spaatz. the Air Force chief of staff, singled out the Kentucky Air Guard as the premier
combat ready unit of all Air Guard flying elements for 1949. It was the beginning of many awards for the
next 40 years.
On October 10. 1950, during the Korean War, President Harry S. Truman placed the 123d Fighter
Group on active duty. The unit was thus moved from Standiford Field to Godman Field, Fort Knox, KY. It
became recognized as a Wing Headquarters. The unit's F-51 "Mustang" aircraft were ferried to the Far East.
Several of the unit's pilots volunteered for combat duty over Korea. Five were lost in action, including Capt.
John W. Shewmaker. The latter's heroic actions were recognized in 1960 as Standiford Field was renamed
Shewmaker Air Guard Base. The base kept that name until 1976 when it resumed its previous title of
Standiford Field.
In November 1951, the Wing was ordered to replace the Strategic Air Command's 12th Fighter Escort
Wing, Manston R.A.F. England. The 123d was equipped with F-84 "Thunderjets". Aircrews participated in
joint NATO deployments through June 1952. Deactivation and a return to peacetime status came in July
1952. The unit received another rotation of F-51 Mustangs airframes. Combat training and military
readiness again became the primary mission for the 123rd Wing. From 1956 through 1957, the unit flew the
F-86 "Sabre Jet". The unit's mission switched to reconnaissance in 1958 when the F-86 aircraft were replaced
with the RB-57 "Cauberra" until 1965 when it received the RF-101 "Voodoo" supersonic aircraft. Just prior
to the arrival of the new airframes the 165th was awarded its second Spaatz Trophy for superior combat
readiness and flight training.
In January of 1968, during the Pueblo Crisis off the coast of North Korea (during the Vietnam War), the
KyANG was called to federal service by President Lyndon B. Johnson. During this call-up, the unit flew
approximately 20,000 tactical flying hours and delivered nearly 320,000 reconnaissance prints to requesting
agencies. Assigned personnel served on active duty for 16 months, returning to state service on 8 June 1969.
Performance during that period brought the unit its first Air Force Outstanding Unit Award (AFOUA).

The 123d's components continued to fly the RF-101 until the spring of 1976 when a no-notice conversion
to the RF-4C "Phantom II" was announced by the National Guard Bureau (NGB). Unlike the single seat
RF-101, the RF-4C required a two-man crew. The backseater, or Weapons System Operator, was new to the
wing's aircrews.
The unit, through professional effort and exceptional leadership, responded to the challenge and
progressed from non-combat ready status to full combat readiness within seven months, a record time frame.
Under the Total Force Policy, the unit was part of the defense posture within the Tactical Air Command
(TAC).
The Phantom years were marked with many overseas deployments, the unit representing the USAF in
international photo reconnaissance competitions and a remarkable record in flight safety. The unit's
operational excellence was once again spotlighted in 1981 when it was selected from the ninety-one Air
National Guard flying units nationwide to receive an unprecedented third Spaatz trophy.
In May 1983 the unit reached another historic milestone the 123d was awarded the highest possible
rating from TAC during its Operational Readiness Inspection. This was the first time that a TAC unit had
received an outstanding rating, thereby establishing a standard against which all other TAC-gained units
would be measured On January 1, 1989 the unit received its seventh Air Force Outstanding Unit Award, a
record for any Air National Guard unit.
On January 8, 1989 the 123d Tactical Reconnaissance Wing was officially redesignated the 123d Tactical
Airlift Wing. The 31-year reconnaissance mission was changed to tactical airlift and the RF-4C high
performance jets were exchanged for four engine turboprop C-130Bs. The future of the dedicated tactical
reconnaissance mission was waning while the need for airlift with the U.S. military was increasing.
Louisville's proximity to two major Army bases, Fort Knox and Fort Campbell, added logic to the conversion.
The year 1989 became a year of many "firsts" for the unit. By the end of the year the unit had been
involved in many world-wide airlift missions, including participation in Exercise Volant Oak, where Air
Guard flying units rotate through Panama every 15 days. For the first time, the unit participated in an airlift
competition. The event, Sentry Rodeo, tested skills such as air drops, short field landings, low level
navigational skills and aircraft maintenance. One noteworthy mission involved the delivery of two C-130s to
Columbia as part of the U.S.'s commitment to support that nation's efforts to combat drug trafficking. The
unit's first humanitarian airlift came in the aftermath of Hurricane Hugo.
In February of 1991 the unit received notification it would convert from the C-130B to the C-130H model
aircraft in the spring of 1992. This move also increased the authorized aircraft from 8 to 12, direct from the
Lockheed assembly line.
Although the Kentucky flying unit was not federally mobilized in the fall/winter/spring of 1991/92 for
Operation Desert Shield/Storm, it reacted as though it was. Using volunteers, the unit flew missions world-
wide, around the clock. Despite flying the Air Force's oldest C-130s with the least tonnage capacity,
Kentucky airmen airlifted more cargo than any other Air National Guard unit in support of our nation's war
effort. An additional 88 unit members were placed on active duty orders during the war in the Persian Gulf.
The 123d Airlift Wing is structured with subordinate units in four states: Maryland (135th TAG); North
Carolina (145th TAG); West Virginia (167th TAG); and Ohio (179th TAG). The Wing Headquarters is
located at Standiford Field, Louisville, Kentucky.
Major General Robert L. DeZarn is the Adjutant General of the state of Kentucky. The Assistant
Adjutant General for Air is Brigadier General John E. Kuhn. The 123d AW is commanded by Colonel
Stewart R. Byrne. The commander of the 165th Airlift Squadron is Lieutenant Colonel Donald E. Goley III.
The current Chief of the National Guard Bureau (NGB), Washington D.C. is Lieutenant General John B.
Conaway, former commander of the Kentucky Air National Guard.

influence of race on American politics and other parts of American life."

were going to put the office on the first floor, because the next one's going to
be tempted to jump. But even if they moved it down to the first floor, I would

HIGHLIGHT:
In addition to covering the proceedings in Atlanta, backstage as well as on the
convention floor, NEWSWEEK editors and reporters meet regularly with Democratic

campaign ahead. The following are excerpts from some of these sessions.
BODY:
Bert Lance, Jackson adviser and budget director in the Carter administration:
"In my judgment, Jackson's made the transition from civil-rights leader to
political leader
That was very evident when he stepped off that bus in
Atlanta.
"What Jackson is doing is not going to end. It's not going to end when we
leave Atlanta. It's not going to end in November. It's not going to end for
him in January when we're successful in electing Dukakis. That's not going to
end as long as Jackson is able to
stir people."
Charles Robb, former governor of Virginia and now Senate candidate: "I think
that this ticket is more likely to take quick, decisive [budget] action than
almost any ticket we could have nominated. Others might chart better with my
views on some of the other issues, but in terms of fiscal discipline Mike may be
the only other governor that I know of that I would yield a spot in the Cheapy
Hall of Fame. He's tough. And Lloyd [Bentsen] with his credibility in the
financial area [is] a first-rate partner."
Rep. William Gray of Pennsylvania, chairman of the House Budget committee:
"Has Jackson been successful to a great degree at heightening the consciousness
of blacks for the need for political participation? Absolutely. That's the
great symbolism of his candidacy, which I don't think Michael Dukakis
understands and most whites can never fathom. I mean, you cannot understand
being down there on that floor last night, being black in the United States of
America. Who cares whether the guy came in second? Right over there is Martin
Luther King's grave. Right over there is Ebenezer Baptist Church. Right over
there is the old YMCA where the black leadership in the '40s and '50s used to
meet because they couldn't meet in hotels like this to plot strategy. And the
emotional feeling that, God, we are making progress. Most people can't
understand that.'
Susan Estrich, Dukakis campaign manager: "I don't know George Bush, and I
don't feel qualified to say he isn't a nice guy. This is not a matter of
whether he is a nice guy or a mean guy. This is about whether he is a strong
leader, whether he is his own man. It is not about his persona in the personal
sense.

exports to Canada have grown nearly 50% to a combined total of
$1.1 billion in 1991. In 1991, over 30,000 Kentucky jobs were
tied to exports.

saying a Clinton presidency would be "a gamble on the future of
America" with stakes that are too high. The Bowling Green paper
said the President is the only "candidate who is capable of
balancing the many duties and the powers of chief executive and
commander-in-chief. "Bill CLinton wants Americas to think
things are worse than ever for the middle class worse than the
Jimmy Carter years of 1976-80." The paper also said Bush would
be best able to handle an international crisis. "Clinton would
falter under the pressure or, at best, remain indecisive long
enough to allow a threatening situation to get our of control.
Remember Jimmy Carter, Iran, the Ayatollah and the hostages?" the
endorsement said.

will be on duty in the Eastern and Western districts to receive
and investigate complaints of election fraud. Teams of about 25
lawyers and investigators will be sent out to monitor the polls.

On Thursday, a C-130 flown by the Kentucky Air National Guard crashed into
a hotel and restaurant near the Dress Regional Airport in Evansville, Ind.,
spewing blazing fuel and debris over nearby buildings, killing at least 16
people. Authorities were trying to determine the cause of the crash, as one
eyewitness told investigators that the plane sputtered, slowed and crashed just
after takeoff.
The plane was used again in the Persian Gulf War. Rens' 13-plane squadron,
which left El Toro for Bahrain on Aug. 13, 1990, pumped 20.9 million gallons of
fuel into Navy and Marine jets during Desert Storm.
One of the KC-130s in Rens' squadron was built in 1961 and is running
perfectly, he said.
"I have some of the oldest iron in the Navy and Marines," Rens said,
referring to his fleet of KC-130s.
"The airplane is known for its safety and reliability. It is one of the
safest in the air today," said Rens.

The Air Force Safety Board Monday released tapes of "normal" conversations
between the control tower and a C-130 military plane that crashed into an
Evansville, Ind., restaurant last month, killing 16 people.
"There's nothing in the tapes beyond normal tower-aircraft conversations,"
said Federal Aviation Administration regional spokesman Jim Dermody.
The cargo plane's cockpit voice recordings have not been released but could
give clues to what went wrong. Dermody said the military will decide if those
recordings will be released.
The recordings released Monday showed that the pilot had been instructed to
return to the plane's home base, Standiford Field in Louisville, Ky., said
Dermody. But the plane crashed into a hotel and restaurant and erupted in
flames.
The plane had been performing "touch-and-go" maneuvers, a routine, low-risk
exercise that involves taking off and landing without stopping.
Killed were five members of the Kentucky Air National Guard aboard the
plane and 11 people on the ground.

Poll Shows Clinton Leading in Kentucky
LEXINGTON, Ky. (AP) A new poll broadcast Saturday night found
Bill Clinton leading President Bush by 7 percentage points among

likely voters in Kentucky.
According the WHAS-TV/Lexington Herald-Leader poll of 602
voters, 45 percent of those asked the question, ''Who will you vote
for?'' said they would vote for the Democratic presidential
nominee. Thirty-eight percent said they would vote for the
Republican incumbent. Twelve percent said they would vote for
Independent Ross Perot, and 5 percent said they were undecided.
The poll had a margin of error of plus or minus four percent.

Daily News Endorses Bush
BOWLING GREEN, Ky. (AP) President Bush garnered the
endorsement Friday of the Daily News, which called a Bill Clinton
presidency ''a gamble on the future of America'' with stakes that
are too high.
The Bowling Green newspaper said the president is the only
''candidate who is capable of balancing the many duties and the
powers of chief executive and commander-in-chief.'
Wednesday's endorsement gave Bush the nod on both domestic and
foreign affairs. And the paper twice compared Clinton with the
nation's last Democratic president, Jimmy Carter.
''Despite the claims by his challengers, Clinton and (Ross)
Perot, Bush has turned the economy back toward prosperity, the
Daily News said. ''According to Federal Reserve Bank of St. Louis
economists, the recession probably ended in the second or third
quarter of 1991. That is beginning to show. Indicators such as
unemployment claims have dropped.

contest are just part of the state Tourism Cabinet's latest
approach to luring folks into Kentucky.
The new slogan is ''Kentucky, What You've Been Looking For,
and the new logo is a thoroughbred horse incorporated in the ''K''
of Kentucky.

Ford Motor Co., along with Coleman Co. and other companies, plan
a six-state Ford Explorer Sweepstakes next spring, highlighting
Kentucky. The state will pay $50,000 of this $450,000 campaign.
The contest isn't the only example of private business helping
to promote the state's tourism industry.
Ford and Toyota Motor Corp. already have plans to help advertise
Kentucky. Stretching the state's $1.6 million advertising budget by
relying on businesses is one part of a new fourfold strategy.
The slogan and logo were picked after showing 400 people on the
street three alternatives developed by the Louisville advertising
agency Creative Alliance.
Other plans include:
To advertise beyond March to attract a growing number of
working couples who plan summer vacations at the last minute.
To focus more on people with special interests, such as touring
historic sites or fishing and hiking.
To sell official Kentucky tourism merchandise, such as
sweatshirts and coffee mugs, bearing the logo, a first for the
state.
Toyota will sell Kentucky along with its Scepter a version of
the Camry station wagon sold in Japan. The cars bear a ''Made in
Kentucky'' sticker and come with a booklet of color photographs of
Kentucky sites, all at no charge to the state.
The cabinet also hopes to stretch its dollars by selling
merchandise, which Tourism Secretary Crit Luallen expects to return
about $100,000 to the state.
It's estimated that tourism brought $5.3 billion to the state
last year and supported 132,000 jobs. That was worth $373 million
in state and local tax revenue.
Luallen said it's difficult to say how much a marketing strategy
contributes to those numbers, but she said an advertising campaign
has a definite impact.

efforts to detect and prosecute any election fraud uncovered
Tuesday, according to Kentucky's U.S. attorneys in Louisville and
Lexington.
Joseph Whittle, U.S. attorney for Kentucky's Western District,
and Karen Caldwell, his counterpart in the Eastern District, have
appointed assistants to oversee election-fraud prosecution.
They issued separate statements saying that election fraud
''dilutes'' the honest votes cast and warning that such illegal
activity 'will be dealt with promptly and aggressively.
Alexander Taft Jr. will oversee the effort in the Western
District, and Robert F. Trevey and Thomas L. Self will handle the
Eastern District.
A team of federal prosecutors and FBI agents will be on duty in
both districts Tuesday to receive and investigate complaints of

election fraud, Whittle and Caldwell said.
State Attorney General Chris Gorman's office also will be on the
lookout for election fraud, Deputy Attorney General Brent Caldwell
said. As it has for the past four years, the office will send out
teams of about 25 lawyers and investigators to monitor the polls.
