As always, it is a pleasure to be in the Old Dominion --and to speak on behalf of one of this Nation's truly great representatives. He's not simply on our side -- he's on America's side. // My friend -- and your wonderful Congressman. Stan Parris. // ( (As Stan tells it, this visit arose from a phone call from that kinder and gentler human being, John Sununu. // John told him, "We've got a surprise for you that will really excite people." // Stan replied, "You mean big-league baseball's finally coming to Northern Virginia?") ) // Northern Virginia may not yet have a major league baseball team, but it has a major league congressman. And I'm here today to say: On Election Day, Stan is going to do to his opponent what the Reds did to the A's. // I say that for many reasons. First, Stan is a friend -- not merely of Northern Virginia, but also of me. ( (Stan and I have a special bond. I'm the one who taught him everything he knows about charisma. )) // I also like Stan's honesty and perspective. // For example. Stan's a big Virginia Cavaliers football fan. That's the honest 2 part. // Stan's perspective is realizing the impossibility of his transportation dream: Moving the University of Virginia to Alexandria. // Finally, there is Stan Parris' record. Korean War hero. Returned to attend George Washington University -- then, practice law -- then, enter the Virginia House of Delegates. // He's served as Secretary of the Commonwealth. Been a superb seven- term U.S. Congressmen. // He's on the side of every decent American who values Growth, opportunity, and prosperity. // GOP. // Has a nice ring, don't you think? // doesn't ( (You know, enduring the drive over here from D.C., I'd vote Nand for Stan Parris just on his transportation policies alone. )) // He co-sponsored legislation which will complete this area's Metro system. / He opposes Statehood for the District of Columbia -- and I support his stand. // Unlike his opponent, Stan Parris what? reflects the values of America's good, quiet, decent people. 11- He believes in government which serves the people -- not the other way around. // We could use a little more of Stan's common sense about 5 miles northeast of here. I'm speaking about the ludicrous spectacle known as the United States Congress. // Yes, Virginia, America finally has a Federal budget. But even Ripley would not believe what it had to endure to get that budget passed. // All of you know the history of these budget negotiations. For most of the past year, our Administration -- aided - by Congressmen like Stan -- has worked to produce a serious response 3 to a serious deficit -- grappling not only with the budget, but a self-serving Congress in which both houses are run by Democrats. For eight months, this Democratic Congress acted like a 78 record played at 33 rpm. // For eight months, it postured. Bellowed. Debated. Stalled. // If Congress were a play, it would have closed before New Haven. Congress hasn't been doing the people's business. It's been giving the business to the people. 11 Now, Stan's opponent proposes to give the business to the Eighth District. 11 Part of Congress's problem is institutional. Think of it - - twenty thousand staff members and a Rubik's Cube of committees. Too often, serving liberals like Stan's opponent who pander to pressure groups. 11 Then, there's a second problem: Congress' wearly left-wing philosophy perpetuated by 40 years of one-party rule. 11 Because the Democratic Congress has become unaccountable, it has become irresponsible. If spending were a painting, Congress would be the Michaelangelo of its age. 11 Yes, the budget process is broke -- and we have to fix it. But we don't just have to change the process. Ask Stan Parris: We have to elect more Republicans so we can change the Congress, too. // Six days from now, let's remember who gave us the sorry charade we call a budget process. The Democrats. 11 And who fought so hard for budget reform -- for built-in enforcement rules to break liberals' tax and spend addiction once and for all. Yes, Republicans like Stan Parris. // Only Republicans helped us achieve the first five-year curb on spending ever. And I'm here today\nto say: On Election Day, Stan is going to do to his opponent\nwhat the Reds did to the A's. //\nI say that for many reasons. First, Stan is a friend -- not\nmerely of Northern Virginia, but also of me. ( (Stan and I have a\nspecial bond. I'm the one who taught him everything he knows\nabout charisma.) ) //\nI also like Stan's honesty and perspective. // For example.\nStan's a big Virginia Cavaliers football fan. That's the honest\npart. // Stan's perspective is realizing the impossibility of\n2\nhis transportation dream: Moving the University of Virginia to\nAlexandria. //\nFinally, there is Stan Parris' record. Korean War hero.\nReturned to attend George Washington University -- then, practice\nlaw -- then, enter the Virginia House of Delegates. // He's\nserved as Secretary of the Commonwealth. Been a superb seven-\nterm U.S. Congressmen. // He's on the side of every decent\nAmerican who values Growth, opportunity, and prosperity. // GOP.\n// Has a nice ring, don't you think? //\n( (You know, enduring the drive over here from D.C., I\nthought of how I'd vote for Stan Parris just on his\ntransportation policies alone. )) // He sponsored legislation\nwhich will complete this area's Metro system. / He opposes\nStatehood for the District of Columbia -- and I support his\nstand. // Unlike his opponent, Stan Parris reflects the values\nof America's good, quiet, decent people. // He believes in\ngovernment which serves the people -- not the other way around.\nWe could use a little more of Stan's common sense about five\nmiles northeast of here. I'm speaking about the ludicrous\nspectacle known as the United States Congress. // Yes, Virginia,\nAmerica finally has a Federal budget. But even Ripley would not\nbelieve what it had to endure to get that budget passed. //\nAll of you know the history of these budget negotiations.\nFor most of the past year, our Administration -- aided by\nCongressmen like Stan -- has worked to produce a serious response\n3\nto a serious deficit -- grappling not only with the budget, but a\nself-serving Congress in which both houses are run by Democrats.\nFor eight months, this Democratic Congress acted like a 78\nrecord played at 33. // For eight months, it postured.\nBellowed. Debated. Stalled. 11 If Congress were a play, it\nwould have closed before New Haven. Congress hasn't been doing\nthe people's business. It's been giving the business to the\npeople. 11 Now, Stan's opponent proposes to give the business to\nthe Eighth District. //\nPart of Congress's problem is institutional. Think of it -\n- twenty thousand staff members and a Rubik's Cube of committees.\nToo often, serving liberals like Stan's opponent who pander to\npressure groups. // Then, there's a second problem: Congress'\nleft-wing philosophy perpetuated by nearly 40 years of one-party\nrule. 11 Because the Democratic Congress has become\nunaccountable, it has become irresponsible. If spending were a\npainting, Congress would be the Michaelangelo of its age. //\nPICASSO\nYes, the budget process is broke -- and we have to fix it. But\nof\nwe don't just have to change the process. Ask Stan Parris: We\nPoRK,\nhave to elect more Republicans so we can change the Congress,\ntoo. //\nSix days from now, let's remember who gave us the sorry\ncharade we call a budget process. The Democrats. // And who\nfought so hard for budget reform -- for built-in enforcement\nrules to break liberals' tax and spend addiction once and for\nall. Yes, Republicans like Stan Parris. // Republicans helped\n4\nus achieve the first five-year curb on spending ever. And\nensured $300 billion in spending cuts -- the largest cut in\nhistory. // Republicans helped me reduce the deficit by $500\nbillion. Hold the line against the Loony Left which would\ncripple our national defense. Finally, thank God for Republicans\nlike Stan Parris who helped me keep Congress from raising income\ntax rates on working America. //\nHere's the good news. Our budget agreement will help bring\nGUYSBOKOUGH\ninterest rates down in Northern Virginia helping you buy that\nDRIVE IN\nnew home or car. It will help build more new businesses -- and\nFARFAX, VA.\nthat means more new jobs. // But I won't deceive you -- we've\nhad enough deception from the other party. So here's the bad\nnews. This budget's not nearly as good -- nor fair to the Middle\nClass -- as we would have had under a Republican Congress. //\nFor too long we've endured a Democratic Congress that -- by\nbowing to special interests -- measures progress made by dollars\nspent. // Next Tuesday, let's elect Republicans like Stan Parris\nwho measure progress made by people helped -- and who will build\na government which stands for America's interests. //\n( (You know, tonight is Halloween, and when you get to the\nage that Barbara and I are, Halloween parties aren't quite the\nsame. The highlight of the one we're going to tonight is bobbing\nfor applesauce. )) // For years now, the Democrats living in\nthat haunted house on Capitol Hill have tried to trick America.\n// On Election Day -- by electing Republicans -- we can give\nAmerica a treat. //\n5\nAsk Stan Parris. America needs a Republican Congress that\nwill balance the budget by cutting spending -- not a Democratic\nCongress that tries to raise the income-taxes of the middle-\nclass. 11\nAsk Stan Parris. America needs a Republican Congress that\nwill pass our tough crime bill -- not a Democratic Congress that\ntries to weaken the law and gut the death penalty. //\nAsk Stan Parris. America needs a Republican Congress that\nwill end the influence of special interests -- not a Democratic\nCongress that wants taxpayers to join lobbyists in re-electing\nthe Tax and Spenders. // In short, the only way to send a message\nto Washington is to elect a Republican majority.
