minority entrepreneurs are especially leading the way. Once, a
minority-owned firm was a rarity. But in the last twenty years,
the number of minority-owned businesses has grown five-fold, to
more than one million.
This is happening as we learn that cutting red-tape and high
taxes allows small business to help millions of disadvantaged
Americans. For many of your employees, this is their first and

perhaps best chance to reach the first rung of the opportunity
ladder. So you know better than anyone that when we support
small business, we are also supporting social progress.
Just last week, we saw a majority of the Members of the
House of Representatives recognize this truth by taking a bold
stand in favor of opportunity. They did this by voting to cut
the tax on capital gains. //
Of course, some say that this is a tax cut for a few. But
as businessmen and women you know this is a tax cut for all, a
way to channel investment back to new growth and new jobs. So
while I'm on the subject, let me call on my friends in the Senate
to follow suit. // Let me call on them to raise revenues, raise
employment and raise millions of our fellow Americans from
despair. Cut the capital gains tax now. / /
While the House was taking action on capital gains, I was
meeting with the governors in an historic summit, only the third
such summit in our history. We discussed our children's
education, and how it will shape their future. We agreed for the
first time to set national standards, while granting schools
greater flexibility.
We did this because a good education is not critical for
most Americans. It is now critical for all Americans. In the
economy of the future, we will simply no longer be able to get by
with American workers who cannot read and have no skills. Our
schools must do a better job. And more businesses must follow

people, with annual sales in excess of $12 million. They have
also found the time to actively lead a local Little League team,
a Boy Scout Troup and a county anti-drug campaign. Remarkably,
they also provided summer jobs for college-bound children of
their employees; and matched employee contributions to the
American Heart Association, making their small company the
Association's largest donor

While the House was taking action on capital gains, I was
meeting with the governors in an historic summit, only the third
such summit in our history. We discussed our children's
education, and how it will shape their future. We agreed for the
first time to set national standards, while granting schools
greater flexibility.
We did this because a good education is not critical for
most Americans. It is now critical for all Americans. In the
economy of the future, we will simply no longer be able to get by
American world alo we have no

once there were none. Look to Ronald Thompson of East St. Louis,
whose company has grown five-fold in the past seven years, from
64 employees to 300 -- a firm that has sponsored a program to
teach minority youth about entrepreneurship.
And look to Roy and Rudolph Terry of Roanoke, Alabama. They
have not only created a firm with 280 full-time people, with
annual sales in excess of $12 million. They have also found the
time to sponsor a local Little League team and a Boy Scout Troup,
and support a county anti-drug campaign. They also provided
summer jobs for college-bound children of their employees; and
matched employee contributions to the American Heart Association,
making their small company the Association's largest donor.
Ronald, in just a moment I will be delighted to present you
with the National Minority Entrepreneur of the Year Award.
Teresa, Rudolph and Terry, you'll receive the National Minority
Small Business Person of the Year Award. But your true reward
comes not from me or anyone else in Washington. It comes from

In 1980, General Railroad Equipment & Services, Ino. was sold to its present
owners, Ronald L. and Cynthia B. Thompson. They manage the firm with the
assistance of Mr. Thompson's sister, Yvonne, who is an integral part of the firm.
The company's sales and employment base have increased five-fold in the past
seven years, from 64 employees to 300 in 1988. The first has been recognized for
the sponsorship of a program which educates minority youth about entrepreneurship
and encourages them to consider entrepreneurship as a career alternative. The
company and its employees have been recognized as making many significant
contributions to the communities in which it operates. Also, General Railroad
maintains an active affirmative action strategy which has resulted in significant
improvements in the number of disadvantaged employees.
Through innovative marketing, Mr. Thompson has achieved explosive growth in the
past eight years, boosting the size of everything from sales volume to the employee
roster. Annual sales have grown to over $25 million and Mr. Thompson has
ambitious plans to exceed $100 million in sales in the next five years. The company
has actively pursued the use of other minority suppliers including professional and
service firms. The company has purchased in excess of one million dollars in goods
and services from minority vendors in each of the past three years.

McBride Micro Source began operation in 1985 with

has since grown to employ 22 full-time staff with
total annual sales in excess of $8.6 million.
The computer industry is constantly and rapidly
changing. McBride has assembled a staff of highly
trained individuals who can technically support the
products which are on the market. By focusing heavily
on the technical side, McBride is able to support her

and the firm has since grown to employ 280 full-time people with annual
sales in excess of $12.3 million.
The company is a manufacturer of military and civilian apparel. Terry
Manufacturing was certified to participate in the Small Business Admin-
istration's 8(a) program in September 1979. At the time of graduation,
April 1985, Terry Manufacturing had successfully completed 27 8(a)
contracts totaling more than $32.9 million.
Terry Manufacturing is one of McDonald's three national uniform suppliers,
provides one third of Burger King's uniforms nationally, and has supplied
uniforms to Church's Fried Chicken for the past seven years. The firm has
never had a uniform returned for poor workmanship.
In addition, Terry Manufacturing still performs on government contracts,
providing uniforms to the various defense agencies.
The Terrys are very active in the local community sponsoring a little
league team and a Boy Scout Troop, supporting a countywide anti-drug
campaign, providing summer jobs for college-bound children of employees
and recently matching employee contributions to the American Heart
Association, which made the company the largest donor in the county.
Roy Terry is a member of the Board of Directors of the Federal Reserve
Bank of Birmingham, the Minority Brain Trust, and a Board Member of
the Minority Business Enterprise Legal Defense and Education Fund.
