Dear Sirs:
This letter is concerning my two brothers, Jude and Mervyn Carter, in
Pakistan whom I have not seen for the past ten years. I have contacted the
American Consulate in Lahore both by telegram and telephone requesting that a
visa be given to them but have received no response. Petitions for their
immigration to the U.S. was filed in 1985 and their case numbers are:

Since I have no one to turn to, I was forced to contact the White House, who in
turn asked that I write to your office. The White House also suggested that I
contact my Congressman John Bryant. I have contact him several times over the
past two weeks but have received no response. The person I contacted was Sharon
Jenkins.
My family and myself have always voted for the Republican Party, on whom
I rely now to help me somehow. Our parents died when we were young and it would
be the best thing that could happen to us this Christmas if we are able to unite
once more.

Dear Mr. Carter:
I received your letter of December 6 asking for assistance with
the visa problems your brothers have encountered. I agree how
wonderful it would be for your family to be reunited at
Christmas.
Since you mentioned your efforts at reaching Sharon Jenkins of
Congressman Bryant's office, I likewise tried to reach her. She
explained to me that since your sister had filed the original
petition, she was the one who must follow up the case with
Immigration authorities. She is to contact her Congressman in
Houston if you wish more information on the status of your
brothers' visa application. Ms. Jenkins said she had explained
this to you, and I would suggest you urge your sister to contact
her Congressman as soon as possible.
Immigration matters are handled by each Congressmen's staff in
local offices, as Congressional caseworkers are the primary
contacts between citizens and the Immigration Service. The
White House has no formal mechanism for dealing with Immigration
matters, nor does the Transition office. I hope you understand
that I am not simply sending you away, but that this is the best
way to help your brothers.
