Armed Forces Day and Memorial Day Messages
We have received the annual request for messages from the
President to members of the Armed Forces for Armed Forces Day and
Memorial Day.
The Department of Defense is requesting the printed text as soon
as possible and the video cassette recordings (betacam) no later
than April 10, 1992. As in the past, DoD will release these
messages to more than 1,500 Armed Forces newspapers worldwide, as
well as 600 military radio and television outlets in 131
countries overseas and 500 Navy ships. The United States Coast
Guard will also be given copies of these messages.
The attached drafts were prepared by the DoD. Please return the
President's messages to the White House Military Office and we
will assure timely delivery to the services.

Every American owes a great debt of gratitude to you, the men and
women in our Armed Forces. It is your dedication and commitment to the
ideals of our Nation that ensure America's continuing peace and freedom.
In an uncertain world where the principles of liberty are tested often, and
in times of trial, you have always been vigilant, prepared, determined, and
victorious. Your actions have earned the respect and admiration of all of your
fellow countrymen.
As we celebrate this Armed Forces Day in a world beset with changing
political and geographical boundaries, I salute each and every soldier, sailor,
airman, marine, and coastguardsman. I thank you on behalf of all Americans
for your sense of honor, duty, and service to this Nation. We can never repay
you.

Memorial Day gives each of us time to pause and remember those who gave

REQUEST:
For the President to address the opening session of
the Distributive Education Clubs of America's (DECA)
46th Annual Career Development Conference.
PURPOSE:
For the President to demonstrate his commitment to
student leaders who take the initiative to develop
innovative learning strategies.
For the President to demonstrate his support for
private-public partnerships in education.
BACKGROUND:
DECA is a national non-profit organization dedicated
to the instruction of curriculums that teach about
the field of marketing. They are an important part
of the marketing education program in high schools
nationwide. Their goal is to develop leadership
skills as well as occupational competency for its
members.
Each of their students takes at least one marketing
course each semester and have part-time jobs in
related fields. They have DECA meetings once a week
with their teachers and DECA advisors.
DECA supplies teachers with a marketing curriculum
and publishes its own magazine four times a year.
They hold frequent conferences at the local, state
and national levels and work hand-in-hand with
corporate America. DECA also develops and
administers competitive events in specific
occupational fields related to marketing. Their
programs can be integrated into standing marketing
curriculums or be utilized to develop new courses of
study.
Their membership is composed of approximately
150,000 high school and 10,000 post-secondary
students.
The conference itself will have an attendance of
approximately 10,000 people, of which 7500 are high
school students and the rest are teachers, school
administrators and representatives from the business
community that volunteer time to assist in DECA's
efforts. The students, teachers, and administrators
come from all 50 states, the District of Columbia,
Guam, Puerto Rico, the Virgin Islands, and Canada.
DECA is a non-profit organization. One-third of
their funding is contributed through corporate
grants with the remainder coming from student dues
and conference fees.

The President has sent greeting letters for their
conference program for the past three years and sent
a video greeting to the convention in 1991.

I've enclosed a copy of last year's text, which was wonderful. We'd
appreciate anything along those lines. Keep in mind there will be
about 6,000 principals and other educators from across the nation.
Our members are mainly from suburban, rural, and small town schools.
They're almost all facing budget cuts along with student population
growth in their school systems. They all have more diverse student
groups and more social problems than ever before. Mainly they are
seasoned educators who've been in schools for a long time and they've
seen many changes in their communities.
We would appreciate receiving a 3/4 inch tape (plus a sample for our
VHS). I'll be leaving on the 25th and I usually take it with me on
the plane. Will it be finished by the 25th? Please let me know so
that I can arrange for a messenger.
Here's some grist for the speechwriter. I know there's way too much,
but this gives you plenty of options. Please call for any
clarification.
Since I've been your President, it's been my pleasure to stay in close
touch with school leaders through the National Association of
Elementary School Principals, and I particularly want to thank Sam
Sava, your executive director and Lillian Brinkley, your president.
I am honored to be a part of your world, because you are the people
who touch the future of this nation in your schools every day. It is
my pleasure to greet you now as you begin your annual meeting in New
Orleans.
A few years ago when I shared some time with your National
Distinguished Principals at the White House, NAESP presented me with a
beautiful brass school bell and the promise that I would be welcome in

any school in the nation as a principal for a day. That's an awesome
responsibility that I hesitate to take on.
You have one of the most demanding jobs in the nation. I've watched
with pride as educators have responded to the growing needs of a
drastically changing student population.
Schools, more than any other segment of our society, reflect and
respond to its demands. Just a quick glance at your convention agenda
is testimony to the expanding role of the elementary and middle
school. Many of the issues you'll be discussing seem a long way from
the three Rs.
Your duties stretch far beyond education. You are a rich community
resource. All over America you are stepping in to provide for the
health, safety, and social welfare of children and their families as
well.
A fine example of your dedication is your Hotline operating here in
New Orleans over the next three days. By teaming up with a business
partner and relying on the volunteer spirit of your members, you have
found a way to bring parents closer to their children's education.
This is exactly the kind of grass roots involvement that I've called
for in my Thousand Points of Light.
Each of you is a point of light in your community. But what truly
sets you apart from other American leaders is your utter and steadfast
devotion to children.

I am honored to say a few words to all of you gathered
together this evening to celebrate both the mission of One to One
and the many individuals who, in their own ways, are changing the
lives of a number of young Americans through mentoring.
Mentoring isn't just quizzing kids before a spelling test,
or helping with multiplication tables. It's much more than that.
Mentors provide leadership, emotional support, and friendship.
At a time when it seems everyone is talking about America's
problems, it is (Inspiring terrific to see a group of fine people, like the
mentors of One to One, who are offering solutions. Nothing is as
priceless as the value of mentoring our young people across the
land.

Good evening.
It is particularly heartwarming for me to be invited to say a few words to all of you who
have gathered together tonight to honor both the mission of One to One and many of
the individuals who, in their own ways, are changing the lives of a number of young
Americans through mentoring. Let me explain why:
When you are President of the United States, you are faced each day with a remarkable
and endless array of complicated problems. President Eisenhower noted this, and
mentioned it to the then incoming President Kennedy. "You'll find that no easy
problems ever get to the Oval Office," said Ike. "If they arc casy to solve, somebody else
has already solved them"
And that is why it is so refreshing. and even inspiring, for me to address you tonight.
For One to One is a solution, not a problem. And there is nothing complicated at all
about the value of mobilizing mentors for our young people across the land. And One
to One does not stop there. It desires to not only provide mentoring opportunities, but
also real economic opportunities.
Since its inception, One to One has been moving down a singular and affirmative path.
You are attempting -- and successfully -- to reroute the lives of young people in trouble.
And when the next generation takes over, these young people will be among those who
help America to become a more constructive and benign place.
There is no better example than your organization of what I have called The Thousand
Points of Light. I understand that there are about a thousand of you now gathered there
in the armory. And I offer that you should each think of yourself tonight as one of those

-- giving special thanks for the blessings bestowed upon us. It
is fitting, then, that we celebrate this holiday of Thanksgiving:

misfortunes to help us become stronger.
A year ago, I stood in the sand and ate Thanksgiving dinner
on the hood of a jeep with some of our troops stationed in Saudi
Arabia -- troops who later went on to defend freedom and battle
tyranny in the Persian Gulf. That Thanksgiving dinner is one I
certainly never will forget. This year, Americans all across
the country will say a prayer for our servicemen and women, and for
the families whose soldiers were lost in Operation Desert Storm.
For over two hundred years, our nation has faced many
difficult challenges. America's men and women in uniform have been
on the front line in defense of our way of life, our beliefs, and
our values. Your devotion to liberty has enabled freedom's light
to shine more brightly across the world.
So, take a moment today to say a special prayer of
Thanksgiving. Give thanks for our family and friends

print release by October 1, 1991, and a video cassette recording
for radio and television release by November 7, 1991.

I want to extend my warmest greetings to the men and women of our armed
forces on this Thanksgiving Day. Today we give thanks to God for our many
blessings.
For over two hundred years, our nation has faced may difficult challenges.
We met each new challenge with an unshakable commitment to individual liberty.
America's men and women in uniform have been the vanguard in defense of our
way of life and our values. Your devotion to liberty has enabled freedom's light to

Today, America's armed forces are second-to-none. All Americans are

THE PRESIDENT:
I want to add my personal congratulations to the volunteers who
were recognized here tonight. Theirs' has been the kind of
selfless work that has made the YMCA a success for over 140
years.
Their volunteerism is at the heart of the YMCA, people coming
together for the community's best interests. Doing practical
things in sensible ways. The YMCA is an entire movement based on
self-help and volunteers.
Americans everywhere recognize the worth of the volunteer impulse
and the values that support it. It is part of them, part of this
democratic society in which we live.
Think about it. Democracy is not a spectator sport where others
do the playing. You can't just sit in the bleachers and watch.
It's not that at all.
Each of us has to take responsibility for our individual part in
democracy. Instead of saying that "somebody ought to do
something" and looking around for others to act, each of us in
this country should say: "Yes! I'm going to do something about it
right now."
Those words are pure democracy, pure volunteerism. That's what
makes this country strong.
America needs to hear them, loud and clear.
The volunteers we honor tonight are role models for this country,
points of light that show us an affirming flame of hope.
America and the YMCA need more of them. But we can't sit still
and wait for them to come to us. We have to reach out and bring
them in. That takes having a good and just cause and making it
known.
I speak from my personal knowledge. Both Barbara and I have
pleasant personal memories of the YMCA. We're certainly no
strangers. And I appreciate the work YMCAs have done for my
family and my kids and for the tens of millions of other children
and families in this country.
Not only are your numbers impressive, but also impressive is the
fact that you've been able to grow and influence this nation in a
way that is unique. While others have shied away from speaking
out about values and the need to strengthen families, you've
never forgotten the Old and New Testaments and the guidelines for
daily living that they put forward.
As I said, it is very important that all of us take
responsibility for our own lives and our own neighborhoods,
regardless of whether we are paid for the work or not. We must
act responsibly to meet community needs. We need to encourage
people who step forward and say, "Yes, I'll do it.' That's what
we find in YMCA people. That's why we value them.
But most of all, the strength of the YMCA is in two other of its
characteristics--it's locally run and morally strong.
When I say locally run, I mean totally. A Y is self-starting,
self-financed, self-operated, and owns its own lands and
buildings. It is of the community, by the community, and for the
community.
And when I say it is morally strong, I do so in recognition of
the importance of Y programs that encourage the kind of family
and religious values that can help to reverse moral decline in
this country. We all count on you for that.
It is vital that we encourage those institutions that provide a
moral compass for the people--our churches and synagogues, our
great volunteer community service agencies like the YMCA, and
perhaps the greatest influence of all, the American family.
When we think about that moral compass, the old values and
guidelines come back to us about: truth, honesty, the golden
rule, compassion, forgiveness, hard work, teamwork, perseverance,
respect, responsibility, generosity, and the Ten Commandments.
With those in place, this nation can endure.
I salute you and all you have accomplished over the years.

The Bush Family Connection to the YMCA as We Understand It
Many years ago when we were teenagers living in Connecticut, I
was playing on a YMCA basketball team and Barbara kept hauling
her brother to the YMCA games so she could come as a guest and
watch me play. I was no Michael Jordan or Larry Bird, but I was
okay with the old two-handed set shot.
Our kids also went to the Y. And when we lived in Midland,
Texas, we helped the Y there raise money for the Y in our town.

Volunteer William McDuffie, Jr., a policeman who saw teenagers
with nothing to do and no place to go, so he went out and raised
money to start a YMCA teen center in Metuchen, New Jersey.

Marcile Clay, now 86 years old, who donated 50 acres of her prime
farmland for a YMCA day camp in Van Wert, Ohio, so children could
have a meaningful camp experience with wholesome activities
during the long summer days.
Maclaine
Newton McLean, a New Orleans Y employee for 19 years, who retired
and the next day went back to work at the Y as a volunteer. He
has renewed an adult literacy program in New Orleans called
Operation Mainstream. It's more than 15 years old now and
annually finds tutors and adult students to match up one-on-one--
1,300 of them last year.

Mary Jane Esquivel of San Antonio who saw all kinds of things
wrong in her neighborhood, from street gangs to high rates of
high school dropouts, and vowed to do something about it. She
has raised tens of thousands of dollars through special events to
support the YMCA in that neighborhood so that Hispanic kids have
a safe place to go in the afternoons.
The Walker family of Long Beach, California, who have been
leading volunteers and supporters of the YMCA there for 108
years, across five generations. One of the things they started
in Long Beach is the Christian Leadership Conference that
annually reinforces strong moral values YMCA camps and programs.
Today there are nine living members of the family who have been

Welcome to Texas. It's good to have the Elks and their
families in Dallas for your annual Grand Lodge Convention.
Though Barbara and I can't be there, you know that you have our
best wishes and affection.
Your grand exalted ruler, Ted Hess, came by the White House
earlier this year and gave me a brief report on some of the
things the Elks are doing - sponsoring Boy Scout and Girl Scout
troops, providing scholarships to this country's finest young men
and women, promoting patriotism and advancing the cause of
volunteerism in more than two thousand communities in every part
of this great nation.
As I told Ted, your organization deserves a special
commendation for boosting America's future. While many people
pay lip service to family values, the Elks deliver. You are
investing in our strongest asset - our kids.
You were among the first groups to realize the seriousness of
the drug problem in this country. Every year for more than a
decade you have been giving two million dollars and countless
volunteer hours to the Elks Drug Awareness Program, rallying your
communities in this effort. You are giving your support to local
1aw enforcement personnel, high school counselors and teachers.
You're doing more than just preaching to the kids; you're
giving them a wide range of athletic programs and other
alternative activities.

You're volunteering as coaches and trainers, as scoutmasters
and den leaders, as counselors and mentors. You're giving your
time and your money to make sure that our young people get a
chance to develop their skills and their talents. Most
important, you are providing an environment where they can just
be kids, where they can enjoy wholesome family fun.
You remember as well those children who need special care.
You help threat the handicapped and those with drug problems.
You provide therapists and nurses. You raise money for hospitals
and rehabilitation clinics. You go the extra mile for those kids
who need a second chance.
I also want to put in a special word of thanks for your
volunteer help on behalf of our veterans. In 1919, after the
Great War, your organization took a pledge - and you put it in
writing -
"So long as there are veterans in our hospitals, the
Benevolent and Protective Order of Elks will never
forget them."
You've kept that promise. In countless VA hospitals and
medical centers, the Elks show up every day with a smile and a
little gift that let the patient know that someone cares. Last
year you logged almost a quarter-million hours of volunteer time.
And your lodges provide those big gifts as well - TV sets for
the patients' rooms, wheelchair-equipped vans, specialized

hospital equipment - items that may not be covered by
appropriated funds. To some patient who doesn't have a family
nearby, you make them a part of your family, inviting them into
your homes for Sunday dinner, giving them an outing or taking
them to a special event at the lodge.
And when some new crisis comes about, the Elks are there.
You took special note of the men and women who were wounded in
Desert Storm last year with a large donation to the Chaplains'
Emergency Fund of the military hospitals. You provided comfort
for many families and loved ones who had no place else to turn.
Now we have a new group of veterans. As we downsize the
military, more and more men and women are returning to civilian
life, back to your communities. For a 1ot of them, that
transition will be very difficult. Give them a welcoming hand.
To those of you in a position to do so - "Hire a vet." These
men and women are highly trained. They are good workers, and
they are drug free. They have served the nation well. They will
be a tremendous asset to you and your community.
I salute you for continuing a proud tradition of service to
the nation, for being points of light in your communities every
day. Have a good convention and keep up the good work.

A Message From The Grand Exalted Ruler
A Visit To The
Oval Office
M eeting privately with President Bush in the oval office at the White
House is a formidable experience. One wonders what to say and how to act.
At the invitation of the President, Past Grand Exalted Ruler Homer Huhn,
Jr. and I met with him recently. President Bush put us at ease immediately.
"Come over here, young fellow," he said, smiling to Brother Huhn. "I
would like to have a photo with you."
We thereafter stood eye to eye, the President with his hands in his pock-
ets, and talked informally for approximately seven minutes about the Order
of Elks. President Bush wanted to know about the Elks and what we were
doing.
The boys in the card room at my Elks Lodge taught me to lead with your
strength. So we talked in detail with President Bush about the Elks scholar-
ship programs, about our support of hundreds of Girl Scout troops and Boy
Scout troops and about our Youth Activities Program. President Bush said
he was proud of the Elks for providing a better life for citizens in the more
than 2,200 communities in which our Lodges are located. He thanked us for
participating in the nation's Volunteerism Program.
In early May we recognize the future leaders of America during Elks
Youth Week. Our emphasis is not misplaced. Kids need recognition. We
provide it. Whether it is a new Eagle Scout presented with an American flag
or someone like Governor Bill Clinton who once received an Elks scholar-
ship from a Lodge in Arkansas, we are serving the needs of America's
youth.
By helping others in our community, we also help ourselves. Anyone who
has attended a Lodge's youth activities banquet knows the sense of fulfill-
ment, that warm feeling in your gut, that comes from helping others. We
need that as much as kids need recognition.
As America gradually swings from the era of individualism to a society
where neighbor helps neighbor. ELKDOM - A WAY TO SHARE takes
on an even greater meaning. Let us never forget that no man stands so tall as
when he stoops to help a child.

Those of you assembled in this ballroom tonight have set an
example for the nation. An example that tells the rest of the
country of the hand-in-hand teamwork between citizens and
police that is the cornerstone of law and order in our cities.
Houston is a dynamic blend of nationalities and races with a
police force that serves every neighborhood. I am in awe of your
civic attitude and of what you have accomplished, but I am not
surprised that the private sector in Houston has donated more
than $750,000 to build the Houston Police Officers Memorial.
For the 86 brave Houston officers who lost their lives
protecting the public, this memorial will stand as a lasting
tribute to their courage and their sacrifice. Each loss has a
name and each name has a story to tell. Some of those stories
are told tonight in this room on the faces of spouses, parents,
children and teammates who were left alone. These losses must
be remembered. From Patrolman Richard Snow in 1882 to
Sergeant Bruno Soboleski who was gunned down just last year.

that Houston has taken 8 stand in an age of indifference. This
memorial will also send a very clear message to the more than
4,000 Houston Police Officers who, with a sense of fear, put on
their uniforms each day. It will say to them we care, we
remember and we won't forget what you do for us.
In 19_, it was my grave responsibility to dedicate the National
Police Memorial in Washington to honor all slain law
enforcement officers in this country. Other states have built
memorials to honor their own slain officers, but I understand
that no city has undertaken such a project and on such a
monumental scale. Once again Houston is at the forefront.
Texas sculptor Jesus Moroles, who designed this magnificent
earth, water and granite work of art, selected the shape of the
pyramid, the ageless and honored symbol of authority and
remembrance, as his central design. May all of those who visit
this hallowed and tranquil place be reminded that they
individually must do their part to bring peace and safety to
every neighborhood, street and home in Houston.

let me just say that they've both made a significant impact on
protecting our environment.
Several years ago, I spoke of the importance of protecting
our precious environment from those criminals who would poison
our air, our lakes, and our rivers. I also promised the American
people that my Administration would vigorously enforce
environmental laws to ensure that polluters -- not the innocent
public -- would pay to clean up the pollution. Without a doubt,
we're meeting that commitment.
By every measure, environmental law enforcement -- civil and
criminal -- is at record levels. New indictments are up and more
people than ever are spending time in jail for criminal
violations of environmental laws. And with your help, I'm sure
that this record will continue in the years ahead.
As X prosecutors devoted to protecting the environment, you

are charged with more than merely locking the jailhouse doors X on

polluters. While your efforts help to improve and reclaim the
environment for all of us today, it also helps preserve and
protect one of our most precious resources for future

Bill, it's no wonder that Secretary Dole has called you a "super
mediator."
But, this evening, we're also here to underscore the
critical role of collective bargaining in American life. As Bill
knows, the collective bargaining process is a framework for
workers and employers to reach their goals without management-by
decree. It's a proven avenue by which various interests in a
negotiation can travel together to resolve difficult management-
labor problems. And as we watch the emerging democracies in
eastern Europe, we'll see more attention paid to labor and the
concept of collective bargaining.
But, this should come as no surprise. As I've said before,
the labor movement is helping freedom find its voice in
developing countries around the world. People are discovering
that democracy rests not on cold marble and pieces of paper but
on institutions freely formed. They also understand that these
institutions are strengthened and fortified by the give-and-take
of competing interests. And as these young democracies reject
management-by decree or intervention from any centralized all-
knowing government they strengthen the labor movement in those
countries.
This evening, let us also acknowledge the foundation of
America's economic success -- the American worker. It is, after
all, our working men and women that have provided our country
with the energy and drive to compete in the international
marketplace. It is the tireless American worker that has helped
build, not only the finest products, but also the best country in
the world.
Thank you for including me in tonight's special dinner. And
Bill, once again, a special thanks for all that you've done to

Greetings to all of you athletic directors as you gather for
your 26th Annual Convention. I have great admiration for the
work you do -- inspiring and training young college students to
reach deep inside themselves and be the very best they can be.
And I'm speaking from personal experience. When I look back
at my days at Yale, I realize what a lasting influence intercol-
legiate athletics had on me. I found a newspaper clipping from
one of my first games -- it reads: "After an impressive debut,
George Bush, the Eli's classy 1st baseman, is now hitting .167."
Looking
I liked the first part of that description. But I was determined

to improve the second part. Our XX coach, Ethan Allen, helped me

my last season
shape that determination. At the end of senior year, my average
was .280. Finally, I'd done the very best I could.
And one of a coach's most important jobs is making sure kids
do the very best they can -- both on and off the field. We
recently introduced our "America 2000" education strategy,
calling for the return of education to its proper place at the
center of our kids' lives. You can help. You can ensure that
our kids don't lose sight of life's real priorities.
Priorities like education -- to prepare them for the
competitive challenges of the 21st Century. And -- as you well
know -- priorities like the overwhelming importance of resisting
any and all drugs. Our goal must be to produce scholar-athletes

-- proud and fit in mind and body -- and totally drug-free. You
can mold these kids' minds and futures as well as their bodies.
It's an impressive charge. I admire how well you carry it out.

In the 45 years since my 1st game at Yale, I've often found
myself looking back at the lessons I learned at the hands of our
coaches. Lessons that shaped me; and shaped my life. Lessons you
continue to teach to the kids who will be this country's future.

ordinary. Bound by the yellow ribbon of hope and brotherhood, we
proved that when America is united, there is nothing we cannot
do. I wish Americans could now turn that energy toward establish-
ing legal protection for unborn children; for the disabled; and
for the medically dependent. From the moment the miracle of life
occurs until the moment God extinguishes it -- human beings must
cherish that life. Must protect it. Must hold it in awe.
What can be more compelling than Jefferson's X concept that
the bedrock principle this nation is founded upon is the belief
that all XX are créated equal. He doesn't say "born equal. " No, he
uses a word that echoes the mystery of faith. A word that affirms
that life begins at the moment of conception -- "created." And
he goes on to say that all humans are entitled to the right to

liberty. The right to the pursuit of happiness. And, above all,
it's there in our Declaration of Independence: the right to life.
So as we approach July 4, 1991 let's reaffirm our dedication
to a new Declaration of Independence: Independence from those who
would legislate away the lives of the helpless. Let's commit
ourselves to five basic principles. First: Reversal of the
Supreme Court's 1973 Roe V. Wade decision. Second: Introduction
of a Human Life Amendment to protect the unborn, with exceptions
for rape, incest or where the mother's life is endangered. Third:
Cessation of federal funding of abortion. Fourth: Support for
contraceptive family planning programs -- but no foreign aid
funds for groups that work to legalize abortion, or promote
abortion as birth control. Fifth: Protection of existing pro-
life policies governing federally funded medical research.
Beating at the heart of these principles is onex overwhelm-
ing theme: the simple recognition that all life is a precious
gift. That each human being, from conception through the moment
of natural death, has intrinsic dignity and meaning. Our laws
and government policies must protect that right to all life.
I have no doubt that it is right for me to take the side of

and blue day of barbecues and fireworks -- of family reunions and

block on Poland's national radio service and requested VOA Polish
reports for its new broadcast. The first program delivery to
Solidarity included reports on Polish activist Jack Kuron's

Establishment of an American Center in Moscow is a long-time USIA
goal. Following Secretary Baker's meetings in Moscow with USSR
Foreign Minister Shevardnadze, USIA will intensify its efforts to
negotiate an agreement on reciprocal U.S. culture and information
centers in Washington and Moscow. After years of foot-dragging,
the Soviets may now be ready for serious discussions.

PRESIDENTIAL SALUTE TO QUINCENTENNIAL FOUNDATION GALA
Good evening, ladies and gentlemen: I wish to salute the
Quincentennial Foundation's gala banquet. You are gathered
tonight to commemorate and celebrate the 500th anniversary of one
of the most humane acts in history: the Ottoman Empire's offer
of refugee to the persecuted Jews of Spain. The year 1492, for
Americans, is a date of discovery, of celebration, of new
beginnings, and new voyages. It was, however, also a dark date
in Europe. Suspicion and intolerance were at its lowest ebb.
Then, in that year, came the expulsion of Spain's large community
of Sephardic Jews as well as the muslim Moors. The latter group
found sanctuary in Morocco and parts of the Ottoman Empire. It
seemed the Sephardic Jews had nowhere to go until Sultan Beyazit
(BAY-ah-zeet) II offered his empire as a place of refuge for
these desperate and homeless people.
The Ottoman Empire extended the hand of friendship to a
persecuted minority, a minority of a faith and culture different
from its own in a time when, in Western Europe, religious
tolerance was all too rare. Today, in this time of conflict in
the Middle East, the world would do well to recall, as you are
doing tonight, this example of Muslims and Jews coming to live
side by side in harmony and respect.
Your celebration tonight recalls but one example of the
harmonious coexistence of peoples in the Ottoman Empire and the
Turkish Republic that succeeded it. The Turkish people have a
long and honorable tradition of welcoming refugees, be they the
Separdic Jews of 500 years ago, the German Jews fleeing the Nazi

regime of the 1930s or desperate Kurds fleeing the despotic
Saddam Hussein in 1988 and 1991. As you are well aware, Turkey
and the United States share a history of offering refuge to the
oppressed, and it is a great pleasure for me to join with you
tonight in this celebration.
Turkey is our ally and our friend, and I am pleased to
salute the Turkish people in commemorating a great moment in
their history. In closing, let me wish the Quincentennial
Foundation the greatest success in its many scholarly and
cultural events planned both in Turkey and abroad to mark this
momentous date in the history of man's humanity to man. Good
night and God bless you.

for older Americans. But what is truly impressive about your
organization is the commitment of your volunteers and members to
your vision of "Bringing lifetimes of experience and leadership
to serve all generations."
Every day, in every corner of our country, A-A-R-P volunteers and
members lend their unique talents, skills and experience to
enrich the lives of Americans of all ages. A-A-R-P and its
programs are making a difference. For that, you have my
gratitude and heartfelt thanks.
As a president committed to education, I especially want to
applaud the efforts of another "education president," A-A-R-P's
Bob Maxwell. Bob challenged older Americans to share their wisdom
and prepare the way for America through education. As a result
thousands of older volunteers have become involved in local
schools and community education projects throughout the country.
I want to thank Bob for making education a priority during his
term. I also want to express my congratulations and best wishes
to Lovola Burgess as she assumes the office of president this

PRESIDENTIAL REMARKS: LITTLE LEAGUE VIDEO
Good evening. It is a great privilege to be with you via
video at this 19th Little League International Congress. / In
Yogi Berra's epic words, "I want to thank all the people who made
this night necessary." //
Since we last met three years ago, much has happened around
the world. Freedom and democracy have come to Panama / Russia /
and Eastern Europe. People everywhere have learned that what
counts is not your race or nationality -- but the depth of your
heart -- and the size of your dreams. //
This, of course, is the creed of Little League -- and has
been, now, for more than half a century. Back in 1989, you had
your 50th birthday -- and I enjoyed helping you celebrate with a
party on the South Lawn. / Since then, another 27 countries have
entered Little League. It makes me wonder if Creighton Hale
isn't moonlighting for the State Department. //
In 1989, Dr. Hale and I traveled together to Poland -- the
country that started the dominoes of democracy tumbling in
Eastern Europe -- and chartered the first Polish Little League
programs. / I remember playing catch with Polish kids: I kept
wondering if here was the next Stan the Man or Yaz. Then, it was
on to Yugoslavia / Czechoslovakia / and all the rest -- right up
to 1992 when the new democratic republic of Nicaracqua dedicated

the Dodgers Little League Friendship Field in Managua. I'll
confess it: That one really got me. //
Always, I've marveled at how Little League is America's
great Ambassador of good-will. As is anyone associated with this
American institution -- coach / player / sponsor / fan. / You
know, it seems like only yesterday that I was a Little League
coach. Barbara would pack all the kids in the car and we'd drive
off across the Texas plains to try and win one for the home town.
Today, the home towns are still there -- not just across
America but from Midland and Odessa to Managua and Warsaw --
helping Little League Baseball win one for all the world. /
Thank you for preserving all that is best for America through
Little League Baseball. / Barbara joins me in sending our best.
God bless you, and let me leave you with two of the most
beautiful words in any language: "Play ball.' "

Good evening, it is my pleasure to join you this evening in
honoring my longtime and dear friend, John Paul Hammerschmidt.
For a quarter of a century John Paul has served the people
of Arkansas as a member of the United States Congress.
It hardly seems as though our freshman days were that long
ago. Barbara and I came to Washington, met John Paul and Ginny
as fellow newcomers, and formed an almost instant friendship.
We had a lot in common. Both of us had been WWII combat
pilots and small businessmen in our hometowns. We were new
representatives of districts in southern states; and we both had
the good fortune to marry wonderful women.
Our early friendship ripened into a bond of deep admiration
and respect as we worked together in the Congress and in the
years since.
On those rare evenings when Barbara and I can enjoy having
some friends over informally for a movie, the Hammerschmidts are
among our favorite guests -- except when J.P. hogs all the pork
rinds. //
Over the years, I've had the pleasure of visiting Arkansas a
number of times -- five times just in your Third Congressional
District. Less than a month ago, John Paul joined me in
Bentonville to honor one of his constituents -- a great man who
will be deeply missed, Sam Walton. As Vice President in 1985, I
visited Harrison and NACC [North Arkansas Community College] and
remember so well your warm welcome and hospitality, which has
come to typify my lasting impression of your state.
As a pulse-taker in the Congress, John Paul's always on top
of both the issues and the undercurrents. Most of you in his
hometown know of the high esteem in which he is held by his
colleagues in both political parties. I join them -- and you --
in recognizing John Paul's integrity, his contributions to the
entire country, and his years of dedicated service to his
constituents and to Arkansas.

unting has been a way of life in Texas forever. Early inhabitants were
dependent on the abundant supply of wild game for their very survival. The
Texas Legislature enacted the first game law in 1860. In 1909, Texas hunters
began to contribute to wildlife management through the purchase of hunting
licenses. Over the past 80 years, hunters have supported Texas wildlife and they
are responsible for our present-day wildlife heritage. Today, Texas' urbanized
population is losing touch with the traditions of hunting and the importance of
wildlife management. Few people are aware of the contributions that Texas
hunters have made throughout the years. Texas Wildlife Expo '92 will celebrate
this legacy.
GOAL:
To provide reinforcement for Texas hunters and their children, to encourage
recruitment of new hunters and to call attention to the positive impact of
hunting.
OBJECTIVES:
Create public awareness of hunting's importance to Texas and Texans.
Focus public attention on the contributions hunters have made to preserve
the abundant wildlife resources of Texas.
Inform a new generation of Texans about the history of hunting in the Lone
Star State.
Underscore the critical role of hunting in wildlife management and conser-
vation.
Texas Wildlife Expo '92 is a coalition of govern-
ment, local, corporate and volunteer organiza-
tions promoting hunting and conservation in

in an exposition/game fair and celebrity ban-

losing touch with the traditions of hunting and the importance of wildlife
management. Few people understand the valuable contributions that Texas
hunters have made throughout the years to conservation and the economy.
As a tribute to hunting, conservation and the Great Outdoors, the Texas
Parks & Wildlife Department has joined with local, corporate and volunteer
organizations state-wide in the Texas Wildlife Expo '92. This year-long
celebration - already underway - is designed to increase public awareness
of the critical role of hunting in wildlife management and to educate an
entire new generation about state hunting lore. Expo culminates in Austin
on October 2-3 with an exposition/game fair, seminars, a banquet to honor
the winners of several youth poster and essay contests, demonstrations, and
just plain good times.
Of special interest to companies like yours, will be the booths and
exhibits spotlighting goods and services available to hunters and other
enthusiasts. Three options are available:
BOOTH ONLY. $200. 10'x10' booth, 6' table, 2 chairs, pipes/drapes,
and electricity. (181 are available.)
SILVER SPONSORSHIP. $1000. Includes both booth space, signage, 2
banquet tickets, and advertising mentions in Expo advertising on
radio, TV and in newspapers.
GOLD SPONSORSHIP. $2500. Adds 2 additional banquet tickets plus a
valuable Event Sponsorship to the Silver package.
Set-up is October 2 at the Texas Parks & Wildlife Department Headquarters
in Austin; the exhibit day is Saturday, October 3. All checks should be

My fellow hunters and outdoor enthusiasts, boy would I rather be
with you right now at Hunter Expo '92, this great celebration of our
hunting heritage. Most of you know I am an avid quail hunter. The
days I've spent afield with my family and friends behind eager
pointers are memories and experiences that we will always cherish.
It's not coincidence that I travel to Beeville to hunt frequently, I
really love it.
Hunting is a deeply personal activity. Many hunters have a special
affinity for a particular quarry or style of hunting. As hunters we are
inexorably linked to the environment. Each of us probably has a
favorite spot that we can always find even in the dark hours before
the dawn. A special tree, a ridge, or waterhole where a whole day
can pass without a shot and yet, months and even years later, we
still draw comfort from the peace and solitude of that distant day.
However, many people are not familiar with such experiences and as
more Americans grow up in the cities their children are in danger of
missing core values formed through positive outdoor experiences.
Public attention is rarely focused on the positive side of hunting.
What grabs the headlines are the poachers and violators that destroy
our precious wildlife and tarnish the image of all hunters. Too often,
we hunters are made out to be the "bad guys," when in reality, you
and I know that legal hunting not only conserves our game resources
but also generates the money that supports projects to protect and
recover non-game and endangered species. Hunters have always
carried more than their share of the financial burden for the
environment but our compassion is not reserved only for our sport
and our constituency. I applaud Texas hunters for your generous
response to the Hunters for the Hungry program which distributes
donated venison to those that are less fortunate. Hunters not only
provide the deer, but pay out of their own pockets, for the processing
of the meat. Last year alone, over 37 tons of delicious high quality
meat went to feed the hungry.
It's time to stop apologizing for hunting! We hunters carry the
financial burden for America's wildlife. Be proud of your contribution
and your hunting heritage! Join me and my son in celebrating our
rich hunting legacy. We hunters are the real guardians of America's
wildlife and America needs us now more than ever. Good luck and
good hunting.

PRESIDENTIAL VIDEO: TEXAS WILDLIFE EXPO '92
Good ((morning/ fternoon/ evening) I'm sorry I can't be
with you all tonight However, I understand my son, George,
is making a cameo appearance as emcee for some of your events.
Now, while Junior may not have inherited my charisma or my magic
way with words, when it comes to deer hunting, he's a lot like
Harry Truman: "The buck stops here".

All kidding aside for a moment: Most of you know that
spending time with my family means a lot to me -- especially when
we're enjoying the outdoors. Whether it's the whole Bush clan
exploring the coves at low tide up in Maine, pollock fishing with
my grandson, George P., or walking with Barbara in the woods at
Camp David -- nothing tops the feeling you get when you're
surrounded by Mother Nature and the ones you love.
You know what I'm talking about. Because, at Expo '92, you
encourage those of all ages to participate in the many activities
and competitions. I think that's terrific. What a great way for
parents to pass along to their children what they learned from
their parents and grandparents -- an tradition of appreciating
wildlife and its surroundings, and in turn, sharing it with
family and friends.
In the winter-time, I look forward to getting out of
Washington and heading south to Beeville, where I hunt quail.
Through hunting, we can teach our kids and grandkids about
history - -- about past generations -- about how the sport of
hunting used to be a necessity for survival. Some of you have
brought that historical aspect full circle into the here and now.

You have taken your love for the sport and turned it into
something much more. I want to take a moment to thank those who
have participated in the "Hunters for the Hungry" program --
which last year distributed 37 tons of meat to those who were
hungry and in need.
Some people say that hunters are "bad guys S I think the
"Hunters for the Hungry" program can dispel those notions. But,
unfortunately, there are some headline-grabbing poachers and law
violators out there who are a menace to our natural resources.
You and I know that legal hunting helps to conserve America's
game resources, as well as generate money that goes toward
protecting and recovering endangered species.
So, before Junior jumps in and tells me I'm starting to
lecture -- enjoy the rest of the Expo, and may God bless each and
every one of you.
