CAN ALL AGREE ON WHAT TO CALL PETE WILSON: THE NEXT
GOVERNOR OF CALIFORNIA. 11 ))
((I'M HERE THIS MORNING BECAUSE THE STAKES ARE
HIGH. AND WE ALL KNOW THAT OUT ON THE TRAIL RIGHT NOW,
THERE'S A STRONG, VIBRANT WOMAN INVOLVED IN THIS RACE.

PEOPLE SAY SHE'S A WINNER -- THE ONE WOMAN WHO'S
FINALLY A MATCH FOR PETE. 11 BUT GAYLE'S MUCH TO
MODEST TO ADMIT IT. 11 )) what a job she's doing for husband her
IT'S GREAT TO BE HERE IN CALIFORNIA TODAY. EVERY
YEAR, THOUSANDS FLOCK TO CALIFORNIA FROM AROUND THE
WORLD -- ALL IN PURSUIT OF A DREAM. THE REPUBLICAN
PARTY CONTINUES TODAY IN A CENTURY-OLD MISSION TO KEEP
CALIFORNIA AND AMERICA THE LAND WHERE DREAMS DO COME
TRUE -- THE PLACE WHERE CREATIVITY IS PRIZED AND RISK-
TAKING IS REWARDED.

IN CHILD CARE, WE WANT REFORM -- TO EMPOWER PARENTS TO

WE STRIVE TO CREATE ZONES OF OPPORTUNITY, TO REMOVE

WITH THE SPIRIT OF ENTERPRISE. IN SHORT, WE WANT TO
BUILD A BETTER AMERICA. THAT'S WHY I NEED MORE
REPUBLICANS IN CONGRESS. AND THAT'S WHY I NEED PETE
WILSON AS GOVERNOR. So we have a fair shake

THING IS CLEAR: WE ARE UNITED IN OUR OPPOSITION TO THE people

TAX-AND-SPEND POLICIES OF THE DEMOCRATS. Now, AFTER need A N
EIGHT LONG MONTHS OF NEGOTIATIONS WE MAY BE ON THE
VERGE OF A BUDGET AGREEMENT.

ALL AMERICANS KNOW THAT THE CONGRESS HAS BEEN SPENDING
MORE THAN WE TAKE IN FOR FAR TOO LONG -- AND THAT THIS
HAD TO STOP. FOR THE SAKE OF THE NATION, WE HAVE TO
REDUCE THE DEFICIT NOW. I WAS DETERMINED TO REDUCE THE
DEFICIT BY A CAREFUL BALANCE OF SPENDING CUTS.
PREDICTABLY, THE DEMOCRATS WANTED TO SLASH DEFENSE AND
RAISE INCOME TAXES FOR ALL AMERICANS. THE AGREEMENT
THAT WE GET WON'T BE THE BEST DEAL POSSIBLE, BUT IT
WILL BE THE BEST DEAL POSSIBLE WITH THIS CONGRESS.

THE DEMOCRATS HAVE BEEN DRAGGING THEIR FEET IN
THESE NEGOTIATIONS -- AT THE EXPENSE OF THE ECONOMY
OVER THE LAST EIGHT MONTHS -- AND AT THE EXPENSE OF THE
NATIONAL INTEREST. AND WHILE WE WAIT AND WAIT FOR
CONGRESS TO FINALLY ACT, ONE THING HAS BECOME CLEAR:
THIS WOULDN'T BE HAPPENING IF WE HAD MORE REPUBLICANS
IN THE HOUSE AND SENATE.
BUT THE BUDGET ISN'T THE ONLY THING WE'VE WAITED
FOR. WE'VE WAITED FOR ACTION ON THE ENVIRONMENT.

WE ALL WANT A SAFE AND HEALTHY WORLD, PRESERVED AND
PROTECTED FOR OUR CHILDREN. IN FACT, PETE WROTE THE
FIRST COASTAL PROTECTION AcT, AND HAS BEEN FIGHTING FOR
CLEAN AIR FOR YEARS. HIS BRAND OF ENVIRONMENTAL
ACTIVISM IS WHAT CALIFORNIA REALLY NEEDS -- BECAUSE HE
PROVES THAT A LEADER CAN BE "GREEN" -- WITHOUT BEING
"BIG GREEN."
CLEAN AIR HAS BEEN ONE OF OUR ADMINISTRATION'S TOP
PRIORITIES AS WELL.

IT'S BEEN THIRTEEN YEARS SINCE THE CLEAN AIR AcT HAS
BEEN SUCCESSFULLY AMENDED AND IMPROVED. So, ON JULY
21, 1989, WE SENT TO THE CONGRESS NEW COMPREHENSIVE
CLEAN AIR LEGISLATION TO CUT ACID RAIN, URBAN SMOG, AND
AIR TOXINS.// NOT FIVE, NOT TEN, BUT OVER A HUNDRED
AMENDMENTS WERE ADDED, AND IT TOOK CONGRESS SIX WEEKS
TO APPOINT THE MEMBERS OF THE CONFERENCE COMMITTEE.

THEN, 150 CONGRESSIONAL NEGOTIATORS SQUABBLED FOR 15
WEEKS -- AND NOW, 462 DAYS AFTER WE SENT THAT
LEGISLATION, IT LOOKS LIKE A BILL MAY FINALLY ARRIVE AT
MY DESK. THE AMERICAN PEOPLE DESERVE CLEAN AIR.
CALIFORNIANS DESERVE CLEAN AIR. AND WHAT THEY DON'T
DESERVE IS A CONGRESS HAMSTRUNG BY SPECIAL INTEREST
WRANGLING OVER OUR NATION'S PRIORITIES. 11
AND HERE'S ANOTHER THING THAT CAN'T WAIT: SAFE
STREETS AND SCHOOLS.

HERE IN CALIFORNIA, PETE'S WORKED FOR HARSHER PENALTIES
FOR THOSE CONVICTED OF RAPE AND ASSAULT. BACK IN
WASHINGTON, HE SUPPORTED THE TOUGH CRIME BILL WE SENT
TO CAPITOL HILL NEARLY 16 MONTHS AGO. AND WHEN LIBERAL
DEMOCRATS TRIED TO GUT THE DEATH PENALTY -- IT WAS
REPUBLICANS WHO STOPPED THEM. REPUBLICANS WHO
DEMANDED A REAL, WORKABLE DEATH PENALTY FOR THOSE WHO
KILL FEDERAL LAW ENFORCEMENT OFFICERS. 11

THAT CRIME LEGISLATION IS STILL IN CONFERENCE
COMMITTEE. IF CONGRESS SENDS ME A WEAK BILL, I WILL
VETO IT. IF CONGRESS SENDS ME A STRONG BILL, IT'S
BECAUSE OF REPUBLICANS -- LIKE PETE WILSON -- WHO
INSIST THAT COP-KILLERS GET THE KIND OF PUNISHMENT THEY
DESERVE. INNOCENT AMERICANS ARE WAITING -- FOR A
CRIMINAL JUSTICE SYSTEM THAT IS TOUGHER ON CRIMINALS
THAN IT IS ON LAW ENFORCEMENT. ONE THAT CARES MORE
ABOUT THE VICTIMS OF CRIME THAN THE CRIMINALS. 11

AND I'LL TELL YOU THE BEST WAY TO GET ONE: BY VOTING
FOR A NEW CONGRESS -- A REPUBLICAN ONE -- ON NOVEMBER
6TH. 11
CONGRESSIONAL DEMOCRATS ARE UPSET BECAUSE THEY KNOW
THAT REPUBLICANS ARE ON THE RIGHT SIDE OF THE ISSUES
-- WE JUST NEED MORE REPUBLICANS ON THE RIGHT SIDE OF
THE AISLE.
THE VOTERS ARE FED UP -- AND THEY KNOW WHERE THE
BLAME LIES.

THAT'S WHY CALIFORNIANS ARE SUPPORTING PROPOSITION
140 -- THE ONE PETE ENDORSED TO LIMIT THE TERMS OF
PERMANENT POLITICIANS AND PUT POWER BACK IN THE HANDS
OF THE PEOPLE. THE 1988 REPUBLICAN PLATFORM SUPPORTS
LIMITATION ON TERMS FOR MEMBERS OF CONGRESS. THAT IS
ONE WAY TO CORRECT THE ABUSE OF POWER AND THE UNBRIDLED
INFLUENCE OF AN ENTRENCHED CONGRESSIONAL STAFF. I SAY,
IT IS AN IDEA WHOSE TIME HAS COME.

OUR PARTY HAS ALWAYS STOOD FOR STRENGTH AT HOME
AND STRENGTH ABROAD. TODAY IT IS NO DIFFERENT. BUT
PARTISANSHIP, AS SENATOR VANDENBURG SAID, STOPS AT THE
WATER'S EDGE. I AM GRATEFUL FOR THE BIPARTISAN SUPPORT
FOR OUR STAND AGAINST AGGRESSION IN THE PERSIAN GULF.
OUR ABILITY TO BUILD A WORLDWIDE CONSENSUS CONDEMNING
IRAQ AND ITS BRUTALITY PROVES THAT THERE IS NO
SUBSTITUTE FOR AMERICAN LEADERSHIP IN THE COMMUNITY OF
NATIONS.

state party chairman. What a great job he's doing. 11 ))
It's a pleasure to see everyone. ((I heard this hotel
changed hands last week, and I know some people call it the
Hilton, others call it the Hyatt. But we can all agree on what
to call Pete Wilson: The next Governor of California.\ Pete says
he doesn't care what you call him, just as long as you don't call
him too early in the morning. //))
It's great to be here in California today, just in from New
Mexico and Arizona. Every year, thousands flock to California
from around the world -- all in pursuit of a dream. The
Republican Party continues today in a century-old mission to keep
California the land where dreams do come true --the place where
creativity is prized and risk-taking is rewarded.
That's because Republicans believe that power should be in
the hands of people, not government. We prefer not to expand the
budget but to expand opportunity for all Americans -- from
offering more options to parents seeking child care and giving
students and parents more choice in education; to creating free-
market answers to environmental problems, and taking back our
streets from drug dealers and murderers. In short, we're working

to build a better America, and that's why I need Pete Wilson as
Governor.
But first, we've got to get our fiscal house in order.
( (Campaign requested: Even while in California, Pete has been an
integral part of the budget process -- because he understands
fiscal responsibility and a balanced budget. )) ( (BUDGET INSERT))
But instead of just telling you what the Congress hasn't
done, let me tell you what they have done. In the past two
years, they've passed 182 "commemorative" bills asking me to
issue a proclamation for one thing or another. They gave me
"National Asparagus Month" -- but they haven't given me a farm
bill. They gave me "National Crime Prevention Month" -- but they
haven't given me a crime bill. They gave me the "Year of Clean
Water" -- but they haven't given me a clean air bill. They gave
me "Vocational/Technical Education Week" -- but they haven't
given me the Educational Excellence Act.
Now, I have nothing against asparagus, or crime awareness,
or vo-tech education. But I think it's time the Congress started
doing the job it was sent to Washington to do. In November of
1988, the nation cast a vote to build a better America -- with
opportunity for all Americans, a safe and clean environment, and
improved education. To govern means to put the American interest
before the special interests. After 35 years of a Democrat
the Congress
Congress, it's time we started governing. Give me a Republican
majority and believe me, we will.

Look at child care. Liberal Democrats wanted Federal
intervention. A Federal Committee -- really, a straightjacket -
- to mandate national child care standards. Their bill would
have cost $28 billion. Republicans demanded tax incentives to
help families -- not government -- address child-care.
Republicans ensured that local standards remain to meet local
needs. Our bill cost $10 billion.
It gets worse. Liberal Democrats aren't content with
kicking God out of the classroom -- they want to boot Him out of
child care, too. Democrats wanted 120 new pages of mindless
paperwork -- much of which would restrict or eliminate religious-
based child care centers. Thank goodness Republicans protected
religious-based centers, and parents' freedom to use them. In
short -- as usual -- Democrats wanted to expand the budget of the
bureaucracy. Republicans ensured the bill we get from House-
Senate Conference Committee will expand the horizons of our kids.
Next, look at crime. Here, too, the Loony Left is up to its
old tricks. Liberal Democrats believe in perverting Lincoln's
words. They think he really said, "God must have loved the
criminals. He made so many of them." // Over 15 months ago, I
sent our Administration's Crime Bill proposals to the Congress.
Yet we still have no bill. Here's why.
At every turn, liberal Democrats have tried to soft-pedal
the need to be hard on crime. They sympathize with the
criminals. Republicans, on the other hand, have demanded capital
punishment -- we sympathize with the victims. Democrats have
tried to kill an equitable death penalty -- a real death penalty
-- for those who will Federal law enforcement officials.
Republicans have insisted that those who take a life, should pay
with their own.

Crime legislation is still in Conference Committee. If
Congress sends me a weak bill, I will veto it. If Congress sends
me a strong bill, it will only be because of Republicans who
insist that cop-killers get the kind of punishment they deserve.
You can see the problem. If Congress doesn't act, it hurts
America. But the way those left-wingers think, if Congress does
act, it hurts America, too. Here's the solution: Vote
Republican on November 6. //
But I don't want to be unfair. Instead of just telling you

honored by commemorative resolutions don't just want talk and
symbolism -- they want action, real action to address the serious
problems this country faces today.

Pete's been there in Washington -- he's seen it. He's seen
what forty years of Democrat control of the Congress have given
us: bigger and bigger government with more and more spending.
But I met yesterday with the Republican leadership of the
House and Senate and one thing is clear: we are united in our
opposition to the tax-and-spend policies of the Democrats --
something our Party has always fought tooth and nail. Because of
the determination of the Congressional leaders I saw yesterday,
and the commitment of the Administration's budget negotiators, we
may be on the verge of a new agreement. It isn't the best deal
Possible ever, but it's the best deal possiblex w ah this Congress.
The American people didn't need Democrat foot-dragging over
the budget -- at the expense of the economy over the last eight
months -- and at the expense of the national interest. What
Americans did need was what Republicans stood fast for: a pro
growth budget, with lower income taxes on working Americans. And
while we wait and wait for Congress to act, one thing has become
m the Senate
clear: This wouldn't be happening if we had more Republicans
But And the budget isn't the only thing we've waited for. We've
waited for action on the environment. We all want a safe and
healthy world, preserved and protected for our children. In

fact, Pete wrote the first Coastal Protection Act before the
environmental movement began, and has been fighting for clean air
for years. His brand of environmental activism is what
California really needs -- because he proves that a leader can be
"green" -- without being "Big Green. 11
Clean air has been one of our administration's top

priorities as well. On ((date)), we sent to the Congress -- for
new
the first time in 13 years comprehensive Clean Air legislation
to cut acid rain, urban smog, and air toxins. We sent Clean Air,
and what'd we get? Hot Air. Not five, not ten, but 130

amendments were added, and it took Congress six weeks to appoint

the members of the Conference Committee. Then, 141 Congressional
negotiators squabbled for 15 weeks -- and now, ((x number)) of
days after we sent that legislation, we're still waiting for an
acceptable bill. America can't afford to wait any longer for
clean air. And neither can California.
And here's another thing that can't wait: safe streets and
schools. Here in California, Pete's worked for harsher penalties
for those convicted of rape and assault. Back in Washington, he
our tough
bill
supported the Violent Crime Control Act we sent to Capitol Hill
andwhen
nearly 16 months ago. We still have no crime bill because at
every turn, liberal Democrats have tried to gut the death penalty
it was

but Republicans~ stopped them. Republicans have demanded
capital punishment a real, workable death penalty for those
who kill Federal law enforcement officers. 11

That crime legislation is still in Conference Committee. If
Congress sends me a weak bill, I will veto it. If Congress sends
me a strong bill, it's because of Republicans -- like Pete Wilson
-- who insist that cop-killers get the kind of punishment they
deserve. Innocent Americans are waiting -- for a criminal
justice system that is tougher on criminals than it is on law
enforcement. And I'll tell you the best way to get one: By
voting for a new Congress -- a Republican one -- on November 6th.
Congressional Democrats are upset because they know that
Republicans are on the right side of the issues -- we just need
more Republicans on the right side of the aisle.
The voters are fed up -- and they know where the blame lies.
That's why Californians are supporting Proposition 140 -- the one
Pete endorsed -- to limit the terms of entrenched politicians and
put power back in the hands of the people.
And the Democrats are running scared -- as they say, "You
can run but you can't hide" -- because our Party has always stood
for strength at home and strength abroad. Today it is no
different. A strong America has never been more important. Our
ability to stand up to naked aggression in the Persian Gulf is
proof positive of the need for a strong defense. And it's proof
of something else: that there is no substitute for American
leadership in the community of nations.
Here at home, we can fulfill our Party's mission of
opportunity and empowerment set forth so long ago -- the mission

begun by Abraham Lincoln and Teddy Roosevelt and continued by
that great son of California, Ronald Reagan. The time has come

to fulfill that mission. But to do it, we need more Republicans

interest, because it is beholden to special interests. This

forward, because it is stuck in an institutional morass of over
300 committees and subcommittees and crowded by 20,000 staffers.
And it's made worse by more than 40 years of one-party rule
dedicated to permanent re-election. And that one party that
rules Congress -- the Democrat Party -- prefers solutions of the
past, favors mandates over choice, and will always choose
bureaucracy over the people. And when you add all this up, you
come to the same bottom line every time: tax and spend. America
deserves a better deal. 11

Never has a President needed the line-item veto more. Never
has the country needed a balanced budget amendment more than now.
And never again should the Congress drag the American people and
their president through such delay, confusion and grandstanding
-- all at the expense of the economy over the last eight months
-- and all in the name of politics and higher taxes. America
needs a new responsible Congress. 11 Give me a new Congress I can
work with. 11 Give me a Republican one.
America has seen enough. People don't want any more talk
and symbolism -- they want action -- real action to address the
serious problems facing this country today. 11 But the Democrats
hot-dogging on the Hill can't seem to get down to business:
This Congress would rather proclaim "National Crime

tough new crime laws -- which have been collecting dust on
Capitol Hill for a year and a half now. This Congress would
rather proclaim "Vocational/Technical Education Week" than pass

priorities as well. Early on, we sent to the Congress -- for the
first time in 13 years -- comprehensive Clean Air legislation to
cut acid rain, urban smog, and air toxins. We sent Clean Air,
and what'd we get? Hot Air. Not five, not ten, but 130
amendments were added, and it took Congress six weeks to appoint
the members of the Conference Committee. Then, 141 Congressional
negotiators squabbled for 15 weeks -- and now, after nearly a
year and a half, we're still waiting for an acceptable bill.
America can't afford to wait any longer for clean air. And
neither can California.
And here's another thing that can't wait: safe streets and
schools. Here in California, Pete's worked for harsher penalties
for those convicted of rape and assault. Back in Washington, he
supported the Violent Crime Control Act we sent to Capitol Hill
nearly 16 months ago. We still have no crime bill -- because at

every turn, liberal Democrats have tried to soft-pedal the need
to be hard on crime. Republicans, on the other hand, have
demanded capital punishment -- a real, workable death penalty for
those who kill Federal law enforcement officers. 11
That crime legislation is still in Conference Committee. If
Congress sends me a weak bill, I will veto it. If Congress sends
me a strong bill, it's because of Republicans -- like Pete Wilson
-- who insist that cop-killers get the kind of punishment they

deserve. Innocent Americans are waiting -- for a criminal
justice system that is tougher on criminals than it is on law
enforcement. And I'll tell you the best way to get one: By
voting for a new Congress -- a Republican one -- on November 6th.
Voting for your interests on Election Day and against the
Democrats' special interests is one answer. And here in
California, the people have found another solution, too. Angry
voters have taken matters into their own hands -- by 3-to-1,
they're favoring Proposition 140 -- the one Pete endorsed -- to
limit the terms of entrenched politicians And the Democrats are
reading the writing on the wall -- ((and on their hands too, in
some cases.) ) They're realizing that just as Proposition 13 set
the national mood a few years ago, Proposition 140 will put
government in the hands of the people, not the state legislators
who have set up permanent housing in the State Capitol. As the
noted political philosopher 11 Bart Simpson \ might say to those
legislators facing term limits, "Get a life, dude."
Congressional Democrats are worried because they know that
Republicans are on the right side of the issues -- we just need
more Republicans on the right side of the aisle.

And they're worried because our Party has always stood for
strength at home and strength abroad. Today it is no different.
A strong America has never been more important. Our ability to
stand up to naked aggression in the Persian Gulf is proof
positive of the need for a strong defense. And it's proof of

Here at home, we can fulfill our Party's mission of strength
and greatness set forth so long ago -- the mission begun by

that mission. But to do it, we need more Republicans. 11

It's a pleasure to see everyone. ((I heard this hotel
changed hands last week, and I know some people call it the
Hilton, others call it the Hyatt. But we can all agree on what
to call Pete Wilson: The next Governor of California.\\ Pete says
he doesn't care what you call him, just as long as you don't call
him too early in the morning. 11))
It's great to be here in California today, just in from New
Mexico and Arizona. Every year, thousands flock to California
from around the world. What each of them have in common is a
dream -- sometimes it's a dream of fame and fortune, other times
it's the simple notion of a better life. The Republican Party
continues today in a century-old mission to keep California the
land where dreams do come true -- the place where creativity is
prized and risk-taking is rewarded.
That's because Republicans believe that power should be in
the hands of people, not government. Empowerment is at the heart
of our Party's philosophy and our Administration's domestic
policy. Together, we stand for opportunity and empowerment for
all Americans.

Democrats believe that every time a new problem arises in
America, it's time to create a new bureaucracy. Republicans
don't. We prefer not to expand the budget but to expand
opportunity for Americans young and old -- from offering more
options to parents seeking child care and giving students and
parents more choice in education; to creating free-market answers
to environmental problems, to taking back our streets from drug
dealers and murderers. In short, we're working to build a better
America, and that's why I need Pete Wilson as Governor. 11
But first, we've got to get our fiscal house in order.

-- because he understands fiscal responsibility and a balanced
budget. ))
The budget problem has been simmering for years -- and this
year, it reached the boiling point. For eight long months we've
wrestled with this problem. For eight long months, I've
negotiated in good faith. I put it all on the table -- even
taxes -- and I took the heat. But what did I get in return?
Missed deadlines, more spending, 11 one continuing resolution
after another --- that's what. The sad thing is that none of
this would have happened at all -- if I had a Republican majority
in Congress.
This year, the American people have watched with growing
frustration as this process dragged on and on. It wasn't pretty.
The American people don't deserve these shenanigans. And they

don't deserve an incumbent Democrat Congress squandering tax
dollars on free mailings to the district, 11 or pandering to
special interests with porkbarrel giveaways and legal loopholes.
After thirty-five years of a Democrat Congress, it's time we
cleaned up Capitol Hill. Give me a Republican majority and
believe me, we will.
Enough is enough. In November of 1988, the nation cast a
vote to build a better America -- with opportunity for all
Americans, a safe and clean environment, and improved education.
To govern means to put the American interest before the special
interests. But all we're getting from Congress is delay and
confusion. I say it's time for Congress to shape up or ship out.
Here in California, voters have taken matters into their own

protected for our children. In fact, Pete wrote the first

last year that bill disappeared into some kind of time warp on
Capitol Hill. It's been almost a year and a half and we're still
waiting for an acceptable bill. America can't afford to wait any
longer for clean air. And neither can California.
And here's another thing that can't wait: safe streets and
schools. Police officers, victims of crime, and innocent
Americans -- under seige by the criminals and drug-dealers -- are
begging for strong legislation. And believe me, we Republicans
have tried to help them. Here in California, Pete's worked for
harsher penalties for those convicted of rape and assault. Back
in Washington, he supported the Violent Crime Control Act we sent

to Capitol Hill in May of 1989. Pete and I agree -- cop-killers
deserve the ultimate penalty. And that bill contained a workable
death penalty for those who kill federal law enforcement
officers, as well as meaningful habeas corpus reform and reform
of the exclusionary rule. Last week, the House finally passed
its own version of our crime bill -- after nearly 16 months of
delay. That's a disgrace --and that's why we need more
Republicans in Congress.
The House version contains an unworkable death penalty
provision that some have said looks like it was written by the
"Death Row PAC" at Leavenworth. There is no such thing as
"justice by numbers" -- and I refuse to enact a capital
punishment lottery with random recipients chosen by their skin
color. A majority of Americans favor the death penalty for the
most heinous of crimes. And those Americans are waiting --- for a
criminal justice system that is tougher on criminals than it is
on law enforcement.
Congressional Democrats are worried because they know that
Republicans are on the right side of the issues -- we just need
more Republicans on the right side of the aisle.
Our Party has always stood for strength at home and strength
abroad. Today it is no different. A strong America has never
been more important. Our ability to stand up to naked aggression
in the Persian Gulf is proof positive of the need for a strong
defense. Because of the wise policies of our predecessors, we
were able to send our troops to the desert sands when Saddam

Hussein tried to erase Kuwait from the map of the world. As
Americans, we could not ignore this unprovoked act of barbarism
against international law and order. Nor could the rest of the
world. The outcry of protest across the globe, 11 the widespread
support in the Gulf, 11 and the repeated condemnation of the
United Nations 11 are unprecedented.
What a bold legacy for future generations to inherit: a new
partnership of nations. Our generation is the first to witness
what has been sought for decades by statesmen of many nations: a
new world order. 11
And our generation will be the first to thank those brave
men and women -- joined by courageous soldiers from the armed
forces of nations spanning four continents -- all standing firm
against aggression in the hot desert sun and the glare of the
Gulf waters. They have our gratitude and our support. 11
As we have in times past, the people of our country have
joined together to show the world our finest strengths: the old
get-up-and-go mentality, the values of our families, and the will
to stand up for what's right and good. Strengths that lie at the
very heart of America -- and that make possible the freedoms our
G.I.'s are seeking to defend.
We can fulfill the mission of strength and greatness set

(You might want to discuss the beautiful origins of California's
name. In his novel "Las Sergias de Esplandian," the Spanish
author Garci Ordonez de Montalvo described the mythical island of
"California" as lying "at the right hand of the Indies, near the
Terrestrial Paradise" and the home of big Black women armed with
weapons of gold.)
Seriously though, the 16th century Spanish explorers came to
California in search of the "Strait of Anian, " or as we know it,
the Northwest Passage:' a direct route through the Americas to
the Orient, rendering unnecessary the arduous voyage around Cape
Horn at the tip of South America.
In this context, it might be possible to refer to the California
GOP's ultimate discovery of the "Northwest Passage; not so much
a geographical route between the Pacific and the Atlantic as an
ideological passage from California to Washington. Through its
commitment to the ideals of fiscal responsibility, freedom of
opportunity, and sound defense, California has provided the
nation with many of its greatest leaders: Earl Warren, Richard
Nixon, Ronald Reagan just to name a few; while providing a home
for others: Jerry Ford, Dwight Eisenhower.
Thousands flock to California from around the world every year,
immigrants and east coast converts alike. What each of them has
in common is a dream. Sometimes it's a dream for fame and
fortune; other times it's just a dream for better way of life.
