PROPOSED PRESIDENTIAL VIDEO SCRIPT
AMERICAN RED CROSS NATIONAL CONVENTION
HOUSTON, TEXAS
Somewhere, somebody needs help. And each time, the American
Red Cross is there. Whether it was a single family house fire in
the middle of the night, or a major catastrophe -- like the
North Carolina tornadoes in the fall of 1988 -- Red Cross
volunteers were there extending their hands to help. Last year,
more than 500,000 people were given emergency food, clothing and
shelter by more than 82,000 Red Cross disaster volunteers.
However, there are more than just numbers involved -- the
Red Cross provides hope for victims left in helpless situations.
Each day, somewhere, a Red Cross volunteer has found a way to
reach out and help. From homeless shelters, to comfort for the
aged, the lonely, the forgotten, that simple red cross on a field
of white has meant hope, dignity and compassion for thousands of
people in need.
I've spoken many times of the importance of getting young
Americans to involved in national service. We should all be
proud of the thousands of young people who have made a commitment
to serving others through the Red Cross. From high school and
college blood mobiles to visiting patients in hospitals and
retirement homes, the potential provided to our youth is another
reason why the Red Cross is so valuable to this country.
I join all those who have cried with joy at the sight of
that Red Cross coming to the rescue in thanking the one million
men and women who volunteer regularly with the Red Cross. You
are always there, prepared to help in any way.
From the visions of Henry Dunant and Clara Barton has come
one of the greatest volunteer movements in history. The strength
of the American Red Cross can be seen everyday, everywhere,
through the work of people volunteering their time and talents to
their communities through Red Cross programs and services. It is
their commitment that ensures that when somebody needs help, it
will be there.
You have my best wishes for a successful national
convention. I only regret that I could not be there today in
person to thank you for your good work, your bravery in the face
of catastrophe, and your commitment to serving the nation and the
world. Thank you.

renewal.
For nearly two decades, Sunday after Sunday, year after
year, you have faithfully been there in your pulpit

bringing
hope and inspiration to millions. Today, your wonderful words

ST. LOUIS VARIETY CLUB DINNER AND TELETHON
I AM PLEASED TO BE ABLE TO PARTICIPATE IN THIS WEEKEND'S
ANNUAL SAMMY DAVIS, JR. VARIETY TELETHON. OVER THE YEARS, THE
ST. LOUIS VARIETY CLUB HAS MADE MAGNIFICENT CONTRIBUTIONS TO THE
LIVES OF THE CHILDREN OF ST. LOUIS AND IS A CLASSIC EXAMPLE OF
VOLUNTEERISM AND PUBLIC SERVICE WORKING TOGETHER.
I UNDERSTAND THAT THE NEW WING OF THE CARDINAL GLENNON
CHILDREN'S HOSPITAL WAS OPENED JUST A FEW DAYS AGO, AND WILL NOW
BE NAMED THE SAMMY DAVIS, JR. VARIETY CLUB WING. I KNOW I SPEAK
FOR MANY PEOPLE WHEN I SAY THANKS FOR A JOB WELL DONE.
THE ST. LOUIS VARIETY CLUB IS IMPORTANT BECAUSE IT IS MADE
UP OF PEOPLE WHO CARE. LIKE YOUR MAN OF THE YEAR AND MY GOOD
FRIEND, AUGUST BUSCH THE THIRD, WHO HAS BROUGHT VOLUNTEERISM TO
NEW HEIGHTS THROUGH HIS SIGNIFICANT WORK WITH CIVIC AND
CHARITABLE ORGANIZATIONS.
ANOTHER GOOD EXAMPLE OF THE KIND OF PEOPLE WHO HAVE MADE THE
ST. LOUIS VARIETY CLUB SUCH A MEANINGFUL PART OF THE COMMUNITY IS
YOUR WOMAN OF THE YEAR, DR. MARGUERITE ROSS BARNETT, CHANCELLOR

PROVING THAT DEFINITION TRUE. THEY AND THEIR SERVICE TO OTHERS
ARE SHINING EXAMPLES FOR THOSE CITIZENS WHO WANT TO MAKE THIS A
BETTER COUNTRY
AND I THINK MAKING AMERICA A BETTER COUNTRY IS
VERY IMPORTANT TO ALL OF US.
KEEP UP THE GOOD WORK. YOU HAVE MY BEST WISHES FOR YOUR

B'NAI B'RITH DINNER HONORING BOB AND ROB MOSBACHER
HOUSTON, TEXAS
WHAT A PLEASURE IT IS FOR ME TONIGHT TO KNOW THAT THE B'NAI
B'RITH IS AWARDING THE 1989 GREAT AMERICAN TRADITIONS AWARD TO
ONE OF MY OLDEST FRIENDS, BOB MOSBACHER, AND HIS SON ROB.
BOB AND I GO BACK MORE THAN 30 YEARS, AND I AM DELIGHTED
THAT HE IS WORKING WITH ME HERE IN WASHINGTON. (IN FACT, THE
DEPTH OF OUR FRIENDSHIP IS MEASURED BY THE SIZE OF THAT PAY CUT
HE'LL TAKE AS A MEMBER OF MY CABINET.) BOB WILL BE ONE OF THE
BEST SECRETARIES OF COMMERCE THIS COUNTRY HAS EVER HAD, BECAUSE
HE UNDERSTANDS THE IMPORTANCE OF KEEPING AMERICA COMPETITIVE IN
THE GLOBAL ARENA. HE'S THE BEST MAN FOR THE JOB, AND THAT'S WHY
I SELECTED HIM.
I KNEW ROB MOSBACHER WHEN HE WAS JUST A KID, AND LIKE HIS
FATHER, HE'S TURNED INTO QUITE A SAILOR. BUT EVEN MORE
IMPORTANTLY, HE HAS, LIKE HIS FATHER, TURNED INTO QUITE A
BUSINESSMAN AND COMMUNITY LEADER WHO EXEMPLIFIES THE HIGHEST
IDEALS OF GOOD CITIZENSHIP. ((BUT ROB, LET ME TELL YOU I CAN'T
GIVE YOU A CABINET SPOT LIKE YOUR FATHER. WHEN IT COMES TO
ADDING MORE CABINET POSITIONS, "READ MY LIPS: NO NEW TEXANS.
BOB AND ROB, I WISH I COULD BE THERE TONIGHT TO SEE YOU
RECOGNIZED FOR YOUR SERVICE AND VISION -- AND YOUR WORK TO
IMPROVE THE LIVES OF so MANY OTHERS WHO ARE LESS FORTUNATE. THE
TWO OF YOU HAVE SET A NEW STANDARD IN YOUR CHARITABLE, CIVIC AND
PUBLIC SERVICE. HOUSTON CAN BE PROUD OF YOU. I KNOW I AM.
AS A FELLOW TEXAN, I KNOW I SPEAK FOR MANY OTHERS WHEN I SAY
THANK YOU FOR THE YEARS OF WORK YOU HAVE GIVEN TO OUR COMMUNITY.
ENJOY YOURSELVES TONIGHT, AND ONCE AGAIN, CONGRATULATIONS.

Dear Mr. Bush:
It's been wonderful to see you take hold of the reins of
government in such a forceful way. You can know that
there are millions of us praying for you -- and we'll
continue to do it.
On April 2, 1989, there will be an historic broadcast
on television across the United States, and carried
throughout Europe, in 22 countries. It will be the
1, 000th telecast of the Hour of Power. Never before
has an American television ministry reached such a
significant milestone, and it comes at a time when
Rupert Murdoch has selected this program to be aired
every Sunday on his powerful new television station
in the sky, which covers 22 countries in Europe, including
Poland, Hungary, Czechoslovakia. No religious spokes-
man has ever had such a large international platform on
a single Sunday in the history of Christian communications.
To celebrate this event, we're inviting prominent lead-
ers to bring a brief greeting, as brief as even 30
seconds. These will be video taped and inserted into
the one hour telecast. Billy Graham has agreed to
bring an opening greeting. Mother Teresa has taped a
greeting, as well as Norman Peale, Coretta King, and
it appears that all of the ex-Presidents will do SO.
But the crowning honor of the program would be to have
the President of the United States say a few words.
It would mean SO much to us and, of course, to all the
listeners in the 50 states, Armed Forces network, and
the listeners in 36 million families across Europe,
as well as Australia, Canada and The Orient.
If you could honor us with your participation, my
consultant, Michael Nason, will be in touch with
The White House and would gladly receive an affirmative
reply.
God loves you and so do Il

SUBJECT:
Request for a video tape for the American
Red Cross National Convention
Per a conversation with Kristen Taylor this morning, I am
forwarding to you a request from the National Headquarters of the
American Red Cross. They would like to have President Bush do a
-
video tape to be used at the American Red Cross National
Convention, May 21, 1989. Kristen felt this request could be
honored due to the fact that it is their national convention.
Thank you for your attention to this matter.

Dear Perry:
I enjoyed talking with you this morning and appreciate
your expression of flexibility should a change in
circumstances create the need for a second taping. As we
discussed earlier, I have enclosed a proposed video script
for President Bush, a copy of the letter of invitation
extended to Mrs. Bush to attend our National Convention in
Houston on May 21, and a preliminary program of the
convention.
Our plans for the videotape would be to incorporate
greetings from the Honorary Chairman of the American Red
Cross, President Bush, in the Opening Plenary of the Red
Cross National Convention on May 21. If we are fortunate
enough to have Mrs. Bush accept our invitation, the
President's greetings would immediately precede the
appearance of the First Lady.
The convention is an annual Red Cross gathering, which
attracts between 3,000 to 4,000 volunteers and staff from
some 2,800 Red Cross chapters across the country. The
meeting also has drawn an increasing number of foreign
visitors, volunteers and paid staff from Red Cross societies
worldwide, in recent years.
I look forward to working with you on this project.
Please call me at 639-3216 if you have any questions about
the script or if you need additional information.

PROPOSED PRESIDENTIAL PROCLAMATION/MARCH RED CROSS MONTH 1989
Somewhere, somebody needs help. A family looses their home
and all their possessions to fire. A parent rushes to save a
drowning child. An auto accident victim desperately needs blood.
A serviceperson worries about an ill parent at home.
Somewhere, somebody needs help. And, each time, our
American Red Cross is there to take care of disaster victims;
teach Red Cross CPR; collect blood; ease a servicepersons's concern.
The Red Cross, as a symbol, and an ideal has meant help and
mercy for millions of Americans and people around our world. To
Henry Dunant, founder of the International Red Cross 125 years
ago, help meant a simple red cross, on a field of white carried
onto battle fields to tend wounded soldiers and civilians
innocently caught in conflict. To Clara Barton, founder of the
American Red Cross, help meant all that Dunant envisioned and a
system by which people could voluntarily help each other cope
during times of disasters.
Barton's vision of service to disaster victims began 108
years ago, as she and other dedicated volunteers helped thousands
of people affected by the Michigan forest fires. We need only
look to our American Red Cross today to realize the importance of
Barton's dream because help is still there for somebody when
disaster strikes.
Whether it be a single family house fire, in the middle of
the night or a major catastrophe such as the fall 1988 North
Carolina tornadoes, Red Cross volunteers are there extending
their hands to help. Last year, more than 500,000 people were given
emergency food, clothing, and shelter by more than 82,810 Red
Cross disaster volunteers. And few of us will ever forget the
look of horror, shock, and disbelief on the faces of the Armenian
earthquake survivors. Yet, amidst that tragedy, our Red Cross
was also there because, once again, somebody needed help.
From Barton's dream of mitigating the suffering of disaster
victims came an understanding that all of us must be prepared for
any emergency. To our American Red Cross, this has meant
teaching 7.2 million people first aid, Red Cross CPR, swimming,
water and boating safety, and other important health programs
last year. And now, perhaps more than ever, we understand how
health education can mean survival as our nation and our world
face the deadly epidemic -- AIDS. Our Red Cross has helped us
understand this health crisis by disseminating AIDS prevention
information.
Our American Red Cross has meant the difference for
thousands of persons needing blood. Through recruitment of
volunteer donors, to collecting and testing that ensures the
safest blood possible, last year the Red Cross was able to
provide our ill and injured with 6.2 million units of blood.
Our American Red Cross provided more than 2.1 million services
to our military and their families including counseling,
assistance with leave verification and government benefits,
financial help, and information and referral for active military,
veterans, and their dependents.
We should all be proud of the more than 133,000 young
people who have made a commitment to service through Red
Cross. From high school and college blood mobiles to visiting
patients in hospitals and retirement homes, our youth are another
reason why when somebody needs help, Red Cross will be there.
More than 1 million adult men and women volunteer regularly with
the Red Cross.
Each day, somewhere, a Red Cross volunteer has found a way
to reach out and help. From homeless shelters, to comfort for
the aged, the lonely, the forgotten, that simple red cross on a
field of white has meant hope, dignity, and compassion for
thousands of people in need.
From the visions of Henry Dunant and Clara Barton has come
one of the greatest volunteer movements in history. The
strength of the American Red Cross can be seen everyday,
everywhere, through the work of people volunteering their time
and talents to their communities through Red Cross programs and
services. It is their commitment that ensures that when somebody
needs help, it will be there.
Now, therefore, I
President of the United States of
America and Honorary Chairman of the American National Red Cross,
by virtue of the authority vested in me by the Constitution and
laws of the United States, do hereby proclaim the Month of March
1989 as American Red Cross Month. I urge all Americans to
continue their generous support and ready assistance to the work
of the American Red Cross and its nearly 3,000 Chapters and
stations on military installations.
In witness whereof, I have hereunto set my hand this
in the year of our Lord nineteen hundred and eighty-nine, and of
the Independence of the United States of America the two hundred
and thirteenth.
