PRESIDENTIAL REMARKS: DAUB FUNDRAISER
OMAHA, NEBRASKA
JUNE 5, 1990
12:30 P.M.
Governor Orr, Mayor Morgan, Congressman Bereuter [BEE-
righter], Congresswoman Smith, and, of course, future Senator Hal
Daub -- I'll have more on him later. Ladies and gentlemen,
friends.
Thank you, , for that introduction. It's a pleasure to be
back in one of America's greatest and most Republican States --
two things that go together as naturally as the Cornkuskers and
winning football. //

This marks the 75th anniversary of Peony Park -- as its
ada
motto says, "The place to party." This afternoon, I'm here to
help celebrate the Republican Party. And in the place where
Lawrence Welk made his debut, to add: We may not have any
champagne music today, but come November the GOP will be popping
champagne corks on Election Night. //
Let me explain the reasons -- or as Lawrence would say, "A
one and a two." The first was expressed by Henry David Thoreau;
who said, "Eastward I go only by force. Westward I go free." //

Traveling here from Washington, freedom lifts you as the
Mississippi nears, mighty and meandering. Arriving, finally in

what, from Air Force One, seems a giant, sprawling checkerboard.
// Freedom equals Nebraska equals the GOP. //
Second / champagne corks will be popping because of what
freedom ensures: A Main Street paved with enterprise and
opportunity. Historically, Nebraskans have asked not what
Washington can do for people -- but what people can do for
themselves. On November 8, Nebraskans will vote for candidates
whose help people up -- and keep bureaucracies down.

Finally, champagne music will sound five months from now
because of a man who has made impossible dreams reality -- the
man I've traveled miles to support. // He's long been one of
you. He's never failed to speak for you. His dreams are as
sprawling as the plains. My good friend. Your next United
States Senator. Fellow Republicans, Hal Daub. //
( (You know, I've been acquainted with Hal for quite a while.
And I wanted to come here and personally endorse him. I know
that you wanted to hear a few words from a prominent national
figure who could really fire up a crowd. // Unfortunately, 's
own Johnny Carson couldn't make it here of from Los Angeles -- so
I'm here instead. //
( (And I'm delighted. For I'll never forget 1978. Hal's
first election to Congress. My first of -- so far -- eight
campaign trips to help this magnificent public servant. Here we
were, shaking hands outside the Union Pacific Railroad
Headquarters. Hal was mobbed. I wasn't even recognized. //
Hal, looking back, I know what you're thinking: Some help. //

((Finally, I wandered over to a nearby bus depot. That's
where Hal finally found me, talking with two elderly women. That
day I didn't make much of a difference. But Hal Daub has always
made a difference. As a lawyer and businessman. As a five-term
Congressman. And starting in January, he'll make an even greater
difference for a people whose guide, as one writer said, "is the
sun, the distant hilltops, and their own resolution.' ) //
You know, some people say; "It doesn't matter who's elected
to -- or which party controls the U.S. Senate." // They're
the same folks who say it doesn't matter if Nebraska beats
Oklahoma. // Fact is: It makes an enormous difference -- for
Nebraska, and the Nation. So let me talk about the Hal Daub
difference -- and why we need that difference in Washington, D.C.

First the Hal Daub difference will mean a Senator who's in
-- not out -- of touch. Already, he's visited every county in
Nebraska. By November, there won't be a Main Street he hasn't
covered. As Senator, he'll be your neighbor -- not a name. He
won't be part of the problem on the Hill. He'll be part of the
solution here at home. We need the Daub difference in the United
States Senate. //
Next, the Daub difference will bring Main Street values to a
people which -- geographically and spiritually -- form the heart
of America. Working for the family, the farmer, and the taxpayer
-- the working people of Nebraska. // Hal Daub knows what makes
this region great: Hard work, honesty, and strength of
character. Look at his career, his family, his magnificent wife.

// Cindy Daub headed Asian-Americans for Reagan-Bush in 1984 and
Bush-Quayle in '88. It was my honor to appoint her Chairwoman of
the Copyright Tribunal. // Hal tells me she's the real vote-
getter in the Daub family. Believe me, I know how he feels. //
My first lady, Barbara, sends her best to one of the great ladies
in the Cornhusker State. // Fills,
Finally, the Daub difference will alter politics from
education to crime and drugs to special interests. As you know,
some candidates try to get to the Senate on PAC money: Hal's

going to do it on shoe leather. Let others defend policies which
measure progress achieved by money collected and promises made.
Hal rejects the old thinking which trusts the fatcats the most.
His is a new thinking which trusts ordinary people the most.

Let me tell you a story about the local ingenuity which
value
places confidence in the people. ( (A mother once told her son, "I
have a pretty good idea that you skipped your piano lesson and
played baseball." // The son said he hadn't. The mother said,
"Are you sure?" // The son replied, "Uh-uh. And I have a fish
to prove it.") ) // That's creativity -- the kind of imagination
Hal Daub will bring to the United States Senate.
For instance, if we'd had Hal Daub -- as starting January,
the Senate will -- he would be talking to, and convincing, other
Senators to support my Constitutional Amendment restoring
voluntary prayer. Let liberal Democrats defend kicking keep God out
of our Nation's classrooms. I say, and Hal Daub agrees: We need
the Faith of our Fathers back in our schools. //

Talking of schools, if we'd had more Senators like Hal Daub,

we would have already passed our Educational Excellence Act of
1990. For one year the Senate and House have stalled on this
bill. Hal Daub would jump-start them. Our bill wants parnets -
- not Big Government -- to decide which public school their kids
attend. Reward schools that cut the drop-out rate. And help
U.S. students be first in math and science by the year 2000. Let
others promote kooky courses and trendy curricula. I need the
Daub difference to help America outthink, outwork, and outperform
any Nation any day of the week. //
Next, we come to the three issues where Hal Daub can make a
difference as soaring as Nebraska: Farming, the economy, and law
and order.
First, agriculture, where as you know, in the late 1980s
farm income hit near record levels. Our task is to make good
news even better -- and keep Nebraska by helping agriculture

This year, we're going to write a new Farm Bill. As Hal
Daub has told me, it must emphasize market-oriented farm policies
giving producers more flexibility to decide what crops to grow.

And we need the investment created by passing our capital gains
tax cut proposal. // I thought of those who oppose that proposal
when someone asked me if I wanted to try that ride outside called
"The Black Hole." I try to avoid things that remind me of
liberal Democrat economic politics. // At the same time, I feel
that we must relax barriers between East and West which expand

markets for American exports. // I feel strongly that selling
our grain to the Soviet Union is in America's best interest as
well as theirs. Unlike his opponent, Hal Daub knows that we
don't need increased farm subsidies. You can't make money from
them. Instead, we need politices that benefit both the farmer
and America. Policies that include decreased interest rates, a
lower Federal deficit, and increased choice. What's good for
agriculture is good for America. The Daub difference knows that
when it comes to farming, liberal Democrats don't know what's
best. Nebraskans do. //

Next comes the environment. Where Nebraska's use of ethanol

as an alternative fuel shows how we can have a strong environment
and strong economy. Hal Daub supports our decision from
expanding our parks to planting one billion trees a year to
banning asbestos. What's more, if we'd had more Senators like
him, we'd have already passed our legislation to cut smog, acid
rain, and toxic pollution -- the first rewrite of the Clean Air
Act in more than a decade -- now in House/Senate Conference.
This bill has been deadlocked for 13 years. That's 13 years
too long. So Hal Daub joins me in saying: Let's reject
extremists on sides. As S staunch defender of the environment,
there's one thing he wants to make absolutely clear. //
Nebraska. Yet he knows we don't have to throw people out of work
to protect our environment. So I call on both houses to produce
legislation that truly will make a difference. Let's do what Hal

Haub says: Enact a new Clean Air Act that is environmentally
safe and economically strong. //
Finally, the Daub difference can help slash crime and drugs.
Not only will he fight for a Nebraska that cleans our air -- Hal
Daub will help clean up the streets. // If we'd had more
Senators like Hal Daub, we would have already passed our Violent
Crime Act sent to Congress more than a year ago. Legislation --
now in House/Senate conference -- based on three principles. If
criminals commit crimes, they will be caught. If criminals are
caught, they will be prosecued. And if convicted, they will be
punished.

Unlike liberal Democrats, Hal Daub believes we must reject
those who soft-pedal the need to be hard on crime. So he
supports the provisions of our bill: An exclusionary rule
designed to punish the guilty -- and not good cops who have acted
in good faith. Reforms to stop the frivolous appeals that are
choking our courts. Above all, Hal believes that for anyone who
kills a law enforcement officer no legal penalty is too tough.
And that goes for drug kingpins who threaten a Federal witness,
juror, or judge. // We want Congress to enact the steps needed
to expand the death penalty. Not some time. Not some place.
But across America -- now. //
( (You know, as President, I'm confronted with many
questions. Like these phoned to the White House recently. One
question was, "Does the President shave himself?" // Another:
"We're taking a poll, do you watch 'Family Feud'?" // Still

another: "Why does the President use the word 'thing' so much?"
// And my personal favorite -- Lawrence Welk would love this
one: "How do you respond to the allegation that the White House
does not play enough polka music?" Believe me: We are -- we

The Hal Daub difference can provide some answers Cto to -
questions from education to our war against 5/ thugs. He'll be more
concerned with planting prosperity in the Farmbelt than
harvesting contributions inside the Beltway. And as he is, he'll
prove worthy of the greatness -- and glory -- of Nebraskans from
the bluffs of the Missouri to the Wyoming Line.
Think of the pioneers -- 400,000 in all -- who traveled to
Nebraska. They cherished freedom -- each made a difference. As
did the heroes who built schools, tamed the land, and raised from
dust towns named , , They, too, showed that as a writer
said, "It was [here], on Nebraska's plains, that men began to
dream. "

For more than a century, Nebraskans have turned impossible
dreams into the American Dream. Treasuring values like self-
reliance, dignity, love of country, and love of God. You haven't
depended on faraway bureaucrats. You've relied on yourselves
-- local ideals, cretivity, and 100ml local autonomy. And Bas, thus built
the Main Street of America -- an example to the world.

Bigger government doesn't mean better government. Better
government means men like Hal Daub. So let's bring to the Senate
the values of Nebraska. By supporting the idea of "Nebraska-

Can," not "Washington-Must." And as I leave you with these words
from Lawrence Welk -- "Adios, au revoir, au wiedersehe, good-
bye" -- let me thank you for this wonderful occasion. God bless
the United States. And let's make Hal Daub the next Senator from
the great State of Nebraska. //
