The Department of Defense is requesting the printed text as soon as possible and the video cassette recordings (betacam) no later than April 10, 1992. As in the past, DoD will release these messages to more than 1,500 Armed Forces newspapers worldwide, as well as 600 military radio and television outlets in 131 countries overseas and 500 Navy ships. The United States Coast Guard will also be given copies of these messages. The attached drafts were prepared by the DoD. Please return the President's messages to the White House Military Office and we will assure timely delivery to the services. Each of their students takes at least one marketing course each semester and have part-time jobs in related fields. They have DECA meetings once a week with their teachers and DECA advisors. DECA supplies teachers with a marketing curriculum and publishes its own magazine four times a year. They hold frequent conferences at the local, state and national levels and work hand-in-hand with corporate America. DECA also develops and administers competitive events in specific occupational fields related to marketing. Their programs can be integrated into standing marketing curriculums or be utilized to develop new courses of study. Their membership is composed of approximately 150,000 high school and 10,000 post-secondary students. The conference itself will have an attendance of approximately 10,000 people, of which 7500 are high school students and the rest are teachers, school administrators and representatives from the business community that volunteer time to assist in DECA's efforts. The students, teachers, and administrators come from all 50 states, the District of Columbia, Guam, Puerto Rico, the Virgin Islands, and Canada. DECA is a non-profit organization. One-third of their funding is contributed through corporate grants with the remainder coming from student dues and conference fees. And there is nothing complicated at all about the value of mobilizing mentors for our young people across the land. And One to One does not stop there. It desires to not only provide mentoring opportunities, but also real economic opportunities. Since its inception, One to One has been moving down a singular and affirmative path. You are attempting -- and successfully -- to reroute the lives of young people in trouble. Theirs' has been the kind of selfless work that has made the YMCA a success for over 140 years. Their volunteerism is at the heart of the YMCA, people coming together for the community's best interests. Doing practical things in sensible ways. The YMCA is an entire movement based on self-help and volunteers. Americans everywhere recognize the worth of the volunteer impulse and the values that support it. It is part of them, part of this democratic society in which we live. Think about it. Democracy is not a spectator sport where others do the playing. You can't just sit in the bleachers and watch. It's not that at all. Each of us has to take responsibility for our individual part in democracy. Instead of saying that "somebody ought to do something" and looking around for others to act, each of us in this country should say: "Yes! I'm going to do something about it right now." Those words are pure democracy, pure volunteerism. That's what makes this country strong. America needs to hear them, loud and clear. The volunteers we honor tonight are role models for this country, points of light that show us an affirming flame of hope. America and the YMCA need more of them. But we can't sit still and wait for them to come to us. We have to reach out and bring them in. That takes having a good and just cause and making it known. I speak from my personal knowledge. Both Barbara and I have pleasant personal memories of the YMCA. We're certainly no strangers. And I appreciate the work YMCAs have done for my family and my kids and for the tens of millions of other children and families in this country. Not only are your numbers impressive, but also impressive is the fact that you've been able to grow and influence this nation in a way that is unique. While others have shied away from speaking out about values and the need to strengthen families, you've never forgotten the Old and New Testaments and the guidelines for daily living that they put forward. As I said, it is very important that all of us take responsibility for our own lives and our own neighborhoods, regardless of whether we are paid for the work or not. We must act responsibly to meet community needs. We need to encourage people who step forward and say, "Yes, I'll do it.' That's what we find in YMCA people. That's why we value them. But most of all, the strength of the YMCA is in two other of its characteristics--it's locally run and morally strong. When I say locally run, I mean totally. A Y is self-starting, self-financed, self-operated, and owns its own lands and buildings. It is of the community, by the community, and for the community. And when I say it is morally strong, I do so in recognition of the importance of Y programs that encourage the kind of family and religious values that can help to reverse moral decline in this country. We all count on you for that. It is vital that we encourage those institutions that provide a moral compass for the people--our churches and synagogues, our great volunteer community service agencies like the YMCA, and perhaps the greatest influence of all, the American family. When we think about that moral compass, the old values and guidelines come back to us about: truth, honesty, the golden rule, compassion, forgiveness, hard work, teamwork, perseverance, respect, responsibility, generosity, and the Ten Commandments. FYI The Bush Family Connection to the YMCA as We Understand It Many years ago when we were teenagers living in Connecticut, I was playing on a YMCA basketball team and Barbara kept hauling her brother to the YMCA games so she could come as a guest and watch me play. I was no Michael Jordan or Larry Bird, but I was okay with the old two-handed set shot. Our kids also went to the Y. And when we lived in Midland, Texas, we helped the Y there raise money for the Y in our town. pronunciations ! The Five Honorees: Volunteer William McDuffie, Jr., a policeman who saw teenagers with nothing to do and no place to go, so he went out and raised money to start a YMCA teen center in Metuchen, New Jersey. seel Marcile Clay, now 86 years old, who donated 50 acres of her prime farmland for a YMCA day camp in Van Wert, Ohio, so children could have a meaningful camp experience with wholesome activities during the long summer days. Maclaine Newton McLean, a New Orleans Y employee for 19 years, who retired and the next day went back to work at the Y as a volunteer. He has renewed an adult literacy program in New Orleans called Operation Mainstream. It's more than 15 years old now and annually finds tutors and adult students to match up one-on-one-- 1,300 of them last year. Eskwi-vell Mary Jane Esquivel of San Antonio who saw all kinds of things wrong in her neighborhood, from street gangs to high rates of high school dropouts, and vowed to do something about it. She has raised tens of thousands of dollars through special events to support the YMCA in that neighborhood so that Hispanic kids have a safe place to go in the afternoons. The Walker family of Long Beach, California, who have been leading volunteers and supporters of the YMCA there for 108 years, across five generations. One of the things they started in Long Beach is the Christian Leadership Conference that annually reinforces strong moral values YMCA camps and programs. It's good to have the Elks and their families in Dallas for your annual Grand Lodge Convention. Though Barbara and I can't be there, you know that you have our best wishes and affection. Your grand exalted ruler, Ted Hess, came by the White House earlier this year and gave me a brief report on some of the things the Elks are doing - sponsoring Boy Scout and Girl Scout troops, providing scholarships to this country's finest young men and women, promoting patriotism and advancing the cause of volunteerism in more than two thousand communities in every part of this great nation. As I told Ted, your organization deserves a special commendation for boosting America's future. While many people pay lip service to family values, the Elks deliver. You are investing in our strongest asset - our kids. You were among the first groups to realize the seriousness of the drug problem in this country. Every year for more than a decade you have been giving two million dollars and countless volunteer hours to the Elks Drug Awareness Program, rallying your communities in this effort. You are giving your support to local 1aw enforcement personnel, high school counselors and teachers. You're doing more than just preaching to the kids; you're giving them a wide range of athletic programs and other alternative activities. -2- You're volunteering as coaches and trainers, as scoutmasters and den leaders, as counselors and mentors. You've kept that promise. In countless VA hospitals and medical centers, the Elks show up every day with a smile and a little gift that let the patient know that someone cares. Last year you logged almost a quarter-million hours of volunteer time. And your lodges provide those big gifts as well - TV sets for the patients' rooms, wheelchair-equipped vans, specialized -3- hospital equipment - items that may not be covered by appropriated funds. To some patient who doesn't have a family nearby, you make them a part of your family, inviting them into your homes for Sunday dinner, giving them an outing or taking them to a special event at the lodge. And when some new crisis comes about, the Elks are there. You took special note of the men and women who were wounded in Desert Storm last year with a large donation to the Chaplains' Emergency Fund of the military hospitals. You provided comfort for many families and loved ones who had no place else to turn. Now we have a new group of veterans. As we downsize the military, more and more men and women are returning to civilian life, back to your communities. For a 1ot of them, that transition will be very difficult. One wonders what to say and how to act. At the invitation of the President, Past Grand Exalted Ruler Homer Huhn, Jr. and I met with him recently. President Bush put us at ease immediately. "Come over here, young fellow," he said, smiling to Brother Huhn. "I would like to have a photo with you." We thereafter stood eye to eye, the President with his hands in his pock- ets, and talked informally for approximately seven minutes about the Order of Elks. President Bush wanted to know about the Elks and what we were doing. The boys in the card room at my Elks Lodge taught me to lead with your strength. So we talked in detail with President Bush about the Elks scholar- ship programs, about our support of hundreds of Girl Scout troops and Boy Scout troops and about our Youth Activities Program. President Bush said he was proud of the Elks for providing a better life for citizens in the more than 2,200 communities in which our Lodges are located. He thanked us for participating in the nation's Volunteerism Program. In early May we recognize the future leaders of America during Elks Youth Week. Our emphasis is not misplaced. Kids need recognition. We provide it. Whether it is a new Eagle Scout presented with an American flag or someone like Governor Bill Clinton who once received an Elks scholar- ship from a Lodge in Arkansas, we are serving the needs of America's youth. Looking I liked the first part of that description. But I was determined Forward to improve the second part. Our XX coach, Ethan Allen, helped me p.42 42 my last season shape that determination. At the end of senior year, my average was .280. Finally, I'd done the very best I could. And one of a coach's most important jobs is making sure kids do the very best they can -- both on and off the field. We recently introduced our "America 2000" education strategy, calling for the return of education to its proper place at the center of our kids' lives. You can help. You can ensure that our kids don't lose sight of life's real priorities. Priorities like education -- to prepare them for the competitive challenges of the 21st Century. Second: Introduction of a Human Life Amendment to protect the unborn, with exceptions for rape, incest or where the mother's life is endangered. Third: Cessation of federal funding of abortion. Fourth: Support for contraceptive family planning programs -- but no foreign aid funds for groups that work to legalize abortion, or promote abortion as birth control. Fifth: Protection of existing pro- life policies governing federally funded medical research. Beating at the heart of these principles is onex overwhelm- ing theme: the simple recognition that all life is a precious gift. That each human being, from conception through the moment of natural death, has intrinsic dignity and meaning. Our laws and government policies must protect that right to all life. It seemed the Sephardic Jews had nowhere to go until Sultan Beyazit (BAY-ah-zeet) II offered his empire as a place of refuge for these desperate and homeless people. The Ottoman Empire extended the hand of friendship to a persecuted minority, a minority of a faith and culture different from its own in a time when, in Western Europe, religious tolerance was all too rare. Today, in this time of conflict in the Middle East, the world would do well to recall, as you are doing tonight, this example of Muslims and Jews coming to live side by side in harmony and respect. Your celebration tonight recalls but one example of the harmonious coexistence of peoples in the Ottoman Empire and the Turkish Republic that succeeded it. Barbara and I came to Washington, met John Paul and Ginny as fellow newcomers, and formed an almost instant friendship. We had a lot in common. Both of us had been WWII combat pilots and small businessmen in our hometowns. We were new representatives of districts in southern states; and we both had the good fortune to marry wonderful women. Our early friendship ripened into a bond of deep admiration and respect as we worked together in the Congress and in the years since. On those rare evenings when Barbara and I can enjoy having some friends over informally for a movie, the Hammerschmidts are among our favorite guests -- except when J.P. hogs all the pork rinds. // Over the years, I've had the pleasure of visiting Arkansas a number of times -- five times just in your Third Congressional District. Less than a month ago, John Paul joined me in Bentonville to honor one of his constituents -- a great man who will be deeply missed, Sam Walton. Public attention is rarely focused on the positive side of hunting. What grabs the headlines are the poachers and violators that destroy our precious wildlife and tarnish the image of all hunters. Too often, we hunters are made out to be the "bad guys," when in reality, you and I know that legal hunting not only conserves our game resources but also generates the money that supports projects to protect and recover non-game and endangered species. Hunters have always carried more than their share of the financial burden for the environment but our compassion is not reserved only for our sport and our constituency. I applaud Texas hunters for your generous response to the Hunters for the Hungry program which distributes donated venison to those that are less fortunate. Hunters not only provide the deer, but pay out of their own pockets, for the processing of the meat. Last year alone, over 37 tons of delicious high quality meat went to feed the hungry. Now, while Junior may not have inherited my charisma or my magic way with words, when it comes to deer hunting, he's a lot like Harry Truman: "The buck stops here". / All kidding aside for a moment: Most of you know that spending time with my family means a lot to me -- especially when we're enjoying the outdoors. Whether it's the whole Bush clan exploring the coves at low tide up in Maine, pollock fishing with my grandson, George P., or walking with Barbara in the woods at Camp David -- nothing tops the feeling you get when you're surrounded by Mother Nature and the ones you love. You know what I'm talking about. Because, at Expo '92, you encourage those of all ages to participate in the many activities and competitions. I think that's terrific. What a great way for parents to pass along to their children what they learned from their parents and grandparents -- an tradition of appreciating wildlife and its surroundings, and in turn, sharing it with family and friends. In the winter-time, I look forward to getting out of Washington and heading south to Beeville, where I hunt quail.
