TUESDAY, JULY 23
At Mike Deland's direction, I have begun to draft some
suggestions for remarks by President Bush to the first meeting of
the President's private sector Commission on Environmental
Quality, Tuesday, June 23 at 11:30am in the Roosevelt Room. I
hope to get these ideas to you by Monday afternoon and Mike
assumes that you and your team will take the lead from there.
As this is a major CEQ initiative, we are ready to offer any
assistance that you will need and assume we will work with you on
subsequent drafts.

Background - Fundraising Dinner for Bush/Quayle '92
On Friday, October 11, 1991, President Bush authorized the
formation of the Bush/Quayle '92 Primary Committee, Inc., for the
purpose of exploring a possible re-election campaign. The
President has not formally announced his intentions regarding re-
election. The committee was formed to raise funds for a
potential 1992 campaign, pending the President's formal decision.
This will be the first in a series of fundraisers for the Bush-
Quayle '92 committee. The President and Mrs. Bush will
participate in a similar event Friday, November 1, 1991 in
Dallas, Texas. The event in Houston is expected to raise
approximately one million, two-hundred thousand dollars for the
Bush-Quayle '92 Committee; Mr. Bob Cruikshank will serve as the
Dinner Chairman. Tickets for this event will be sold at $1,000
each, or $10,000 per table. Each $10,000 table seller will be
entitled to a photo opportunity with the President and Mrs. Bush
and the Vice President and Mrs. Quayle.
Background Network Affiliate Interviews
The purpose of the network affiliates' interview in Houston would
be to provide the President with an opportunity to speak directly
to the local Texas media about his domestic agenda. The three
major Houston stations are KTRK (ABC), KPRC (NBC), and KHOU
(CBS). The President would be interviewed by the three anchors
together.
Proposed Scenario
The President arrives Ellington Field, Houston, Texas, and
proceed to Marine One. The President boards Marine One and
departs Ellington Field en route Bayou Club Landing Zone. The

Motorcade and depart Sheraton Astrodome Hotel en route Houstonian
Hotel. The President and Mrs. Bush arrive Houstonian Hotel for
RON.
Proposed Backdrop
The Backdrop for the VIP Photo will be blue drape with the
Presidential and U.S. Flags flanking the President and Mrs. Bush.
The Backdrop for the Dinner will a royal blue banner with
"Bush/Quayle '92" in red and white. As the President and Mrs.
Bush and Vice President and Mrs. Quayle are announced onto Dais
(stage rear), the banner will be lowered from the stage curtain,
thus officially revealing the Bush/Quayle '92 logo for the first
time. The Press Platform will be located straight-on at 70 feet.
It is highly recommended that a teleprompter not be used, to
heighten the effect of the lowering of the banner and to allow
for a favorable camera shot of the backdrop.
DALLAS, TEXAS
Background - Marlow Industries
On Wednesday, October 9, 1991, Marlow Industries became the first
Dallas, Texas winner of the Malcolm Baldrige National Quality
Award, the business equivalent of the Pulitzer Prize. Marlow,
which employs 160 workers and generates $12 million in revenues
won in the small business category.
Marlow Industries was incorporated in 1973 exclusively for the
technical advancement and manufacturing of thermoelectric coolers
and related assemblies. Since then, Marlow has opened a branch
office and technical center in England to support the growing
demand in Europe. Today, Marlow has established a reputation as
a "world class" leader in the thermoelectric industry unrivaled
in using the latest technology to produce high quality products.
Marlow Industries' Total Quality Control Program is based on the
concepts of Statistical Process Control, with an in-process
inspection system which includes 100% performance testing. This
system is designed to ensure that Marlow Industries meets or
exceeds all customer requirements.
Thermoelectric coolers (TEC's) are small heat pumps which obey
the laws of thermodynamics as do conventional mechanical heat
pumps, absorption refrigerators, and other devices involving the
transfer of heat energy, with the exception that TEC's are solid
state devices.
Background . Fundraising Luncheon for Texas GOP
The State of Texas will gain three new Congressional districts as
a result of reapportionment following the 1990 census. Much of
the population growth in Texas has been in traditionally
Republican areas.
The Republican Party of Texas, under the strong leadership of
Chairman Fred Meyer and U.S. Senator Phil Gramm (R), has taken an
aggressive role in attempting to ensure a fair redistricting
process. However, because Republicans do not control the
reapportionment process, they are forced to litigate a fair
outcome. They Party is expected to spend over $1 million in
legal fees this year alone.
The President's participation in this event will assist the Party
in raising the necessary funds for the litigation process.
Chairman Meyer hopes to raise at least $750,000 from this event.
The Party's lawsuit is currently under review by the U.S.
Department of Justice and the Federal Court in Dallas.
Background - Thanks-Giving Square
Thanks-Giving Square is a world center for the expression of
thanksgiving and praise. Opened on May 9, 1977, it has been
developed by the private, non-profit Thanks-Giving Square
Foundation. The Square, designed by world renowned architect,
Philip Johnson, is supported by voluntary contributions from
individuals, corporations, and other foundations.
The inspiration for Thanks-Giving Square emerged from
conversations initiated in 1961 by two Dallas civic leaders who
discussed the question, "Can a modern city center it's daily life
on a spiritual idea, as cities have done throughout history?" In
1964, the Thanks-Giving Square Foundation was chartered and by
1968 the land in Downtown Dallas had been purchased for
development. Groundbreaking for the Square began in August,
1975.
The theme of Thanksgiving was chosen because of its universal
character. The Dallas community thanksgiving celebration reaches
back to 1861. Thanksgiving can joyfully unite varied peoples in
ways no other observance can.

Thanksgiving Commission, gives remarks on "Two Centuries of
American Thanksgiving", concluding with an introduction of The
President for Brief Remarks. The President gives Brief Remarks.
Upon conclusion of the President's Brief Remarks, Mr. Stewart
announces the dedication of the Wall of Thanksgiving. The
President assists in placing a Plaque on a mock Wall, thus
officially dedicating the Wall of Thanksgiving. (NOTE: The mock
Wall of Thanksgiving is a replica of the actual Wall, located on
the grounds of Thanks-Giving Square. The Plaque reads "This Home
of American Thanksgiving is dedicated in the name of Presidents
past, present, and future. George Herbert Walker Bush, President
of the United States".) Following the Wall Dedication, Mrs.
Alvernon Tripp, Member, National Thanksgiving Commission Board of
Directors, presents Mrs. Bush with a bouquet of yellow roses.
(NOTE: Mrs. Tripp is 95 years old.) The President and Mrs. Bush
conclude participation in Thanks-Giving Square Ceremony, depart
Hall of Thanksgiving, and proceed to Motorcade. The President
and Mrs. Bush board Motorcade and depart Thanks-Giving Square en
route Hyatt Regency Hotel.
The President and Mrs. Bush arrive Hyatt Regency Hotel and
proceed to Suite. The President and Mrs. Bush arrive Suite for
Private Time. (PRIVATE TIME: 3 HOURS 15 MINUTES) The President
and Mrs. Bush depart Suite and proceed to Regency Ballroom. The
President and Mrs. Bush arrive Regency Ballroom and begin
participation in VIP Photo with approximately 125 couples who
have sold at least one $10,000 table. Upon conclusion of the VIP
Photo, the President and Mrs. Bush (possibly accompanied by
Senator and Mrs. Phil Gramm) depart Regency Ballroom and proceed
to Reunion Ballroom Off-Stage Announcement Area. The President
and Mrs. Bush arrive Off-Stage Announcement Area and hold
briefly. The President and Mrs. Bush (possibly accompanied by
Senator and Mrs. Phil Gramm) are announced onto Dais to Honors by
TBD Band and proceed to Seats at Head Table. The Invocation is
delivered, followed by the National Anthem. The Dinner service
will then commence. Just prior to conclusion of the Dinner
service, the Vocal Majority will entertain the Dinner Guests.
Following the Vocal Majority, Senator Gramm will give brief
remarks and introduce Mr. Ray Hunt who will introduce the
President for Remarks. The President Remarks. (NOTE: A
Teleprompter will be used.) The President concludes Remarks and
retakes Seat for the Finale. The Finale ("America the
Beautiful", sung by the Texas Boys Choir) commences. Upon
conclusion of the Finale, the President and Mrs. Bush depart Dais
and proceed to Motorcade. The President and Mrs. Bush board
Motorcade and depart Hyatt Regency Hotel en route Love Field.
The President and Mrs. Bush arrive Love Field and proceed to
board Air Force One. The President and Mrs. Bush depart Dallas,
Texas en route Houston, Texas.
Proposed Backdrop
The Backdrop for the Speech to Employees and Families at Marlow
Industries will be a replica of a pre-existing banner which
currently hangs in the Marlow Lunchroom. The banner, designed by
employees, is a world map which depicts the world according to
Marlow employees, with countries and oceans renamed to exemplify
Marlow's Quality Pledge. The title of the banner is "Voyage to
World Class and Beyond". This will be flanked by the Marlow
Company seal on either side of the Banner. The employees and
families will be assembled in the company's parking lot as a
standing crowd. The Dais participants will also be standing for
the duration of the address. The press platform will be
straight-on at approximately 60 feet.
The Backdrop for the Fundraising Luncheon for the Texas GOP will
be the Play Room at Mr. T. Boone Pickens Residence.
Approximately 6 tables of 10 will be set up in the Play Room in a
very informal manner. The President will remark from his seat
without any A/V support. (The room is small enough to carry his
remarks without amplification.) If, for some reason, the Texas
GOP is able to sell 10 - 20 more tickets, Mrs. Pickens would like
to rent a tent to place in the Backyard and set the Luncheon
outside. This, however, remains a remote possibility. The Pre-
Luncheon Reception would then take place on the Backyard Deck,
instead of in the Trophy Room (spillover onto the Terrace).
The Backdrop for the Thanks-Giving Square Ceremony in the Hall of
Thanksgiving will be a replica of the actual Wall of
Thanksgiving, which is located on the grounds of Thanks-Giving
Square. In the center of the Wall is a brass dove with an olive
branch in its mouth, with 13 stars surrounding it. The words on
the wall say "In Prayer and Thanks The People Gather". A Press
Travel Pool would cover the event from a platform in the rear of
the Hall (approximately 40 feet from the Dais).
The Backdrop for the Bush/Quayle '92 VIP Photo will be a blue
drape with the Presidential and U.S. Flags flanking the President
and Mrs. Bush. The Backdrop for the Fundraising Dinner will be a
large royal blue banner, which reads "Bush/Quayle '92" in red and
white with red stars underneath the logo. The 1,000 guests will
be seated at round tables, and the press platform will be located
straight-on at 70 feet.
KANSAS CITY, MISSOURI
Background - Future Farmers of America
The FFA is a national organization of agriculture students
preparing for careers in agricultural marketing, processing,
communications, education, horticulture, production, natural
resources, forestry, and agribusiness. FFA chapters are
established in public schools where they are an integral part of
instruction in agriculture under provisions of the National
Vocational Education Acts.
The FFA was organized nationally in 1928 in Kansas City by
vocational agriculture students who had formed local and state
organizations, some dating back to 1917. In 1950, Congress
granted the FFA a Federal Charter. Today, there are 7,744
chapters in 50 states as well as Puerto Rico, the District of
Columbia, the Virgin Islands, Kosrae, Yap, Guam, Majuro, and
Rota. Active membership is 382,748.
The agricultural education/FFA program has three components that
provide a well-rounded, practical approach to learning. First,
all FFA members are enrolled in agriculture courses in which they
study topics such as plant and animal sciences, horticulture,
forestry, and agrimarketing. Students can then apply the
knowledge and skills learned in the classroom to a Supervised
Agricultural Experience (SAE) program at home or a part-time
workplace. FFA, the third component, provides opportunities on
the local, state, and national levels for students to improve
their leadership abilities and test their agricultural skills.
Scholarships, travel and awards provide incentives for students
to excel.
The FFA's primary purposes are the development of agricultural
leadership, cooperation, and citizenship. Through participation
in FFA activities, young men and women, ages 12 - 21, interested
in all aspects of the agricultural industry, learn how to speak
in public, conduct and take part in meetings, handle financial
matters, solve their own problems, and assume civic
responsibility.

to Motorcade. The President boards Motorcade and departs
Downtown Airport en route Municipal Auditorium. The President
arrives Municipal Auditorium and proceeds to Arena Off-Stage
Announcement Area. The President arrives Arena Off-Stage
Announcement Area and holds briefly. The President is announced
onto Stage to Honors by the National FFA Youth Band (composed of
two National FFA members from each state) and proceeds to Seat.
Mr. Mark Timm, President, National FFA and Purdue University
Student, introduces the President for Remarks. The President
Remarks. (NOTE: A Teleprompter will be used.) The President
concludes Remarks and begins participation in Gift Presentation.
Mr. Timm presents the President with a Plaque at this time. The
President concludes participation in Gift Presentation, departs
Dais, and proceeds to Motorcade. The President boards Motorcade
and departs Municipal Auditorium en route Kansas City Downtown
Airport. The President arrives Kansas City Downtown Airport and
proceeds to board Air Force One. The President departs Kansas
City, Missouri en route St. Louis, Missouri.
Proposed Backdrop
The Backdrop for the Address to the National FFA Convention will
be a large blue hard wall reading "Leadership for a Growing
Planet - 64th National FFA Convention" in white lettering. Two
video screens are located on each side of the slogan, one of
which will transmit the President's address live to the audience,
and the other will display the FFA seal. Directly behind the
President will be up to 200 national FFA officers from the 50
states, seated on risers and wearing their National FFA blue
jackets. Red and blue curtains will provide the backdrop for the
FFA officers. Suggested Dais participants are Mr. Fred McClure;
Mr. Larry Case, Chairman of the Board, National FFA; and Mr. Mark
Timm, President, National FFA.
The Press Platform will be straight-on at 70 feet.
ST. LOUIS, MISSOURI
Background - Missouri GOP/U.S. Senator Kit Bond
1992 will present Missouri Republicans with a number of
challenges--U.S. Senator Bond will seek re-election, Governor
Ashcroft cannot seek another term thus creating an open seat, and
all statewide office holders will also face re-election. Bond is
very popular and should not face a difficult challenge. The
Governor's race is very important, and will force highly
contested Republican and Democrat primaries. In addition,
Missouri will be a key state in the 1992 Presidential election.
The Missouri Republican Party will play an integral part in
supporting all Republicans next year. The Party hopes to raise
close to $500,000 at this event, money that will be utilized in
the 1992 election cycle. Missouri GOP Finance Chairman Bucky
Bush has established a strong donor network, an effort that will
aid the Party's work next year. Senator Bond also hopes to raise
approximately $500,000 for his campaign.
The Co-Chairmen of the Missouri GOP, 10 - 12 people total, are
all St. Louis area CEO's who have raised or given a minimum of
$50,000 to the Missouri Republican Party's Victory '92 program.
For the Presidential Roundtable, the Co-Chairmen will be seated
in a Living-Room style setting in the Presidential Suite. The
President, escorted by MRP Finance Chairman "Bucky" Bush and
Event Chairman Charles F. Knight, CEO of Emerson Electric
Company, will enter the room. After the initial welcome, the
President will be seated for a twenty-minute off-the-record
discussion with the Co-Chairmen.
The 100 couples (all Sponsor's of the Missouri GOP Fundraiser,
Co-Chairmen, and guests) invited to the VIP Reception are
Missouri corporate CEO's and executives, who have given a minimum
of $5,000 to the Missouri Republican Party's Victory '92 program.
A Reception will be held for Sponsors prior to the President's
arrival. The Sponsors will line up as the President enters the
room for the standard political photo-op. The Sponsors will be
introduced to the President by Bucky Bush prior to the Photo.
Following their Photo with the President, the Sponsors will
proceed into the Amphitheater for the address to the Missourians
for Kit Bond Fundraiser.
Background - Network affiliates' interview
In an effort to reach beyond the beltway to local media when the
President travels, this press availability would provide the
President with an opportunity to speak with three local
television news anchors about domestic issues. The three major
stations are KTBI (ABC), KSDK (NBC), and KMOV (CBS). The
President would be interviewed by the three anchors, one after
another.
Proposed Scenario
The President arrives Lambert Field, St. Louis, Missouri, and
proceeds to Motorcade. The President boards Motorcade and
departs Lambert Field en route Radisson Hotel. The President
arrives Radisson Hotel and proceeds to Suite. The President
arrives Suite and begins participation in a Roundtable Discussion
with Co-Chairmen of the Missouri Republican Party. ($50,000
donors to the Party.) The President concludes participation in
Roundtable Discussion, departs Suite, and proceeds to Room 824.
The President arrives Room 824 and begins participation in
Interview with local network affiliates. The President concludes
participation in Interview, departs Room 824, and proceeds to
Suite. The President arrives Suite for Private Time. (PRIVATE
TIME: 45 MINUTES) The President departs Suite and proceeds
to Motorcade. The President boards Motorcade and departs
Radisson Hotel en route Riverport Amphitheater. The President
arrives Riverport Amphitheater and proceeds to Dressing Room #6.
The President arrives Dressing Room #6 and begins participation
in VIP Photo with approximately 100 couples who are $5,000 donors
to the Missouri GOP. Following the VIP Photo, the President
departs Dressing Room #6 and proceeds to Amphitheater Off-Stage
Announcement Area, accompanied by Senator Bond. The President,
accompanied by Senator Bond, arrives Off-Stage Announcement Area
and holds briefly. The President, accompanied by Senator Bond,
is announced onto Dais and remains Standing. The President is
introduced for Brief Remarks by Senator Bond. The President
gives Brief Remarks. The President concludes Brief Remarks,

The Backdrop for the Senator Bond Fundraiser will be a floor to
ceiling blue drape with a banner (flying separately) reading "Kit
Bond - U.S. Senator from Missouri". As the President concludes
his remarks, the drape will rise revealing the Gatlin Brothers'
set, and they will go immediately into a song.
Probable Dais participants are: Mr. Tom Fowler, Missouri GOP
Chairman; Mr. Bucky Bush, Missouri GOP Finance Chairman; Senator
Bond; Governor Ashcroft; and Senator Danforth.
