me just simply say it is great to be back home again. And it's
always a pleasure for me to set my silver foot back on Texas soil.

advantage of you all to put a little heat on the Congress to act now
and make life a little bit tougher on the criminals.
Clayton is ready to wage a statewide war on drugs. And
we in Washington want to be at his side every step of the way.
(Applause.) And again, our positions mesh perfectly -- with our
National Drug Strategy that has resulted -- and I can report this
accurately -- our National Drug Strategy has resulted in significant
progress on the nationwide war on drugs. Claytie knows that the best
way to win this war is to stop drug use before it begins. That means
education; that means drug awareness. And he knows from a painful
personal experience when it's time for compassion, time to help drug
users battle back, break free from addiction and rejoin society. And
he knows when it's time to draw the line for drug kingpins, who deal
death right on our street corners. And he does, as I do, support the
ultimate (Applause.) penalty - the death penalty for those drug kingpins.
He is a friend to the Texas taxpayer; champion for fiscal
integrity and fiscal sanity; for a government that is lean and
limited. I know he'll fight for that when he gets to Austin.
With Claytie there, businessmen and women will have
another governor who knows what it means to meet a payroll. He knows
what it means to start with nothing more than a dream and build a
business from the ground up. The secret to his success as a
businessman is plain, old-fashioned hard work. I can guarantee that,
as governor, no one will work harder for the state of Texas than
Clayton Williams. (Applause.)
We had a chance to talk about this on the way down on Air
Force One, and I agree with Clayton that what the states need is not
more programs mandated, directed from Washington, D.C., but more
confidence and trust in people and in the power of the local
communities. After all, Texas doesn't just have problems, Texas and
Texans have the solutions.
The single most important factor for what the future will
hold here in Texas, and across the entire country is economic growth.
That's why I want to speak to you for just a minute about the work
that remains to be done back in Washington to reach final agreement
on the federal budget.
I pushed hard, as you all know, for a bipartisan budget
agreement. Not because it was the best plan ever, but because it was
the best plan possible that would get the federal deficit down by
provisions. $500 billion over five years -- real significant enforcement

Gramm, who couldn't be with us today, and also to your Congressman,
Steve Bartlett, for their strong leadership and their support. And I
will continue to press hard for a budget that fulfills the spirit of
that bipartisan plan and proves to the American people once and for

to confess -- 66. And that's a time in life when you begin to spend
as much time thinking of the next generations as you do of your own.

America will not stand aside. The world will not allow

think of the young men and women of our Armed Forces, side by side

and women in mind, let me just add one final note. Right now, our
servicemen and women are teaching all of us a lesson about what it
means to love liberty, as they prove.. once more to all the world that
America means freedom. so as November 6th draws near, I urge every
Texan to do what some of those kids are doing by absentee ballot --
get out and vote. We must never take democracy for granted.
Once again, I am delighted to be here. I can't tell you

Following is a brief profile of the Texas 11th Congressional
District race between Hugh Shine and Chet Edwards.
The District: The 11th congressional district includes McLennan,
Falls, Coryell, Bosque, Brown, Bell, Milam, Hamilton, Lampasas, San
Saba and Mills counties as well as parts of Williamson and Burnet
counties. Incumbent Congressman Marvin Leath, who has served the
district since 1978, is not seeking reelection. The District has
not elected a Republican Congressman since Reconstruction.

The main economic pillars of the 11th CD are Ft. Hood in Killeen
(the largest military installation in the free world), Baylor
University in Waco (the largest Baptist-affiliated university in
the world with approximately 10,000 students), numerous
manufacturing concerns concentrated in Waco, Temple, and Brownwood,
and farms and ranches in the outlying rural areas.
The Candidate: Hugh Shine, a 37 year old Temple stockbroker, has
served in the Texas House since 1986. Hugh was raised in rural
Navasota. He was awarded a full Army ROTC scholarship to attend
Sam Houston State University in Huntsville where he received a
business degree.

Beginning in 1980 Shine was a sales representative with Pfizer
Laboratories for three years. In January of 1983, he joined Dean
Witter where he is currently employed as an investment broker.
Shine has 16 years of military service, with six years of active
duty in the U.S. Army and ten years with the Texas Army National
Guard.
Shine was the first Republican to win an election in Bell County
when he was elected to the Texas House District 53 seat in 1986.
He was unopposed in his re-election bid in 1988.
Shine currently serves on the Corrections Committee and as Vice
Chairman of the Labor and Employment Relations Committee. Shine
co-sponsored the Workers Compensation bill recently signed into
law, led a fight on the House floor for drug testing in the work
place, and spearheaded unemployment insurance reform.
Prior to his service as a state legislator, Shine was a Temple city
commissioner and Mayor Pro-Tem from 1984-1986.
In 1987 President Reagan appointed Shine to the Inter-Governmental
Advisory Council on Education. Shine spearheaded a state-wide
conference on Education in Texas in 1988 interfacing private
industry and education.
Hugh was awarded Outstanding Young Person of Temple of 1985-1986
by the Temple Jaycees. He is a member of the American Legion,
Conservative Coalition of the Texas Legislature, and the Reserve
Officers Association.
The Opposition: Chet Edwards, 38, has served in the Texas Senate
since 1983. Born in Corpus Christi, he earned his BBA from Texas
A&M in 1974 where he was the recipient of the Earl Rudder
Outstanding Student Award. In 1981, he earned his MBA from Harvard
University.
He served as a Legislative and District Assistant to Rep. Olin
"Tiger" Teague from 1974 - 1977. He has also worked for Dallas
developer Trammel Crow.
Chet was an unsuccessful candidate at age 25 for the Democratic
Party nomination for the 6th Congressional District seat being
vacated by Teague. Edwards finished third by 185 votes, despite
a late endorsement by Teague. The second place finisher - and
eventual winner - was then Dr. Phil Gramm.
He has been named "One of Three Outstanding Freshman Legislators"
by Texas Business Magazine (1983) ; "Legislator of the Year" by
Common Cause (1985) ; and received the "White Hat Award" from the
Texas Farmers Union (1989.)
Edwards was one of several senators to accept a $10,000 check with
a blank payee line from East Texas businessman Bo Pilgrim on the

floor of the Texas Senate. Edwards deposited the check in his
campaign account. When this story broke, it was portrayed in the
media as an example of corruption in the Texas legislature.
Edwards returned the money when the story broke.
Edward's Senate District included the Waco area, and he recently
moved there to run for the seat. Although he now claims that Waco
has been his "second home," the fact remains that the long-time
Duncanville resident (who has been referred to on the Senator floor
as "the Senator from Dallas") has made contributions each year to
the Dallas Democratic Party organization, not to the Waco-area
Democratic organization.
Edwards was one of three senators to switch his vote to pass the
pro-business workman's compensation bill which he had previously
voted against and which had been previously been defeated in the
Senate. Texas AFL-CIO President Joe Gunn commented: "In short,
Senator Chet Edwards sold out the working people of Texas ... for
a chance to grab a few headlines, a chance to further his own
personal political goals and aspirations." (UPI, 12/11/89)

of Defense announces that the 2nd Armored Division
at Ft. Hood will be deactivated as a result of
pressure to trim the defense budget. When fully
implemented, the decision would mean the loss of
12,000 military and civilian jobs on the area
economy.
For the remainder of the race, Edwards will hammer
Shine, Bush, and the Republicans for this decision.

Edwards announces his "endorsement" for a seat on

Shine garners 41.9% of the vote in a three-way
primary to win a run-off spot against former Waco
Mayor Jim Mathis.

By carrying over 80% of his home county, Shine wins
the Republican nomination with 60.6% of the vote.

Vice President Dan Quayle visits Waco for two high-
dollar receptions and a rally with Shine.
Quayle's visit was marred by allegations that a
member of his advance team sexually assaulted a
Baylor University freshman. The woman later
announced that she would not file charges in
connection with the incident.
May 29
With former rivals David Sibley and Jim Mathis in
attendance, Rep. Shine is endorsed by Senator Phil
Gramm. During the following three months, Senator
Gramm will visit every county in the district to
endorse Shine.

The Shine campaign releases a poll by Tarrance &
Associates which shows that Shine leads Edwards 46%
to 43%.

The Department of the Army announces formal approval
of the plan to deactivate the 2nd Armored Division
at Ft. Hood. Edwards blames the Bush
Administration. Shine announces a plan for working
to save the 2nd AD, including targeting troops being
sent home from Europe for relocation at Ft. Hood.

U.S. Senator Lloyd Bentsen visits Waco to endorse
Edwards and attend a fundraiser for him.

In a surprising and unanticipated setback, Edwards
receives the endorsement of the Texas Farm Bureau.
This is in spite of Shine having a 91% rating from
the organization (based on his legislative voting
record) compared to 54% for Edwards.

The Shine campaign learns of Edwards attendance at
the gay banquet and begins to quietly circulate the
material from the magazine.
August 2
Apparently getting wind of the rumors on the street,
Chet Edwards decides to take the offensive and calls
a press conference. He claims that Shine is
responsible for a mass mailing that implies that
Edwards is a gay lifestyle sympathizer. He urges
Shine to "stop his gutter politics".
Shine is not available for comment. Shine campaign
manager Kelley Rogers denies any involvement in the
mailing but attacks Edwards for pandering for gay
support during his bid for Lt. Governor.
August 3
Edwards calls for dismissal of Shine's campaign
manager, claiming that he lied about his involvement
in the controversy.
Shine calls his own press conference to deny his
campaign's involvement in the matter. He accuses
Edwards of trying to divert attention from the real
issue of pandering for gay support.
August
The Shine campaign begins to run radio ads which
attack Edward's attendance at the gay & lesbian
banquet and questioning his commitment to
traditional family values.

The Edwards campaign responds with radio ads which
attack Shine's credibility and his negative
campaigning.

Iraq invades Kuwait. Shine, a reserve Navy Aviator,
receives a flurry of good publicity during the
coming weeks concerning the possibly of him being

The University of Arkansas announces that it will
leave the Southwest Conference and defect to the
Southeastern Conference following the 1991 football
season. During the next week, it is widely reported
that Texas A&M and the University of Texas will soon

These reports cause great concern in Waco, since

Edwards, a Texas A&M graduate, calls a press
conference to announce that he will fight the
departure of Texas A&M and the University of Texas
from the Southwest Conference. He begins to work
with Baylor University Football Coach Grant Teaff.
August 24
Texas A&M and UT announce that they will not leave
the conference.
September 8
Television commercials begin to air in which Edwards
is endorsed by Baylor University Football Coach
Grant Teaff. This endorsement is considered a major
coup, as Teaff is very respected and admired in the
Waco community and this is his first political
endorsement.
September 17
In his opening remarks at a candidate forum, Edwards
asks Shine to sign an agreement to curtail negative
campaigning for the remainder of the campaign.
Shine refuses.
September 18
Stating that Shine has "placed his entire future on
gutter politics", retiring Congressman Marvin Leath
endorses Edwards in a tour throughout the district.
October 20
Shine and Edwards will participate in a live
television debate. The debate will air on the top-

Republican gubernatorial nominee Clayton Williams graduated
from Texas A&M in College Station, TX (90 miles away).
Democrat gubernatorial nominee Ann Richards graduated from
Baylor University in Waco.
Republican congress nominee Hugh Shine is currently a member
of Texas legislature. He graduated from Sam Houston State
University in Huntsville, TX. Had 6 years active military
service in US Army 1974-80, is currently a Major in National
Guard.
Democrat congress nominee Chet Edwards graduated from Texas
A&M, attended Harvard for graduate school. He is Texas state
senator from this district. He originally began to run for
Lieutenant Governor in Texas, and changed races when Marvin
Leath decided not to run for re-election for Congress. Edwards
moved from Duncanville (suburb of Dallas) to Waco to run for
this office. Edwards has no military service experience.
Edwards' move to Waco is a major issue in the campaign, as is
his lack of military service. Edwards has secured the
endorsement of Baylor University head football coach Grant
Teaff, who has done TV commercials for him.

Home of Baylor University, largest Baptist university in the
world. On the campus of Baylor is the Armstrong-Browning
Library, with the world's largest collection of the works and

Texas State Technical Institute (TSTI) is the airport where we
met you on your visit, and where the President will land. This
is the former James Connally Air Force Base, which was closed
about 20 years ago. At that time the closing devastated the
local economy. The State of Texas created the TSTI system which
was devised to provide technical training for the work force in
a vocational setting. Waco has been successful in attracting
industries to the site, which features an 8,500 foot runway.
Now such industries as Chrysler Technologies Airborne Systems
(with 1,500 employees) are located around the perimeter of the
base, and aviation has become one of Waco's largest industries.
The President spoke several months about this as an example of a
community turning a potential disaster into a major economic
success.
INFORMATION ON ATTRACTIONS AND LOCAL INTERESTS:
Cameron Park in Waco is the largest municipal park in Texas.
It will soon be the home of our new zoo, one of the few natural
barrier zoos in America.
Lake Waco is the largest man-made lake within a city limits in
Texas, with 60 miles of shore line.
Waco has a very active and successful Adopt-A-School program,
which allows local businesses to work directly with local
schools in the Waco Independent School District. The program
exposes students to adults in the business community who offer
their time and expertise to provide role models and work on
specific projects with the schools.
Small Business Development Center at McLennan Community
College benefits residents of McLennan County (the county where
Waco is located) and five surrounding counties. It provides
facilities and training for start up and existing businesses
through the Small Business Incubator. It allows a number of
businesses to operate under a single roof with affordable rents,
sharing services and equipment, and having equal access to a
wide range of professional, technicial and financial programs.
Keep Waco Beautiful is an outstanding example of a local
community organization that benefits the community. Just two
years ago the organization won a grant in statewide competition
and received $175,000 in landscaping to beautify a local state
highway. Saturday, Nov. 17, is a city-wide clean up day,
sponsored by Keep Waco Beautiful.

Texas Ranger Hall of Fame is located at Fort Fisher, on
Interstate 35 at the Brazos River. It is a tribute to this
great Texas law enforcement organization, with historic
memorabilia and an exciting audio/visual presentation. Since
Clayton Williams is big on law enforcement, this could be an
appropriate reference point.
Suspension Bridge that crosses the Brazos River was built in
1870 by John A. Roebling, who also built the Brooklyn Bridge.
It is 474 feet long, and was designed for cattlemen to drive
their stock across the Brazos. It was originally a toll bridge.
Waco is the birthplace of Dr Pepper, which remains the most
popular soft drink in the city. Waco traditionally is awarded
the "highest per capita award" from Dr Pepper, signifying that
the average Wacoan drinks more Dr Pepper in a year than anyone
in another city. Dr Pepper is highly involved in the community,
and this is shown by the construction of the Dr Pepper Museum in
downtown Waco, which should be open in spring of 1991. This is
a cooperative effort of Dr Pepper and the local business
community.
INTERESTING EVENTS IN IMMEDIATE FUTURE:
Baylor Homecoming will be this weekend (Nov. 9-10), as Baylor
plays Arkansas in football on Saturday afternoon.
Baylor Homecoming Parade will be on Saturday morning, Nov. 9.
This is the largest collegiate homecoming parade in America.
Comedian Bill Cosby will be in concert at Baylor's Ferrell
Special Events Center on Saturday night, Nov. 10, as part of
Homecoming.

of Brooklyn Bridge fame. Dedicated in 1870, the bridge is used by foot traffic alone today. The site of

Background on Waco area for President's Speech
As we discussed, there is a famous state song entitled "Deep in the
Heart of Texas", and the Waco/Central Texas area is often referred
to as the "Heart of Texas". I could see the President stating in
his opening remarks, "It's great to back on Texas soil here in
Waco, Deep in the heart of Texas."
Also in the song are the words "the stars shine bright, Deep in the
Heart of Texas". Since our congressional candidate is Hugh Shine,
the President might comment, "the stars do shine bright here, Deep
in the Heart of Texas, and one of our brightest stars is our next
great congressman, Hugh Shine."
Waco is also the home of Baylor University. President Reagan
visited the Baylor campus during the fall of 1988. The school song
is "That Good Ole Baylor Line", and the campus mascot is a bear.
The President should be familiar with a hand motion that Baylor
students may use if they are in the audience. Whereas the
University of Texas has the "Hook 'em" sign, and Texas A&M has the
"Gig 'em" sign, Baylor students raise their right hands to simulate
a bear paw.
The convention center is located on the banks of the Brazos River,
which runs from West Texas to the Gulf of Mexico. I have no
specific ideas here, but you may be able to work in some kind of
political analogy using the Brazos River.
Waco is home to the Texas Ranger Hall of Fame, which is a tribute
to the famed law enforcement organization. Since gubernatorial
candidate Clayton Williams has made the war on crime and drugs his
top campaign priority, the President could note that it is
appropriate that he is in Waco with a crimefighter like Clayton
Williams.
As a reminder, President Bush mentioned Texas State Technical
Institute (TSTI, where he will land) in a speech last year. The
speech focused on how the Waco community responded to the closing
of James Connally Air Force Base. Instead of lamenting the loss,
Waco used the facility to develop a major education and economic
development complex. President Bush might comment that he was
pleased to be able to see TSTI first-hand and that he was impressed
with the facility.

Ft. Hood is located thirty miles from Waco. The largest military
post in the free-world, it is the single most important economic
asset in the district. In January, the Secretary of Defense
announced that the 2nd Armored Division located at Ft. Hood will
be deactivated as a result of pressure to trim the defense budget.
When fully implemented, the decision would mean the loss of 12,000
military and civilian jobs on the area economy. Throughout the
campaign, Hugh Shine's congressional opponent Chet Edwards has
criticized Shine, President Bush, and the Republicans for this
decision.
