CONFERENCE PREMISES AND FACILITIES The CSCE Helsinki Summit 1992 will take place at the Helsinki Fair Centre - called "Messukeskus" in Finnish - located in northern Helsinki, some 15 minute drive away from downtown. One of the main conference halls of the Fair Centre will be the site of the Plenary. A limited number of seats will be reserved for the Delegations in an auditorium to be built there. The press gallery is situated above the auditorium. The lay-outs of the site, the Plenary Hall (ground floor) and the Plenary Hall/the Press Gallery (first floor) are annexed to this circular (Annex 1, 2, 3). The Heads of State or Government will be received at the Northern Entrance of the Fair Centre. A working luncheon for the Heads of State or Government is scheduled for the first day of the meeting. A wireless interpretation system will be used in the Plenary Hall. Since the capacity of the Plenary Hall is limited, there is an opportunity to follow the meeting through earphones also in adjacent areas and through TV screens placed on various spots at the Fair Centre. There are going to be several meeting rooms available for bilateral meetings during the Summit in a building annexed to the Fair Centre. The offices for Delegations are also located in a building annexed to the Fair Centre. Each Delegation will have a spacious office consisting of a working area as well as a space for having smaller meetings at its disposal. The office area will be equipped with desks, table lamps, chairs, lockable cupboards and closets. One phone is to be installed in the office. The Delegations will be charged for the calls. The meeting area is going to be furnished with a conference table and some chairs. Some basic office material will be distributed into each office but the Delegations are generally asked to provide their own office equipment. Delegations who wish extra equipment to be installed, (e.g. telephones, faxes), at their own expense, are kindly asked to contact the Executive Secretariat preferably in writing. 2. SECURITY ARRANGEMENTS AND ACCREDITATION PROCEDURES The Executive Secretariat is responsible for the security in the meeting premises and will work in close co-operation with the Helsinki colice. For the safety of all those attending the summit, access to conference premises will be restricted to the persons wearing an identity badge issued by the Executive Secretariat. The Executive Secretariat emphasizes that all Delegates must acquire a badge. The Heads of State or the Heads of Government will be given a courtesy badge without a photograph, but all other members of Delegations will be provided with a badge bearing the holder's photograph. The photo will be taken at the registration. The participating states are requested to inform the Executive Secretariat of the composition of their Delegations in writing. An early notification will be appreciated in the interest of facilitating the registration procedures. The Executive Secretariat will send accreditation forms for Delegates in the near future. Appropriate fulfilling of the forms will greatly facilitate and fasten the production of admission badges. The fulfilled forms of each Delegation should be returned to the Executive Secretariat preferably in block. The Executive Secretariat would appreciate if the forms were returned with a note indicating the protocol order of the Delegation as well as members belonging to the suite of the Head of State or Government. 3. ACCOMODATION The Executive Secretariat has taken steps to ensure that all Delegates will have proper accomodation during the Summit. In order to secure best possible conditions for hotel reservations and accomodation for Delegates, a special travel agency, Area Congress Team has made advance block bookings in a number of first class hotels in Helsinki. Delegations are, of course, free to make reservations on their own but it has been agreed with the hotels concerned that suites and rooms under the advance block reservation can only be reserved through Area Congress Team. To guarantee top security, the Executive Secreatariat is planning to sign a special contract on the whole capacity of some hotels for the Summit guests. These hotels will have special security arrangements. The Executive Secretariat will also provide each of these hotels with a person who is on duty 24 hours a day. Area Congress Team has been given the exclusive reservation rights for the CSCE by the Executive Secretariat in the respective hotels. Other hotels will also be under surveillance but they will be open to other guests besides Delegates as well. Delegations are urged to advise the Area Congress Team as soon as possible of their room needs and to be in close touch with it in order to secure a smooth functioning of this arrangement. Press conferences and briefings can be organized with the assistance of the press service of the Executive Secretariat. Five rooms accomodating between 40 and 800 persons will be available to interested delegations on a first-come first-served basis. Bookings should be made in writing through the Press Office. There will also be a Press Center at Helsinki-Vantaa Airport where members of the press may cover the arrivals and departures of the delegations. There are going to be several meeting rooms available for bilateral meetings during the Summit in a building annexed to the Fair Centre. The offices for Delegations are also located in a building annexed to the Fair Centre. Each Delegation will have a spacious office consisting of a working area as well as a space for having smaller meetings at its disposal. The office area will be equipped with desks, table lamps, chairs, lockable cupboards and closets. One phone is to be installed in the office. The Delegations will be charged for the calls. The meeting area is going to be furnished with a conference table and some chairs. Some basic office material will be distributed into each office but the Delegations are generally asked to provide their own office equipment. Dèlegations who wish extra equipment to be installed, (e.g. telephones, faxes), at their own expense, are kindly asked to contact the Executive Secretariat preferably in writing. 2. SECURITY ARRANGEMENTS AND ACCREDITATION PROCEDURES The Executive Secretariat is responsible for the security in the meeting premises and will work in close co-operation with the Helsinki police. For the safety of all those attending the summit, access to conference premises will be restricted to the persons wearing an identity badge issued by the Executive Secretariat. The Executive Secretariat emphasizes that all Delegates must acquire a badge. The Heads of State or the Heads of Government will be given a courtesy badge without a photograph, but all other members of Delegations will be provided with a badge bearing the holder's photograph. The photo will be taken at the registration. The participating states are requested to inform the Executive Secretariat of the composition of their Delegations in writing. An early notification will be appreciated in the interest of facilitating the registration procedures. The Executive Secretariat will send accreditation forms for Delegates in the near future. Appropriate fulfilling of the forms will greatly facilitate and fasten the production of admission badges. The fulfilled forms of each Delegation should be returned to the Executive Secretariat preferably in block. The Executive Secretariat would appreciate if the forms were returned with a note indicating the protocol order of the Delegation as well as members belonging to the suite of the Head of State or Government. 3. ACCOMODATION The Executive Secretariat has taken steps to ensure that all Delegates will have proper accomodation during the Summit. In order to secure best possible conditions for hotel reservations and accomodation for Delegates, a special travel agency, Area Congress Team has made advance block bookings in a number of first class hotels in Helsinki. Delegations are, of course, free to make reservations on their own but it has been agreed with the hotels concerned that suites and rooms under the advance block reservation can only be reserved through Area Congress Team. To guarantee top security, the Executive Secreatariat is planning to sign a special contract on the whole capacity of some hotels for the Summit guests. These hotels will have special security arrangements. The Executive Secretariat will also provide each of these hotels with a person who is on duty 24 hours a day. Area Congress Team has been given the exclusive reservation rights for the CSCE by the Executive Secretariat in the respective hotels. Other hotels will also be under surveillance but they will be open to other guests besides Delegates as well. Delegations are urged to advise the Area Congress Team as soon as possible of their room needs and to be in close touch with it in order to secure a smooth functioning of this arrangement. PRESS ARRANGEMENTS The Executive Secretariat will send accreditation forms for the press in the near future. The Summit Press Center will be located in the Helsinki Fair Centre. All services and information for accredited press representatives will be available at the Press Center. Entry to the Press Center will be restricted to persons wearing an identity badge. Press conferences and briefings can be organized with the assistance of the press service of the Executive Secretariat. Five rooms accomodating between 40 and 800 persons will be available to interested delegations on a first-come first-served basis. Bookings should be made in writing through the Press Office. There will also be a Press Center at Helsinki-Vantaa Airport where members of the press may cover the arrivals and departures of the delegations. A block reservation of hotel rooms has been made for the representatives of the press as well. Reservations within this quota should be made via Area Congress Team. The deadlock over the distribution of major cabinet seats (ref. A) was settled late friday, april 19, when it was agreed that the center would get the posts of prime minister, foreign minister and minister of trade and industry.
