DETCHON -- ENERGY
B. Reid Detchon, 40, of Bethesda, Md., was designated today
as the Transition Office Contact (TOC) for the Department of
Energy. He was Assistant to the Vice President for
Communications from July 1987 until August 1988, then worked as a
speechwriter on the campaign. Formerly legislative director for
U.S. Senator John C. Danforth (R-MO), he spent 5 years in the
Senate, concentrating on energy and environmental issues.
Detchon previously was a reporter for the Columbia (MO.)
Daily Tribune and in 1979 was named Washington Correspondent of
the Year by the National Press Club. Raised in Lake Forest,
Ill., and New York City, he is a 1970 graduate of Yale
University, with a B.A. in American studies.
GARIKES -- HHS
Margaret D. Garikes, 29, of Washington, D.C., designated as
the TOC for the Department of Health and Human Services, worked
as a domestic policy analyst during the fall campaign,
specializing in health and other social issues. A 1984 graduate
of Georgetown University Law Center, she worked for four years as
a trial attorney in the enforcement division of the Federal
Energy Regulatory Commission.
A native of West Hartford, Conn., Garikes earned a B.A.
degree in political science from Trinity College in Hartford in
1981.
LOPEZ -- VA
Col. Antonio Lopez, USAF (ret. ), 54, of Covington, Tenn.,
designated as the TOC for the Department of Veterans Affairs,
served as Deputy Director for Research in the campaign. He
retired six years ago after 27 years in the Air Force. A Vietnam
veteran, he was awarded the Distinguished Flying Cross and 12 air
medals.
Originally from East Los Angeles, Calif., Lopez attended
Phillips Academy in Andover, Mass., then earned a B.S. degree in
mechanical engineering at the University of Colorado and a
master's of science in systems management at the University of
Southern California. His father, two brothers, and wife, Ruth,
are all veterans.

PORTER -- LABOR
Richard W. Forter, 29, of Chicago, designated as the TOC for
the Department of Labor, was a domestic policy analyst for the
campaign, specializing in housing, economic, and environmental
issues. He worked as a lawyer-economist for Lexecon, Inc., a
Chicago economic consulting firm, after clerking for Judge
Richard A. Posner of the U.S. Court of Appeals for the 7th
Circuit.
A native of Mount Kisco, N.Y., Porter graduated Phi Beta
Kappa in 1981 from Middlebury College in Middlebury, Vt., with a
B.A. in philosophy and Russian history. He earned his law degree
in 1986 from the University of Chicago and was awarded the John
M. Olin Award for the outstanding graduate in law and economics.

GARFINKEL -- TRADE
Eric I. Garfinkel, 34, of Chevy Chase, Md., was designated
today as the Transition Office Contact (TOC) for the Office of
the U.S. Trade Representative and the International Trade
Commission. He previously served as Vice President and General
Counsel of the Overseas Private Investment Corporation, a U.S.
government agency, in Washington, D.C.
Garfinkel was a member of the Washington law firm of
Anderson, Hibey, Nauheim and Blair from 1983 to 1987. Prior to
that he worked on trade issues in the White House Office of
Policy Development and in the Office of the U.S. Trade
Representative in the Reagan Administration. From 1983 to 1986
he also served as a member of the U.S. Chamber of Commerce's Task
Force on Trade Laws and Agreements.
A native of Queens, N.Y., he received a B.A. degree in
political science from the University of Maryland and a law
degree from Emory University in Atlanta, Ga. He then worked at
the Washington law firm of Collier, Shannon, Rill and Scott.
KEARNEY -- AGRICULTURE
Patricia M. Kearney, 34, of Washington, D.C., designated as
the TOC for the Department of Agriculture, was Deputy Director of
Communications for the Republican National Convention and worked
in communications for the campaign. Prior to that she was
president of PMK Associates, a public relations firm in
Washington, D.C.
From 1984 to 1987 Kearney was associate director of the
White House Office of Private Sector Initiatives. She held
similar responsibilities previously as an assistant to the
Secretary of Agriculture. She also served as nutrition advisor
and assistant to the Assistant Secretary for Food and Consumer
Services.
A native of New Bedford, Mass.7 Kearney received a B.S.
degree from Simmons College in Boston and an M.Ed. degree from
Tufts University in Medford, Mass., both in nutrition. She then
worked as senior nutritionist at Brigham and Women's Hospital in
Boston and lectured at the Harvard Medical School and the Harvard
School of Public Health.

MARINO -- HUD
Michael Marino, 31, of Philadelphia, designated as the TOC
for the Department of Housing and Urban Development, worked in
the Research Division of Bush/Quayle 88. Prior to that, he
worked on matters of investment banking and corporate finance in
New York as a vice president of The Wellesley Group, Bankers
Trust Company, and Shearson Lehman Brothers.
A former special assistant to Sen. Arlen Specter (R-PA),
Marino was the Republican candidate for Congress in 1982 in
Pennsylvania's 1st District. He was appointed in 1982 by
President Reagan to the National Advisory Council on Adult
Education. A Philadelphia native, he is a 1979 graduate of
Haverford College in Haverford, Pa., with a B.A. degree in
English.
MOORE -- ADMINISTRATIVE, AGENCIES
Kate L. Moore, 37, of Washington, D.C., was designated as
the TOC for the Federal Emergency Management Agency, the General
Services Administration, and the Office of Personnel Management.
Moore was Deputy Director of Domestic Policy for the
campaign. She came to that position from the National Endowment
for the Arts, where she served as Director of the Office of
Policy, Planning, Research, and Budget.
Moore was director of the Advocate Speaker Program in the
1980 Bush campaign. She then worked as media coordinator for the
Reagan-Bush Committee, as a management assistant for the Reagan-
Bush transition team, and as a special assistant to the White
House Chief of Staff.
A native of Los Angeles, she earned a B.A. in American
history from Yale University in 1973 and an M.B.A. from the
Stanford Graduate School of Business in 1977. She then worked as
an assistant product manager for General Foods Corporation in
White Plains, N.Y.

FORD - - COMMERCE
Carol W. Ford, 30, of Fairfax Station, Virginia, was
designated today as the TOC for the Department of Commerce. She
previously served as confidential assistant to the Deputy Under
Secretary for International Trade at the Department of Commerce
and was a volunteer on the Bush/Quayle campaign.
From 1982 to 1984 Ford was special assistant for advisory
boards at the Department of Education. She has also served as
administrative assistant in the Office of the Deputy Chairman at
the Republican National Committee.
A native of Albuquerque, New Mexico, Ford is a graduate of
Virginia Polytechnic Institute and State University and received
her M.B.A. from George Washington University.
